Safety Analysis for Petrochemical Plant by Nondestructive Test (비파괴검사에 의한 석유화학설비의 안전진단)

  • 석유화학플랜트에서 운용되는 반응로, 저장탱크, 열교환기 등의 압력용기 그리고 배관 등의 시 설물은 장기간 사용함에 따라 고온, 고압, 부식성 분위기, 열응력, 피로 등 여러 가지 요인으로 경년열화되어 노후화 된다. 일반적으로 이들 설비들에서 작용하는 유체나 가스의 누출은 화재나 폭발과 같은 재해 뿐만아니라 주위 환경을 오염시켜 공해를 유발하게 되며, 이들 시설물에 대한 신뢰성 및 안전성 확보는 국가기간 산업에서 매우 중요하며 이와 관련된 장치의 설계, 시공 뿐만 아니라 시험검사 및 평가기술 측면에서도 중요시되고 있다. 플랜트 시설물에 대한 가동중 주기적인 안전진단은 현상의 파악 뿐만 아니라 인명과 재산의 손실을 미연에 예방하고 경제적 이고 효율적인 운영계획 수립에 필수적인 것이다. 이 글에서는 국내 석유화학플랜트의 검사현 황을 알아보고 앞으로 플랜트의 효율적 운영 및 안전 운전을 위한 가동중검사 기술 및 개선대 책에 대하여 기술하고자 한다.

  • 본 연구는 영문으로 발표된 문헌고찰을 통해 한국의 청소년 자살행동의 예측요인을 종합적으로 이해하고 이과 관련된 정책과 중재프로그램의 동향을 파악하는데 그 목적을 두었다. 이 연구의 목적은 나아가 한국 청소년 자살을 감소시키고 억제하는데 필요한 효과적인 중재방안의 개발에 근거자료로 활용될 수 있다. 본 연구는 주제어 검색을 통해 4대 사회과학 검색엔진을 활용하여 문헌검색을 하였고 Citation Pearl Growing 기법을 적용하여 영문으로 발표된 학술지 게재 논문을 선별하였는데 추가적으로 국회도서관 전자 데이터베이스를 이용하여 최근 청소년 자살에 관한 대표적인 2개의 보고서를 찾아 고찰하였다. 본 문헌고찰은 청소년 자살예방 중재 프로그램 뿐만 아니라 청소년 자살행동에 영향을 주는 요인을 거시적, 미시적 차원으로 논하였다. 청소년 자살행동에 기여하는 거시적 또는 사회적 요인은 국가 경제수준, 대학입시에 대한 학업성취도 스트레스, 그리고 매체 및 인터넷 문화였다. 개인적 또는 미시적 위험요인은 6개의 영역으로 나누어 설명되었다. 일반적 특성, 가족 특성, 학교 환경, 약물 사용, 정신적 장애, 성적 정체성이었다 이 6개 영역의 위험요인들이 서로 조합되면서 청소년에게 자살 의도나 시도가 일어나도록 하는 경향이 높았으며 이중 청소년 자살 예방에 우선적인 3대 요소는 자아정체성 확립, 정신건강 중재서비스의 제공, 거시적 예방 정책의 구조화로 분석되었다. 종합적으로 학교는 정규학교교육과정과 학생 검사를 통해서 일반적인 정신건강교육을 실시하고 위험학생을 선별 하는데 핵심적인 장이다. 따라서 학교를 경유한 위험학생 선별사업과 이에 따른 교육 및 중재 프로그램의 지원이 활성화되는 것이 필요하다.

A Study on the recognitions and effects of Urban Regeneration factors -focused on Busan's village activist trainees- (도시재생 전략요인에 관한 인식과 영향 연구 -부산시 마을활동가 교육생을 대상으로-)

  • Urban regeneration can be an effective tool to promote sustainability and enhance quality of village. Urban regeneration can be considered to be the process of reversing economic, social and physical decay having reached the point where market forces alone will not suffice. For this study, 154 village activist trainees are surveyed. Using the survey results, factor analysis, multi-regression analysis is conducted to identify the factor's significance and to find improvement properties by composing the significance and the satisfaction level. The purpose of this study is to suggest strategy of urban regeneration through the effect of urban regeneration factor on recognition and satisfaction. The findings show that environmental regeneration factor is more influential than economic, social and cultural factors on recognition and satisfaction. This study provide a convenient set of indicators for strategic focus to help urban regeneration policy.

  • Objectives: The manufacturing industry was the one with the most repeated occurrence industrial disasters, and it is important to study the safety environment known by workers in the industry in order to prevent industrial accidents. Methods: Research objects were 1,123 male among members of employees who responded to 2015 PSWCI panel report. Research objects underwent affected subjective health and then categorized subjects into some groups according to changes in employment condition during one year. Statistical analyses were performed using the SAS version 9.4 (SAS Institute Inc., Cary, NC, USA). Results: According to results of analysis, manufacturing industry had differences in economic activity and health conditions based on employees conditions. Dynamic change aspects of manufacturing industry condition had differences between sex and cases where going back and forth between temporary condition and unemployment status had higher percentage in male. Conclusions: The results of this study may serve as the refer to taking a bill to improve the level of safety of the work environment felt by employees in the manufacturing industry.

