Calcination Condition for Recovery of Calcium from Cuttle Bone and Characteristics of Calcined Cuttle Bone Powder (갑오징어갑으로부터 칼슘의 회수조건 및 소성 칼슘의 특성)

  • For the effective utilization of cuttle bone as a calcium powder, we examined calcination condition ($700^{\circ}C: 0\sim10\;hrs,\;800^{\circ}C:\;0\sim3\;hrs,\;900^{\circ}C:\;0\sim1\;hr\;and\;1,000^{\circ}C:\;0\sim30\;mins$) for recovery of calcium from raw cuttle bone powder (RCB) and characteristics of calcined cuttle bone powder (CCB) treated by optimal condition. During calcination of RCB, the yields was decreased, while total and soluble calcium contents and white index were increased up to constant calcination time ($8\;hrs\;at\;700^{\circ}C,\;2\;hrs\;at\;800^{\circ}C,\;45\;min\;at\;900^{\circ}C\;and\;20\;min\;at\;1,000^{\circ}C$). But, these after that almost unchanged. From these results, the optimal calcination conditions for recovery of calcium from RCB were revealed $8\;hrs\;at\;700^{\circ}C,\;2\;hrs\;at\;800^{\circ}C,\;45\;min\;at\;900^{\circ}C\;and\;20\;min\;at\;1,000^{\circ}C$. In the case of CCB treated for 2 hrs at $800^{\circ}C$, total calcium was about $70\%$, the major component was calcium oxide, and the structure consisted of porosity. The calcium solubility of CCB increased by 22 times compared to RCB. But, the pH of RCB was about 12.9. Therefore, for the effective utilization of RCB as a calcium powder, it requires a suitable modification operation for adjustment of pH ($pH\;2.0\~9.0$).

Effective Geophysical Methods in Detecting Subsurface Caves: On the Case of Manjang Cave, Cheju Island (지하 동굴 탐지에 효율적인 지구물리탐사기법 연구: 제주도 만장굴을 대상으로)

  • Multiple geophysical methods were applied over the Manjang cave area in Cheju Island to compare and contrast the effectiveness of each method for exploration of underground cavities. The used methods are gravity, magnetic, electrical resistivity and GPR(Ground Pentrating Radar) survey, of which instruments are portable and operations are relatively economical. We have chosen seven survey lines and applied appropriate multiple surveys depending on the field conditions. In the case of magnetic method. two-dimensional grid-type surveys were carried out to cover the survey area. The geophysical survey results reveal the characteristic responses of each method relatively well. Among the applied methods, the electric resistivity methods appeared to be the most effective ones in detecting the Manjang Cave and surrounding miscellaneous cavities. Especially, on the inverted resistivity section obtained from the dipole-dipole array data, the two-dimensional distribution of high resistivity cavities are revealed well. The gravity and magnetic data are contaminated easily by various noises and do not show the definitive responses enough to locate and delineate the Manjang cave. But they provide useful information in verifying the dipole-dipole resistivity survey results. The grid-type 2-D magnetic survey data show the trend of cave development well, and it may be used as a reconnaissance regional survey for determining survey lines for further detailed explorations. The GPR data show very sensitive response to the various shallow volcanic structures such as thin spaces between lava flows and small cavities, so we cannot identify the response of the main cave. Although each geophysical method provides its own useful information, the integrated interpretation of multiple survey data is most effective for investigation of the underground caves.

