A Study on the Relationship of Gender Equity within Family and Second Birth (둘째 출산 계획의 결정요인과 가족내 성 형평성)

  • This research explores the relationship between gender equity within family and second birth in Korea. For a factor analysis on the intention of having additional children for women with one child, I have used the data from the 2005 National Survey on Marriage and Fertility Trend" of the Korea Institute for Health and Social Affairs. Among 516 samples(year of 20-44), women planning to have second birth are 54.7%, and others have answered that they have no intention to have second birth. As a result, main causes affecting progressing to second birth seemed to be family planning on family cycle, such as controlling age gaps between first and second child, composing children genders as they wish etc. The variable of "gender equity between couples" in progressing to second birth are of significant only with married working women group. In case of married working women, more the husband's houseworking hours increase, the more prone to progress to second birth. However, in case of housewives, gender equity level, such as husband's housework hours or share of housework are not of significant influence in progressing to second birth. Not only working mothers but also housewives need the realization of gender equity within the family and the expansion of social support system for work-family life balance.

User Benefit Analysis By Transfer Fare Policy : Focuses on the case of Gyeonggi-do (지역별 대중교통 환승혜택 형평성 개선방안에 관한 연구 : 경기도를 중심으로)

  • Gyeonggi-do comprises several types of areas, including urban, semi-urban, and rural areas. The availability of public transportation services varies depending on the area types, but the fare structure is based on a simple transfer rule, i.e., a transfer is free when completed within 30 minutes. As a result, users in non-urban areas with a poor frequency of public transportation services do not receive transfer discounts because most of the bus routes in these areas have a gap of more than 30 minutes between services. In terms of equality of opportunity, the transfer rule is being applied unfavorably and, as a result, equality of opportunity of the non-urban commuter is severely affected. Therefore, this study analyzed the user benefits mainly stemming from transfer fares using the smart card data of commuters using public transportation in Gyeonggi-do. An index called the beneficiary rate of the free transfer was developed and a scenario analysis was conducted based on the various levels of the rate. The results of this analysis proved that the users of public transportation services in non-urban areas in Gyeonggi-do can only receive transfer benefits by the extended time for free transfer and not by the implementation of a uniform policy irrespective of the type of area. The study also suggested an equitable fare transfer system and policy alternatives.

The political-economical meaning and implication of 'Generation Equity' debate in the Welfare States (복지국가의 세대간 형평성 담론의 정치경제학적 의미와 함의: 미국을 중심으로)

  • Public pension system of western welfare states has been maintained by transfers of public resources between working-age population and old-age population. But population aging cause the problem of fiscal burden on pension financing, so cutback on public spending for the elderly has been on the issue at public agenda. The argument on public spending for the elderly is more aggressively proceeded in the United States than any other welfare states. The argument is concerned with the problems of generation and is going under the rhetoric name of 'Generational Equity' which contends unequal distribution of social resources such as federal budget within generations. This article analyzes the background of 'Generational Equity' perspective and the reason why that argument is actively going forward in the U. S. and political-economy context of that argument. Generational Equity perspective contends that the elderly are getting more benefits and high spending on the elderly has contributing to the rising poverty rate of children. But there are lots of objection to this perspective on the ground that the perspective has weak positive evidences. The reason that 'Generational Equity' perspective has the power only in the U. S. but other welfare states is mainly due to that pluralistic political regime and selective welfare system. This research presents that political-economy meaning of 'Generational Equity' perspective is related to the political regime and welfare system of the society itself. And this research has the implication that our society having a selective welfare system would take a risk of encountering 'Generational Equity' social debate in the near future.

