  • Industry-academy Collaboration alms to produce synergy-empowerment through co-opt between university and business within R&D and human resource management. The lack of indigenous R&D capabilities makes Korean small businesses not have sustainable competitive advantages. While the Korean government has increased the budgetary supports on small businesses since the late 1990s to enhance technological capabilities of small businesses, the competitiveness gap between large and small firms has been widened. The alternative for the government support is considered as active industry-academy collaboration. After exploring various policy measures for the collaboration with classifying them and pointing out their problems from a technological innovation perspective, this study shows the more expected roles of the collaboration to be a catalyst coordinating the R&D activities among the local small businesses, local universities, and public research institutes. Based upon the analyses, this study suggests several policy alternatives to facilitate the technological innovations of small businesses in the regional innovation clusters.

  • This paper analyzes the factors affecting the relationship characteristics of firms and public research institutes, in-addition to analyzing the effect of relationship characteristics with the industry-public research institute cooperation. We selected factors influencing relationship characteristics of firms and public research institutes based on the study of existing industry-university-institute cooperation. These factors include the willingness of the industry-public research institute cooperation, firm's R&D capabilities, and the firm's perceived public research institutes competence. The relationship between these factors, their relationship characteristics, and the performance of the industry-public research institute cooperation was studied using six hypotheses. In order to test this research model, we conducted a survey on industry-public research institute cooperation firms and received responses from 116 companies. Partial Least Square-Multi Group Analysis (PLS-MGA) was used to test the research model. The results of the empirical analysis show the following results. First, the willingness of the industry-public research institute cooperation, firm's R&D capabilities and firm's perceived public research institutes competence have a positive impact on the relationship characteristics of firms and public research institutes. Second, the relationship characteristics of firms and public research institutes have a positive impact on firm performance in the industry-public research institute cooperation. Third, firm's R&D capabilities and firm's perceived public research institutes competence directly affect firm performance in the industry-public research institute cooperation. These results provide policy and practical implications for enhancing firm performance of the industry-public research institute cooperation.

  • In knowledge-based economies, the facilitation of knowledge diffusion among R&D performing actors has become the most important factor for the growth of national science and technology. Korea has strived for revitalizing R&D partnerships between public and private sectors since 1970, but results of KIS (Korean innovation survey) data analysis show that R&D cooperation with public institute or academic sector are not a great help to Korean firm's innovation on the whole. Especially, in small and medium sized firm, R&D partnerships with public sector do not have positive influence on their innovation. This implies policies of activating R&D partnership should be formulated based on firm's cooperation demand. In addition to this, discriminatory cooperation plans between large firms and small and medium sized firms are needed to raise the effectiveness of R&D partnership.

In terms of practice, stressing the necessity of establishing and practicing the plan for collaboration management, it suggests us that promising strategies of management for inter-organizational collaboration in korean children and youth social service arena should be prepared. Through examining the theories, it is found that collaboration management like formal and informal meeting, contract, appointing the staff for collaboration is different from the former organizational factors. Collaboration management is found to be a factor accelerating the collaboration and differentiating from collaboration result itself. It is found that collaboration management factor affects the clients being refereed, providing some kinds of programs, and getting them. It means that the policy of organization which makes the staffs to participate at meetings to obtain various programs that other organizations provide, draws the agreement for collaboration, and arranges internal system for collaboration like appointing special staff activates the collaboration among organizations. Findings of this study provides us some recommendations. The efforts to develop technique, know-how, and management theory should be made in the Korean society. Organizations and the government should encourage organizations to manage the collaboration among them and make an effort to initiate policies and programs.

  • Online collaborative teaming, which has emerged as a new type of education in knowledge-based society, is being discussed actively in the areas of action learning at companies and project-based learning and inquiry-based learning at schools. It regards as an effective method for improving learners practical and highly advanced problem solving abilities, and for stimulating their absorption into learning through pursuing common goals of learning together. Different from individual learning, however, collaborative learning involves complicated processes such as organizing teams, setting common goals, performing tasks and evaluating the outcome of team activities .Thus, it is difficult for a teacher to promote and evaluate the whole process of collaborative learning, and it is necessary to develop systems to support collaborative learning. Therefore, in order to monitor and promote interaction among learners in the process of collaborative learning, the present study developed an extensible collaborative teaming supporting agent (ECOLA) in online learning environments.

For empirical analysis, the study conducted a survey on total 2,895 SMEs participating in the technological cooperation programs operated by government-funded R&D Institutes, and collected 332 survey responses. Data were analysed using a structural equation model. Empirical results show that entrepreneurial orientation, absorption capability, and alliance capability influenced the performance of technological cooperation. In addition, alliance capability has a significant effect on absorptive capacity. In order for the technology cooperation between SMEs and government-funded research institutes being successful, efforts are needed to secure companies' entrepreneurial orientation, absorption capability and alliance capability that has the capabilities that SMEs needs for technological cooperation.
