  • Healthcare and data science are often linked through finances as the industry attempts to reduce its expenses with the help of large amounts of data. Data science and medicine are rapidly developing, and it is important that they advance together. Data science is a driving force in transition of healthcare systems from treatment-oriented to preventive care in healthcare 3.0 era. It enables customized precision-based medicine that current healthcare systems cannot facilitate, and discovers more cost-effective treatment. Currently, healthcare big data is in the reality of medical institution, public health, medical academia, pharmaceutical sector as well as insurance agency. With this motivation, the medical college of Soonchunhyang university has performed a 'healthcare data science initiative(HDSI)' since 2014. Most of domestic HDSI programs focus on short-term contents such as mentoring and sharing cases for data science. Therefore, it is difficult to provide education tailored to the level of skills and job competency required at the practical site. Soonchunhyang HDSI implemented specialized strategies for improving resilience and response to changes in the IT education of current healthcare with the emphasis on the need for systematic activation of the practical HDSI. The HDSI has been performed as a part of on industry-academic link program in CK-1. Through quantitative and qualitative analysis, this paper discussed the HDSI process, performance, achievement, and implications.

A Study on Philosophy-based Human Resource Model in the Service Economy Era (철학기반의 서비스경제시대 인재상 연구)

  • Unlike the era of manufacturing-oriented industrial economy in the past, the era of service economy has characteristics intangible goods center, knowledge universalization, and expansion of needs, and many things that are of the economy are changing. In the past, the change in the environment was not fast, so even after analyzing the changed environment and deriving the talent needed for the company, it was possible to maintain a talent for the organization for a long time, so it is not proactive to build and apply talent. It became difficult to manage effectively. Therefore, in this paper, we conducted a normative study for deriving a desirable talent model rather than a descriptive human resource model. Human resources image suitable for the modern service economy era, the modern economic society and modern spirit were analyzed and reflected. The model in which the two opposing members of the organization, managers and employees, interact intensely and balance dialectically. A desirable talent in a modern organization must play the role of a manager, and the management and talent models in a modern organization can be said to be connected to each other like the front and back sides of a coin. The philosophy of human resources was presented in five dimensions: human, historical, social, economic, and management. The human resource model from eight factors: mastery, rationality, wisdom, customer orientation, innovation, flexibility, autonomy, collaboration. This study suggested that general talent model may vary depending on the company's type, empirical follow-up studies are needed the talents in each company in the future.

The Development of a Machine Vision Algorithm for Automation of Pavement Crack Sealing (도로면 크랙실링 자동화를 위한 머신비전 알고리즘의 개발)

  • Machines for crack sealing automation have been continually developed since the early 1990's because of the effectiveness of crack sealing that would be able to improve safety, quality and productivity. It has been considered challenging problem to detect crack network in pavement which includes noise (oil marks, skid marks, previously sealed cracks and inherent noise). Moreover, it is required to develop crack network mapping and modeling algorithm in order to accurately inject sealant along to the middle of cut crack network. The primary objective of this study is to propose machine vision algorithms (digital image processing algorithm and path planning algorithm) for fully automated pavement crack sealing. It is anticipated that the effective use of the proposed machine vision algorithms would be able to reduce error rate in image processing for detecting, mapping and modeling crack network as well as improving quality and productivity compared to existing vision algorithms.

  • Web Based Instruction has its theoretical background in constructivism paradigm of education. According to social changes called information era and thanks to the sophisticated internet mechanism the constructivism in education has been dominant paradigm. In this paradigm information and knowledge are not merely given by a instructor facing the loaners. This system of instruction has n almost every field of discipline introduced. This article aims to examine how far WBI and constructivism are applicable for design education. Richard Branchia predicted that the learner oriented instruction method would become the dominant education system. He stressed an interactivity of the teacher and students. Upon this can the applicability of WBI for design education be affirmed.   • As personal devices and pervasive technologies for interacting with networked objects continue to proliferate, there is an unprecedented world of scattered pieces of contextualized information available. However, the explosive growth and variety of information ironically lead users and service providers to make poor decision. In this situation, recommender systems may be a valuable alternative for dealing with these information overload. But they failed to utilize various types of contextual information. In this study, we suggest a methodology for context-aware recommender systems based on the concept of contextual boundary. First, as we suggest contextual boundary-based profiling which reflects contextual data with proper interpretation and structure, we attempt to solve complexity problem in context-aware recommender systems. Second, in neighbor formation with contextual information, our methodology can be expected to solve sparsity and cold-start problem in traditional recommender systems. Finally, we suggest a methodology about context support score-based recommendation generation. Consequently, our methodology can be first step for expanding application of researches on recommender systems. Moreover, as we suggest a flexible model with consideration of new technological development, it will show high performance regardless of their domains. Therefore, we expect that marketers or service providers can easily adopt according to their technical support.

The Needs for a Start-up and Business Approach to Makerspace; Why Should we Develop Makerspace through Management Techniques? (메이커스페이스(Makerspaces)에 대한 창업·경영학적 접근의 필요성)

  • The "fourth industrial revolution" is changing society as a whole. Public innovation is needed to enhance national competitiveness. Amid these times' demands, the "maker movement," a new form of DIY movement that has revived since 2000, is regarded as a "popular innovation activity" that can respond to changing needs. In particular, "Makerspace," a significant activity area for the maker's movement, is drawing attention as a place where "Maker" shares each other's knowledge and resources, and share results. Makerspace has recently expanded its functions into a 'public innovation platform' or (preparation) start-up preparation space for start-ups. South Korea has also supported various types of "Makerspace" since 2010 as a policy for fostering an innovation base. The Ministry of Small and Medium Venture Business has been pushing for expansion of Makerspace since 2018 and is providing support by dividing it into "general rap" and "professional wrap" and "zero to Maker" spaces for novice makers in the beginning and necessary stages of makers, while "professional rap" is divided into "Maker to Maker" spaces for professionals. This study is about Makerspace, space where makers are active among the topics related to manufacturers. Thus, in this study, significant domestic and international studies related to Makerspace have been investigated so far, and trends in related studies have analyzed. Based on this, the research needs and specifics of Makerspace, which has recently expanded its role and functions. In particular, the Commission intends to present the need for research on Makerspace and specific areas of study from a start-up management perspective to promote qualitative growth of Makerspace, which is changing into a popular innovation platform in the era of the fourth industry, and inducing a start-up management interest in new manufacturing industry types.

