This study investigated the public's awareness and purchase behavior of organic farming and environment-friendly agriculture products. This study also analyzed whether awareness affects environment-friendly agriculture products' consumption and price resistance and support for the revitalizing organic farming. This study derived environmental and public interst in organic farming, and a web survey was conducted for statistical analysis. As a result, it was found that the awareness of organic farming did not affect the consumption of environment-friendly agriculture products, but in case of high awareness is high, the resistance to prices is low. In addition, it was found that the stronger the public's awareness, the more positive the support for the expansion of organic agriculture and the willingness to purchase environment-friendly agriculture products. The results of this study are expected to be used as basic data for preparing measures to revitalize organic agriculture in the future.

This study is intended to analyze the actual condition of operating the full-text information disclosure system of government and Officials' Perceptions. According to the results of analysis, the public servant group's level of full-text information disclosure system was high. With regard to the positive and negative function of full-text information disclosure, an expectation for positive function was high in the aspect of assuring the transparency of administration. And public servants were worried about an increase in the burden of administrative duties. With regard to factors in hindering the development of full-text information disclosure, it was shown that the percentage of clients' abuse and misuse of full-text information was the highest. For the activation of full-text information disclosure system, it is necessary to prepare measures for preventing the abuse and misuse of full-text information.

The government adopted activation policy of real estate to overcome low economic growth rate. Real estate activation plan adopted by the government raised credit limit by lowering the regulation, and reduced real estate investment cost by reducing the base rate. Also, delayed transfer tax on multi-house owner to activate real estate investment and resolved purchase right resale. Relief of real estate regulate caused increase of housing sales and price increase, and the real estate market changed to overheating aspect such as premium upon completion of lot sale in a short time. Such market atmosphere greatly increased household debs as owners own houses based on 'financial debt' instead of their income. Since 2017, real estate policy was reinforced to reduce household debts and lending rate was raised due to rise of base rate, accordingly, burden of household debt is expected to increase. This research suggested a plan for the Financial Supervisory Service to efficiently manage the financial world by analyzing the cause and problem of household debs.

The construction engineering field is less than $3\~5$ of the gross construction cost, but engineering's role is very important because the performance of final facility is decided in the engineering stage. Nevertheless, before now government and private companies are more concentrated on construction works than making strategy to strengthen the competitiveness and technical development of investment in construction engineering sectors. Search research was obtained through business trip & consultation with related specialists for the difficulties of domestic companies in advancing into overseas market. Moreover this research have analyzed the technical improvement of construction engineering companies and reason for competitiveness weaken by various aspects, It provides governmental and private plans to advance into overseas market. Especially, to strengthen domestic companies into advancing overseas market, it has suggested that tax & subsidy privileges, supporting plans for obtaining information of overseas and strategic cooperation with other organizations.

