University-Industry Cooperation for Creative Convergence Technology Fields (창의형 융합기술분야 산학협력방안)

  • University-industry cooperation is indispensable for a short-term problem solving, as well as sustainable growth in the economy of the Republic of Korea. In order to embody and implement that, the government has run a variety of financial assistance programs and policies for the promotion of the cooperation for the last 10 years, and Korea Sanhak Foundation has made progress in academic and research development support, creative personnel training and scholarships, International Support and other projects. In this paper, window-type university-industry convergence and practices, and analyzing the best practices of national and international IT-based fusion technology, corporate cooperation were established to support measures taken in conjunction type and model of the university. Industry utilizing the latest IT technology based on this model, academia, proposed a collaboration system between workers building measures.

A Cooperative Spectrum Sensing Method based on Eigenvalue and Superposition for Cognitive Radio Networks (인지무선네트워크를 위한 고유값 및 중첩기반의 협력 스펙트럼 센싱 기법)

  • Cooperative spectrum sensing can improve sensing reliability, compared with single node spectrum sensing. In addition, Eigenvalue-based spectrum sensing has also drawn a great attention due to its performance improvement over the energy detection method in which the more smoothing factor, the better performance is achieved. However, the more smoothing factor in Eignevalue-based spectrum sensing requires the more sensing time. Furthermore, more reporting time in cooperative sensing will be required as the number of nodes increases. Subsequently, we in this paper propose an Eigenvalue and superposition-based spectrum sensing where the reporting time is utilized so as to increase the number of smoothing factors for autocorrelation calculation. Simulation result demonstrates that the proposed scheme has better detection probability in both local as well as global detection while requiring less sensing time as compared with conventional Eigenvalue-based detection scheme.

  • Recently, cyber attacks against public communications networks are getting more complicated and varied. Moreover, in some cases, one country could make systematic attacks at a national level against another country to steal its confidential information and intellectual property. Therefore, the issue of cyber attacks is now regarded as a new major threat to national security. The conventional way of operating individual information security systems such as IDS and IPS may not be sufficient to cope with those attacks committed by highly-motivated attackers with significant resources. In this paper, we discuss the technologies and standard trends about actual cyber threat and response methods, design the collaborative response framework based on the security information sharing in the inter-domain environments. The computation method of network threat level based on the collaborative response framework is proposed. The network threats are be quickly detected and real-time response can be executed using the proposed computation method.

Intelligent Evaluation Algorithm for Identifying Hazards in Public Restrooms Using Virtual Reality and Sensor Data (가상현실과 센서데이터를 활용하는 공중화장실 위험요소 지능형 평가 알고리즘)

  • This study utilized virtual reality to construct a simulated public restroom environment to identify potential hazards. The objective was to discern actual risks in real-world public restrooms through this virtual setup. During the virtual restroom experience, data from the built-in 3-axis accelerometer and gyroscope sensors of testor's smart phones were collected. Analysis of this data helped in identifying spatio temporal factors impacting the users. The determination of these factors as risk elements was based on an evaluation algorithm grounded in data analysis.

  • In this paper, various units of industrial disaster safety threats as well as local and national facilities unit real-time detection and prevention refer to the corresponding system goes into disaster management preparedness, prevention, response recovery of phase I systematic ICT skills that can be managed more efficiently. In addition, the immediate disaster prevention and preparedness for early forecasting preemptive damage scale and high-tech information exchange technology to overcome the limitations of a human disaster in the field against the analysis and strategy of preemptive disaster safety management with smart risk management and prevention in response and recovery and the scene quickly and efficient mutual cooperation and effective collaboration and cooperation of the Community Center social security presented a smart disaster safety management system.

  • 지방자치제도의 본격적인 실시로 인하여 성숙되어 가고 있는 지방화시대에 있어서 지방자치단체가 가장 필요로 하는 것은 지역의 경제성장을 통하여 지역주민의 복지를 향상시키는 것이라고 할 수 있다. 지역주민의 복지향상은 광범위한 부문에서 다양하게 나타날 수 있지만, 가장 기본적으로는 지역내의 고용을 안정케 하며, 지역내의 소득수준을 향상시켜 주민들이 높은 삶의 질을 경험하게 하는 것이라고 할 수 있다. 그러나, 지금의 우리현실은 자기 지역의 경제발전만을 맹목적으로 추구할 것이 아니라 이웃과 더불어 힘을 합쳐도 어려운 난관을 헤쳐나가기 어려운 처지에 직면해 있다. 따라서, 서로가 자기의 몫을 주장하면서 다툴 것이 아니라 힘을 합쳐야 할 시점에 도달하였다. 이러한 관점에서 본 연구는 지리적으로는 인접하고 있지만 정서적으로는 가깝고도 먼 전라남도와 경상남도가 고부가가치를 창출할 수 있는 특화산업의 적절한 배치를 통하여 높은 수준의 경제번영을 이룩하면서, 동시에 기존의 쌓여있는 지역감정의 벽을 뛰어넘어 동서경제협력을 이루고 궁극적으로는 동서화합을 도출할 수 있는 방안을 모색하려고 한다. 각 지자체에 적합한 특화산업의 육성은 인접한 지자체들이 상호의존적이라는 측면에서 여러 가지의 지역문제를 동시에 하결할 수 있을 뿐만아니라 한정된 자원의 합리적인 이용과 더불어 국토의 균형있는 개발을 가능하게 할 수 있다는 측면에서 많은 긍정적인 요소를 내포하고 있다. 전라남도와 경상남도가 지역에 적합한 특화산업의 육성을 통하여 동서경제협력을 유도하기 위한 방안으로는 우선적으로 역내의 산업구조를 고도화시키고, 산 학 연 관의 협조체계를 구성하며, 지자체간의 협조적인 게임을 유도하여 가시적인 빠른성과의 도출을 위한 방안을 모색하고 타 지자체에 입지한 경쟁력있는 특화산업에의 지역민의 투자를 유도하고, 공동브랜드의 사용 및 시장의 공동개척등을 고려할 수 있을 것이다.