The Realities and Practices in the UK's Community Archives Movement (영국 공동체 아카이브 운동의 전개와 실천적 함의)

  • The purpose of this study is to analyze the present stage of community archives movement in the UK. By doing so, it draws some implications of the UK case for the community archives movement in Korea. The UK's 'Independent' community archives as a part of grassroots movement are characterized by participation, autonomy, and self-help of community members. Along with the appearance of the concept of 'community', the UK has experienced the revitalization period of community archives in the social context of community-based urban regeneration project. Recently, the UK's community archives have transformed themselves into building a 'governance model' relying on the partnership with mainstream archives. In particular, the UK model of community archives is based 'on their own ways' with their autonomy as a product of intrinsic development initiated by communities themselves. The character of the model of this type is very analogous to the nature of maul' community archives movement in Korea. Since the early 2000s, however, the UK model of community archives has been evolving into a way of building governance through their appropriation of the skills and methodologies from mainstream archives without endangering the autonomous essences of community archives themselves. We need to note the point of local researchers' view in archival science who have tried to seek out the methodology for building maul community archives with regard to openness and collaboration. In this respect, a shift in archival principle in the UK would give significant implications in regenerating the locally based community model.

Invigorating Makerspaces in Korea: Empirical Analysis on Operating Components of Makerspaces (한국형 메이커스페이스 활성화를 위한 운영요소 분석 연구)

  • New manufactural innovation was generated with combination with Do It Yourself(DIY) culture and Information and Communication Technology(ICT). It led people to make their creative idea in real things and share them. This social movement has been called as 'Maker' culture. As maker culture was developed, the places named 'Makerspace' with high-tech equipment and sharing environment have been widely spread and gotten spotlight. Futhermore, makerspaces have been diffused rapidly in Korea; because of its importance for the fourth industrial revolution. However, the operation of makerspaces is not matured as much as its popularity, so problems occurred in operating aspects. The number of related studies is not enough to foster domestic maker culture in Korea. Of that, studies on operation of makerspaces were limited and the quantity of survey sample was insufficient. Therefore, firstly, in this study, operation elements of makerspaces were extracted by literature review. And, survey for examining the extracted elements was conducted to four policy makers and researchers, four makerspace operators and four makers. Final survey was carried out by Importance-Performance Analysis(IPA) method to fifty recipients composed of policy makers and researchers, operators, and makers. In result, importance located above performance in every elements and in-depth interview was followed to understand domestic surroundings and suggest way to invigorate makerspaces in Korea. The suggestion shows as follows. First, online and offline platform for makers should be expanded; second, makerspace should connect private sponsorship with makers or their projects; third, policy direction has to be improved from venturing business to diffusion of maker culture; fourth, basic maker education should be enlarged.

Do Not Just Talk, Show Me in Action: Investigating the Effect of OSSD Activities on Job Change of IT Professional (오픈소스 소프트웨어 개발 플랫폼 활동이 IT 전문직 취업에 미치는 영향)

  • With the advancement of information and communications technology, a means to recruit IT professional has fundamentally changed. Nowadays recruiters search for candidate information from the Web as well as traditional information sources such as résumés or interviews. Particularly, open-source software development (OSSD) platforms have become an opportunity for developers to demonstrate their IT capabilities, making it a way for recruiters to find the right candidates, whom they need. Therefore, this study aims to investigate the impact developers' profiles in an OSSD platform on their finding a job. This study examined four antecedents of developer information that can accelerate their job search: job-seeking status, personal-information posting, learning activities and knowledge contribution activities. For the empirical analysis, we developed a Web crawler and gathered a dataset on 4,005 developers from GitHub, which is a well-known OSSD platform. Proportional hazards regression was used for data analysis because shorter job-seeking period implies more successful result of job change. Our results indicate that developers, who explicitly posted their job-seeking status, had shorter job-seeking periods than those who did not. The other antecedents (i.e., personal-information posting, learning, and knowledge contribution activities) also contributed in reducing the job-seeking period. These findings imply values of OSSD platforms for recruiters to find proper candidates and for developers to successfully find a job.

Cooperative Architecture for Centralized Botnet Detection and Management (협업 기반의 중앙집중형 봇넷 탐지 및 관제 시스템 설계)

  • In recent years, cyber crimes were intended to get financial benefits through malicious attempts such as DDoS attacks, stealing financial information and spamming. Botnets, a network composed of large pool of infected hosts, lead such malicious attacks. The botnets have adopted several evasion techniques and variations. Therefore, it is difficult to detect and eliminate them. Current botnet solutions use a signature based detection mechanism. Furthermore, the solutions cannot cover broad areas enough to detect world-wide botnets. In this study, we suggest an architecture to detect and regulate botnets using cooperative design which includes modules of gathering network traffics and sharing botnet information between ISPs or nations. Proposed architecture is effective to reveal evasive and world-wide botnets, because it does not depend on specific systems or hardwares, and has broadband cooperative framework.