  • The new Korean government sets its main policy direction as Creative Economy. The Creative Economy can be defined as a growth strategy that establishes new companies, enhances the competitiveness of established companies and creates new markets, industries and jobs in consequence of combining of creative imagination, science and technology and ICT. In this context, the concept of innovation cluster, which aims to foster technological innovations from an organic ecosystem perspective, can be a valid policy instrument for attaining Creative Economy. Innovation cluster can and must make a contribution to achieving the Creative Economy of Korea. In particular, the ICT Convergence Innovation Cluster will be a good strategy for this purpose. Based on this conceptual background, this paper analyzes a recently notable case of an ICT Convergence Cluster in Korea, Pangyo Technovalley (PTV). We argue that the Pangyo Technovalley is a representative cluster of converging ICT and science and technology. We identify the major factors for successful development of ICT cluster: regional government's flexible response to environmental change, careful pre-planning and balance between private and public involvement. In addition, we also found that additional factors, settlement condition for securing good workforce, agglomeration of various innovation actors for promoting convergence, and cluster network revitalization are also important for implementing the creative ICT convergence cluster.

A Study on vitalization of the Pohang Yeongil Port and its hinterland in the post Covid-19 pandemic (포스트 코로나 시대 지역거점항인 포항영일만항과 배후단지 활성화 방안에 관한 연구)

  • This study aims at investigating measures to vitalize the Pohang Yeongil New Port and its hinterland in the context of the post Covid-19 pandemic. To identify appropriate strategies, an SWOT analysis combined with fuzzy-AHP(Analytic Hierarchy Process) was applied for strategical priority. Among the SWOT factors, weaknesses and threats were found to be critical. At a more detailed level, the strategic priorities were given to insufficient infrastructure (W), neighboring ports (T), insufficient shipping network (W), low service level (W) and South-North Korea relationships (T). Given these results, several strategies to overcome core weaknesses and threats of the Pohang Yeongil Port were suggested. The results of this study may provide valuable insights for port policy makers.

  • The optimal water allocation pursues a reliable and economic supply of water resources to meet various interests in socio-economic-environmental aspects. The global water shortage has intensified due to climate change and population growth with limited water resources. Thus, the water management scheme has shifted to improve water use efficiency by proper demand management and water allocation planning. Here, a hydro-economic water allocation model, called WAMM (Water Allocation and Management Model) is introduced.   • It is difficult to acquire good-quality fill material for levee in field and it is the most important factor of levee construction technology to use the bed sediment for the safe and economic construction. So, it is necessary to evaluate geotechnical characteristics of bed sediment, design and construction method through field application tests. In this study geotechnical characteristics of Hyunpoong bed sediment (SP) in Daegu were analyzed, and laboratory/field compaction test for mixing granite weathered soil (SW) was performed. And field mixing method was suggested.

  • Seaports are economically significant infrastructures in terms of dealing with more than 90% of the cargo volume in Korea's international trade. Furthermore, investment costs for constructing ports and the impacts of port industry on national competitiveness lead to the necessity for sustainable port operation. However, the earlier studies dealing with competitiveness and sustainability of the port sector focused on its logistical functions related to port size, operational efficiency, etc. Port competitiveness that considers local community and ecological values as well as the expectations and demands of port users is becoming an important issue in order for ports to cope with volatile external environments while maintaining competitiveness. Therefore, it is necessary to identify port performance indicators and measure their performance in terms of the environmental and social perspectives, as well as the economic perspectives, in order to sustain port development and operations. This paper presents findings from case analyses of SuPorts and PPRISM projects that assist European Union (EU) ports to secure sustainable competitiveness while respecting economic, environmental and social interests between ports and local communities. These projects create port performance indicators with balanced views including not only economic value but also environmental and social values. They measure port performance so port operators can implement these sustainable port practices. This study aims to find the critical factors for sustainable port practices by conducting case analyses of SuPorts and PPRISM projects.

A study on cultural revitalization using local idle facilities

  • Culture and art can be said to be an important medium that enhances people's creativity and satisfies our desire for cultural experience as well as emotional cultivation. These arts and culture are spreading all over the world through Hallyu, etc. to this day, and it is naturally positioned as an industry that creates the highest added value. However, rapid industrialization and development of industrialization also provided many negative causes, such as damage to nature due to the decline of factories and equipment industries, pollution and damage to the surrounding environment due to the use of fossil fuels. Therefore, in this study, we investigated the factors necessary for improving the image of the local community and maximizing tourism classes by actively utilizing the idle space abandoned due to industrialization and industrialization as a complex space for culture and art. As a result, empirical analysis was conducted through a total of six factors excluding typology through factor analysis. The results showed that reliability, certainty, and empathy had a positive effect, but responsiveness did not. In addition, the economic effect was found to have a positive effect on customer satisfaction.
