국제 표준 체제 : ISO를 중심으로

  • ISO는 "물자 및 서비스의 용이한 국제 교환을 위하여 지적, 과학적, 기술적 및 경제적 활동 분야의 협력을 활성화시키기 위해 세계적인 표준화 및 그 관련 활동의 발전 개발을 도모한다"는 목적으로 1947년 2월 23일에 발족하였다. 발족 당시 전기 분야를 제외한 전체 분야의 표준화를 추진하는 비정부 국제 기관이고, 그 참가는 각국의 대표 표준화 기관 1개처에 한정된다. 1995년 1월 현재 회원은 109개국이며 우리나라는 중소기업청 산하 국립기술품질원이 참가하고 있다.

  • 우리나라 해운산업은 21세기 국가성장 엔진으로서 그 역할을 다하기 위해서는 해운기업에 대한 세제지원정책의 지속적인 시행과 선원문제를 포함한 해운인력의 안정적 확보방안이 시급히 마련되어야 할 것으로 지적되었다. 또 선화주간 실질적인 협력관계가 구축과 다양한 사업분야에서 우리의 해운기업이 세계해운시장을 주도할 수 있는 능력을 배양할 수 있도록 자율적인 경영체제 확립이 필요한 것으로 분석되었다. 다음은 해운물류산업 발전을 위한 공동워크숍 주제발표 내용을 간추린 것이다.

국내 원자력수출제도의 효율적 개선방안

  • 원자력 수출시 적용되어야 할 여러 가지 통제지침을 분석하고 원자력 수출제도상의 문제점을 살펴보았다. 한국 표준형 원자력 발전소의 해외진출에는 외적요인으로 제3국에 재 이전시 원공급국의 사전동의권과 원자력관련 국제협약이나 제도상 부과된 공급조건의 이행보장을 당사국으로부터 받아야 하는 점이다. 이에 대한 최선의 해결책은 공급국과 수입국 사이에 원자력협력협정을 체결하는 것이다. 국내 원자력 수출체제의 개선점으로는 원자력 전용품목에 대한 수출허가 절차의 개선과 원자력 통제품목의 재 이전에 대한 대비책이다. 원자력해외진출에 기존 원자력 선진국의 영향을 최소화시키기 위해서는 국제적인 원자력 통제지침의 이행을 통하여 대외 신뢰도를 구축해 나아감과 동시에 해외공동 진출을 모색하는 것이 최선이라고 사료된다.

A Study on the Effect of Financial Cooperation in East Asia on the Export-Import Logistics (수출입 물류에 동아시아 금융협력이 미치는 영향 분석)

  • Nowadays, a capital flow and intimacy of financial system among countries have been increasing in global financial environment. So it is easily possible that the risk of some countries which are in financial crisis infects other countries in the world. A recent global financial crisis reminds countries in East Asia of advancing the financial cooperation as well as financial integration. Countries in East Asia agreed with the Chiang Mai Initiative to prevent a recurrence of financial crisis in East Asia. A bilateral swap arrangement of the CMI has several purposes in order to offer foreign currency liquidity against economic crisis, remove the opportunity cost of foreign exchange reserve, push ahead the financial integration, increase the export-import logistics and so on. This paper analyzes the effect of financial cooperation in East Asia on the export-import logistics with random effect estimation and fixed effect estimation. As a result, each of country in East Asia is able to increase almost 10.3% of the export-import logistics on average.

  • Korea, China and Japan are in great demand for each other’s science and technology information since they geographically lie adjacent and have common interest in a variety of science and technology fields. Yet, they have difficulties in obtaining the other two countries’ information due to the lack of an appropriate system to access the information and also to restrictions such as a language barrier. The purpose of this study is to suggest the ways of sharing science and technology information among Korea, Japan and China. It surveys the national science and technology information systems and policies of each country and proposes four stages of resource sharing.

  • ODA is an effort and action of international community to keep human rights by eradicating poverty. UN declared MDGs (Millennium Development Goals) during 2001 and 2015. As a follow-up action, UN sets up SDGs (Sustainable Development Goals) during 2016 and 2030. SDGs expands the concept of ODA. SDGs includes cooperation development over the scope of ODA by mobilizing various financial resources from public sectors and private sectors. It will overcome the limitation of traditional ODA and be 'AID and beyond'. Catalytic aid is appropriate for the concept of SDGs. Cooperation development by catalytic aid focuses on building economic infrastructure and production facilities rather than humanitarian aid, which will establish a sustainable development basis for recipient countries. This study suggests to make a PPP business by linking KSP(Knowledge Sharing Program), to objectify criteria of priority recipient selection and aid allocation, to adapt grant and concessional loan complexly according to the business, to support realization of CSV(Creating Shared Value) by establishing SPC(Special Purpose Company) and to construct a PCSD(Policy Coherence for Sustainable Development) system to fulfill the fore-mentioned strategies.