위성자료를 이용한 토지피복에 따른 열환경 평가

  • 최근 인간의 활동범위와 영역이 확대되고 산업이 발전하면서 인간의 삶과 지속가능한 발전 등 도시 기후에 관한 관심도 높아지고 있다. 산업혁명 이후 도시화와 산업화로 인해 인구가 증가하고 도시지역으로 집중됨으로써 도시 열섬화 현상에 대한 도시환경문제가 부각되고 있다. 이는 최근까지도 도시개발에 있어서 기능과 효율성이 우선시 되어 도시기후에 대한 배려가 이루어지지 못하고 있으며, 오히려 과도한 냉난방을 가동하는 등 쾌적한 실내 환경 조성을 위한 노력만을 행해왔다. 도시화에 따른 도시의 열환경 구조의 변화는 토지이용의 변화에 따른 피복상태와 밀접한 관련이 있다는 연구들이 수행된 바 있다. 이렇듯 도시화가 진행됨에 따라서 도심 지표면을 덮고 있는 포장재도 변하고 있다. 대표적인 토지피복재로는 콘크리트와 아스팔트 등의 인공포장재, 수계, 삼림 등으로 크게 나누어 볼 수 있다. 최근 도심의 발달로 인해 도심의 표면은 점차 인공포장재인 아스팔트와 콘크리트로 덮여지고 있다. 인공포장재는 맑은 여름철 낮에 받아들인 열을 야간에도 머금고 있어 도시열섬현상의 주요원인이 된다. 도시화가 진행됨에 따라 토지이용형태가 변화하고 있으며 이러한 토지피복의 변화는 그 지역의 기온과 풍향, 풍속뿐만 아니라 지표온도도 변화시키므로 도시 열환경 구조에 적지 않은 영향을 미치고 있다. 과거에는 자연 환경과 도시공간에 대한 인식이 다른 분야로 나누어져서 다루었지만 현재 위성영상 기술의 발달로 많은 공간 정보를 파악할 수 있게 된 바 도시기후변화에 더욱 직접적이고 근본적인 접근이 쉬워졌다. 원격탐사기법의 활용은 위성자료를 이용하여 동시간대 평면적인 열구조를 정량적으로 파악하는데에 중요한 자료를 제공하여 도시지역을 덮고 있는 인공자재의 존재가 도시열섬의 형성과 밀접하게 연관이 있다는 사실을 짐작할 수 있다. 따라서 도시기후변화의 문제점을 더욱 적극적으로 해결하기 위해서는 토지이용에 따른 지표면 온도 상승의 현황을 파악하고 이를 저감 시킬 수 있는 대책들이 수립되어야 한다. 본 연구는 보다 세분화된 도시 열환경을 정량적으로 분석 평가하기 위해서 토지피복별 분류를 3가지로 대구시 중구 경북대학교 부속 고등학교(이하 사대부고 지점)를 도심지역으로, 경상남도 창녕군 창녕읍 우포늪(이하 우포지점)을 수계지점으로, 경상북도 안동시 길안면 만음리(이하 안동지점) 지점과 대구시 칠곡군 동명면 득명리 팔공산 한티재 도립공원(이하 팔공지점)을 산림으로 분류하여 연구하였다. 대구 계명대학교 기후환경연구실에서 보유하고 있는 AWS(Automatic Weather Station) 자료로 기상요소를 분석하였으며, MODIS Terra 위성영상을 이용하여 지표온도를 추출하고 분석하였다. 또 기상요소와 지표온도를 이용해 회귀식을 도출하여 추정기온을 산출하였다. 그 결과 첫째, 계절에 따른 기온의 시간변화는 여름의 평균기온이 $25.13^{\circ}C$$24.12^{\circ}C$로 사대지점과 우포지점의 평균기온이 가장 높게 나타났으며, 이는 도심에서 발생되는 인공열의 영향으로, 우포지점은 수계의 특징이 반영된 결과라 할 수 있다. 둘째, 계절에 따른 풍속의 시간변화는 여름의 경우 우포지점의 풍속이 1.63m/s로 가장 높은 반면 안동지점의 풍속이 0.27m/s로 가장 낮은 것으로 나타났다. 겨울의 경우 팔공지점의 풍속이 1.82m/s로 가장 높게 나타났다. 토지피복에 따른 지표면의 변화가 도시기후에 미치는 영향을 정량적으로 평가하고, 또 지표면 온도와 기온과의 차이를 알아보기 위하여 MODIS 위성 영상을 이용하여 세 지점을 대상으로 토지피복에 따른 열환경을 평가 분석하여 다음과 같은 결론을 얻을 수 있었다. 첫째, MODIS 위성영상을 이용하여 산출한 지표면 온도는 여름철 주간에 안동지점의 경우 주변지역에 비해 지표면 온도가 약 $26^{\circ}C$로 낮게 나타났으며 우포지점의 경우 수계가 가지는 열 완충능력으로 약 $27^{\circ}C$의 낮은 지표면 온도를 나타내었다. 사대지점의 경우 약 $34^{\circ}C$이상의 높은 지표면 온도를 나타내었다. 둘째, MODIS 위성영상을 이용하여 산출한 지표면 온도와 관측된 기온과의 회귀식을 도출하여 상관분석 한 결과, 모든 지점의 값에서 상관성 및 신뢰도가 높은 것으로 나타났다. 셋째, 상관분석의 결과를 통하여 추정한 기온은 지표면 온도와의 차이가 있지만 유사한 패턴의 결과로 추출되었다. 이러한 결과로 볼 때 도시의 인공자재를 이용한 건축과 개발이 도시열섬현상을 유발하는데 중요한 역할을 하는 것을 정량적으로 평가할 수 있었다. 따라서 본 논문의 연구결과를 바탕으로 도시계획에 있어서 인공구조물에 의한 기온과 풍속이 받는 영향을 고려하여 도심의 인공구조물의 배치나 자재에 대한 개발이 이루어져야 할 것이며 열교환의 방해 및 바람순환이 확보되는 구조로 개선되어야 할 것이다.

