기후변화로 인한 강수량의 지역별, 계절별 불균형은 홍수로 인한 하천 범람피해뿐만 아니라 하천의 건천화로 인한 수생태, 수질, 경관 저해 등의 피해를 야기하고 있다. 이와 같은 기후변화로 인한 수자원의 영향을 평가하기 위해 기상 현상을 재현하고 예측하기 위한 기후모형과 이와 연계하여 지표의 수문 순환과 에너지 순환과정을 모의할 수 있는 지표수문모형의 필요성이 대두되고 있다. 그러나, 하천유출에 대한 모니터링시스템 체계를 구축하기 위해 지표수문모형을 사용하여 하천의 장기유출을 모의하는 시도는 국내에서는 아직 일반화되지 않고 있다. 따라서, 본 연구에서는 횡방향 유출흐름 모의가 가능하도록 개선된 격자형 지표수문모형인 Common Land Model(CoLM)의 우리나라 하천유역에 대한 장기하천유출 모의 적용성을 확인하고자 한다. 이를 위하여 4대강(한강, 낙동강, 금강, 섬진강)의 자연유역을 대상으로 주요 댐 상류유역에 대하여 CoLM이 필요로 하는 지표경계조건자료와 기상입력자료를 구축하고 모형의 주요 매개변수에 대한 검보정을 수행하여 각 지점별 최적의 장기하천유출 모의결과를 도출하고자 한다. CoLM의 지표경계조건자료 구축을 위해서는 고해상도의 인공위성자료 및 지점측정자료를 수집하고, 기상입력자료 구축을 위해서는 기상청에서 제공하는 기상자료를 수집하여, 모형의 계산시간 및 지역예보모델에 많이 사용되고 있는 공간해상도를 고려한 모형의 입력자료는 30km 계산 격자망 자료로 구축될 예정이다. CoLM의 모의성능 평가 및 결과분석을 위해 총 30년(1990-2019) 기간에 대한 모의결과 중, 초기 10년은 초기조건 수립을 위한 안정화 기간으로 제외하고, 다음 10년(2000~2009)은 보정기간으로 설정하고 마지막 10년(2010~2019)은 검정기간으로 설정하여 지표수문모형의 장기하천유출모의 적용성이 평가될 예정이다. 본 논문의 결과는 향후 우리나라 주요 유역에 대해 이상기후로 인한 하천 수자원 및 수생태의 영향을 분석하고, 하천의 건천화 대책 수립 등에 대한 기초정보를 제공할 수 있을 것이라 기대한다.

최근 기후변화로 인해 집중호우 및 돌발홍수의 증가로 침수피해가 빈번하게 발생하고 있다. 마찬가지로 해안지역의 피해 또한 증가하고 있으나, 해안지역의 특성을 고려한 연구가 미비한 실정이다. 따라서 본 연구에서 해안지역의 특성을 고려해 폭풍해일로 인한 월파뿐만 아니라 강우도 고려하여 해안지역의 범람 양상을 확인하고자 하였다. 본 연구에서는 국내 해안지역에 대한 빈도별 폭풍해일과 강우로인한 범람 모의를 진행하였다. 우선, 수치해석 모형의 경계조건을 산정하기 위해 EurOtop(2018)의 경험식을 이용하여 월파량을 산정하였다. EurOtop의 월파량 산정 시 암석 옹벽이 아닌 콘크리트 옹벽으로된 경사식 단면으로 고려하여 계산하였고 산책로와 벽까지 고려하여 계산하였다. 경험식 계산을 위해 매개변수(유의파고, 여유고, 구조물의 조도계수, 구조물의 기울기 및 경사 등)를 조정하여 계산하였다. 이 중, 계산에 사용된 유의파고는 시나리오별 강우에 대해 SWAN(Simulating WAves Nearshore)으로 계산된 값을 활용하였고, 해안선을 두 부분으로 나누어 해안지역 각 지점별 파고값의 평균을 사용해 월파량 계산을 진행했다. 이때, 파고의 종류로 5% 확률의 파고, 평균 파고, 중앙값 파고, 95% 확률의 파고로 분류해 월파량 계산을 진행했고, 그 중, 평균 파고를 이용해 계산한 월파량을 수치해석 모델의 입력자료로 활용하였다. 시나리오별로 계산된 월파량만을 이용해 2차원 침수모형인 FLO-2D의 경계조건 입력값으로 사용하여 침수 양상을 표출하기 위해 Mapper와 ArcGIS를 이용하여 침수와 범람 양상을 확인하였다. 또, 다른 조건으로 시나리오별 계산된 월파량, 연구유역 해안 반대편에 위치한 산으로부터 유입되는 물의 양 그리고 해안지역 전체에 내리는 강우를 입력자료로 사용해 모의를 진행한 후 Mapper와 ArcGIS로 표출하여 침수 및 범람 양상을 확인하였다.

