In this paper, we proposed scheme that obtain diversity gain in the cooperative communication to mitigate, applied to the effects of fading in the vehicle communication. Relay used bus that can available in the city environment. In addition, we applied the double rayleigh fading environment so that can applied in real-environments. Therefore, proposed scheme through this paper applied to vehicle communication, user can acquire a high quality service and the operation efficiency of the network is improved. Finally, performance of the proposed protocol is analyzed in terms of bit error rate.

본 논문에서는 사전자원에 기반한 한국어 워드넷(Open Korean WordNet: KWN)의 반자동 구축 방법을 제안한다. 제안한 방법에서는 각 전문분야별로 분류된 영어-한국어 대역사전, 일본어-한국어 대역사전을 이용하여 영어 워드넷(Princeton WordNet 3.0)과 일본어 워드넷(Japanese WordNet 1.1)의 어휘를 번역하였다. 그리고 번역 결과의 애매성을 해소하기 위하여, (1)영어와 일본어에 대한 한국어 대역어의 중복 여부, (2)사전의 분야 정보와 워드넷의 계층구조를 고려하였다. 제안한 방법으로 117,659 개의 워드넷 synset 중 63,221 개(약 54 %)의 synset에 대한 자동번역을 수행하여 한국어 워드넷을 구축하였다. 그리고 워드넷 synset의 정의문은 한국어 사전의 정의문을 참조하여 한글화 할 수 있도록 하고, 이 과정을 지원하기 위한 정의문 추천 알고리즘을 제안한다. 제안한 방법에 기반하여 전문가들이 상호 협력하여 한국어 워드넷을 구축할 수 있는 시스템을 개발한다.

The purpose of this study is to enhance the access and the use of international information sources by analyzing the types and the characteristics of information services and resources of the UN specialized agencies. A brief review of the goals and activities of the 16 specialized agencies involving every aspects of international affairs, such as agriculture, food standards, alleviating poverty, financial stability, labor conditions and health care, are presented with the discussions of the useful documents and publications available at the each agency's WWW page as well as access tools for the resources and information services of the agencies. Finally, some suggestions for more effective international information services are made.

In cognitive radios, secondary users can use the spectrum exclusively allocated to a primary wireless system if the secondary users detect the spectrum in idle states. Because the secondary users can utilize the idle state of the spectrum, the utilization rate of the spectrum can be improved. The idle states can be detected by using secondary users' sensing schemes. However, the wireless channel environment where secondary users perform the spectrum sensing is not very friendly to secondary users because the signal-to-noise ratio of the received primary signal is very low. Hence, cooperative sensing scheme where more than one secondary user take part in the spectrum sensing is generally used in cognitive radios. In this paper, we investigate the cooperative sensing performance for machine-to-machine communication devices operated by batteries with limited energy. In general, the energy consumed for the spectrum sensing increases as the length of the sensing period and the number of cooperative sensing nodes. Accordingly, even though the total amount of the consumed energy is the same, an energy allocation methodology how to distribute the energy to the sensing period and sensing nodes can achieve the optimum sensing performance, which is numerically analyzed.

This paper introduces an online collaboration infrastructure in order to build a nationwide collaboration ecosystem in research and education areas. The proposed infrastructure involves domestic research institutes, education institutions and related commercial service vendors. It also includes various systems and services which can promote their online collaboration. Especially it provides the user authentication framework based on identity federation which facilitates the share of various ICT resources across different organizations, thereby enabling the efficient R&D collaboration. We deploy and validate the user authentication framework of the infrastructure on KREONET.

The 11 th congress and general assembly of the International Federation for Information & Documentation/Commission for Asia & Oceania(FID/CAO) was held by the Center for Industrial and Technical Information from October 28 to November 1 1990 in Seoul. The theme of congress was national information policy. In this paper it is summarized each country report presented by 7 countries delegate : Australia, Indonesia, Japan, Malaysia, People's Republic of China, Thailand, and Union of Soviet Socialist Republics. The content of national information policy and the structure of national information system as well as the mechanism to implement it may vary from country to country but the main objectives was similar to every nation. It is urged that the government should formulate a national information policy and ensure the implementation of policy with coorporation of institutions related to information activities.

최근 제조업체들은 비핵심업무인 물류관련 업무를 전문 업체에 위탁하는 물류 아웃소싱을 하고 있다. 이를 통해 기업들은 제품개발과 마케팅에 기업의 핵심역량을 집중하고, 물류 관련 비용을 절감하고 고객 서비스 수준을 제고할 수 있게 되었다. 최근에는 물류 아웃소싱이 파트너쉽을 바탕으로 한 공동소싱으로 발전되어가는 추세에 있다. 물류아웃소싱에 대한 사례연구는 향후 제조업체들이 물류아웃소싱을 하기 위한 전략을 수립하는데 있어서 좋은 가이드라인을 제시할 것으로 생각한다. 본 연구는 글로벌 물류기업인 UPS와 삼성전기 간의 4자물류 아웃소싱(4PL) 사례를 통해 4PL을 이해하고, 이와 관련된 주요 이슈를 파악하여 기업들이 물류아웃소싱을 하기 위한 협력 전략을 수립하는데 가이드라인을 제시하는데 목적이 있다. 사례의 내용은 먼저 삼성전기와 UPS간의 물류 아웃소싱 추진배경과 진행과정을 살펴보았다. 그리고 물류 아웃소싱 과정에서 발생한 문제들을 조직차원의 문제, 경영진의 단기적인 안목, 양사의 문화적 차이, 정보시스템의 통합, 그리고 성과에 대한 인식 차이 등 5가지 차원에서 살펴보았다. 본 연구에서 파악한 주요이슈들 측면에서 살펴본다면 물류 전문업체와 아웃소싱을 하고자 하는 제조기업들에게 많은 시사점을 제공할 수 있을 것으로 기대된다.

Recently, the service of the technical information(journals, proceedings) which are taken in from abroad and provided has some difficulties to make users acquire the information with ease because the bibliographic information, article and document delivery service are not linked to the related organizations. In this paper we propose to supply a high-degree retrieval service by the systematic and unitary DB construction and management and to make a nation-wide efficient management and cooperation system of the foreign technical information from abroad as building up the assigning a part of the location guide and document delivery service and cooperation system of the bibliographic information from the foreign technical resources.

The study acknowledges the values of periodical indexing as information resources. The study identified periodicals users' needs of article indexing services based on focus group interviews. The study also conducted a comparative study of periodicals indexing services of libraries and databases in Korea and the US. The study argues for the need of seamless services for users of periodical articles indexing services. The study also recommends the elements needed for improving the current service, which includes establishing a collaborative indexing system, adopting a metadata standard, implementing authority files, incorporating social web services, offering diverse ways of information discovery based on facet approach, and stabilizing identification systems.

We treated Asia's records management and system based on India, Singapore and Vietnam. We research the main content and characteristics of the law of records management of each country. We research them from the viewpoint of organization and specialists-training system and records management system. Finally we compare each country and talk about current events and points. We can find out good chances of mutual association through understanding each country. It will be helpful to settle a suitable records management system for our country.