  • The Changes in management environment in SMEs such as rapid development of information communication technology, worldwide expansion of FTAs, enlargement of global outsourcing, etc have changed various aspects in industry-academy or industry-academy-government cooperation. It has been away from the cooperation focused on research and development and industrial training, and advanced to the cooperation focused on the business fields and practices where the executive ability and professionalism are required to commercialize major products of local SMEs. Compared with the existing model, the new model of industry-academy-government cooperation can provide effective and customized supports to local SMEs and expect better performance than ever before through the choice and focus. However, the existing support programs of government and related organizations are just top-down pattern to SMEs. In addition to the development of industrial technology, education and training for labor force and knowledge interchange between industry and university, the new cooperation model would also provide practical tasks such as enhancement of business competences and abilities to cultivate foreign markets. This study deals with Gyeongbuk PRIDE Products support project that is the new model of industry-academy-government cooperation and evaluates the effectiveness of this support project by empirically analyzing the survey results from the target SMEs.

  • Innovation in local industries and the development of public services require, among other things, shared growth with the concept of regional co-prosperity. Regional co-prosperity is essentially aimed at bridging regional balance or regional gaps, which means a relationship that can achieve shared growth through complementary cooperation. In this study, cases using living labs were drawn based on the current status of industry-academic cooperation at the level of regional innovation and its policy implications were sought. Local governments are making various attempts to solve regional problems and enhance the linkage effect of securing mutual competitiveness through co-prosperity cooperation autonomously. In particular, an effective approach has been continued by activating the Living Lab Network, a problem-solving mechanism, focusing on pending regional issues. Above all, one of the strategies for regional development should be linked to the establishment of a cooperative system for win-win cooperation and policy means to support it. The activation of cooperative programs with local universities, companies and local governments and the case of problem-solving using living labs. Therefore, it suggested that active participation by various stakeholders and a cooperative governance model were needed to enable Living Lab.

The Influence of Small World and Centrality on the Paper Achievement of Government-Funded Research Institutes (과학기술계 정부출연연구기관의 논문 성과에 좁은 세상 구조와 중심성이 미치는 영향)

  • The cooperative network structure influences the academic performance of the research institute. In particular, South Korea's Government-Funded Research Institutes(GRI) need to establish an efficient cooperative system as a leading national R&D implementer. This study applied the Small World structure, which has been discussed as an efficient network structure, and the centrality of representing the characteristics of nodes to the cooperative network of GRI in Korea. Based on the SCIE published data from 2010 to 2019, we analyze how the Small World characteristics and centrality of GRI contribute to academic performance using a network analysis and Feasible GLS regression. The GRI cooperative network has shown that the Small World network structure facilitates the academic performance. In addition, centrality indicating the degree of direct connection showed positive significance, but centrality indicating the degree of intermediary was not significant or negative. The results of this study explain that the higher the number of institutions that exchange and cooperate, the higher the academic performance, and the higher the performance of the institutions that serve as the center of cooperation. In addition, it was established that the stronger the cooperative network of GRIs have the characteristics of Small World, the more effective it is to create research results. This study applies centrality and Small World previously discussed as an efficient network structure to the GRI cooperation network and provide implications for establishing policies and strategies related to R&D cooperation among GRIs.

National Interest and the News Media -Understanding U.S. Elite Media's Relationship with Foreign Economic Policies- (국가이익과 언론 -미국 엘리트 언론의 국제통화체제 위기 보도를 중심으로-)

  • There emerges a growing concern about South Korea's intellectual dependence on U.S. financial news media. However, those media's inherent relationship with national economic and financial interests has been poorly addressed. This paper thus attempts to identify such a strategic partnership between media and the government by analysing news coverages over four critical arena interwoven with U.S. dollar based financial system. For this purpose, total 152 news articles about Asia crisis, Asian Monetary Fund, Malaysia currency crisis and the new international financial architecture have been examined in terms of frame, attitude, cue-givers and discursive strategies. Research results indicate that not only have the media actively deferred to government leadership bur they have also acted as public diplomats in way of not hampering journalistic credibility. Hence, it is claimed that Korean society needs to formulate a model of media's strategic partnership with government at least in foreign policy arena, as well as to launch discursive strategies against nation-bound global news media.