Developing National Science Assessment System:Scientific Knowledge Domain (국가 수준의 과학 지식 평가 체제 개발)

  • Establishing and evaluating science education policies and revising and monitoring the effectiveness of science curriculum should be based upon the results of systematic and scientific research studies. Advanced nations have already been administering and developing national level science assessments for these purposes. The science assessments administered in Korea have been reported having many limitations and problems, and not succeeded in providing data for science education policy making and curriculum reform. The major purpose of the study is developing national level science knowledge assessment system in order to identify longitudinal trends of elementary and secondary school students science knowledge achievements. The research team consisted of science education experts and teachers from various school levels, decided the directions and major elements of national level science knowledge assessment with the consultation of educational evaluation experts. Item developing ability of the researchers was improved by seminars? and workshops on national assessment in advanced nations and developing skills of writing science items. Nearly 500 items were developed and revised. Pilot test was administered with 958 students at various school levels. 380 items were selected and tested with 8766 students, and the characteristics were analyzed in terms of item response theory. The target populations for national level science knowledge assessment are 5th-grade of elementary school, 2nd-grade of middle school, 1st and 2nd-grade of high school students. The proper period for the assessment is February every year. Multi-stage clustered sampling method is desirable and rotated forms are recommendable for the test format. Bridge items should be introduced to compare the results of multiple tests, and various grades. Anchor items should also be used for longitudinal interpretations of the results. The items for elementary school require low to medium abilities, for middle school and first grade of high school require medium to high abilities and for 2nd-grade of high school high abilities. The discrimination ability of the items developed is high.

The Settlement of Conflict in International Space Activities (우주활동에 있어서 분쟁의 해결과 예방)

  • Together with the development of space science outer space law has become one of the most rapidly developing branches of international law. This reflects a general realization that these new activities must be subject to reasonable legal regulation if they are to serve the peaceful purposes of mankind without undue confusion and disorder. The exploration and use of outer space introduces many novel opportunities and dilemmas, and inspired insights are needed in the development of this new resource. In particular, the settlement of space law disputes is a relatively new discussion in international law. However, the significance of the settlement of space law disputes was acknowledged in various colloquia organized by legal academicians and practitioners around the world. Analysis of the dispute settlement provisions in space agreements plainly reveals the degree to which States persist to be mistrustful of any impingement to their sovereignty. They are reluctant to submit disputes to adjudication and binding arbitration, particularly when these provisions are negotiated between States which have dissimilar political, economic and social interests and demography. However, there is a slow but clear shift in this attitude as States realize the contemporary political, economic and technical pressures necessitating the lifting of the veil of State sovereignty. The development of an effective mechanism for the settlement of disputes arising in relation to the development of the exploration and exploitation of outer space has been the subject of global study by highly qualified publicists and international institutions. The 1972 Liability Convention is the space treaty with the most elaborate provisions for dispute settlement. However, it fails to ensure binding decisions. In this point, the 1998 Taipei Final Draft Convention may be a useful instrument for further consideration on whether an independent sectorialized dispute settlement mechanism should be established. Considering these circumstances it seemed essential to take legislative action to implement a system as comprehensive as the relevant legal framework are in the Law of the Sea and International Criminal Law mechanisms for dispute settlement and conflict avoidance from outer space activities.

