On the construction site, there exists frequently a high likelihood that a fire accident can lead to a large-scale disaster. In the previous studies, the diverse outcomes have been focused on the improvement of relative statutes and tried to realize the suppression and confrontation of the fire accidents. In this study, the limitations on the site were identified through prior research reviews, and the fire risk assessment checklist was proposed through the analysis of the massive accident cases. The checklist was divided into the prevention and minimization steps and developed into 16 categories of total risk factors. According to the results from the cases applied in this study, if the installation status is checked, such as removing combustibles, and broadcasting facilities for evacuation are installed, it is expected that the casualties will be minimized or zeroed. By developing a fire risk assessment checklist, this study provides the implications of the theoretical and realistic fire accident prevention, and supports the ways to minimize the damage resulted from the fire accidents on construction sites. In the further, deriving universe and common items about repeated occurrences of a work type will be needed as a subsequent research.

Forecasting of coming fire accidents is quite a challenging problem cause normally fire accidents occur for a variety of reasons and seem randomness. However, if fire accidents that cause critical losses can be forecasted, it can expect to minimize losses through preemptive action. Classifications using machine learning were determined as appropriate classification criteria for the forecasting cause it classified as a constant damage scale and proportion. In addition, the analysis of the periodicity of a critical fire accident showed a certain pattern, but showed a high deviation. So it seems possible to forecast critical fire accidents using advanced prediction techniques rather than simple prediction techniques.

쌀쌀한 찬바람에 어느덧 겨울이 성큼 다가왔다. 전체 화재의 상당부분을 차지하는 동절기 화재사고는 다른 계절에 비해 상대적으로 화기를 필요 이상으로 많이 사용하게 되고 추운날씨로 인해 화재예방 점검을 소홀히 하기 때문이다. 부주의로 인하여 발생되는 동절기 화재사고의 사례을 살펴봄으로써 화재에 대한 경각심을 새롭게 갖는 한편, 그에 따른 문제점과 대책을 알아 보고자 한다.

1993년 5월 10일 태국 Kader공업(주)에서 큰 화재가 발생하여 188명의 종업원이 사망하는 대형사고가 있었다. 이 사고는 공장화재 역사상 세계 최대의 인명피해를 기록하게 되었다. 지금까지 82년 동안은 146명의 사망자를 낸 뉴욕 Triangle Shirtwaist공장화재가 최대 인명피해였다. 이 두 사고는 유사한 점이 많다. 우리나라에서도 크고 작은 공장화재가 발생하여 인명피해가 자주 일어나고 있다. NFPA journal 94년 2월호에 게재된 이번 사고를 요약 정리함으로서 공장관리에 참고가 되었으면 한다.

화재, 폭발 및 붕괴사고 등 재난사고와 인명피해로 인해 재난보험 도입의 경제적 타당성과 효율적 운영방안에 대한 관심이 높아지고 있으며, 효율적인 재난보험 체제 구축의 도입이 대두되고 있다. 화재사고 시 대형피해가 예상되는 특수건물에 대한 사전 예빵기능 및 사후 보상 체계를 갖춘 '화보험' 의 바람직한 개정방향을 제시하는 것이야 말로 각종 재난 사고로부터 공공의 안녕을 지키는 든든한 토대가 될 것이다.

가스는 깨끗하고 편리한 에너지원이지만 이에 따른 화재 등 안전사고 역시 지속적으로 증가하고 있다. 사용이 편리한 장점이 있지만 이와 더불어 화재 및 폭발사고가 종종 발생하여 생명을 잃는 경우가 있다.

유리강화섬유(FRP,Fiber Reinforced Plastic)은 가볍고 내구성등이 우수하여 가공하기 쉬워 선박건조, 특히 어선의 건조재료로 많이 활용되고 있으나, FRP의 재료인 매트와 로빙이 인화성을 가진 수지와 접합되어 화재에는 매우 취약한 특성을 가지는 특성을 가진다. 최근 10년간의 중앙해양안전심판원의 어선화재 재결서 분석결과 전체의 약80%에 해당하는 화재사고가 기관실에서 발생하였다. 이에 새로 출범한 해양수산부는 FRP선박의 구조기준을 개정하여 총톤수10톤 이상 선박의 기관실에 대한 방화조치를 그 이하선박까지로 적용 확대하였으며, 어선구조기준 역시 행정규칙 행정예고를 통해 강화하려는 움직임을 보이고 있다. 본 지에서는 국내외 화재사고 발생현황 및 관련 규제 내용을 비교 분석하여 제시하였으며 분석결과, 일반선박의 방화조치에 대한 규제는 거의 유사하였으나 어선관련 규제의 경우, 영국의 규제가 가장 강화되어 있었으며 관련 화재사고 발생현황도 국내 및 일본과 비교해 보았을때 같은 기간 발생한 일반선의 화재발생척수 대비 어선의 화재발생척수가 적은것을 확인할 수 있었다.
