본 논문은 혁신클러스터 추진의 전략방향 설정을 위해서 클러스터 현황을 클러스터 분석을 통하여 살펴보았다. 본 논문에서는 광교테크노밸리의 발전단계에 따른 협력현황 파악을 위하여 산학연 협력체계 분석과 진단을 위한 클러스터분석(Cluster Analysis)을 실시하였다. 클러스터 분석결과 광교테크노밸리내 입주기업의 산학연 협력경험은 67.3%로 매우 높은 것으로 나타났다. 대학과, 기업과는 연구개발, 연구기관과는 장비활용 중심으로 협력하고 있었다. 또한, 산학연 협력의 지원정책수요는 협력기관 현황제공, 기술별 정보취득지원 등 다양한 부문에서 협력의 수요가 존재하고 있었다. 이러한 분석결과를 토대로 다음의 전략이 도출되었다. 첫째, 혁신클러스터 발전을 위한 새로운 비전을 조속히 제시하고 단지인근에서 입주기업의 산학연 협력의 활성화를 위한 지원을 추진해야 한다. 둘째, 혁신클러스터 단계별 발전을 위한 통합적인 지원역량 강화가 필요하다. 마지막으로 인근의 타 혁신거점과 정책적 네트워크 구축을 통해서 타 혁신클러스터의 자원과 역량을 활용할 수 있는 지원망 구축이 필요하다.

This research focused on the cluster analysis for the vitalization of the innovation cluster, Gwanggyo Technovalley. The study was performed based on both theoretical study and quantitative and qualitative study approaches. Particularly, questionnaire survey was performed for the cluster analysis of the innovation cluster. The major determinants for vitalization of the innovation cluster, Gwanggyo Technovalley can be summarized as follows; the strategy formulation for the development of the innovation cluster, the enhancement of the host institution capability and gradual enlargement of the role of the host institution. In terms of the needs of times, this study regarding the cluster analysis for the vitalization of the innovation cluster, Gwanggyo Technovalley is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.

This study is an empirical analysis that makes a survey on the evaluation of innovation cluster. For this purpose, we explore a case of innovation cluster, the Pangyo Techno Valley. This survey applies a research frame and evaluation contents that the innovation performance which is the institutional, physical, and social configurations of innovation clusters. In particular, this empirical analysis identifies the configuration factors which are the rational influence factors of individual subjects, in order to foster innovation clusters from the case study of the Pangyo Techno Valley. We can suggest that innovation policy from the results of innovation performance by applied configuration factors for evaluation of innovation cluster in order to enhance and facilitate for innovation cluster. Also, this study can provide lessons for regional policy implementation and new cluster policy agenda in Korea.

Zusammenfassung : Seit den 1990er Jahren hat Muenchen sich zu einem der fuehrenden europaeischen Biotechnologie Clustern entwickelt. Cluster, d.h. raeumliche Konzentrationen von miteinander vernetzten Unternehmen und Institutionen entlang einer Wertschoepfungskette, stellt fuer Unternehmen und Regionen einen erheblichen Wettbewerbsvorteil dar. Ziel dieser Beitrag ist es, die Herausbildung und Entwicklung des Innovationsclusters in Deutschland, am Beispiel von Biotech Cluster Muenchen zu analysieren. Im Folgenden wird zunaechst der Versuch unternommen, eine uebergreifende Kozeption regionaler Unternehmensclustern theoretisch zu eroerten. Darauf aufbauend wird anhand des Biotech Clusters Muenchen die Struktur und Entwicklung des Innovationsclusters empirisch aufgezeigt.

This research focused on the strategy consulting of the 'Pankyo Technovalley' for the formation of the innovation clusters The study was performed based on both theoretical study and related qualitative study approaches. Particularly, 'scenario planning' as a foresight method was used for the strategy formulation of the innovation clusters. The major determinants for the success of the formation of the innovation clusters can be summarized as follows; the enhancement of the service of the host institution of clusters, the alignment of the national cluster policy with the strategy of the host institution and the networks of the clusters. In terms of the needs of times, this study regarding the strategy for the formation of the innovation clusters is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.