The Study on Aviation Crime in Aviation Safety and Security Act of Korea ("항공안전 및 보안에 관한 법률"에 있어서 항공범죄에 관한 연구)

  • Soon after September 11 attacks in 2001, there were strong demands in Korea on making relevant laws and regulations on aviation security, and Korean parliament legislated "Aviation Safety and Security Act"to fulfill the demands on safety and security of aircrafts during aviation. However, the current Aviation Safety and Security Act seems to have many problems which do not meet the practical needs in Korea, because there were not enough considerations on the practical needs and extinguishable national circumstances on civil aviation system in Korea, but only regarded the relevant international conventions and foreign practices on it. In this context, it is necessary to amend several provisions in Aviation Safety and Security Act to enhance more practical efficiencies in its implementation through systematization of the provisions on crimes which may happen during aviation. In this context, this article argues two main issues. First, Article 39 of Aviation Safety and Security Act does not express whether it is possible to punish the attempt of crime of causing damage to aircraft. Therefore, regarding a principle of legality, it is impossible to punish the perpetrator even when coincidently failed to destruct or damage aircraft. In this context, this article argues that the necessity to introduce the possibility to punish the attempt of crime of causing damage to aircraft. Second, regarding Article 160 of Civil Aviation Act of Korea, current Aviation Safety and Security Act should be amended by guaranteeing the culpability of negligence of crime of causing damage to aircraft.

Comparison of Actigraphic Performance between $ActiWatch^{(R)}$ and $SleepWatch^{(R)}$:Focused on Sleep Parameters Utilizing Nocturnal Polysomnography as the Standard (활동기록기($ActiWatch^{(R)}$$SleepWatch^{(R)}$) 성능 비교 연구:야간수면다원기록을 표준으로 한 수면변인을 중심으로)

  • Objectives: We attempted to compare the performance of 2 commercially available actigraphies with focus on sleep parameters, using polysomnography as standard comparison tool. Methods: Fourteen normal volunteers (5 males and 9 females, mean age of $28{\pm}4.6\;years$) participated in this study. All the participants went through one night of polysomnography, simultaneously wearing 2 different kinds of actigraphies on each wrist. Polysomnographic and actigraphic data were stored, downloaded, and processed according to standard protocols and then statistically compared. Results: Both $ActiWatch^{(R)}$ and $SleepWatch^{(R)}$ tended to overestimate the total sleep time, compared to the polysomnography. $SleepWatch^{(R)}$ tended to underestimate the sleep latency. The two actigraphs and the polysomnograph did not show significant difference of sleep efficiency, when compared with one another. In addition, all of the sleep parameters from the instruments showed linear correlations except in $SleepWatch^{(R)}'s$ sleep latency. The sleep parameters from the two actigraphs did not show much noteworthy difference, and linear relationships were found between the sleep parameters from the two actigraphs. There was no significant distinction in the results of the two different actigraphs. Conclusion: The results of two actigraphies can be used interchangeably since the sleep parameters of the two different actigraphies do not show significant differences statistically. Overall, it is not legitimate to use actigraphy as a substitute for polysomnography. However, since sleep parameters except sleep latency show linear correlations, actigraphy might possibly be used to follow up patients after polysomnography.

Evaluating the Appropriateness of the Forest Program in the Special Account for Balanced National Development - With a Focus on the Recognition of Local Government Officials in Forest sector - (국가균형발전특별회계(國家均衡發展特別會計) 대상(對象) 산림사업(山林事業)의 적정성(適正性) 평가(評價) - 지방자치단체 산림공무원의 인식을 중심으로 -)

