A Study on the Feasibility of the Improvement of Traffic Congestion : Focusing on Small and Medium-Sized Cities in Chuncheong Province (중소도시 교통혼잡도로 적용범위에 관한 연구 : 충청권 중심으로)

  • Based on the analysis of congestion conditions in small cities with a population of less than 500,000 in Chungcheong Province, this study conducted a feasibility study on the scope of congestion improvement projects. Further, traffic congestion management standards were further established by analyzing LOS as well as the speed of traffic presented by congestion criteria in the existing Project. According to the analysis according to the congestion management standard LOS suggested in this study, Asan city has the most major number of highways where LOS E occurs for more than 3 hours, followed by Sejong City and Gongju City. In addition, when comparing the ratio of the busy main roads according to the frequency of LOS E by city size, it was analyzed that the ratio and extension of the busy highways relative to the overall extension of the large Chungcheong area are similar to the ratio in small cities in the Chungcheong region. Therefore, traffic congestion occurred in small cities and the feasibility of the improvement project was revealed.

Freeway Congestion Information Display Criteria Considering Drivers' Recognition (운전자 인지도를 고려한 연속류 혼잡도 표출기준)

  • With advanced technologies applied to transportation, realtime traffic information has been necessary for not only drivers but also agencies. In normal, traffic conditions have been represented to three levels according to congestion: "free", "slow", and "jammed". Those categories and criteria are set up for traffic management even though traffic information is provided for drivers. This study examines how drivers feel current congestion levels and delves into traffic categories and criteria which they recognize. To collect data for drivers' recognition, a survey of freeway travellers is conducted answering the question about traffic flow speed from video image on a freeway section. In the result of the survey, the surveyee preferred a 4-level traffic condition including "delayed" to 3-level traffic condition. As its criteria, 20 km/h, 50 km/h, and 75 km/h were obtained. These results are expected to contribute to building more appropriate traffic information for drivers and providing an operational guideline for Traffic Monitering Centers.

  • On the many highways, severe traffic congestions happen chronically and make traffic problems like reduction of mobility because of rapid increase of vehicles though road construction has been last. In order to solve these traffic problems, it is needed to find the trend and the symptom of traffic congestion and to analyze the cause of congestion and the(spatial) range affected by congestion. To develop the traffic condition monitoring index prior to doing all those things is most important. With this reason, many countries including U.S. had been developed the congestion criteria and indices. In this paper, applicability and characteristics of existing traffic congestion indices were considered and the direction for development of a new traffic condition index was suggested to achieve an effective traffic management.

  • The capacity concept presented in the Highway Capacity Manual is for steady-state traffic flow assuming that there is no restriction in downstream flowing, which is traditionally used for planning, design, and operational analyses. In the congested traffic condition, the control objective should be to keep the congested regime from growing and to recover the normal traffic condition as soon as possible. In this control case, it is important to predict the spatial-temporal pattern of congestion evolution or dissipation and to estimate the throughput reduction according to the spatial-temporal pattern. In this context, the new concept of dynamic capacity for managing congested traffic is developed in terms of spatial-temporal evolution of downstream traffic congestion and in view of the 'input' concept assuming that flow is restricted by downstream condition rather than the 'output' concept assuming that there is no restriction in downstream flowing (e.g. the mean queue discharge flow rate). This new capacity is defined as the Maximum Sustainable Throughput that is determined based on the spatial-temporal evolution pattern of downstream congestion. And the spatial-temporal evolution pattern is estimated using the Newell's simplified q-k model.

Development of an Effectiveness Analysis Tool for Freeway Tollgate Entrance Control (고속도로 톨게이트 진입제어용 효과분석 툴의 개발)

  • This paper aims at developing an active expressway entrance control effectiveness analysis tool which operators can utilize and manage traffic based on current traffic condition. For this, after identifying the current problems of tollgate-based entrance policy being used, a new set of decision element such as congestion index, decision criteria for congestion, and congestion management unit has been proposed together with the procedure of newly developed tollgate control policy. Three key parts developed are traffic condition identification module, tollgate metering module, and travel speed calculation module. Some measures of effectiveness were also identified and the newly developed effectiveness analysis tool produced better result. According to classification of traffic condition by reference speed as 80km/h, the improved tollgate entrance procedure increased 21.5% in average travel speed compared with Do-Nothing case and also increased 8.8% compared with current entrance control method.