Strategic Behavioral Characteristics of Co-opetition in the Display Industry (디스플레이 산업에서의 협력-경쟁(co-opetition) 전략적 행동 특성)

  • It is more salient in the high-tech industry to cooperate even among competitors in order to promptly respond to the changes in product architecture. In this sense, 'co-opetition,' which is the combination word between 'cooperation' and 'competition,' is the new business term in the strategic management and represents the two concepts "simultaneously co-exist." From this view, this study set up the research purposes as follows: 1) investigating the corporate managerial and technological behavioral characteristics in the co-opetition of the global display industry. 2) verifying the emerging factors during the co-opetition behavior hereafter. 3) suggesting the strategic direction focusing on the co-opetition behavioral characteristics. To this end, this study used co-word network analysis to understand the structure in context level of the co-opetition. In order to understand topics on each network, we clustered the keywords by community detection algorithm based on modularity and labeled the cluster name. The results show that there were increasing patterns of competition rather than cooperation. Especially, the litigations for mutual control against Korean firms much more severely occurred and increased as time passed by. Investigating these network structure in technological evolution perspective, there were already active cooperation and competition among firms in the early 2000s surrounding the issues of OLED-related technology developments. From the middle of the 2000s, firm behaviors have focused on the acceleration of the existing technologies and the development of futuristic display. In other words, there has been competition to take leadership of the innovation in the level of final products such as the TV and smartphone by applying the display panel products. This study will provide not only better understanding on the context of the display industry, but also the analytical framework for the direction of the predictable innovation through analyzing the managerial and technological factors. Also, the methods can support CTOs and practitioners in the technology planning who should consider those factors in the process of decision making related to the strategic technology management and product development.

Some Lessons Learned from Previous Studies in Cooperative Driving Automation (협력형 자율주행 기술 개발 동향과 시사점)

  • A cooperative driving automation system is imperative to overcome the limitation of the stand-alone automated driving technology. By definition, a cooperative driving automation system refers to a technology in which an automated vehicle cooperates with other vehicles or infrastructure to increase driving efficiency and safety. Specifically, in this study, the technical elements necessary for the cooperative driving automation technology and the technological research trends were investigated. Subsequently, implications for future cooperative driving automation technology development were drawn through the research trends. Finally, the importance of cooperative driving automation technology and infra-guidance service for automated vehicles were discussed.

e-Navigation을 위한 관제시스템 정보연계 및 통합화 방안

  • 최근 국제적으로 e-Navigation이 추진되고 있으며, 이는 국제적으로 표준화된 정보 제공 및 결합을 통하여 해상에서 항해를 안전하고 효율적으로 하는데 목적이 있다. 국내에서는 VTS 시스템간 연계를 하고자 했으나, 서로 경쟁이 되는 외산 장비의 구축으로 정보연계의 어려움이 있어 왔다. 특히 해상의 위험상황에서 상호 정보를 연계하고 전파하여 상호 협력적 사고대응이 이루어 진다면 최근에 발생한 세월호와 같은 사건도 예방될 수 있다. 즉, 정보연계를 통한 통합 시스템 구축 및 인접 시스템간 연계는 매우 중요한 요소로서 VTS 센터간 공동 목적을 위하여 상호 협력적 감시 및 관제가 필요한 상황이다. 따라서 본 논문에서는 e-Navigation 진화를 앞두고, 국제적으로 표준화 되고 있는 시스템간 정보교환 기술을 검토하고, 현재 국내 현실을 반영하여 VTS 시스템간 연동방안을 검토하고자 한다. 실제적으로 시스템간 연동을 위한 설계와 구축 및 통합화 노력이 요구되며, 통합화 방법이 효율적인 방안인지 검토 확인되어야 하며, 국가적으로도 VTS 서비스의 안전성을 보장하는 기술개발로 진화가 고려되어야 한다.

무중 여객선 해상교량접촉사건에 대한 고찰

  • 우리나라 연안에서 육지와 섬 사이를 연결하는 해상교량은 계속해서 건설하고 있는 추세이며 해상교량이 선박의 안전한 운항에 새로운 위험요소로 대두되고 있다. 반면에 내항여객선 선장 및 항해사는 무중 레이더만 믿고 항해하여야 하나, 레이더가 해상교량의 주경간 항로와 해상교량 건너편 상황을 탐지하기 어렵다는 레이더의 한계를 인식하지 못하고, 경험과 관행에 의해 무리하게 선박을 운항하고 있다고 판단된다. 이 글은 목포지방해양안전심판원의 관할해역에서 발생한 여객선 비금농협카페리호가 신안1교의 교각과 접촉한 사건의 개요와 원인을 살펴보고, 레이더에 의해 해상교량의 주경간 항로를 식별할 수 있는 대책마련의 필요성, 선박의 해상교량 통항을 위한 최소 가시거리 인식 필요성, 해상교량 주변에 피항지 지정 및 관리, 내항여객선의 VHF청취능력 개선, VTS센터와 한국해운조합 운항관리실의 업무협력 강화, 연안 여객선의 안전문화 정착 필요성, GPS Plotter 과신 주의 등의 교훈 및 개선사항을 제시하고 있다.