  • Introduction of the Special Account for Balanced National Development (SABND) which was represented top-down in 2005 have previous national budget distribution system between central and local government change. A local autonomous entities can choose freely the favorite programs within the total programs in SABND so they can use limited budget efficiently, After induction of this system, budget of the Forest Programs in SABND in 2006 compare to last year has increased by 24.5 percent. That is three times higher than the average rate of total SABND budget, 8.1 percent. This study surveyed propriety of the Forest Programs and hereafter their budget prospect with local government officials in forest sector, 68.7 percent of the respondents recognized that the inclusion of the Forest Programs in SABND is proper. The most preferred Forest Programs are making Urban Forests and their Management and making Facilities for Forest Recreation. And the most non-preferred Forest Programs are complementing the Lumberyard Facility of the Forestry Association, making the Exhibition of Wood Products and making the Base for the Seedling Production. When Forest Programs are adjusted in the future, these programs above mentioned should be exempted from the SABND. because the non-preferred programs as well as the small budget programs On the prospect of the future budget, 81.1 percent of the local government officials in forest sector answered that it will be the same with the current or increasing, In the short term, the budget of the Forest Program in SABND is expected to increase.

Development of Health Promotion Program through IUHPE - Possibilities of collaboration in East Asia - (IUHPE를 통한 건강 증진 프로그램의 발달-동아시아권의 공동연구의 가능성-)

  • This paper considers the possibilities of health promotion from the following perspectives; (1) IUHPE, (2) socio-cultural similarities, (3) action research, and (4) learning from our past. 1. The IUHPE values decentralized activities through regions, and countries such as Japan, Korea, Hong Kong, Taiwan and China belong to NPWP region. Since IUHPE World Conference was held in Japan in 1995, Japan used to occupy more than 60% of NPWP membership. After 2001, membership is increasing rapidly in Chinese speaking sub-region. The transnational collaboration is still in its beginning phase. 2. Confucianism is one of key points. Confucian tradition should not be seen only as obstacles but as advantages to seek a form of health promotion more acceptable in East Asia. 3. Within the new public health framework, people are expected to create and live their health. However, especially in Japan, the tendency of 'lacking of face-to-face explicit interactions' is still common at health-promotion settings as well as academic settings. Therefore, the author tried participatory approaches such as asking WlFY (interactive questions designed for subjects to review their daily life and environment) and as introducing round table interactions. So far, majority of participants welcome new trials. 4. The following social phenomena are comparatively discussed after Japanese invasion and occupation of Korea ended in 1945; ·status of oriental medicine, ·separation of dispensary services, and ·health promotion specialist as a national license. In contrast to Japanese' tendency of maintaining the status quo and postponing of substantial social change, trend toward rapid and dynamic social changes are more commonly observed in Korea. Although all of above possibilities are still in their beginning stages, they are going to offer interesting directions waiting for further challenges and accompanying researches.

A Study on Solutions to the Problems of the Current Tax Appeal System (조세심판청구제도의 문제점에 관한 개선방안)

  • The purpose of this study was to investigate lots of problems that the current tax appeal system has, which are becoming serious issues as tax appeal cases are recently increasing. Those problems include the unreasonable procedure and period of deliberation on tax appeal cases, permission of a same tax appeal by more than one governmental agencies and the compulsory transposition system of tax appeal cases. All of these problems should be rectified in order to ensure that the currently tax appeal system protect taxpayers' rights and interests effectively. According to the current tax appeal system, the period from the receipt of tax appeal cases to ruling on them is up to 90 days. This is unrealistic, so that period should be allowed to be extended if those cases about more complicated taxation or if they are even harder to be treated for any reason. At present, chief of Tax Tribunal has to unconditionally accept resolution from the meeting of tax judges and make a ruling accordingly because he has no right to reject that resolution. But now, it's time to establish legal grounds based on which the chief suggests the tax judges to reconsider their resolution if it is undoubtedly wrong. Currently, there's a relatively little acceptance of tax appeals from people who can't financially afford to designate a proxy for them. To solve this problem, lots of efforts to make socially recognized the necessity to relive those people's rights and interests and make widely known the Public Proxy of Tax Appeal System. The current tax appeal system allows the Board of Audit and Inspection to be an appealer. This means taxation may be deliberated on by more than one governmental agencies. It is so inefficient. Therefore, tax appeal by the board should be only about taxation that they found unacceptable by audit and inspection. Except for this, it is not allowed that the Board of Audit and Inspection file tax appeals that are, in turn, necessarily transported to the National Taxation. Esecially, the transposition should be a procedure that is occasionally taken. In sum, this study investigated problems with the current tax appeal system, and made suggestions about solutions that are not theoretical but practical.
