This study compares the perceptions of elementary gifted child and science teacher in a science class for the gifted. In order to explore the research problem, students and teachers answered a written semi-structured questionnaire and participated in interviews regarding the gifted science class. The data was collected and analyzed. Science teachers recognized the characteristics of a good science class, especially in terms of educational content and teaching methodology. First, they suggested promoting inquiry skills, presenting a challenging task in atypical topic selection, student-centered curriculum, and controlling the pace of learning to recognize individual differences. Second, in terms of the science class skills and attitudes category, teachers recommended raising mutual satisfaction through vigorous interaction within a permissible atmosphere. Finally, science teachers need to strive for continued professional growth. Gifted children, meanwhile, want to investigate a wide range of topics without time constraints. Additionally, they may have to explore challenging topics further. They prefer to act like scientists in that they enjoy group activities, communication and cooperation. In particular, they want to be evaluated by others in a totally embedded assessment. Gifted children also expect teachers to understand the life circumstances and needs of the students. In addition, they asked for teachers to respect individual experiments and to show them how to safely use new equipment or research methods. As a result, gifted children and science teachers have to recognize the differences of opinion concerning a good science class for the gifted. This study can help formulate strategies to establish quality management of materials in gifted science classes.
Terrorist organization has shown the trend of secret organization and it is harder to cope with terrorism because of uncertainty of terrorism. Homegrown terrorism is the one, whose preparation, execution and effect are restricted to domestic area. By the way, in the worldwide economic depression, violence and radical demonstration have shown the expansion trends as in Middle East, political revolution of Africa, anti-social resistance of Europe and Wall Street Occupation of USA. Homegrown terrorism is occurring in various countries such as UK and Spain as well as USA. Specialists warn homegrown terrorism in Korea. The purpose of this study was to prospect the possibility of homegrown terrorism that can be generated in the transfer to multi-culture society as various foreigners come to Korea rapidly and suggest the method to cope with the trend. The study analyzed environment and analysis of homegrown terrorism that Korea faces now. The methods to cope with homegrown terrorism are as follows. First, distribution of radical homegrown terrorism via internet should be prevented. Second, the connection between terrorist organization and homegrown terrorist should be prevented. Third, there should be a cooperation among government, residents and religious group. Fourth, there should be an open approach against multi-culture society. Fifth, there should be a systematic control for cause of new conflict. Finally, there should be a long-term approach to cause of new conflict. If we do not make an effort to prevent homegrown terrorism, terrorism environment may face new aspect and national and social cost for it will increase.
The projects of citizen science which is originated from citizen data collecting action driven by governmental institutes and science associations have been implemented with different form of collaboration with scientists. The themes of citizen science has extended from the ecology to astronomy, distributed computing, and particle physics. Citizen science could contribute to the advancement of science through cost-effective science research based on citizen volunteer data collecting. In addition, citizen science enhance the public understanding of science by increasing knowledge of citizen participants. The community-led citizen science projects could raise public awareness of environmental problems and promote the participation in environmental problem-solving. Citizen science projects based on local tacit knowledge can be of benefit to the local environmental policy decision making and implementation of policy. These social values of citizen science make many countries develop promoting policies of citizen science. The korean government also has introduced some citizen science projects. However there are some obstacles, such as low participation of citizen and scientists in projects which the government has to overcome in order to promote citizen science. It is important that scientists could recognize values of citizen science through the successful government driven citizen science projects and the evaluation tool of scientific career could be modified in order to promote scientist's participation. The project management should be well planned to intensify citizen participation. The government should prepare open data policy which could support a data reliability of the community-led monitoring projects. It is also desirable that a citizen science network could be made with the purpose of sharing best practices of citizen science.
Recently China's science and technology development is accelerating, and some technologies have the world's best technology. With the rapid development of science and technology, China has been deeply aware of the importance of science and technology, and many efforts are being made to legislate security regulations to protect their technologies. Korea and other countries are also interested in research security, and research and development cooperation with China is also on the rise. In this paper, we derived some implications by comparing and analyzing China's science and technology security regulation and Korea's national R&D project management regulations. China is also enacting science and technology security regulations as a subordinate to the laws and regulations of science and technology. However, it should be reflected in future legislation that the difference from Korea is composed of separate independent regulations. In particular, the fact that the science and technology security regulations have been enacted separately may be a hint that can be reflected in the nation's future legislation processes. In this paper, major contents of the science and technology security regulations, points to division of knowledge property into scientific and technological cooperation or security tasks, designation of regulations on the characteristics of research security guidelines, and operation of individual national security agencies In addition, in the event that the contents of the related statutes, confidentiality provisions, and import and import control are recorded in this paper, and the results of the joint R&D project are not utilized, or the technology transfer is not carried out.
The purpose of this paper is to evaluate the performance of New Deal under the New Labour government in Britain and examines the nature of New Deal with respect to workfare. The time difference of five years after the New Deal was put into effect shows that New Deal has contributed not only to include the socially excluded groups such as the young unemployed, the long-term unemployed, single parents, and the disabled into the labour market, but also to decrease the amount of income-based benefits providing for working generation. It can be said that the nature of New Deal under the New Labour is near to human capital development model rather than labour force attachment model. New Deal provides the opportunity of policy learning for the countries which pursue the reform of social security system to moving welfare beneficiaries being able to work into jobs. Policy learning can be summed up as follows. First, imposing mutual responsibility and obligations on unemployed person should be accompanied by implementing active labour market programmes of education and job training. Second, the delivery system which administrates workfare programmes should be decentralized in a local society. The cooperation between local government and enterprisers will be critical in implementing various employment programmes and moving unemployed person into jobs. Third, the case management for individual participating in workfare programme is necessary. The personal adviser should continue to provide employment services for the unemployed until he or she get a job and enter the state of self-reliance. Finally, the workfare programme should be firmly backed by the political leadership in order to overcome the oppositions of beneficiary groups under the existing social security system.

