  • A ship runs with various modes of motion due to waves. Among the modes, roll mainly influences on the safety of cargos on the deck of container ship. In order to protect cargo shifting and turning, securing and lashing system are generally installed. In that case, it is necessary that the force and moment at the connection point of containers should be estimated. Therefore we derived mathematical equations to calculate the forces of securing points and lashing wires. Also we calculated those forces and moments about various lashing patterns.

  • Management of driver hours of service (HOS) for commercial vehicle operators has been a continual safety challenge. One of the more critical issues to government and motor carriers is fatigue and fatigue-related accidents. To reduce truck drivers’fatigue-related accident risk in other countries, the government issued the HOS regulations. However, korea government does not have any HOS regulations. The objective of this research gives the clues that korea should have the HOS regulation to reduce truck drivers’fatigue-related accident risk. This study examines the HOS regulation over other countries and conducts relative accident risk analysis using the real data from 3 freight companies. The data set includes 231 accident involved drivers and 462 non-accident drivers. Therefore, the size of the total data set is 693 drivers. One of the most important aspects of early studies of safety and HOS was the need to characterize continuous driving by using the notion of "survival". Subsequent research used a data replication scheme and logistic regression to capture the survival effect. This study uses time-dependent logistic regression. The test of significance between parameters indicates that the first three hours are almost the same risk. In the 10th hour of driving, the risk was more than 2.2times that in the baseline first hour. In conclusion, as driving time goes on, the crash risk increases.

  • Terminal operators have provided special services such as loading, discharging, stowage of cargo to the owner, and carriers of the sea, which contribute the domestic and international logistics. For smooth flow of logistics, container terminal should reserve spaces for inbound and outbound logistics. However, if it is unable to provide the spaces, which can be caused by labour strikes or terminal lockouts and so on, national logistic system and financial management of terminal operators can be seriously affected. In order to minimize these kinds of problems, terminal operators impose high rate of charges ("overstorage charge") to the accumulated cargoes and/or containers, which are stipulated in terminal service agreement. Nevertheless, if there is no terminal service agreement with an owner of cargo and/or container, any kind of charge can cause legal problems (conflict ??) between the cargo and terminal operator. In this regard, I would like to study on the definition of overstorage charge and the legal issue of it based on the Busan district court's judgment. In particular, I will propose a special right of commercial lien and public auction for terminal operators to settle accumulated cargoes in container terminal.

  • 2001년 9월 11일 미국에 대한 항공기 데러 이후 해상화물운송선박 및 항만시설에 대한 해상 테레에 대비하고자 IMO에서 "국제선박 및 항만시설보안 코드(ISPS Code)"를 제정 및 채택하여 2004년1월 1일부터 발효 중이다. 이와 관련하여 선박에서 이를 적용하기 위하여 해운선사에서는 많은 노력을 경주하였으며 보안시스템을 효과적으로 운영하는가에 대한 검증은 선박보안심사를 통하여 이루어지고 있다. 또한 보안시스템을 운영하고자 할 경우에는 회사보안책임자, 선박보안책임자 및 해상종사자에 대한 효과적인 사전교육이 반드시 필요한 실정이다. 따라서 향후 선박보안심사는 ISM 심사와의 차이를 고려하여 시스템의 이해 및 운영, 보안설비 정비, 보안사건 발생시 비상대응 및 시스템활동기록의 검증에 집중하여야 하며 ISM 심사와의 통합형태가 되어야 할 것이다. 또한 선박보안교육의 경우에는 교육기관을 통한 보안교육에만 의존할 것이 아니라 승선 전 및 승선 후 교육을 통하여 보안의식을 고양시키어야 한다.

  • Freight and passenger transport operators must converts the operation records of digital operation recording device (Digital Tachograph) that is mounted on their vehicle in a certain format, and report them to governmental agencies. However, for most of the individual carrier who cannot access a computer environment easily and are not familiar with the use of computer, it has given a big inconvenience to them because the procedures for entering the data obtained from the operation are so complicate. Therefore, in this study, a mobile system for converting the operation record file to request form of a government agency is designed and developed, so that the converted file can be submitted to the government agency in a simple way through the personal mobile device. By entering the data obtained from an actual operation recording device into the system, converting the data in the proposed algorithms, and checking the contents of the converted file in data viewer, it was confirmed that the proposed functions is working properly in the system.

