  • 본 연구는 자체재질로 복합재 적용한 경우를 기존의 금속구조 차체와 25년 운행기간을 기준으로 환경영향을 비교평가하였다. 본 연구는 알루미늄, 스틸, 하이브리드 복합재, 전체 복합재 인 종 4종의 자체를 고려하였다 네가지 차체 시나리오에 대해 원자재 생산, 차체 제작, 25년 사용 단계, 폐기까지의 환경영향에 대해 LCA 기법을 사용하여 평가하였다. 모든 시나리오 경우, 사용단계가 환경영향 카테고리를 좌우했다. 전제 복합재 시나리오가 매립 또는 소각에 대한 가장 낮은 영향을 주었다. 복합재 차체는 금속자제와 비교해 환경영향 측면에서 30$\sim$50 % 개선효과를 보였다.

  • 변전기기의 전력손실은 전력계 전체 중에서는 얼마 안되는 양으로, 그 전력손실에 관련되는 온실효과가스 배출의 비율은 비교적 적다고 할 수 있다. 그러나 일본 전체의 온실효과가스 배출량이 증가추세에 있음을 고려하면, 변전기기에 대해서도 꾸준한 개선노력이 필요하다. 변전기기에 대한 당초부터의 제품개발 방침은 소형화(小型化)$\cdot$간소화(簡素化)이며, 주로 설치환경의 배려(配慮)와 경제성 추구를 목적으로 한 것이므로, 온난화(溫暖化)의 영향을 의식하게 된 것은 지난 몇 년 동안의 일이다. 이들의 제품개발 방침에 의거하여 제품 제작에 따른 환경부하(環境負荷)에 대하여 상대(相對) 비교는 할 수 있으나, 라이프사이클을 고려한 경우에는 운용과 제작시의 환경부하 합계가 지금까지에 대하여 경감(輕減)되었는지를 추정하기가 곤란하다는 문제도 있다. 그래서 제품의 라이프사이클 전체를 통하여 환경에 미치는 부하의 크기를 수치화(數値化)하여 평가하는 것이 필요하게 된다. 라이프사이클 어세스먼트(LCA, Life Cycle Assessment)는 이러한 관점에서 개발된 틀로서 데이터를 취득하는데 많은 시간이 걸리지만, 용도에 따라서는 간편한 방법을 선택하거나 소형화$\cdot$간소화쪽으로 방향을 좁혀 LCA로 상세하게 평가하는 구성도 할 수 있다. 그 최대의 효과는 환경부하를 정량화(定量化)할 수 있는 것이며, 아울러 환경부하의 가일층의 저감이 가능하다는 것을 생각할 수 있다. 또한 LCA사례에서, 제품개발방침인 소형화$\cdot$간소화가 환경부하 저감에 합치하며, 이 방침이 유효하다는 것을 확인하였다.

Analysis of Local Government Environmental Impact Assessment (EIA) Ordinances and Preparation of Consultation Guidelinesfor EIA - A Case of Incheon Metropolitan City - (지방자치단체 환경영향평가 조례 현황 분석과 협의 지침서 작성 방안 - 인천광역시 사례를 중심으로 -)

  • Local governments over a certain size in Republic of Korea may conduct Environmental Impact Assessment (EIA) considering regional characteristics if it is necessary, in accordance with Article 42 of the 「Environmental Impact Assessment Act」. However, it was investigated that the number of local government EIA operation in many local governments was less than initial expectations. In order to improve it, the status of ordinances and consultation guidelines which are different for each local government need to be compared, and the institutional issues forthe relevant local governments must be found considering regional characteristics. Furthermore, detailed regulation and guidance on the local government EIA procedure should be included in the consultation guidelines and related information need to be provided. In this study, focusing on the case of Incheon Metropolitan City, the status of local government EIA ordinances in metropolitan cities and provinces with a similar condition was investigated, and the types and scope of target projects were compared and analyzed. In addition, consultation guidelines forIncheon Metropolitan City were written, and improvements on the procedure flow and overall schedule designation derived from the process were presented. In the case of Incheon Metropolitan City, there were no detailed information officially announced regarding the regulations of the local government EIA ordinance and follow-up management, so the administrative system of the local government needed to be reinforced in this field. Meanwhile, considering the status of local environment and geography, some target project types were deemed necessary to be added: port construction projects, water resource development projects, railroad construction projects, and military facilities installation projects. The results of this study will provide useful information to local governments which want to improve their operation effectiveness by reorganizing the local government EIA system and preparing specific guidelines.

