  • 인터넷과 모바일의 활성화로 지속적으로 우편물량이 감소하고 있는 현 상황에서 우편 사업자들은 새로운 수요를 창출하고자 많은 노력을 하고 있다. 신규 시장을 만들기 위한 노력의 일환으로 고객의 주소를 보유하고 있는 선진 해외 우정사업자들은 상품 또는 서비스의 판매를 위한 기업의 전통적인 마케팅 방법인 Direct Mail(DM)에 지리정보(GIS) 기반의 고객관리기법(gCRM)을 접목한 홍보우편 서비스를 도입하고 있다. 본 고에서는 홍보우편을 위한 one-stop 서비스를 제공하고 있는 미국, 캐나다, 독일의 홍보우편 서비스 동향을 살펴보고, 국내 우정사업에 적용하고자 하는 홍보우편 마케팅 기법과 고객주소, GIS, gCRM 등이 결합된 홍보우편 서비스 시스템을 위한 요소기술들을 살펴보고자 한다.

  • Advertizing postal system combined with GIS and temporal/spatial mining techniques has been developed to activate advertizing service and conduct marketing campaign efficiently. In order to select customers accurately, this system provide purchase propensity information using sequential, cyclicpatterns and lifesytle information through RFM analysis and clustering technique. It is possible for corporate mailer to do customer oriented marketing campaign with the advertizing postal system as well as 'one-stop' service including target customer selection, mail production, and delivery request.

  • 이 논문에서는 무분별한 홍보우편물의 발송 및 낭비의 최소화를 위해서 반응율이 가장 높은 고객만을 타겟팅 하기 위한 방법으로, 읍/면/동 보다 더 작은 단위인 소지역을 대상으로 인구 사회 경제학적 특성을 고려한 Geo-Lifestyle 군집화를 수행하였다. 서울지역 16,357개 소지역 중 마케팅에 의미 있는 15,986개 지역을 대상으로 최종 36개의 소지역단위 군집을 구성하였다.

  • GIS based new postal marketing method is presented in this paper with spatiotemporal mining to cope with domestic mail volume decline and to strengthening competitiveness of postal business. Market segmentation technique for socialogy of population and spatiotemporal prediction of consumer propensity to purchase through spatiotemporal multi-dimensional analysis are suggested to provide meaningful and accurate marketing information with customers. Internal postal acceptance & external statistical data of local districts in the Seoul Metropolis are used for the evaluation of geo-lifestyle clustering and spatiotemporal cube mining. Successfully optimal 14 maketing clusters and spatiotemporal patterns are extracted for the prediction of consumer propensity to purchase.

  • Objectives: Immunization program is essential public health service under the national responsibility. One of the immunization service of national immunization program is advertising and public relation service, but research for that was rarely conducted. Therefore we conducted the survey for developing advertising strategy of immunization program in 21th century. Methods: Our study subjects were 242 health workers in immunization service department of 169 health centers and 1,193 carers who visited community health center for receiving immunization service of their children. The major questions were general characteristics of the subjects, perceived importance of immunization program, experience of advertising, knowledge and perception about immunization, and items about advertising strategy. Results: Frequently exposed materials in both health workers and carers were TV, community newspapers, and pamphlets. Health workers had high professional knowledges of immunization and carers had high perceptions for need and importance of immunization. Health workers preferred pamphlets and posters as advertising materials and carerers preferred TV and community newspapers. Both health workers and carers preferred green and yellow as advertising posters' color, active and healthy style of immunization advertising, and positive messages of campaign's slogans. Conclusions: Further researches should be conducted for precising long-term immunization advertising strategy in 21th century, and for this we need to develop advertising materials based on public needs and strategy, and evaluate the materials. The national immunization program should be activated throughout more investment of the budgets and human powers.