  • In this paper, we propose a new early congestion detection and notification technique called QR-AQM. Unlike RED and it's variation, QR-AQM measures the total traffic rate from TCP sessions, predicts future network congestion, and determine the packet marking probability based on the measured traffic rate. By incorporating the traffic rate in the decision process of the packet marking probability, QR-AQM is capable of foreseeing future network congestion as well as terminating congestion resolution procedure in much more timely fashion than RED. As a result, simulation results show that QR-AQM maintains the buffer level within a fairly narrow range around a target buffer level that may be selected arbitrarily as a control parameter. Consequently, compared to RED and its variations, QR-AQM is expected to significantly reduce the jitter and delay variance of packets traveling through the buffer while achieving nearly identical link utilization.

서울 대도시 지하수 수질의 공간적 변화 특성

  • 서울시 대도시 지하수의 수리지구화학 및 오염 특성을 토지 이용 특성(청정지역, 주거지역, 농업지역, 교통혼잡지역, 공단지역)과 관련하여 고찰함으로써 대도시 지하수 수질의 효율적 관리에 활용하기 위한 3개년 모니터링 연구를 수행하고 있다. 본 논문에서는 현재까지의 연구 결과를 요약하여 소개한다. 총용존고체 함량(TDS)은 지하수 수질 특성 파악에 손쉽고 효과적으로 활용할 수 있는 파라미터임이 확인되며, 청정지역, 주거지역, 농업지역, 교통혼잡지역, 공단지역의 순으로 증가하는 경향이 뚜렷하다. 따라서, 서울 도시 지하수 수질은 일차적으로 부근의 도시화 특성과 밀접한 상관성을 가짐을 확인하였다. 한편, 청정지역의 수질 특성 자료를 제시하여 지하수 오염도 평가의 기준(배경 수질) 자료로 활용토록 하였다. 서울 동부 지역 암반 지하수의 수질 특성을 보면, 강북, 노원, 도봉 등 중랑천 상류 지역의 지하수가 동대문, 성동, 송파구 등 하류쪽의 지하수에 비해 낮은 TDS 함량을 갖는 경향이 있다. 서부 지역 지하수는 동부 지역에 비해 높은 TDS 값을 보이며, 공단부지 면적이 큰 영등포, 금천, 구로구 일대 및 종로, 중구 등 교통혼잡지역 등에서 매우 높은 TDS 함량을 나타내었다. 결국, 서울시 지하수의 TDS 함량은 수-암 반응보다는 인위적인 오염원에 의해 크게 지배되는 것으로 판단된다.

A Case Study on the Traffic Operational Guidance for Temporary Closure of Climbing Lane; Focusing on Nakdong JC at Jungbunaeryuk Expressway (오르막차로 일시 폐쇄를 위한 교통운영기준 사례연구 (중부내륙고속도로 낙동JC를 중심으로))

  • A climbing lane is installed to separate low-speed traffic from high-speed traffic if drastic traffic capacity reduction is expected due to a large number of vehicles that slow down in the upward section. Existing studies on climbing lanes have focused on the designation, location of starting and ending points, and installation method of climbing lane with regard to road design standards. However, in terms of traffic operation, it was known that the climbing lanes cause traffic congestion due to the increase of traffic volumes. In this regard, this study aims to establish traffic operational guidance as to how much effects temporary closure of climbing lanes can have on traffic improvement according to the volume-capacity ratio, grade, and composition of trucks. A test section of simulated climbing lane was selected in Nakdong JC bound for Masan(136.9K~133.3K, 3.6km, 3.7%) on Jungbunaeryuk expressway to conduct VISSIM analyses, microscopic traffic simulation based on such control variables as traffic volume(v/c), grade and the trucks ratio. As a result of the analyses, it has been found that v/c and the ratio of trucks are the key variables for efficient traffic management of climbing lanes in order to relieve traffic congestion via climbing lane. If ratio of trucks are more than 50% and when v/c would be 0.8, both climbing lane would be closed and non-operated regardless of grade and ratio of trucks when v/c is 1.0. With the increased traffic due to a five-day work week system, continued peak hours during the weekday, increased and various patterns of congestion on expressway, this study would be expected to contribute to facilitating researches on flexible operational standards for road facilities.