A Review on Environmental Impact Assessment and Policy Utilization through the Establishment of Ecological Outlook and Evaluation System (자연생태 전망평가체계 마련을 통한 환경영향평가 및 정책 활용방안 고찰)

  • As the risk of biodiversity reduction and extinction becomes serious due to climate change and indiscriminate development, the importance of conservation of the natural environment and ecosystem is increasing. In this situation, Ireviewed that overseas cases of the ecological outlook and evaluation system aimed at providing information on natural resources and ecosystem change. As a results, other countries showed that various research institutes have been carrying on field surveys by classification group, but it was different from us that the investigated data are collected and managed in an integrated manner and repeatedly provided within a short period of time. In addition, it was analyzed that it was highly utilized in policy and environmental impact assessment by providing evaluation-based prediction and outlook information along with basic survey data. Based on this, the limitations of information use in our wildlife surveys and environmental impacts assessments were analyzed, and the estabilishment of a ecology outlook and evaluation system and policy support measures were considered. In addition, based on the proposed outlook and evaluation system preparation plan, a policy direction that can be effectively used in domestic natural ecosystem policies was proposed.

Effect and Satisfaction according to the Review of the Electronic Document of Environmental Impact Assessment - Focus on Cost and Carbon Emissions Reduction - (환경영향평가서 전자문서 검토에 따른 효과와 만족도 - 비용 및 탄소 배출 저감을 중심으로 -)

  • The way we work is changing significantly with the rapid development of digitaltechnology, and paper documents are being replaced by electronic documents. However, in accordance with the Enforcement Decree and Enforcement Regulation of the Environmental Impact Assessment Act, the environmental impact assessment report must submit a set number of paper reports to organizations related to the project, and about 42 years have passed since it was submitted as a paperreport. In 2022, the National Institute of Ecology introduced a system to review paperreports as electronic documents in line with the trend of digital transformation. The cost reduction and carbon emission reduction effects of electronic document review were analyzed for 1,398 environmental impact assessments submitted and reviewed in 2022. In addition, a satisfaction survey was conducted targeting type 1 environmental impact assessment companies that were directly affected, and a total of 134 people responded. As a result of analyzing the effect of reviewing electronic documents, costs are reduced by a total of 101,424,900 won per year and carbon emissions are reduced by about 59.7 tons. As a result of the satisfaction survey, 94.8% of the respondents said electronic documentreview was very helpful, and 4.5% said it was helpful. The effectiveness of electronic documentreview was high, with 94.8% of respondents saying it was helpful in economic terms and 91.8% saying it was helpful in reducing work hours. If electronic documents are reviewed through the revisions to the Enforcement Decree and Enforcement Regulation of the Environmental Impact Assessment Act, the implementation of electronic document review is expected to have a ripple effect across the country, not only reducing costs and carbon emissions, but also reducing administrative time and saving storage space. Rapid changes in law and administration are needed to adapt to the digital transformation era.

  • 지구온난화의 문제가 다양한 분야에서 논의되고 있다. 특히 도시열성효과에 대한 문제는 도시기후변화의 측면에서 공간적인 특성을 반영하여 나타난다. 현장조사 자료와 위성자료에 의한 연구는 도시의 열 환경이 공간적으로 어떤 분포를 나타내는지 분석하고 평가하는데 중요한 요소로 연구가 이루어져왔다. 본 연구에서는 도시열성효과가 도시 내부공간의 열 환경에 대해 공간적으로 나타나는 요인을 평가하고 이의 상관성을 도시 공간분포의 범위에서 평가하였다. 연구지역인 전주시는 지난 20년 동안 도시환경의 공간 구조적 요인 보다는 도시 열 발생원에 의해 30% 이상의 영향을 받는 것으로 평가되었다. 이를 검증하기 위해 고해상도 위성자료를 활용하여 공간 요인 분석을 수행하였다.

