Many construction developers have tried to develop the international PPP (Public-Private Partnership) projects but frequently failed to gain loan investor approval from loan investor. Many of these failures were caused by the risk attitude gaps among project stakeholder. This study aims to compare the risk attitude between the construction investor and loan investor. This study investigated how much differently 21 construction investors and 21 loan investor recognize the risk magnitude corresponding to the same three risk status of 27 risk factors. Construction investors show a more risk-seeking attitude than loan investor in 58 of 81 risk status. Loan investors show a more risk-averse attitude than construction investors in 9 risk factors. These results will contribute to developing the successful PPP project by reducing the risk perception gap between construction investors and loan investors.

Unlike general public investment projects, when it comes to environmental public investment projects, there is a gap between those who pay the costs, and those who receive the benefits. This is because of the long term nature of environmental investments, which entails that the majority of the costs are paid by the current generation, while the benefits are reaped by future generations. Because of this, when the social discount rate is set at a standard, singular rate, an issue of relative underestimation of the benefits reaped by future generations may occur during the analytic process. This paper begins with the recognition of this problem, and attempts to estimate a suitable social discount rate that can be applied to environmental investment projects. Taking into account recent economic situations, the social discount rate is currently being estimated at between 2.9 ~ 4.9%. Also, this paper used preliminary feasibility studies that took place so far, to analyze the standard pattern of benefit generation. This revealed that alterations in social discount rates can bring significant changes in economic feasibility test results. Simulation results showed that roughly 6% of B/C ratios could be increased by 1%p. resulting in a decrease in social discount rates. Also if we use hyperbolic discount rates, instead of using the current singular rate, there would be a meaningful increase in the benefits for the future generation.

치수사업계획을 수립함에 있어서 계획의 결정권자들에게는 사업의 여러 대안을 선별하고, 여러 사업 중 어느 것을 먼저 시행해야 할 것인지는 가장 중요한 사항중의 하나이다. 이는 또한 치수사업이 국민의 생활에 직접연관 되는 공공사업이 대부분임을 감안할 때, 국민 경제적 관점에서도 중요한 사항이다. 또한 최근 자연환경과 생태계 보전에 내한 국민적 인식이 증대되고 있는 시점에서, 환경가치는 더 이상 간과될 수 없는 요인으로 부각되고 있으며, 형평성 차원에서 사회적인 영향에 내해서도 간과할 수 없게 되었다. 본 연구에서는 기존의 투자 우선순위 산정에 내한 방법들에 검토와 치수사업의 투자우선순위 결정을 위한 기준을 제안을 하였다.

연구개발 자원의 선택과 집중을 통한 투자효율의 극대화는 치열한 국제경쟁을 극복하기 위한 최소의 필요조건이다. 정보통신 연구기반 조성 사업은 정보통신 산업의 연구개발 및 기술능력 저변 확대를 통한 혁신적 성장환경조성(Intrastructure)사업으로 인프라구축 사업의 특성상, 직접적인 기술개발 투자와는 달리 사업효과가 장기간에 걸쳐 정보통신사업 전체에 영향을 미친다. 단기간내의 성과보다는 체계적인 중·장기 계획에 기초한 장기적인 투자 및 관리가 요구되는 사업으로 연구 환경구축, 연구성과 확산, 정보기반 구축 및 정책 연구 등의 진단을 통해 새롭게 전개되고 있는 지식기반 사회의 연구기반구축이 조화롭게 전개될 수 있는 방향을 모색하였다.

Korean Public-Private Partnership, mainly implemented using BTO (Build-Transfer-Operate) and BTL (Build-Transfer-Lease) methods, has contributed in increasing benefits of the people by providing the needed public services in a timely and efficient manner. It has also induced flexible national fiscal management. However, in addition to the repeal of the Minimum Revenue Guarantee (MRG) program in 2009, changes in business environment including recent financial crisis aggravated financial situation in pursing PPPs, resulting in significant contraction of BTO projects. Therefore, the new methods are to be suggested and applied to overcome this situation. This paper seeks to find ways to apply "Mixed Model," characterized as the compound of BTO and BTL, two different implementation methods of PPPs, as an enhanced burden-sharing mechanism.

댐 하류하천 정비사업을 계획함에 있어 사업의 투자우선순위 결정시 의사결정의 어려움에 직면할 수 있다. 본 연구는 이러한 어려움을 지원하고자 다기준의사결정기법 가운데 하나인 PROMETHEE를 활용하여 투자우선순위를 제시하였다. 댐 하류하천 19개에 대한 투자우선순위를 검토하기 위한 평가기준으로서 용수공급량 회복, 발전량 회복, 계획방류량 회복, 치수경제성 분석, 환경생태기능 개선, 잠재적 홍수피해도, 홍수방어능력 취약도를 고려하였고, PROMETHEE 시행 결과 평림댐 하류하천에 대한 정비사업이 가장 시급한 것으로 분석되었다. 본 연구에서 제시한 19개 댐 하류하천에 대한 투자우선순위 결과는 향후 댐 하류하천 정비사업 계획의 기초자료가 될 수 있을 것으로 판단된다.

As the national competitive power indicator, the infrastructures have been constructed with government's SOC budgets. However, even SOC budget is decreased, Public-Private Partnership Project (PPP project) has been introduced to solve demands on extending infrastructures, and among PPP projects, road projects take high portions. This study analyzes the operation & management item of financial model which is connected to the O&M cost and project proposal of previously proposed road project and analyzes the Korea Expressway Co.,'s project cost items and O&M tasks to reflect the characteristics of road projects. Based on results, this study suggests necessity of the O&M cost breakdown structure and the cost calculation standard on each cost item. Also, for the existing task execution tools, O&M cost calculation tool and finance analysis task tool will be integrated, and the system is suggested web-based system. Thus, it is expected that it contributes to the securing overall business values on PPP project and expending profit-base infrastructures.

This paper presents an effective policy of information telecommunication R & D infrastructure project. In order to survive the infinite competition in this fields, choice and concentration for national R & D play an important role. Results of this project are influenced potentially to the area of related field in contrast to technology R & D. In this approach, suck investigations as research environments, infrastructure, application of results are evaluated, and also verified that this project is essential to the small and medium enterprise.

In recent years, ESG investment is increasing worldwide, and awareness of ESG risks such as environment, society, and governance is increasing, and non-financial investments are considered when making investment decisions. With the recent Corvid 19 crisis, the focus is on the environment, and investments related to bio and health are gaining popularity, while new investments are completely suspended in coal-related businesses, and decisions are made in the direction of sequential termination or withdrawal of existing businesses This has resulted in an increasing number of managers setting climate change and sustainability as top priorities in their investment portfolios. As a result, it is necessary to present effective countermeasures to changes in the investment environment, and to make efforts to respond and prepare an investment system that can help build a risk management system. Therefore, I would like to briefly review the ESG investment trends and present implications considering shared growth and mutual benefit.