도서관정책을 총괄하고 있는 문화관광부는 2월 5일 「도서관 발전 종합계획」수립계획(안)을 발표하고 금년 상반기 중 관계부처와의 협의를 거쳐 동 계획을 확정할 예정이라고 밝혔다. 이러한 계획이 수립되면 도서관 육성과 진흥에 대한 도서관계, 시민단체, 언론 등의 여망을 기반으로 각 부문에서 산발적으로 추진되어 온 도서관 진흥 정책을 종합하여 관계부처간 협력을 통해 효과적으로 추진해 나가는 계기가 될 것으로 기대된다. 그 동안 문화관광부는 1991년부터 지난해까지 도서관 건립지원에 769억원, 공공도서관의 콘텐츠 확충에 228억원(1995~2001)을 투입하는 등 도서관 육성 및 진흥을 위해 지속적으로 지원해 왔으며, 그 결과 1991년 267관이던 공공도서관이 2001년에 485관(건립중 포함)으로 2배 가까이 증가하였다. 이처럼 절대 부족한 도서관의 확충과 함께 지식정보화시대 도서관을 지식정보유통의 핵심기관으로 확성화시키고자 2000년부터 관계부처와의 역할 분담을 통해 공공 및 학교도서관 정보화기반 조성 및 도서관 소장자료의 디지털화(콘텐츠 확충) 등 '도서관정보화 종합계획'을 추진하고 있다. 계획수립은 한국문화정책개발원이 주도하여 도서관계 전문인사와 공동연구로 추진하고 자문위원단을 구성하여 계획의 기본방향 및 내용에 대한 각계의 의견을 수렴하게 되며, 문화관광부, 국립중앙도서관, 한국도서관협회 등이 지원기관으로 참여하여 정부정책으로 연계되어 그 활용성을 높이는데 주력할 계획이다. 이번 계획에서는 기본적으로 국립중앙도서관 및 공공도서관의 발전방안을 중심으로 학교 및 대학 도서관 부분에 대해서는 관계부처간 효과적인 정책협의체계 구축을 통한 정책적 지원부분에 초점을 두고 정보화 시대에 부응하는 도서관의 역할과 기능 재정립, 도서관 관종 간의 협력 프로그램 개발을 통한 도서관 운영활성화 등 도서관의 조직ㆍ기능ㆍ인력ㆍ프로그램 등의 측면에서 현황분석을 통한 문제점 도출과 개선방안을 마련, 궁극적으로는 도서관및독서진흥법 개정 등 도서관발전의 법ㆍ제도적 지원 토대를 마련할 방침이다. 한편 도서관정보화 부문에 대해서는 2003년부터 2단계 도서관정보화사업 추진을 위해 관계부처와 협력하여 현재 민간 컨설팅업체를 통해 추진중인「도서관 정보화전략계획(ISP)」을 종합계획에 반영할 계획이다. 또한 교육인적자원부를 중심으로 정부 6개 부처가 '학교도서관 활성화대책 기획단'을 구성하고 학교 및 대학도서관 발전 계획을 수립 중에 있다. 그리고 대통령자문 교육인적자원정책위원회에서 4월 3일 '도서관 정보인프라 활성화 방안'을 대통령에게 보고한 바 있다. 우리 「도서관문화」에서는 도서관 및 관련 부문의 각계 인사들에게 정부 「도서관 발전 종합계획」등 계획 수립에 바라는 바를 알아보았다.

Purpose: The paper aims to: 1) identify the reasons for the low usage of recycled paper in domestic workplaces and the premature state of recycled paper industry; 2) assess the environmental effects of replacing domestically consumed copy papers with recycled papers; and 3) suggest ways in which the recycled paper industry can expand in South Korea. Method: Questionnaire survey with cluster sampling is used to identify the attitudes and behavior with respect to recycled copy paper, the results of which are analyzed using SPSS. The environmental effect of replacing copy papers with recycled paper is assessed through the Life Cycle Assessment approach and Paper Calculator V4.0. Result: While the respondent's experience in using recycled copy paper was relatively low, they tend to acknowledge the need for its use and show relatively high satisfaction with the quality of the recycled paper. The environmental benefits of replacing ordinary copy paper with 40%+ recycled paper under the 10% market share increase scenario amounts to 60,000 tons of CO₂ emissions reductions. Conclusion: The results from the attitude survey and market research, five approaches to improving the recycled copy paper market are suggested.