Life Cycle Environmental Impacts Benefits Analysis of Remanufactured Injector Considering the Avoided Effect (회피효과를 고려한 인젝터 재제조의 전과정 환경영향 효익 분석)

  • Remanufacturing re-commercializes a used product to achieve an equal or higher performance level than the original product by disassembling, cleaning, inspecting, repairing, reconditioning, and reassembling the used product. The remanufacturing industry is a key industry necessary to realize carbon neutrality by 2050. This study uses life cycle assessment to analyze the resource reduction and greenhouse gas reduction effects with and without considering the avoided effect for an injector, which is an automobile part that is actively being remanufactured. The results of this study showed that the resource reduction effect and greenhouse gas reduction effect induced by injector remanufacturing were reduced by 95.30% and 93.88%, respectively, based on one unit without considering the avoided effect. However, when considering the avoided effect, which in this case is the environmental impact of not disposing of the used injector and not having to use natural resources to manufacture a new injector because the used injector was reused during remanufacturing, the resource reduction effect and greenhouse gas reduction effect were 190.91% and 188.33%, respectively. The results of this study are expected to be used in the future to evaluate the amount of environmental impact reduction while considering the avoided effect during remanufacturing and to help develop research methodology for remanufacturing.

An e-SAM Approach to the Analysis of Energy Consumption and CO2 Emissions in Korean Industry (환경사회계정행렬(e-SAM)을 이용한 산업활동의 환경 파급효과 분석)

  • This research aims to find out the existence of considerable induced effect that the conventional I-O model cannot. First, we construct an environmental Social Accounting Matrix for Korea by combining statistics on the Korean GDP and I-O with physical data on the fossil energy consumption and $CO_2$ emissions. The impacts of productive activities on fossil energy consumption and $CO_2$ emissions are evaluated by calculating the e-SAM multipliers. By applying decomposition technique further, we get direct, indirect, and induced effects of production activities by industry. The result of decomposing the e-SAM shows that while the direct effect of the electricity industry is large, its indirect effect is very small. In the case of the primary metal industry, both the direct and the indirect influence of this industry were very large. On the contrary, in case of the service industry, the induced effect of fossil energy consumption was as high as 50% of the gross effect. These results suggest that different energy policies should be established for different industries. Also, the findings show the e-SAM model is better than I-O model in analyzing implications of policies on energy use in the economy.

  • In this study, life cycle assessment(LCA) technique was employed to evaluate the environmental impact of material recycling of polyethylene terephthalate(PET) bottle. Life cycle inventory was established based on the data collected from recycling companies in Korea. Simapro 5.0 LCA software and Eco-indicator 95 index were used for the analysis. The biggest impact by the material recycling of PET bottle on the environmental category was the global warming. It is because melting and production of the recycled PET product consume a significant amount of electricity and energy. In the environmental pollution discharge, $CO_2$ emission was the highest, followed by NOx. This is probably due to the use of diesel and gasoline in the consumption of electricity and transportation. All the environmental impact showed (-) value except the ozone layer depletion, which means that the material recycling of PET bottle is environmentally fair. The use of recycled PET product greatly reduced the environmental impact.

  • EIA consultation is a final decision-making process that enables a variety of stakeholders to participate in and to share important information about the expected environmental impacts caused by development projects. However, this process is often undermined through re-consultation processes by significant changes in the proposed plans. EIA re-consultation is a necessary process when an approved plan needs to be changed for a variety of importantreasons including the changes of land use, delay of construction, and surrounding environments. EIA re-consultation is also important to resolve conflicts among stakeholders and to respond flexibly to unexpected changes in surrounding environment. This study aims to analyze the operation status and the problems of current institutional systems of EIA re-consultation, and to draw implications by reviewing institutional systems of other countries such as U.S. EU, Scotland, and Japan. On the basis of the previous analysis, we propose recommendations to improve the existing EIA re-consultation process. We expect this study helps understand operation status and problems of EIA re-consultation, and provides meaningful implications to improve the existing institutional systems and practice of re-consultation.