How to Charge Equitably on Free-of-Charge Urban Freeways (형평성을 고려한 무료도시고속도로의 유료화 방안)

  • 본 연구의 목적은 형평성 문제를 최소화할 수 있는 무료인 도시고속도로의 유료화 대안을 모색하는데 있다. 본 연구는 크게 2개 분야로 구성된다. 우선 형평성을 고려한 유료화 전략을 수립하는 부분과, 다음으로 사례연구를 통해 다양한 유료화 시행방안의 효과를 비교 분석하는 부분이다 사례연구는 경부고속도로의 서울시 구간을 대상으로 외국 주요도시에서 시행하고 있는 Fare Lane, HOT Lane, ERP 시스템, 도로유지/관리비를 위한 통행료 부과 등 4가지의 무료인 도시고속도로 유료화 방안들에 대하여 효과의 차이를 분석하였다. 연구 결과, 무료인 도시고속도로에 적합한 유료화 방안은 1) 유지관리비용 징수방식 보다는 혼잡통행료 방식이며, 2) 대중교통을 제외한 차량을 대상으로 징수하되, 3) 징수방식은 고속도로의 특성에 따라 개방식과 폐쇄식으로 하고, 4) 요금수준은 도로용량을 최대화하는 수준에서 결정해야 하며, 5) 징수차로는 전차로 유료화 방식 또는 HOT 차로 유료화 방식으로 하되 고속도로의 램프진출입로 방향을 고려하여 결정하며, 6) 징수시스템은 전자자동징수시스템을 채택하고, 마지막으로 7) 수입금은 대중교통개선에 쓰이도록 하거나 징수대상 도로나 구간을 이용하는 자들이 직접적으로 배분에 참여하여 효용을 극대화할 수 있도록 하는 방법을 채택하는 것이 바람직한 방향으로 나타났다. 한편, 본 연구는 실행을 전제로 한 것이 아니기 때문에 실제 적용시에는 대상도로의 선정, 분석방법, 분석의 범위에 대한 보다 심도 있는 논의가 필요하며 또한 유료도로법 등의 관계 법규에 대한 정비가 필요할 것으로 판단된다.

A Study on the Fiscal Equity of Local Share Tax System in Korea (지방교부세의 재정형평화에 대한 연구)

  • The success of fiscal decentralization depends on an effective intergovernmental transfer system. This paper focuses on the Local Share Tax(LST), the primary intergovernmental fiscal transfer in Korea. The LST, by law, aims to mitigate horizontal fiscal imbalance among the local governments. As an attempt to test the fiscal equity of the LST empirically, net fiscal benefits of each county are calculated based on a simple model. While the LST contributes to horizontal fiscal measured traditional inequality indices, a geographical pattern of net fiscal benefits is observed. From these findings, the role of LST on fiscal equity needs to be carefully re-examined.

A Study on Senior Citizen Free Transport Policy Improvement of Urban Railway Transportation (도시철도의 노인무임수송정책 개선에 관한 고찰)

  • A sudden increase of old people's free urban railway transportation resulted from the acceleration of aging trend causes the chronic deficit. As continuous deficit caused by the free urban railway transportation of old people is expected, a fairness problem about the fare system of using public transportation is issued because only the urban railway provides free-rides to them, which is contrast to bus-riders paying full payments. Therefore, the study intends to draw an alternate to solve the problem of the free urban transportation uses by calculating an appropriate fare ratio between the two transportation modes, which is expected to alleviate the fairness issue between the urban railway and the bus.