최근 우리나라는 지속적으로 국지성 집중호우 발생빈도와 총강우량이 증가하고 있다. 서울시와 같이 대부분의 지역이 도심지로 구성되어 있는 경우, 하천범람으로 인한 홍수피해 뿐만 아니라 하수관로의 성능부족으로 인해 침수가 빈번하게 발생하고 있다. 이에 서울시에서는 피해를 최소화하고 대응수준 향상을 위해 침수지역 및 통수능 부족 관로 예측이 가능한 서울시 하수관로 성능관리 시스템을 개발하여 활용하고 있다. 서울시 하수관로 성능관리시스템에서는 유역특성과 방류구를 기준으로 결정한 603개 소유역 단위로 하수관로에 관한 다양한 정보를 제공한다. 시스템은 소유역, 하수관로, 수방시설물, 방재성능 메뉴로 구성되어 있다. 소유역 메뉴에서는 603개 소유역별 제원정보, 하수관로 및 수방시설물 개수, 관측소 개수 등의 정보를 제공하며, 하수관로 메뉴에서는 소유역 내 600mm 이상의 관로 및 맨홀에 대한 제원정보를 제공하고, 수방시설물 메뉴에서는 소유역 내 빗물펌프장, 빗물저류조, 관측소에 대한 제원정보를 제공한다. 또한, 방재성능 메뉴에서는 총강우량, 기점수위, 빗물받이효율을 반영한 40개 시나리오 기반의 관로 단위 통수능 정보와 소유역 단위 침수 정보를 제공한다. 방재성능 및 침수정보 제공을 위해 분석모델은 1차원 관망해석에 SWMM(Storm Water Management Model)과 2차원 침수해석에 2DIS(2Dimension Inundation Solution)를 활용하였다. 적용자료는 서울시 내 600mm 이상의 우수관로체계, 빗물펌프장, 빗물저류조 등 수방시설물고, 5m 단위 고해상도 지형자료를 적용하였다. 서울시 하수관로 성능관리시스템은 현재 서울시 현업에서 활용 중에 있으며, 지속적인 운영과 개선을 통해 추후에는 하수관로 운영 및 관리의 효율성 증대와 데이터에 근거한 하수관로 정책입안과 하수관로 관련사업 추진이 가능할 것으로 기대된다.

최근 기후변화에 따른 국지성 집중호우 및 돌발홍수 증가로 도심지역에 많은 침수 피해가 발생하고 있다. 본 연구는 이러한 내외수에 영향을 받는 도시 중소하천의 침수 저감을 위하여 침수 예측모형에 적용 가능한 수리학적 계산모형을 개발하는 것이다. 일반적으로 자연하천은 수지형 수계가 대부분이며, 도시 우수관로와 관계배수 시스템 등은 폐합형 수계에 포함되어 수지형 계산모형으로는 도시 중소하천의 유출 모의를 할 수 없다. 폐합형 수계의 계산모형은 수지형에 비해 복잡하지만, 적용대상 수계가 폐합형이 아닌 경우에도 합류점의 유입량을 처리하기가 편리하고, 역방향의 월류 흐름이 존재하는 감조하천에서의 월류 흐름 모의가 가능한 장점을 갖고 있어 도시 내배수 시스템은 물론 자연하천에도 적용 할 수 있다. 본 모형은 절점, 수로 및 계산점으로 구성되는데 동력학적 방법인 1차원 Saint-Venant의 연속 방정식과 운동량 방정식에 수치해법을 이용하여 구하고자 하는 시간과 지점의 수위와 유량을 계산할 수 있게 구성하였다. 수치해법으로는 가장 보편적으로 사용되는 유한차분법 중 안정성과 정확성이 우수한 것으로 평가된 Preissmann의 4점 음해법으로 차분방정식에 Newton-Raphson 방법을 사용하여 유량과 수위 보정치에 Double Sweep 알고리즘을 적용하였다. 유한차분법은 안정성 문제를 수반할 수 있기에 시간 증분이 작을수록 Courant 조건을 만족할 수 있다. 모형 비교 검증을 위하여 동력학적 방법을 적용한 대표적인 폐합형 수계모형인 EPA SWMM을 지원하는 CHI사의 PC-SWMM 프로그램을 이용하여 가상의 폐합 수계를 구축하였다. 일반적으로 상류지점의 경계조건은 하류로 추적될 입력 자료로써, 상류지점과 합류지점은 유입되는 유량값을 그리고 하류지점은 유출되는 수위값을 경계조건으로 입력하였다. 운동량방정식의 에너지 경사와 마찰경사 항에 포함된 조도계수는 변화량에 중요한 물리적 요소이지만, 고정 상수값인 0.03을 적용하여 검증에 용의하도록 하였다. 구축된 모형과 PC-SWWM을 통해 산출된 계산점별 수위와 유량에 RMS 오차를 비교한 결과 만족할만한 결과를 얻을 수 있었다. 따라서 향후 내외수를 연계에 침수예측모형에 적용 가능할 것으로 사료된다.

