본 연구는 각 프로세스가 조직에 미치는 상대적 영향을 고려한 조직 전체의 효율성을 평가하고, 조직의 효율성을 개선하기 위하여 조직을 구성하는 여러 프로세스 중에서 어떤 프로세스를 우선적으로 개선해야 하는지를 결정하며, 더 나아가 비효율적인 프로세스를 개선하기 위하여 어떤 프로세스를 벤치마킹해야 하는지를 결정할 수 있는 체계적인 방법을 제공한다. 이를 위하여 본 연구는 다음과 같은 중요한 세 가지 과정을 따른다. 첫째, DEA(data envelopment analysis)의 CCR 모형을 이용하여 프로세스의 투입요소와 산출 요소를 바탕으로 개별 프로세스의 효율성을 평가한다. 둘째, 도출된 개별프로세스의 효율성을 Lovell과 Pastor의 순수 산출요소(또는 투입요소) DEA 모형의 산출요소로 이용하여 서비스 단위 조직 전체의 효율성을 평가한다. 셋째, 앞서 도출된 개별프로세스의 효율성과 서비스 단위 조직의 전체 효율성을 각각 DT(decision tree)의 예측변수와 목표변수로 활용하여 각 서비스 단위 조직의 특성 및 상황에 따라 개선해야 할 프로세스를 선택하는 규칙을 생성한다. 제안한 방법을 통하여 기업은 비효율적 조직과 프로세스를 발견하고 조직의 효율성을 개선하기 위하여 어떤 프로세스를 우선적으로 개선해야 하는지를 결정할 수 있다. 이를 통하여 기업은 오늘날 기업 경쟁력의 핵심인 프로세스를 좀 더 효과적으로 평가 및 관리할 수 있을 것으로 기대된다.

경영성과(經營成果)의 평가지표(評價指漂)는 개별조직의 목표와 제약환경, 즉 이용가능한 자원량과 개별적 특수요인 등을 고려하여 설정하여야 하며, 산업내의 특성과 동질적 비교집단을 이해함으로써 조직의 성과와 직접적으로 연결될 수 있어야 한다. 또한 조직의 평가는 부분적(部分的)인 효율성(效率性)에 편중되지 않고 투입과 산출간의 유기적인 관계를 총체적인 관점에서 분석함으로써 종합적(綜合的) 효율성(效率性)에 그 촛점이 두어져야 한다. 이러한 문제의 인식에 바탕을 두어 본 연구에서는 Charnes, Cooper와 Rhodes(1978)에 의해 처음 개발되어 주로 비영리기관의 경영성과의 평가에 많이 사용하여 온 DEA(Data Envelopment Analysis)기법을 이용하여 금융기관(金融機關)의 효율성(效率性)을 평가(評價)한다. 금융기관은 다양한 투입요소를 사용하여 다양한 서비스 상품을 제공하는 조직이기 때문에, 또 재무비율을 이용한 기존의 평가나 통계적 생산함수의 추정에 의한 평가방법은 단순히 과거의 실적을 평가하는 데 그치게 되고 객관성이 결여되기 쉽기 때문에 조직의 미래운영방향의 설정에 도움이 되지 못한다는 단점을 가지고 있다. 그러나, DEA은 다수의 투입과 산출요소를 요구하는 경우에 적합하게 설계된 분석방법이므로 금융기관의 성과분석에 적절하게 이용될 수 있다. 본 연구에서는 먼저 금융기관(金融機關)의 효율성(效率性)을 평가(評價)하는 기존의 방법을 간략하게 검토한 다음, DEA에 관한 이론적 기초와 그 특성을 검토한다. 실증분석에서는 여 수신업무(與 受信業務)를 수행하고 있는 국내금융기관들 중에서 자료의 동질성과 표본대상 기업의 수를 고려하여 은행업(銀行業)과 투자금융업(投資金融業)을 선정하고 이들 업종에 속한 37개 회사들에 대한 운영효율성(運營效率性)을 측정한다. 투입요소로 직원의 수와 영업비용을, 그리고 산출요소로 영업수익과 경상이 익을 선정하고, 3년간의 자료를 사용하여 실증분석을 한다. 분석의 결과에 의하면, 18개 전체 은행의 평균적인 효율성의 정도는 가장 효율적인 은행을 기준으로 할 때, 약 85% 수준에 그치고 있어서, 나머지 대부분의 은행들 특히 대규모 시중은행들의 경영상의 개선의 여지가 매우 크다고 할 수 있다. 5대 시중은행들간에는 효율성의 차이가 거의 없는 반면, 지방은행들간에는 매우 큰 차이가 있는 것으로 나타난다. 이는 영업지역의 제한으로 인하여 지역경제 규모가 은행의 수지상황에 결정적인 영향을 미치고 있다는 것을 반영하고 있다. 29개 단자회사를 대상으로 한 투자금융업의 경우에도 은행업의 경우와 동일하게 낮은 효율성과 지역간 격차현상이 나타나고 있다.

IT 산업이 급속히 발전하면서 정보보호와 관련된 문제가 중요한 고려 사항으로 대두되고 있다. 이러한 문제 해결의 일환으로 정보보호제품에 대한 수요가 증가하고 있으며, 또한 이들 정보보호제품의 안전 $.$신뢰성이 중요한 이슈로 부각되고 있다. 정보보호제품에 대한 보안성 평가가 이미 시행되고 있지만, 보안성 평가에는 비교적 많은 시간이 소요되므로 개발자가 평가 과정을 거쳐 적시에 제품을 시장에 출시하는 데에는 어려움이 따른다. 본 고에서는 정보보호 제품 개발 프로세스를 공통평가기준에서 요구하는 수준으로 개선하도록 함으로써, 제품 평가 준비 및 평가에 소요되는 비용과 시간을 경감시키고 평가의 효율성을 향상시킬 수 있는 방안을 모색하여 보고자 한다.

