As our society leads into information age, it becomes necessary to build a new national science & technology information system responded to new social technological change. Therefore, It is needed a picture of the new economic structure to introduce a new system, but our part of science & technology information service have not taken into account of it. This paper gives the national R&D electronic information service system of science & technology in this new change a guide to the coming structure, thus allowing it to better define and position its offerings in the context of one another. The premise of this paper is that new role of it will be based on the structure of new national science & technology information system In this research results, information society of the future is going to the direction of maximizing the economies of extent and connection. The intent of Science & Technology Integrated Information System is hold the information in common, to possess accumulation benefit of the information. In this system, science & technology information fulfill its function of a R&D part in national management system, therefore cooperation among enterprise, school and research institution is easily made through the process into more enhancing the total competition of national science & technology.

This study attempts to analysis the roles of national laboratories in the context of regional innovation systems and the contribution to local economic development in the case of Taedok Science Park in Korea. It also tries comparative studies between Taedok Science Park and some European experiences. Recently the role of national laboratories as key innovation agents for regional development strategies is emphasized in European countries. In the similar context, national laboratories have explicit missions to assist in the formations of new firms and to support existing small and medium-sized enterprises in their localities. It is found that these functions are largely present and become more important in Taedok, but that the linkages between national laboratories and local firms are still weaker than some European countries. This study concludes that national laboratories in Korea should reinforce the industry-research linkages with local economic activities in the region to stimulate cooperation activities.

The purpose of this study is to make an inspection of the School Library Opening Policy. Some problems show the policy is not only ineffective but also disadvantage to the development of school libraries. The writer suggested three principles and critical strategies for the successful implementation of the School Library Opening Policy.

지난 10월 4일부터 9일까지 6일간의 여정으로 필자는 충남도 관련 부서 직원들과 같이 일본 오끼나와현 축산연구센터외 4개소를 방문할 기회가 있었는 데, 오끼나와현의 축산기술수준 및 연구인력의 상호 교류방안 등을 파악하여 국립축산과학원과 충남도 축산기술연구소 등과의 중앙-지방연계를 통한 협력방안 모색함과 아울러 현의 축산기술 및 가축위생 연구동향 파악 후, 국내 축산농가의 생산성 향상에 활용과 축산 동향, 가축질병발생현황 파악 및 연구정보의 상호교류촉진을 도모하고자 다녀왔다. 따라서 필자는 일본 오끼나와현의 축산현황, 연구기관 및 연구과제 등을 소개하여 수의 및 축산관련자들에게 정보를 제공하면서, 축산과 수의분야가 상호공조체제를 구축하여 연구과제 및 업무를 수행하고 있는 것을 보고 우리 국내도 빠른 기간내에 이루어졌으면 하는 바램을 피력해본다.

This study examines the changing process of standard and development of school library in advanced countries including Britain, United States, Japan and Korea. Also, this study compares and analyzes recent school library standards in the each countries. The examination is based on the common elements including staff, material, environments, management, cooperation system, and learning skill showed in the each of advanced countries. Finally, the study suggests the model of reasonable standard for the activation of school library in Korea.

최근에 정보 산업과 이동 통신 기술이 발전함에 따라 퍼스널 컴퓨터를 넘어 컴퓨터의 개념이 매우 빠르게 확장되고 있다. 이동 정보 단말 형태의 PDA, HPC(hand-held PC), 휴대폰 등이 개발되었고, 셋탑박스(set-top box), 지능형 디지털 TV, 인터넷 냉장고 등의 정보가전은 임베디드 운영체제(embedded OS)를 내장하여 컴퓨터로 발전하고 있으며, 제어 및 계측 기기들도 마이크로 프로세서를 내장하여 임베디드 시스템으로 발전하고 있다. 이렇게 새롭게 확장된 컴퓨터 시스템들은 인간 생활의 편리성과 다양성을 위해 상호 연결되어 하나의 네트워크를 형성하고 있으며, 상호간에 정보를 공유하고 협력하여 언제 어디서나 통신 및 컴퓨팅이 가능한 유비쿼터스 네트워킹(Ubiquitous Networking)으로 발전하고 있다. 본 논문에서는 이러한 유비쿼터스 네트워킹에서 필요한 컴퓨팅 미들웨어(Middleware) 기술의 최근 동향을 살펴보고 본 연구에서 제안하는 새로운 미들웨어 기술을 설계한다. 이러한 미들웨어 기술은 편재(遍在)되어 있는 컴퓨팅 장치를 상호 이용하기 위해 컴퓨터의 환경을 탐지하여 저장하고 재이용하는 상황 인식 기술, 편재된 장치들이 네트워크에 연결되면서 정보를 전달하는 Ad-hoc 네트워킹과 동적 라우팅 기술, 그리고 정보 전달을 위해 제어 코드와 데이터를 패킷 (packet) 형태로 전달하는 협력 메시지(Cooperative Message) 기술 등이 포함된다.

This study exmines an assessment of research parks in developed countries, focusing on points of quantitative and qualitative information on the parks described. including the impetus for their development; their corporate structures/relationships to the universities; their stage of development ; their research emphasis; their source of funding. Also a similar assessment has been made for the research parks developed and planned in Korea. It has been found that the research park in Korea is very requsite in many points of view but problematic issue. Based on these analysis, it is suggested that a proper model of research park in Korea is small size and university initiatives. In developing research parks in Korea, emphasis has been made mainly on incubation of start-up high technology companies, but emphasis should be made equally on advancement of existing technology for industries.

초고속정보통신기반구축사업은 미래의 우리나라를 만들어 나가기 위해 미래 한국의 비젼을 실현시키는 사업이다. 한국전산원은 공공응용서비스개발지원사업, 원격시범사업, 그리고 국가망 구축사업분야의 전담기관으로서의 임무를 수행하고 있는데 이 중 공공응용서비스개발지원사업은 공공부분의 정보화를 촉진하여 국민에 대한서비스를 획기적으로 개선하고 초고속국가정보통신망의 이용촉진 및 민간부분에 초기수요를 제공하기 위해 추진하는 사업이다. 초고속사업의 원년인 올해, 공공응용서비스개발사업은 국민경제에 대한 파급효과가 크고, 국민의 편익을 증진시킬 수 있는 26개 과제를 선정, 민간사업자들이 참여하여 일심히 추진하고 있다. 이 사업을 추진하는 과정에서 과제 선정, 사업자 선정 등 각 단계마다 경쟁의 원칙을 적용하여 주관기관이 자발적으로 참여하도록 함으로써 각 기관의 정보화 의지를 불붙였으며, 기업에게는 기술 자격 분리입찰제를 적용하여 적정 이윤이 보장되도록 하였다. 또한 3자간 공공계약체결로 공동으로 책임지는 협력체제를 구축하였다는 역시 작은 성과라 할 수 있다. 다음은 독자들을 위해서 공공응용서비스개발사업의 내용과 진척사항 그리고 참여방법에 대해서 소개한다.

북한의 개방을 가속화 시키고, 개방경제 체제로 나가도록 지원하기 위하여는 무엇보다도 해운 항만의 개방이 북한의 대외 개방전략에서 우선되어야 한다고 보여진다. 이를 위해서는 안전한 해상수송로 확보가 우선되어야 하므로 북한의 해운 및 항만의 실태를 살펴보고 안전한 항행여건의 조성을 위한 항로표지를 설치할 수 있는 남북한 협력체계를 구축을 위한 방안을 제안 하고자 한다.