The advancement of dam operation is further required due to the upcoming rainy season, typhoons, or torrential rains. Besides, physical models based on specific rules may sometimes have limitations in controlling the release discharge of dam due to inherent uncertainty and complex factors. This study aims to forecast the water level of the nearest station to the dam multi-timestep-ahead and evaluate the availability when it makes a decision for a release discharge of dam based on LSTM (Long Short-Term Memory) of deep learning. The LSTM model was trained and tested on eight data sets with a 1-hour temporal resolution, including primary data used in the dam operation and downstream water level station data about 13 years (2009~2021). The trained model forecasted the water level time series divided by the six lead times: 1, 3, 6, 9, 12, 18-hours, and compared and analyzed with the observed data. As a result, the prediction results of the 1-hour ahead exhibited the best performance for all cases with an average accuracy of MAE of 0.01m, RMSE of 0.015 m, and NSE of 0.99, respectively. In addition, as the lead time increases, the predictive performance of the model tends to decrease slightly. The model may similarly estimate and reliably predicts the temporal pattern of the observed water level. Thus, it is judged that the LSTM model could produce predictive data by extracting the characteristics of complex hydrological non-linear data and can be used to determine the amount of release discharge from the dam when simulating the operation of the dam.

The risk of collapse in hydraulic structures has become more elevated, due to the increased probability and scale of flooding caused by global warming and the resulting abnormal climatic conditions. When a levee, a typical hydraulic structure, breaks, an enormous breach flow pours into the floodplain and much flood damage then occurs. It is important to accurately calculate the breach discharge in order to predict this damage. In this study, the variation of the breach discharge with the asymmetry in the cross-section of the levee breach was analyzed. Through hydraulic experiments, the cross-section of the breach was analyzed during the collapse using the BASD (Bilateral ASymmetry Degree), which was developed to measure the degree of asymmetry. The relationship of the breach discharge was identified using the BASD. Additionally, the variation of the breach flow measured by the BASD was investigated through a 3-D numerical analysis under the same flow conditions as those in the experiment. It was found that the assumption of a rectangular breach cross-section, which is generally used for the estimation of the inundation area, can cause the breach discharge to be overestimated. According to the BASD, the breach flow is decreased by the interference effect in the breach section of the levee. If the breach flow is calculated while considering the BASD in the numerical analysis of the flooding, it is expected that the predicted inundation area can be estimated accurately.
On November 15, 2017, a unpredictable liquefaction damage was occurred at the $M_L=5.4$ Pohang earthquake and after, many researches have been conducted in Korea. In Korea, where there were no cases of earthquake damage, it has been extremely neglectable in preparing earthquake risk maps and building earthquake systems that corresponded to prevention and preparation. Since it is almost impossible to observe signs and symptoms of drought, floods, and typhoons in advance, it is very effective to predict the impacts and magnitudes of seismic events. In this study, 14,040 borehole data were collected in the metropolitan area and liquefaction evaluation was performed using the amplification factor. Based on this data, liquefaction hazard maps were prepared for ground accelerations of 0.06 g, 0.14 g, 0.22 g, and 0.30 g, including 200years return period to 4,800years return period. Also, the correlation analysis between the earthquake acceleration and LPI was carried out to draw a real-time predictable liquefaction hazard map. As a result, 707 correlation equations in every cells in GIS map were proposed. Finally, the simulation for liquefaction risk mapping against artificial earthquake was performed in the metropolitan area using the proposed correlation equations.