  • MPLS(Multiprotocol Label Switching) is regarded as a core technology for migrating to the next generation Internet. In this paper, we propose an dynamic flow admission control supporting DiffServ(Differentiated Services) to provide QoS in MPLS networks. Our proposed model dynamically adjusts the amount of admissible traffic based on transmittable capacity over one outgoing port. It then transmits the Packets while avoiding congested area resulting traffic loss. Ingress LSRs find out the congested area by collecting network state information at QoS state update for QoS routing table. Our Proposed model manages the resource efficiently by protecting the waste of resources that is a critical Problem of DiffServ and makes much more flows enter the network to be served.

  • 위험물 차량사고는 일반차량의 교통사고시 발생하는 인명피해, 재산피해, 교통지체 외에 부가적으로 환경적 영향에 의한 엄청난 인명 및 재산손실을 유발시킬 수 있다. 따라서 이러한 위험물차량사고를 예방하고 피해를 최소로 줄이기 위해서는 위험물수송경로의 신중하고 체계적인 결정이 필수적이라 할 수 있다. 외국의 경우, 위험물의 방출이 미치는 환경적 영향에 대한 인식이 확대되면서 위험물 수송시 응급처리에 관한 연구, 위험물 수송에 따른 위험도 평가에 관한 연구, 위험물 수송시 고려해야할 여러 조건에 관한 연구, 위험물 수송경로 설정에 관한 연구 등이 진행되고 있다. 반면에 우리 나라는 위험물차량관리와 사고처리에 대해 실시간적인 관리를 목표로 하는 국가차원의 계획을 수립하고는 있지만, 현재 이와 관련된 연구는 거의 없는 실정이다. 앞으로 산업발달에 따른 위험물수송량의 증가와 환경의식의 변화에 따라 위험물수송 및 사고처리 등에 관한 연구가 필요할 것이다. 따라서, 본 연구는 위험물차량의 운송경로를 결정할 때 고려해야 할 여러 가지의 기준 및 목표에 따라 위험물수송경로를 설정하는 모형을 제시함으로써 위험물수송에 수반되는 위험을 최소화하면서 위험물차량의 통행시간, 거리, 비용 등을 최적화하여 위험물수송의 안전 및 운영효율성을 향상시키고자 한다. 먼저, 위험물 수송경로의 기준지표로 사용될 위험도를 산정하기 위해 링크 주변노출인구, 밀도 등을 변수로 하는 모형식을 제안하고, 두 번째로 산정된 위험도를 기반으로 최적경로를 결정하는 알고리즘을 제안하였다. 마지막으로 가상 네트웍에 본 연구에서 제안된 모형을 적용하고 현재 일반적으로 사용되는 최단경로와 비교·분석하였다.것은 운송거리와 운송비용이 각각 주요한 변수라는 것이다. 모형의 타당성을 검증하기 위해서는 logilikelihood 값을 구하여 $\rho$^2분석을 시행하였다. 여기서는 각 품목별로 $\rho$^2값이 약 0.15~0.3의 비교적 높은 수치를 보여주고 있으므로 모형의 설명력이 어느 정도 있다는 것이 아울러 증명이 되었다. 상관관계에 대한 분석에서는 영업용 차량간의 상관관계가 높게 나타났으며, 이는 곧 영업용 화물차량을 적재중량별로 구분하는 것이 별 의미가 없음을 의미한다. 다시 말하면 자가용 차량을 보유하고 있지 않은 회사는 다른 운송전문업체에 화물운송을 의뢰하게 되므로 출하중량에 따라 화물차량을 구분하는 것에 대해서 그다지 큰 고려를 하지 않는 것으로 해석할 수가 있다.적합함을 재확인함. 6. 혼잡초기를 제외한 혼잡기간 중 대기행렬길이는 밀도데이터 없이도 혼잡 상류부의 도착교통량과 병목지점 본선통과교통량만을 이용하여 추정이 가능함. 7. 이상에 연구한 결과를 토대로, 고속도로 대기행렬길이를 산정할 수 있는 기초적인 도형을 제시함.벌레를 대상으로 처리한 Phenthoate EC가 96.38%의 방제가로 약효가 가장 우수하였고 3월중순 및 4월중순 월동후 암컷을 대상으로 처리한 Machine oil, Phenthoate EC 및 Trichlorfon WP는 비교적 약효가 낮았다.>$^{\circ}$E/$\leq$30$^{\circ}$NW 단열군이 연구지역 내에서 지하수 유동성이 가장 높은 단열군으로 추정된다. 이러한 사실은 3개 시추공을 대상으로 실시한 시추공 내 물리검층과 정압