Analysis of the Prediction of Operation Processes based on Mode of Operation for Ships: Applying Delphi method

  • The digital transformation of the shipbuilding, shipping, and logistics sectors is predicted to lead to the introduction of autonomous ships and changes in the way ships are operated. The co-existence of various operation forms, such as autonomous operation and remote operation, with the existing operation methods is expected to lead to the transformation of the ship operation process and the emergence of new stakeholders. This paper studies the future ship operation process according to the change in ship operation method, predicts the change in the operating environment of future ships, and derives functional requirements by major tasks and stakeholders. The Delphi technique is applied to construct a ship operation scenario from the planning stage of voyage and cargo transport to the stage of arrival at the final destination port and discharge of cargo, and to predict future work changes by task and actor. Seafarers' activities are expected to be minimised by remote and autonomous operation, and experts in each field are expected to have responsibilities and tasks in different aspects of ship operation.

The Analysis of Cost Structure and Productivity in the Korea and Japan Railroad Industry (한국과 일본 철도산업의 비용구조와 생산성 분석)

  • This paper investigates the cost structure ot the Korea and Japan railroad industry with respect to density, scale and scope economies as well as productivity growth rate using a generalized trans)og multiproduct cost function model. The paper then assumes that the Korea and Japan railway companies pi·educe three outputs (incumbent railway passenger-kilometers. Shinkansen passenger-kilometers, ton-kilometers of freight) using four input factors (labor, fuel, maintenance, rolling stock and capital). The specified cost function includes foul other independent variables: track lengths to reflect network effects, two dummies to reflect nation and ownership effects, and time trend as a proxy for technical change. The simultaneous equation system consisting of a cost function and three input share equations is estimated with the Zellner's iterative seemingly unrelated regression. The unbalanced panel data used in the paper, a total of 154 observations. are collected from the annual records of the Korea National Railroad (KNR) for the yews $1977{\sim}2003$, Japan National Railways (JNR) for the years $1977{\sim}1984$. seven Japan Railways (JR's) for the years $1987{\sim}2003$. The findings show that the Korean and Japanese railways exhibit product-specific and overall economies of density but product-specific diseconomies of scale with respect to incumbent railway passenger-kilometers, Shinkansen-kilometers and ton-kilometers. However, the railways experience mild overall economies of scale which result from economies of scope associated with the joint production of incumbent railway/Shinkansen and feight, freight/incumbent railway and Shinkansen except Shinkansen/incumbent railway and freight. In addition, the economies of density and scale in the KNR, JR east, JR central, and JR west companies at the point of the years $1990{\sim}2003$ average is generally analogous to the above results at the point of sample average. There also appear to be economies of ssope associated with the joint Production of the incumbent railway and Shinkansen in JR central but diseconomies of scope in JR East and JR West. The findings also indicate that the productivity growth rate of the privately-owned JR's is larger than that of the government-owned KNR.

A Study on the Railroad Logistics Information Standardization and Information System Improvement (철도 물류 정보 표준화 방안 및 정보시스템 개선에 대한 연구)

  • Railroad logistics transporting freight by train takes charge of 10 or 20 percent of domestic cargos. Railroad logistics users such as transport companies including shippers or Inland Container Depot(ICD) use electronic document(EDI or XML) or input data through WEB to process railroad logistics business. However, as business environments evolving into e-business, it is required to upgrade the legacy railroad logistics process. As the increase of using ebXML-based schema format, it is also needed to improve the electronic documents based on DTD format into those of XML schema format. This study deals with information standard for railroad logistics to improve the railroad logistics business. To this purpose railroad business processes were re-defined through the standard business process modeling methodology. Information model was also derived by defining railroad logistics activities from business process model. And Business Information Entities(BIEs) were defined to design new electronic documents according to the extracted information model. An improved system architecture for railroad logistics was proposed as well. The results of this study will provide an effective and flexible business flow to railroad logistics business.