This paper provides a model which is used for SOA based system's quality evaluation. This model make evaluation with "Reliability, Usability, Efficiency, Usability and Maintainability", these five aspects which were reference from ISO/IEC 9126. A systems based on SOA was tested by this model in these five aspects. As the results of the evaluation this system satisfied 61.45% users including Service Requester and Service Registry.

Evaluating performance in public sector aims to enhance the efficiency of organizations. Evaluating the efficiency which is the ratio between input and output, organizations set directions of improvement. This research applied Data Envelopment Analysis(DEA) useful to evaluating the efficiency of organizations in public sector. Decision Making Units(DMU) of this research are 21 Information Security Organizations of departments/agencies. As the results, the mean of efficiency score of 21 DMUs is a little more than 50%. Means of departments(8 DMUs) and agencies/committees(11 DMUs) are similar to the total efficiency score. For these results, the decision makers of the information security organizations in public sector have to strive to improve the inefficiency.

Climate change affects human and natural environment. Many countries, including Korea, are trying to develop climate change adaptation strategies to minimize adverse impacts of climate change. To deal with climate change efficiently, decisions have to be made among many options. The objectives of this paper is to analyzes methodologies for prioritizing climate change adaptation measures. Each methodology has strength and weakness and information requirements are differ. We find multi-criteria analysis is one of useful tools considering current level of understanding on climate change adaptation. We suggest climate change risks(timing, likelihood, intensity of climate change impacts), feasibility of policy (equity, main-streaming, democracy), effectiveness (economic effectiveness, co-benefits, propagation effects) of adaptation measures as main evaluation criteria of prioritization.

Gangwon-do has evaluated the result of technical support business and marketing support business separately as a part of enterprise support business, and the evaluation, targeting enterprises, has been restricted to the investigation of satisfaction only. The study develops the model that assesses the efficiency of the enterprises using DEA, the econometric model which is approved the utility in efficiency evaluation, and evaluates it through the model. As a result, the model can be developed to the appropriate variable of the enterprise support business using the elements of input and output in the business. And by using the model of DEA, it is suggested the efficiency measurement of each enterprises' and improvement that inefficient enterprises must have. Especially, it is important to assess the efficiency of supporting enterprises primary.

현재 웹(Web)상에서 운용되고 있는 검색엔진의 활용실태에 관한 체게적 검토를통해 각 엔진에 대한 가능을 비교·분석함으로써 각각의 특징과 효율성을 평가해보고자하였다. 효율적인 검색을 위해서는 각 검색엔진의 특성을 파악하여야 하며 얻고자 하는 정보의 특성(정보분류, 사용분야, 정보 형태 등)에 의해서도 검색엔진의 선별이 필요하다. 검색엔진들은 자신만의 독특한 검색방법을 지니고 있으며 사용자 인터페이스, 질의(Query)의 형태와 검색결과에 차이를 보일 수있다. 그러나 이들 검색엔진의 효율성을 비교하기 위한 기준은 아직까지 정립되지 않았으며 학문적으로 검증된 명확한 기준이 없다. 따라서 본 연구에서는 검색엔진의 효율성 비교를 위해 현재 인터넷상에서 통용되고 있는 검색능력평가에 관한 보고서들에서 평가기준으로 삼고있는 기준들을 수집, 분석한후 가장 타당한 것으로 평가기준들을 선정, 체계화하는 작업을 선행하였다. 그리고 각 검색엔진의 검색효율성을 평가하여 그 결과를 분석함으로써 최적의 검색엔진 선택과 정확한 정보의 검색 및 활용에 일조하고자하였다.

This study aims to analyze the changes in the management efficiency of public institutions in time series, and to examine the relationship with financial performance based on the results of time series changes. Specifically, we classified into upper and lower groups of financial performance based on the government's management evaluation results, and analyze how the management efficiency of each group changed in the period before the evaluation year. Based on public institutions published in public business information system, DEA(Data Envelopment Analysis) was performed for estimating management efficiency. The results are summarized as follows; First, we find that DEA of the upper group changed in the direction of increasing, but DEA of the lower group changed in the direction of decreasing. Second, we find that there is a significant positive relation between DEA and financial performance. This result means that the higher financial performance, the higher management efficiency. These findings imply that management efficiency can be a factor that improve financial performance in public institutions. The results also suggest that government's innovation strategies to improve financial stability by enhancing management efficiency were effective.

프로그램 개발 단계에서 소요되는 비용을 최소화하기 위해 점진 평가 방법이 사용되고 있다. 점진 평가는 프로그램을 모두 다시 평가하는 대신 수정한 부분과 그 부분에 영향 받는 부분만을 다시 평가하는 방법으로 프로그램의 실행 효율성을 향상시킬 수 있는 중요 분야이다. 본 논문에서는 자바 같은 언어에서 확장된 종속차트의 종속 링크를 사용해 변수의 값이 변경되었을 때 그 부분에 영향 받는 부분을 찾아내는 변화 추적 과정을 통하여 효율적인 점진 평가를 수행할 수 있는 방법을 제시한다. 모의실험을 통해 점진 평가의 효율성을 분석한다.