  • 본고(本稿)의 목적은 서독(西獨) 일본(日本) 양국(兩國)의 의료보험제도(醫療保險制度)를 비교 검토하여 그들의 경험에서 배울 수 있는 교훈을 토대로 우리나라의 실정에 적합한 정책방안을 제시하려는 데 있다. 일반적으로 서독(西獨)은 제도내용이 효율성(效率性)보다는 형평성(衡平性)에, 일본(日本)은 비용효과(費用效果) 측면에 치중함으로써 서독(西獨)에서는 의료비 증가로 비용억제(費用抑制)가, 일본(日本)에서는 급여의 형평문제(衡平問題)가 중심과제로 되어있다. 이들 양국(兩國)의 경험을 토대로 한국제도(韓國制度)의 개선(改善)에 유용한 일련의 정책대안(政策代案)을 제시하면, 프로그램간 부담과 급여의 균등화를 추진하고, 정부(政府)의 보조금지원(補助金支援)은 목표인구(目標人口)를 대상으로 규모를 최소화하여 비용효과적으로 실시해 나가야 할 것이다. 소단위조합(小單位組合)의 지속적인 광역화(廣域化) 추진과 조합운영에 자율적인 기능을 부여해 나가는 한편 지역보험(地域保險) 보험료부과기준(保險料賦課基準)의 단순화 및 형평제고를 위해 자력조사(資力調査)를 조기에 실시할 것을 제안한다. 후송체계(後送體系)를 전국적으로 확대 적용시켜 나가면서 고소득계층에 대하여는 강제적용보다 임의적용으로 전환하여 민간보험시장(民間保險市場)의 개발을 꾀하고, 소득 있는 피부양자를 선별하여 보험료(保險料)를 부과(賦課)함으로써 보험재정(保險財政)의 안정을 도모하여야 할 것이다.

부양률 증가를 반영한 연금액 조정방식의 개선 - 재정건전성 및 세대 간 형평성 제고 효과 분석 -

  • 본 연구는 사학연금기금의 재정건전성 강화를 위한 한 방편으로 연금액 조정방식의 개선과 그 재정효과를 분석한다. 매년 수급자의 연금액 조정에 사용되는 물가상승률에 부양률의 증가를 반영하여 적용할 물가상승률의 폭을 다소 낮추는 것이다. 분석결과 이러한 연금액 조정방식의 변경은 연금기금의 고갈의 막을 수 있는 근본적인 대책이 될 수 없음이 확인된다. 그러나 세대간의 부양을 기반으로 운영되는 사학연금의 경우 그간의 개혁이 후세대의 더 큰 고통 감내를 요구했던 바, 본 연구는 수익비의 분석을 통해 향후 재정안정화를 위한 조치는 세대간의 형평성을 제고하기 위한 노력이 포함되어야 함을 주장한다.

The Effect of the Equity of the Objective Performance on the Cognitive Performance and the Behavioral Intention (객관적 성과의 형평성이 인지적 성과 및 게임 이용 행동 의도에 미치는 영향)

  • Many game designers suggested that if players got many objective performance, they could have a fun experience while playing the MMORPG. Does a quantity of objective performance lead to player's fun experience in the MMORPG? According to the Equity Theory, the reason of players getting fun experience is not only that players get reasonable objective performances as many as efforts of theirs but also that amount of their objective performances were same as others. This study analysed that the equity of objective performances would have an effect on the player's fun experience. The results were that the equity of objective performances produced an effect on the players' behavioral intention, flow experience, and cognitive performance. Hence if game designers want that players are interested in the online game playing, they have to support the equity of objective performance to players.

Comparisons of the Equity of Medical Care Utilization by Sex, Age Groups, and Region (성, 연령, 지역에 따른 의료이용 형평성의 집단 간 비교)

  • This study decomposed Concentration Index(CI) and Hiwv Index(HI) of medical care utilization by subgroups: sex, age group, and region. CI and HI were decomposed into "the between group" component, "within group" component, and a residual. The results of analysis are summarized as follows; First, there was no influence of sex on the equity of medical care utilization measured by the numbers of visiting clinic. However, "within group" component of female explained .0441 among HI, .1035. This means that poor women's underutilization of medical care is the important factor in determining its degree of equity. Second, age groups had a decisive effect on the equity of medical care utilization measured by the numbers of visiting clinic. they explained -.0085 among HI, -.0170. Third, internal equality within elderly group was the most important factor in determining HI measured by the medical care cost. Finally, "within group" component of urban area explained .0535 amomg HI, ,1035 measured by medical care cost. This indicated that the urban poor's underutilization of medical care was very important factor in explaining its degree of equity. There was the poor's underutilization of medical care within the groups as female, the elderly, and urban areas. This significantly explained the equity of medical care costs.