Development and Application of a Path-Based Trip Assignment Model under Toll Imposition (통행료체계에서의 경로기반 통행배정모형 개발과 적용에 관한 연구)

  • 이용자의 경로선택 형태를 모사하는 통행배정모형 결과의 정확도는 교통계획에 상당한 영향을 미친다. 이용자의 경로선택 결정과정에서 가장 중요한 판단기준은 통행시간과 통행요금이다. 그런데 통행요금은 이용자의 경로거리에 따라 다양한 방식으로 부과되므로, 링크를 분석단위로 하는 기존의 통행배정모형은 현실적인 통행요금 반영이 힘들었고 또한 수요예측 결과를 이용한 다양한 분석에서 제약을 받아 왔다. 본 연구는 이러한 배경에서 경로교통량을 도출할 수 있는 경로기반 통행배정모형을 구축하였고, 또한 경로거리에 따라 결정되는 현실적인 통행요금을 반영할 수 있는 알고리즘을 개발하였다. 경로기반 배정모형에서는 GP(Gradient Projection) 알고리즘을 이용하였고, 계산상의 효율성 제고를 위해 K-최단경로 알고리즘 중 MPS(Minimal Path Search) 알고리즘을 이용하였다. 개발된 배정 모형은 현실적인 통행요금을 반영할 수 있으므로 통행배정 결과의 정밀도를 향상시켰을 뿐만 아니라 기존 배정모형에 비해 최적해로의 수렴속도도 개선되는 것으로 나타났다. 본 논문의 배정모형은 경로교통량이 도출되고 통행요금을 반영할 수 있으므로, 통행요금과 통행 거리 관계에 따른 목적함수의 규명과 그에 따른 효과척도를 계량화할 수 있다. 따라서 본 모형은 통행배정에서 실재상황을 보다 현실여건에 맞도록 규명할 수 있고, 기존의 제한적인 효과분석의 문제점을 해결할 수 있으므로 그 활용범위가 넓다. 또한 본 논문은 개발된 배정모형의 적용사례로서 고속도로 수요관리 요금체계 개선방안을 제시하였다. 기존의 고속도로 통행요금 산정 방법은 이론적 근거가 미약했던 반면, 본 논문에서 개발된 배정모형과 고속도로 수요관리 요금체계 개선방안은 고속도로 통행료 결정에 대한 과학적이고 합리적인 분석방법을 제공하였다.한 민감도 분석을 실시한 결과 대안1의 경우 교통량의 변화 및 화물통행의 시간가치의 증가시 사회적 편익이 오히려 감소하였고, 대안2와 3의 경우 사회적 편익이 증가하는 것을 알 수 있었다. 이는 경부고속도로의 화물차량의 구성비에 따라 대안 1의 경우 오히려 화물차의 통행시간이 증가함에 그 원인이 있다 할 것이다. 이상과 같은 결론을 통하여 경부고속도로상의 화물전용차선의 설치시는 수답렬 교통량의 구성비와 구간 평균교통량에 의하여 그 효과가 다르게 나타남을 알 수 있었다. 따라서 물류비용 절감차원에서의 화물전용차선의 설치는 본 연구에서 나타낸 방법과 같이 수단간의 경제적 편익을 고려한 구간별 시간대별 효과분석을 통하여 정책의 시행여부가 결정되어야 할 것이다. 한편, 화물전용차선의 설치로 인한 물류비용의 절감을 보다 효과적으로 달성하기 위해서는 종합류류 전산망의 시급한 구축과 함께 화물차의 적재율을 높이고 공차율을 낮출 수 있는 운송체계의 수립이 필요한 것으로 판단된다. 그라나 이러한 화물전용차선의 효과는 단기적인 치유책일 수밖에 없기 때문에 물류유통 시설의 확충을 위한 사회간접자본의 구축을 서둘러 시행하여야 할 것이다.으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압주입시험에서도 확인된다..
