추계학적 강우모의발생기법은 수문학적 분석에 널리 이용되는 방법으로서 장기간의 강우입력 자료를 이용할 수 없는 경우 과거의 관측 자료를 반복하여 이용하기 보다는 과거 관측치의 통계학적 특성을 지니고 있는 합성강우량 시계열자료를 모의하여 설계 강우량 산정 및 강우-유출모형을 이용한 장기해석 등과 같은 수문학적 해석을 위한 입력 자료를 확충하기 위해 이용된다. 그러나 최근 기후변화로 인해 수문학적 설계 강우량 산정 시 가장 중요한 강우발생 특성과 극한치의 특성이 변화하고 있기 때문에 전통적인 추계학적 강우발생기법을 이용하여 강우 시계열자료를 확충하는 것은 한계가 있을 것으로 추정되고 있다. 이에 본 논문에서는 최근 유럽 등에서 도시배수체계의 설계를 위해 널리 이용되고 있는 Bartlett-Lewis rectangular pulse 모형을 이용하여 시간단위 강수량자료를 확충하고 모의된 강우량시계열자료와 실측 강우량자료를 통계학적으로 비교하였다. 또한, 극한치 분석을 통해 변화하는 기후상황에서 적합한지를 평가하였다.

This paper studies an automatic expansion of dialogue examples using the logs of an example-based dialogue system. Conventional approaches to example-based dialogue system manually construct dialogue examples between humans and a Chatbot, which are labor intensive and time consuming. The proposed method automatically classifies natural utterance pairs and adds them into dialogue example database. Experimental results show that lexical, POS and modality features are useful for classifying natural utterance pairs, and prove that the dialogue examples can be automatically expanded using the logs of a dialogue system.

The number of public libraries in Korea has been dramatically increased over the last 40 years. since the first Korean Libraries Act was passed in 1963. However, the public library infrastructure is still inadequate and there is a big difference between the number of public libraries in Korea and western countries. This result proves that Korea's method of enhancing its public library infrastructure has not been effective. Therefore, this study suggests the building of small, rather than large. public libraries as a more effective means of enhancing the public library infrastructure in Korea - the method adopted in Great Britain.

This study examines public libraries being built using the BTL (Build-Transfer-Lease) method, which is one type of Private Finance Initiative, in order to investigate effective ways of building public libraries in Korea. A literature search, field research and interviews were the methods used for the study. One library was built and eight other libraries are in the process of construction using the BTL method in six cities in Korea in 2008. The study revealed that the bigger libraries are being built using the BTL method. The study suggests that in order to effectively increase the public library infrastructure within a short period of time in Korea, smaller libraries should be built using the BTL method.

Visual industry can contribute to this national industry is a high-value industry. Nevertheless, video resources expansion strategy at national level is lacking. There have been several institutions and organization conducting film archiving and related activities in Korea. Korean Film Archive(KOFA) is the only institution whose status is protected by the law. The purpose of this study was to suggest the strategic plan which is able to support the video industry and academic research. For methods to strengthen video resources, role adjustment of KOFA conducting film archiving and unification or integration of collection system for archiving broadcast materials were proposed.

Central government moves welfare, education, and public fire service that need a lot of budget to local governments. But, central government don't give a enough finance support to local governments to implement those services. Therefore, local government suffer from the financial pressure. Fire service is supplied by province government in Korea. Public facilities tax is an object tax for fire service in province government. But, since total revenue of public facilities tax is just about 30% of fire service budget, the financial pressure of local governments has been increasing and the fire services could not been improved comparing with the increasing demands for the services. The purpose of this article is to examine a stable tax system for fire service. To do so, this study analyzes the fire public service budget, finds out some problems, and compares with developed countries to solve these problems.

To improve support for damages due to FTA and competitive power to overcome it, direct damages to farming and fisheries are compensated through Direct Payment Policy and Business Cessation Support System. Support plans will be developed to enhance competitive power in industries and income base in rural areas. This study carried an AHP to decide Priority and Evaluation Criteria in respect to domestic support measures according to FTA. For the AHP, the classes were categorized into direct damage conservation, higher competitive power and expansion of income. For the direct damage preservation measures, the classes were categorized into farmers, fishermen, manufactures, service business managers, and workers. In respect to reinforcement of competitive power of each industry, the classes were categorized into farming, fisheries, manufacturing, the drug industry, and service business. In respect to expansion of income, the classes were categorized into farming and fishing. Then 27 national support measures were presented for sub-classes. As a result of the analysis, it was discovered that more weight was given to measures to reinforce competitive power of each industry and expand income than those on direct damage conservation. In respect to higher competitive power in industries, more weight was given to support for farming and manufacturing. In respect to expansion of income, more weight was given on measures on farming than fisheries. For the direct damage preservation measures, more weight was given on support measures on farmers and workers.

One of the most important indicators for measuring service level and productivity of the port may be a demurrage rate. Currently, in the case of grain terminal of Busan North Port, demurrage rate are recognized at a very high level, in order to improve this, it is tilted more effort operational. In order to reduce the demurrage, there is a way expansion of facility of hardware, such as the replacement of aging equipment, and how manipulative assignment rules of the apparatus of the operation on the software side, such as changing the order of facility allocation. If the financial reasons are out of question, it is possible to expand to reduce the demurrage rate by operational way. Therefore this paper deals with how to operate some of the allocation rules and silo allocation rules of equipment to reduce the work hours with model and how to operate basic equipment and grain terminal of Busan North Port want to be seen by comparative analysis.

We consider the economic value of emergency medical facilities. An emergency medical facility affects the medical environments in a community, and thus the social demand on the facility increases as the demand of qualified public health service increases. Regarding the increased demand and the limited resources of fiscal budget, it is important to scientifically evaluate the social benefit of the public investment on emergency medical facilities, as the results of evaluation can help make better budgetary decision on each public investment project of emergency medical facilities. In this paper, we try to estimate the economic value of emergency medical facilities based upon the estimated changes in preventable death rate by the facility and the statistical value of life. We hope the results contribute to improve the budgetary decision making on the emergency medical facility projects, thus the public health policies.

The Mencius's saint is not a rational being but a being of real world. He thought that all mankind have the goodness, and if we complete it, we can become a 'saint' like the 'King Yao' or the 'King Shun'. And he maintained that to complete the goodness, we must understand what the goodness is. He has divided this knowledge into the innate phase and the acquired phase, and then insisted that mankind can be a saint by the both of them. Also, Mencius suggested that we can be saint by the preservation of goodness('Ren & Li'). To bring up the goodness, we're not supposed to be inclined to a material desire, we're asked a mental training of 'Si chemg' reflecting on them-self. It is a 'Dao' of the mankind. When it completes, mankind will commune(communicate) with nature. This paper focused the Saint notion of Mencius, especially the mental training of Saint & the social realization.
