Issues and Improvements in Extended Application of LID technologies (국내 LID 기법 적용확대의 문제점 및 개선방안)

  • 우리나라의 경우 비점오염원에 의한 오염부하 기여도가 점차 증가하면서 '06년 관련 법규 개정을 통해 일정 규모 이상의 개발사업에 대해서는 비점오염저감시설 설치를 의무화하였으며, '11년 기준 국내에는 약 6,000여개 이상의 저감시설이 설치되었다. 해당 시설에 대한 모니터링 결과 장치형에 비해 자연형이 처리효율 및 유지관리 측면에서 유리한 것으로 보고되면서 환경부는 개발사업에 대해 저영향개발기법(LID)의 적용을 의무화하는 방안을 추진 중이다. 개발사업에 있어 LID는 토지이용기법을 통해 우수 유출과 오염원 유출을 저감하고자 하는 기법으로, 비용 및 유지관리 측면에서는 유리하나 기존 단위시설 적용기법에 비해 계획적인 요소가 강해 적용 확대 및 의무화가 용이하지 않은 한계가 있다. 따라서, 본 연구에서는 LID 적용 확대와 관련된 문제점을 분석하고 적용 의무화를 위해 필요한 대안을 모색해 보고자 하였다. 이를 위해 해당 기법 자체가 가지는 한계와 제도적인 문제점을 분석하였으며, LID 기법의 확대 적용을 위해 필요한 대안을 제안하였다. 분석 결과, LID 기법은 기존 장치형 시설에 비해 계획기법의 측면이 커 기술개발이 어려울 뿐만 아니라, 저감시설의 적용여부에 대한 검증도 곤란한 것으로 분석되었다. 또한, 처리효율 계량화가 어려워 오염총량제와 연계된 오염부하 삭감효과 인정이 곤란해 확대 적용에 한계가 있는 것으로 나타났다. 상기의 분석결과에 근거할 때, LID 기법의 확대 적용은 국내의 제도적 여건 및 LID 기법 자체의 한계를 감안하여 단계적으로 추진되어야 할 것으로 판단되며, 조속한 확대 시행을 위해서는 다음의 방안 마련을 제안한다. 첫째, 적용 여부에 대한 판단이 모호한 단점을 보완하기 위해 적정 적용여부를 심의할 수 있는 인증제도 도입을 제안한다. 이 제도는 친환경건축물인증제도 등 기존 유사 제도에 항목을 추가하는 방법과 별도의 제도를 신설하는 방법이 가능할 것이다. 둘째, 처리효율 정량화를 위해 기존 농도 위주의 처리효율 개념을 벗어나 유량 개념의 처리효율 산정이 필요하다. 즉, 처리용량 범위내에서 외부에 유출없이 우수저류 및 침투가 가능한 경우 전량 처리되는 것으로 간주하는 방식이다. 연구결과로 제안한 LID 기법 적용에 대한 인증제도 마련과 유량개념의 처리효율 산정방안이 도입된다면, 보다 조속한 시일내 LID 기법의 확대 적용이 가능할 것이다.

Application of Daphnia magna Monitoring System for Real-time Ecotoxicity Assessment (실시간 생태독성 평가를 위한 물벼룩 감시장치 적용성 검토)

  • In this study, TI(Toxic Index) of Daphnia toximeter corresponded to ecological toxicity standard 1 TU(Toxic Unit) was set up using Daphnia toximeter and when operating NOEC(water quality standards for drinking water) and $EC_{50}$ Daphnia toximeter alarm was issued appropriately, which enables real time ecological toxicity evaluation. I studied to get a good shot and the research was conducted by investigating domestic and international related data and conducting a preliminary study. 6 of 59 hazardous substances (As, Hg, Cr, Diazinon, Dioxane, and Phenol) recommended by the water quality monitoring items for artificial river water were selected and static, dynamic and quality management test, TI was shown to be good in other materials except Diazinon, and as a result of $EC_{50}$ spiking test, TI was matched to TU by distinguishing between 1 TU and 1 TU. in suggesting the complementary point of ecological toxicity management system and the future of research on water Daphnia toximeter.

Case Study for Preventing Construction Site Fall Accidents (건설현장 추락사고 예방을 위한 사례 연구)

  • Recently, the government has shown a decrease in disaster accidents throughout the industry and construction industry due to various efforts to reduce disasters. However, the fall accidents in the construction industry are not decreasing but increasing. In particular, the fall accident caused by scaffolding is low each year, but the disaster intensity is very high in that it directly leads to the death of workers. Scaffolding working environment in domestic construction industry is very poor. Moreover, scaffold workers in small construction sites are not subject to safety oversight and control. Therefore, this study is the installation and non-installation of the vertical lifeline, which is the most fundamental problem to be prevented during the study, to prevent the fall of the moon scaffold. In addition, it is hoped that it will be a solution for preventing accidents in construction site construction through the identification of various causes of disasters such as rope loosening, rope breaking, and fixed point failure.

  • In this study, annual maximum storm events are evaluated by applying the bivariate extremal distribution. Rainfall quantiles of probabilistic storm event are calculated using OR case joint return period, AND case joint return period and interval conditional joint return period. The difference between each of three joint return periods was explained by the quadrant which shows probability calculation concept in the bivariate frequency analysis. Rainfall quantiles under AND case joint return periods are similar to rainfall depths in the univariate frequency analysis. The probabilistic storm events overcome the primary limitation of conventional univariate frequency analysis. The application of these storm event analysis provides a simple, statistically efficient means of characterizing frequency of extreme storm event.

