  • A damage criterion by blast vibration & noise has to be established through a engineering view point. Though a blast vibration has effects on human and structure, they have experienced a different damage. Thus, a damage criterion for structure needs to get a peculiar criterion which are different from one for human. At present, blast damage criterions authorized by government are Vibration & Noise Act made by Ministry of Environment and blast damage criterion of specifications for tunnel made by Ministry of Construction & Transportation. Vibration & Noise Act is based on the response of human, and while it has some application problems, it turns out to be partly rational. But, blast damage criterion of specifications for tunnel has unreasonable guidelines. In this article, its problems are reviewed and a alternative blast damage criterion is suggested.

  • This research has defined the factors of noise in cars during subway train services, which is surfacing as a new environmental trouble. It shows additional accomplishment of a discerning analysis on the standard of noise regulation as well as its seriousness. According to the Enforcement Regulations for Noise and Vibration under the Ministry of Environment and its standard noise regulation figure 70dB, we divided two groups of which train noise figures are over and under 70dB respectively, and used their 359 results about noise, geometric structures and operation elements, for this analysis. The results and suggestions are following. First of all, when we discern the seriousness of noise in a train, the track type has mattered in geometric structure and the velocity in operation elements. Therefore, when we construct subway from now on, we should take the track type in consideration and establish plans to keep proper speed in respect of operation. Secondly, the established discernment model in this research can be used in making alternative plans or improvement of subway trains hereafter, showing relatively high accuracy of estimation. Consequently, the readjustment of geometric structure and operation elements is needed, not to make it over the regulation standard of noise in case the noise in train is serious. The discriminant model of this research can be used as elementary material for comfortable and safe subway trains, making the estimation of noise seriousness possible.

  • The only law related to airblast and ground vibration control in Korea is the Noise and Vibration Control Act enforced by the Ministry of Environment. But this law mainly deals with the annoyance aspects of noises and vibrations in ordinary human life. Hence, the law defines the safety criteria of ground vibration as the vibration level (VL) of dB(V) unit. The ground vibrations produced from blasting, however, have the unique characteristics that can be shown in shock vibrations, and the duration is also very short compared to the vibrations from machinery, tools or facilities. Hence, vibration regulations for blasting operations usually define the safety criterion as the peak particle velocity (PPV) considering the effect of ground vibrations to structural damage. Notwithstanding, there are several attempts that predict VL from PPV or estimate VL based on the scaled distances (SD; in unit of $m/kg^{1/2}$ or $m/kg^{1/3}$) without considering their frequency spectra. It appears that these attempts are conducted mainly for the purpose of satisfying the law in blasting contracts. But, in principle there could no correlation between peaks of velocity and acceleration over entire frequency spectrum. Therefore, such correlations or estimations should be conducted only for the waves with the same or very similar frequency spectra.