지구의 평균기온이 지속적으로 상승함에 따라 지구온난화로 인한 기후변화는 지구에 분포되어 있는 극지방의 빙하들을 녹임으로써 지구의 물 순환시스템을 교란시켜 집중호우와 태풍, 가뭄, 낙뢰 등 예측을 불허하는 극한 기상변화를 발생시키고 있다. 기후변화로 인해 바다의 수온이 상승함에 따라 빙하가 녹거나 바닷물이 팽창하여 해수면이 상승하게 되는 바, 1990년 대비 2000년대에 동해바다에서는 상승률이 0.07cm/yr이던것이 0.20cm/yr로 나타났으며, 서해바다에서는 0.14cm/yr이던 것이 0.18cm/yr로 나타났고, 남해바다에서는 0.32cm/yr이던 것이 0.34cm/yr 로 평균상승률이 1990년대에 비해 증가하는 것으로 관측되었다. 본 연구에서는 기후변화로 인한 자연재해 피해를 최소화하기 위해 소방방재청의 현행 업무를 중심으로 재해를 예방하기 위한 풍수해 업무별 추진해야할 연구과제들을 조사 제시하고자 하였다. 기후변화에 따른 재난분야의 정책과 관련된 연구적인 측면의 분야를 제시하기 위하여 최근에 나타난 자연재난 피해현상에 대한 원인 및 대책을 기초로 하여, 재난관리분야에서 추진하고 있는 업무를 계승 발전시킴으로써 기후변화로 인한 피해를 예방 또는 최소화 할 수 있는 방향으로 제시하고자 하였다. 기후변화에 따른 소방방재청의 풍수해 재난관리 분야 종합계획을 제시하기 위해 본 연구에서는 기후변화 관련 최근 국내 외의 동향을 먼저 살펴보았다. 1977년부터 2006년까지 우리나라 최근 30년간의 재해연보에 제시되어 있는 시설물별 피해액을 조사하여 시설물 중 피해액이 많은 순으로 주요피해 시설물을 파악하였다. 여기에서 주요피해 시설물로는 하천, 도로, 소하천, 수리, 농경지, 사방 등의 순으로 나타났다. 이러한 주요시설물에 대한 피해현황을 파악하기 위하여 대규모 풍수해 피해에 대한 현황, 원인분석 및 대책이 제시되어 있는 각종 피해조사 보고서, 연구보고서 및 전문 학술지 기사들을 수집 분석하였으며, 수집된 자료를 토대로 각각의 재해피해현상에 대하여 시설물의 피해현상, 원인 및 대책을 분류하여 분석하고자 한다. 재난관리 분야 중 우수유출저감시설 관련 제시된 업무방향을 보면 침투 저류를 위한 우수유출저감시설의 개발연구, 침수위험지구의 지정기준 등급별 방재대책 방안연구, 유역별 재해위험 저감능력의 평가기준 개발, 단위구역별 우수유출저감시설의 확보기준 연구, 우수유출저감시설의 국내 표준화 방안 연구, 우수유출저감시설 설치자에 대한 인센티브 도입방안 연구, 피해지역의 매입을 통한 저류지화 방안 연구, 우수유출저감시설 설치효과의 교육 홍보 및 우수유출저감시설의 국제 표준화 기준 제정 추진 등이 필요할 것으로 조사되었다. 여기에서 제시된 재난관리 업무분야별 많은 연구과제들이 향후 연구할 수 있는 재원확보로 이어져 재난관리의 업무발전에 도움이 될 수 있도록 하여야 하겠으며, 주요 결론으로는 다음과 같다. 첫째, 우리나라는 기후변화에 대해서는 기존에 소극적으로 대응하였으나 기후변화대책기획단을 만들어 적극적으로 대처하고 있으므로 기후변화와 관련된 여러분야가 활성화 될 것으로 판단된다. 둘째, 국외의 기후변화 대응사례에서 보면 시설물의 규모를 볼 때 큰 규모의 예산을 투입하는 것으로 판단되는바, 이는 향후의 불확실한 기후변화에 대비하는 선진적인 판단으로 검토되어야 할 것이다. 셋째, 풍수해 관련 주요업무 8가지에 대하여 추진해야할 업무방향 48개를 선정 제시하였다.

최근 AI 파동 이전에 축산업 현황은 지속적인 수요증가, 개량을 통한 생산성 제고, 전업규모화를 통한 안정적 공급기반 구축 등으로 괄목할 만한 양적성장을 달성하였다. 또한 사료, 동물약품, 육가공 산업 등 전후방 연관산업도 동반 성장하여 연관산업 생산액은 40.2조원, 종사자는 약 20만명 수준에 육박하는 것으로 발표되었다('12. 11월 KREI). 이와 관련 정부(농식품부)에서는 2014년도 축산정책 기본방향을 축산업이 고품질 안전 축산물을 생산하면서 환경을 보전하는 산업으로 전환될 수 있도록 '지속가능한 친환경 축산 종합대책'을 마련하여 양적성장에서 질적성장으로 정책 패러다임을 전환하는데 주력을 쏟고자 한다. 이에 본지에서는 정부의 주요 축산정책 추진과제 중 2014년도 사료분야 추진계획을 크게 4부문으로 구분하여 사료가격 안정, 사료산업종합지원사업 추진, 농가 사료직거래 활성화 지원사업 추진 및 사료 품질 및 안전성 관리에 대해 농식품부 정순일 주무관의 글을 통해 살펴보고자 한다.