An Analysis of the Media's Report on the Adoption of the Address of Things using Topic Modeling and Network Analysis (토픽 모델링과 네트워크 분석을 활용한 사물주소 도입에 대한 언론보도 분석)

  • This study analyzed media reports on the Address of Things, which are being introduced through the amendment of related law and pilot projects. The titles and its texts in the media's reports were collected by searching for 'Address of Things' on the Naver News Platform. Then, we analyzed the corpus using by topic modeling and network analysis. As a result, there were four topics: 'Promotion of the address of things system', Proof of assigning Address of Things', 'Improvement of usage of the Roadname Address Systems', and 'Education and public relation for the address activation'. It was confirmed that the topic 'Proof of assigning Address of Things' was the main agenda. We presented some implication by comparing the results with the 「3rd Basic Plan for Address Policy (2018-2022)」 of the Ministry of Public Administration and Security.

  • National libraries have an obligation to meet the information needs of users by collecting as many various materials as possible. As legal deposit accounts for the highest percentage of the collection building methods of national libraries, they are trying to encourage the legal deposit of the publishers. However, the rate of legal deposit for the most publishers are pretty low. Therefore, in this study, the improvement plans of legal deposit system for the purpose of helping legal deposit of national libraries improve smoothly has been investigated by identifying the problems with the legal deposit system that publishers had and by suggesting the matters that should be improved based on the recognition of legal deposit by publishers. The plans for the revitalization of legal deposit for the publishers are as follows: promoting factors of legal deposit systems such as scope, deadline, compensation, fine and legal deposit libraries, simplification of legal deposit procedures, set-up of automated online system for legal deposit and strengthening of the method for promoting and educating the legal deposit.

  • 인터넷 웹사이트를 통한 개인정보의 대량 유통, 상품배송기관을 통한 개인정보의 유출, 명의도용, 신용정보유출 등의 정보프라이버시 침해의 사례가 많이 발표되면서, 개인정보의 적절한 이용과 정보 프라이버시(Information Privacy)의 보호에 대한 관심이 날로 높아져가고 있다. 이러한 사회 현상과 시민의 관심을 반영하여 개인정보 보호를 위한 다양한 법률과 제도가 최근에 검토되고 있다. 이 연구에서는 이름, 전화번호, 주소, 전자우편주소 등 비교적 민감하지 않은 개인정보를 기업의 마케팅이나 홍보에 이용하는 경우의 좁은 의미에서의 개인정보 보호에 초점을 맞추었다. 이러한 개인정보 및 개인정보서비스 와 관련된 법률, 정책 및 제도를 정보의 생성과 이용의 흐름 및 경제주체를 중심으로 적절한 정보의 이용이 보장 되면서 개인의 정보프라이버시가 보호될 수 있는 방안을 마련하는 방법을 체계적으로 검토하였다. 해외의 개인정보서비스 산업의 사례 조사를 통하여 향후 우리나라에서 개인정보서비스산업이 활성화되었을 때 개인의 만족증대, 실질적인 정보보호 수준의 향상, 고용창출, 기업활동의 효율화, 관련기업의 국제경쟁력 고양 등의 기대효과가 있음을 보였다. 또한, 개인정보의 적절한 이용과 보호, 그리고 정보서비스산업의 활성화를 위하여 관련 법률의 제정 및 개정, 정보보호 제도의 개발 및 효과적 운영, 장기적 정보서비스 산업 활성화 정책 수립과 단계적 추진, 활성화를 위한 정부 및 민간 재원 확보, 사회적 공감대 형성, 지속적인 연구 등을 제안한다.

  • While the E-mail is a important way of fast communication in these days. it is real that the E-mail is often misused as a commercial advertisement method and creates many social problems. Even though various filtering techniques for blocking spam mails have been developed, reliability of mail systems is decreased by misreading normal mails as spam mails, i.e. false-positive errors. In this paper, the SMBC(Spam Mail Blocking Center) platform employing spam mail recovery method based on privacy information is proposed and designed. The SMBC is designed in frame layer based on spam blocking system of proxy sewer and can be physically implemented in various topology so that flexible development with layered module is possible. Using privacy information makes the proposed SMBC platform minimize processing load and false-positive error rates so that it can improve mail system reliabilities.