The policy of promoting innovation clusters aims to enhance the competitiveness of industries by strengthening the linkages between industry sectors and research sectors in specific regions. In Korea, after the concept of innovation clusters was introduced by the OECD in 1997, Korean government actively pursued policies based on this concept in the fields of industry, region, and science and technology. Previous policies and research on the activation of innovation clusters have tended to focus on the exchange and collaboration among members. However, this study focused on enhancing the competitiveness of industries and regions, in other words, strengthening the competitiveness of companies, which is the fundamental reason for fostering innovative clusters. Accordingly, this study aimed to analyze the impact of factors activating innovation clusters on the business performance of SMEs located in the Daedeok Innopolis. To achieve this, based on the essential concept of innovation clusters such as industrial agglomeration factors, networking factors, innovation generation factors, the study derived factors for activating innovation clusters and verified hypotheses using the survey results of 175 companies. Among the factors activating innovation clusters, industrial agglomeration and innovation generation were found to have a positive impact on the business performance of companies. However, networking factors were analyzed to have no significant influence on the business performance of companies. This study differentiates itself by addressing the factors for activating innovation clusters through empirical analysis, unlike previous case-based studies. Furthermore, considering the difference between intuitive judgments on networking factors in innovation clusters and their actual impact on business performance, the study raised the practical significance of conducting a comprehensive examination from various perspectives, such as the socially and culturally embedded structures in the region, the characteristics of specialized industries, and the needs of cluster members, to develop more effective policies for innovation clusters.

As an innovation cluster has become an important policy tool for attaining regional and national competitiveness, many nations and regions are making great efforts to foster innovation clusters. In the case of Korea also, many innovation clusters have been established and some of them are recently receiving a lot of attention due to their performance. In fact, there have been lots of investment by the central and regional governments. However, there have been no in-depth analyses on Korean successful innovation clusters. This study investigates some of the success factors of a Korean representative innovation cluster, Pangyo Techo Valley. We find out that the Pangyo Techno Valley has four groups of success factors: innovative environment, consistent policy support by regional government, knowledge networks, and good feed-back system of innovation. Our findings would have some theoretical and practical implications for innovation cluster research and policy practice.

Recently some researchers started to discuss the fundamental limitations of geographical innovation clusters. With the rapid development of information and telecommunication technologies, a new concept of virtual innovation cluster is emerging in the advanced countries an alternative to overcome the limitations of geographical clusters. In this context, this study is designed as a pilot study to verify limitations of and issues with geographical innovation cluster through a survey and review the possible application of virtual innovation cluster as an alternative to geographical innovation cluster. Topics covered in this study include; 1) What are the limitations and/or issues with geographical clusters? 2) Can these limitations of and issues with geographical innovation cluster be overcome with virtual innovation cluster? 3) What is the government policy direction to ensure effective utilization of virtual innovation clusters? To answer these questions, this study adopted various research techniques including literature reviews, surveys, case studies, and expert interviews. Especially, a survey was conducted to diagnose the limitations of geographical innovation cluster policy and to understand the possibility of applying virtual innovation clusters. Finally, the significances and limitations of the study are discussed.

This research focused on the strategy formulation for the development of the innovation cluster in Gyeonggi Province - 'Pankyo & Gwanggyo Technovalley'. The study was performed based on both theoretical study and quantitative & qualitative study approaches. Particularly, questionnaire survey was used for the diagnosis of the developmental stages of the innovation clusters. The major determinants for the development of the innovation cluster in Gyeonggi Province can be summarized as follows; the establishment of S&T based host institution, the gradual enlargement of the role of host institution and the enhancement of the network capability of innovation clusters. In terms of the needs of times, this study regarding the strategy for the development of the innovation clusters is anticipated to be a good reference for the R&D organizations and technology cluster participants in coming years.