Comparative Study on Rainfall Characteristic at World Cities for Evaluation of Flood Risk (정량적 수해위험도 평가를 위한 세계 주요도시 강우특성의 비교연구)

  • The desire for living without hazardous damages grows these days, the city strategy to make the safer community has become an issue. The global assessment for the flood index require the process considering different climate of the world cities. In this study, the actual rainfall observations of the world's major cities were collected. To compare different rainfall characteristics, we calculated some indicators such as frequency factor etc using the probable maximum precipitation. Using the results of these indicators, major cities in Korea show greater variability in the rainfall characteristics when compared to other major cities in the world. These results are expected to be useful for the development of global flood risk assessment as well as the setting the direction for future flood prevention measures.

  • Recently, the domestic BIPV market is expected to revitalize with the introduction of the "zero-energy building certification system(2020~)", but it is somewhat stagnant due to the rigidity of definitions in the current domestic BIPV construction standards. Also, since there is delaying revision on definition and standardization of BIPV, the system is so weak that there are cases where it has been approved as BIPV simply by installing a structure on the wall and fixing the module roughly. The damage caused by this can be passed on to consumers, and it can only create a negative perception of BIPV and jeopardize the entire market. The BIPV definition was prepared through a Delphi survey of related experts about market stagnant cause, unreasonable regulation, etc, and a revised plan was derived accordingly.

Measuring and Describing Seoul's Mixed-Use Phenomenon (서울시 용도복합 현상의 측정 및 기술에 관한 연구)

  • The mixed-use concept definition, this study reveals, is that the mixing three or more major types of urban uses implements for economical, social and environmental values in our urban space. With this definition the study explores Seoul's mixed-use phenomenon. The quantification method, the study uses, is the relative entropy which calculate the balance of each urban use in a certain area. The relative entropy method, also known as the LUM(land-use mix score), uses three urban-use categories which is derived from the mixed-use concept definition. Hundreds of building-use types in the building regulations are categorized and calculate the LUM of Seoul's legal-status neighborhoods. The result interpreted as the criteria of Seoul's mixed-use phenomenon and categorize mixed land-use status in a certain value: 'non mixed-use' category has a value 0.631 and below, 'unbalanced mixed-use' category has a value between 0.631 and 0.884, 'balanced mixed-use' category has a value between 0.884 and 0.991 and 'complete mixed-use' category has a value 0.991 and over.

  • The Self-Adaptive Vision Correction Algorithm (SAVCA) developed in this study was suggested for improving usability by modifying four parameters (Modulation Transfer Function Rate, Astigmatic Rate, Astigmatic Factor and Compression Factor) except for Division Rate 1 and Division Rate 2 among six parameters in Vision Correction Algorithm (VCA). For verification, SAVCA was applied to two-dimensional mathematical benchmark functions (Six hump camel back / Easton and fenton) and 30-dimensional mathematical benchmark functions (Schwefel / Hyper sphere). It showed superior performance to other algorithms (Harmony Search, Water Cycle Algorithm, VCA, Genetic Algorithms with Floating-point representation, Shuffled Complex Evolution algorithm and Modified Shuffled Complex Evolution). Finally, SAVCA showed the best results in the engineering problem (speed reducer design). SAVCA, which has not been subjected to complicated parameter adjustment procedures, will be applicable in various fields.

  • The purpose of this study is to investigate the effect of tour motivation on satisfaction and revisit intention of Tourists in Jeonju Hanok Village. 450 questionnaires were distributed to tourists in Jeonju Hanok Village and the final 426 copies were used for empirical analysis. The survey was conducted from July 1, 2018 to July 20, 2018, and the convenience extraction method was used. The results of this study are as follows. First, tourists' motivation of tourism was factored by uniqueness, history, education, artistry, and nostalgia. Second, uniqueness and artistic factors have a positive effect on the dependent variables, satisfaction and revisit intention. Third, the satisfaction of tourists had a positive effect on revisit intention. It is necessary to make efforts to combine uniqueness and artistry in all aspects of Hanok Village such as tourism, architecture, environment, sanitation, transportation, food, and lodging. Also, Jeonju Hanok Village should have marketing efforts to attract a large number of tourists.

An Analysis of Construction Execution Tasks for Successful Residential Mechanical Projects (프로젝트 성공을 위한 효과적인 시공업무 및 영향 분석 - 아파트 설비공사를 중심으로 -)

  • The main purpose of this study is to identify the tasks performed at the construction stage of apartment houses and analyze the major construction tasks that may affect the performance indicators and analyze the impact on project performance. Based on expert opinions through preliminary research, pilot data, construction database, and other research trends, domestic and foreign research trends are divided into five major tasks, and each is divided into process management (P'1 ~ P'6), construction management (C'1 ~ C'5), environmental management (E'1 ~ E'4), quality control (Q'1 ~ Q'5), safety management (S'1 ~ S'5). Subsequently, each major task was subdivided into 24 detailed tasks. An independent t-test was conducted to analyze the impact on cost. We compared the importance of achieving the project goal and identified the construction work of concrete important construction which affects not only the cost but also the schedule performance index for the degree of significance of less than 0.05.