In recent, Korean government TF Team announced new entrepreneurship policy of establishing virtuous cycle in high-tech venture startup financing ecosystem with emphasizing on 'boosting up angel investment and M&A.' This policy is brought not only to come up with the previous policy defects of creating less creative starts-up despite that government has put die-hard efforts, such as big chunk of budget dumping and policy preference, to promote high-tech starts-up since the year of 1997, but also to found right momentum of shifting entrepreneurship policy paradigm from government-direct to entrepreneur into indirect via utilizing the market forces. In particular, this policy puts a highlight on promoting angel investment, representing unfolding red carpets for creative economy. However, this policy confront critical fatal flaws such as a serious lacks of business angels which carry out the core function of government policy. In worse off, business angels cannot be raised up in short term period by taking other practical entrepreneurship ecosystem cases. As alternative, this paper propose the raising-up over entrepreneurship facilitators with having angel investing potentials in short term. In specific, this paper suggest the training methodology over the previous BI manager, passive simple angel investors, and consultants in entrepreneurship for embedding entrepreneurship facilitators. This paper carries four different specific studies. First, this paper implement literature review for entrepreneurship policy with respect to evaluating the previous entrepreneurship policies and making a diagnosis over its consequences. Second, it carries theoretical literature reviews relating to Korean angel investment and business incubation. Third, it proposes the concept of entrepreneurship facilitators. Fourth, it brings the alternatives of raising up entrepreneurship facilitators.
This study identifies the aspects and characteristics of 'Digital Sexual Crimes' that changed rapidly in recent years. It has identified the so-called "Telegram sexual harassment and exploitation" incident on the front page. We also want to analyze this and draw up policy suggestions that can help prepare social measures. In the wake of the Telegram sexual exploitation scandal, The National Assembly is quickly proposing related bills. However, the reality is that even a clear concept and definition of "Digital sexual Crimes" have not been made yet. The effective support system for victims is also insufficient. Therefore, this paper examines the definition and concept of child sexual exploitation and harassment. We will look at the features, causes, and conditions. In addition, it will examine the current status of Digital Sexual Crimes distribution and deletion of domestic, foreign platforms. Major foreign countries, including the U. S. A. refer to cases in which big data and artificial intelligence technologies are actively used to protect victims and track perpetrators.

Due to habitat damage associated with climate change and human activities, biodiversity has decreased all over the world. In order to prevent further reduction in biodiversity, the international community has endeavored to establish a cooperative system, such as the Convention on Biological Diversity (CBD). Until now, most biodiversity strategic planning has been led by the national government. However, the National Biodiversity Strategy and Action Plan is conservative and its strategic plan is vague. Therefore, we propose a method for managing local biological resources called the Local Biodiversity Strategy and Action Plan. In order to provide the strategic plans and detailed plans for the Local Biodiversity Strategy and Action Plan, the report has examined several cases including Convention on Biological Diversity, Strategic Plan for Biodiversity 2011-2020, and the biodiversity strategies and action plans of the Republic of Korea and several other countries. As a result, the report demonstrates the survey and protection of bio-species, the designation and monitoring of conservation region, the management of the integrated eco-network, the establishment of biodiversity organizations and capacity building, the methods to promote networking and traditional knowledge, and the strategy for development in bioindustry. Consequently, the implementation of biodiversity management strategies by local governments will play a significant role in preserving and increasing biodiversity by realizing the goals of Strategic Plan for Biodiversity 2011-2020.

The purpose of this study is to analyze governance in the business processes of Jeju's proposed 'Happy Living Area.' This study found Jeju's 'Happy Living Area' plans for governance were realized and conflicts may frequently occur in future business processes. Furthermore, roles and support systems were measured for the development council of 'Happy Living Area.' This paper reports findings from a case study on community planning for a public art project. This study recommends public-private governance in terms of process factors as well as role considerations. With respect to process factors, administrative agencies and citizen participation are examined. Second, the Living Area Council should play a mediating role between central and local governments as well as residents. Third, Happy Living Zones' Advisory Centre should undertake an advisory role. Fourth, consultation between public and private sectors is needed to establish evaluation criteria for reviewing proposals from subordinate administrative agencies. Fifth, local government systems should be managed by autonomous municipalities. Concerning role considerations, a new 'Personality for Governance' position should be established for performing different roles in the project implementation stage.

This study is a qualitative study to explore the experiences of nursing students' psychological nursing practice in-school. The subjects of this study were 62 students who were the 3rd grade nursing students at a University in Gangwon-do. The data were collected from August 3rd to August 20th, 2020. For data analysis, Colaizzi's qualitative analysis method was applied. Six categories were derived from data analysis: 1) Lingering affection for clinical practice in field. 2) Achievement through learning 3) Fear of nurse's role in future 4) Burden for many tasks 5) Feeling free of stress from clinical practice in field 6) Importance of cooperation with other departments. The positive aspects of in-school practice education, which from nursing students' evaluation, were immediate feedback, detailed explanations, and indirect experiences. Based on this study result, it is recommended to develop in-school nursing practice education program for gap-reducing with clinical practice. It would be consisted of various contents: simulation, online/non-face-to-face practice, face-to-face practice for indirect experience. In addition, these multi-aspect effort is needed more in psychological nursing practice education to reduce the gap with clinical practice such as therapeutic communication and hallucination interventions.