The recent bridge construction projects is demanded more sophisticated risk management measures and loss forecasts to brace for risk losses from an increase in the trend of bridge construction. This study aims to analyze the risk factors that caused the loss of material in actual bridge construction and to develop a quantified predictive loss model, based on the past record of insurance payment by major domestic insurance companies for bridge construction projects. For the development of quantitative bridge construction loss model, the dependent variable was selected as the loss ratio, i.e., the ratio of insurance payout divided by the total project cost, while the independent variable adopted 1) Technical factors: superstructure type, foundation type, construction method, and bridge length 2) Natural hazards: typhoon and flood 3) Project information: construction period and total project cost. Among the selected independent variables, superstructure type, construction method, and project period were shown to affect the ratio of bridge construction losses. The results of this study can provide government agencies, bridge construction design and construction and insurance companies with the quantitative damage prediction and risk assessment services, using risk indicators and loss prediction functions derived from the findings of this study and can be used as a guideline for future basic bridge risk assessment development research.

A calibrated hydrological model is a useful tool for quantifying the impacts of the climate variations and land use/land cover changes on sediment load, water quality and runoff. In the rainy season each year, the Xe Bang Fai river basin is provisionally flooded because of typhoons, the frequency and intensity of which are sensitive to ongoing climate change. Severe heavy rainfall has continuously occurred in this basin area, often causing severe floods at downstream of the Xe Bang Fai river basin. The main purpose of this study is to investigate the climate change impact on river discharge using a Soil and Water Assessment Tool (SWAT) model based on future climate change scenarios. In this study, the simulation of hydrological river discharge is used by SWAT model, covering a total area of $10,064km^2$ in the central part of country. The hydrological model (baseline) is calibrated and validated for two periods: 2001-2005 and 2006-2010, respectively. The monthly simulation outcomes during the calibration and validation model are good results with $R^2$ > 0.9 and ENS > 0.9. Because of ongoing climate change, three climate models (IPSL CM5A-MR 2030, GISS E2-R-CC 2030 and GFDL CM3 2030) indicate that the rainfall in this area is likely to increase up to 10% during the summer monsoon season in the near future, year 2030. As a result of these precipitation increases, the SWAT model predicts rainy season (Jul-Aug-Sep) river discharge at the Xebangfai@bridge station will be about $800m^3/s$ larger than the present. This calibrated model is expected to contribute for preventing flood disaster risk and sustainable development of Laos

Due to climate change with extreme weather events, occurrences of unprecedented heavy rainfall have become more frequent. Since it is difficult to perfectly predict and prevent flood damages, the limitation of traditional prevention-centered approaches has come a issue. The concept of "resilience" has therefore been developed which emphasizes the ability to swiftly recover from damages to previous states or to even better conditions. In this study, we 1) developed a total of 20 domestic flood resilience indicators based on the 4R principles (Redundancy, Robustness, Rapidity, Resourcefulness), 2) conducted applicability evaluations targeting specific disaster-prone areas, and 3) assessed the importance of each indicator through Analytic Hierarchy Process (AHP) analysis with flood-related experts. To confirm the suitability of the developed flood resilience indicators, multicollinearity analysis was performed, and the results indicated that all 20 indicators had tolerance limits above 0.1 and Variance Inflation Factors (VIF) below 10, demonstrating suitability as factors. Furthermore, evaluations of proposed indicators were carried out targeting disaster-prone areas in 2022(21 areas), and AHP analysis was utilized to determine the relative importance of each indicator. The analysis revealed that the importance of each indicator was as follows: Robustness 0.46, Rapidity 0.22, Redundancy 0.17, and Resourcefulness 0.16, with Robustness exhibiting the highest importance. Regarding the sub-indicators that had the greatest influence on each 4R component, river embankment maintenance emerged as the most influential for Robustness, healthcare services for Rapidity, fiscal autonomy of local governments for Resourcefulness, and drainage facilities for Redundancy.

제 14 조 (유료서비스)
① 당 사이트 및 협력기관이 정한 유료서비스(원문복사 등)는 별도로 정해진 바에 따르며, 변경사항은 시행 전에

제 5 장 계약 해지 및 이용 제한

일시정지, 이용계약 해지 할 수 있습니다.
제 17 조 (전자우편주소 수집 금지)
회원은 전자우편주소 추출기 등을 이용하여 전자우편주소를 수집 또는 제3자에게 제공할 수 없습니다.
제 6 장 손해배상 및 기타사항
제 18 조 (손해배상)
당 사이트는 무료로 제공되는 서비스와 관련하여 회원에게 어떠한 손해가 발생하더라도 당 사이트가 고의 또는 과실로 인한 손해발생을 제외하고는 이에 대하여 책임을 부담하지 아니합니다.
제 19 조 (관할 법원)
서비스 이용으로 발생한 분쟁에 대해 소송이 제기되는 경우 민사 소송법상의 관할 법원에 제기합니다.
[부 칙]
1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
