질병관리 효율화를 위한 중앙정부조직 개편방향

  • 최근 들어 국가질병관리체계 현대화가 세계 각국 정부의 중요한 과제가 되고 있다. 캐나다 연방정부는 감염병과 만성질환을 관리하고 생물테러 등 응급상황에 효과적으로 대처하기 위하여 새로운 질병관리조직인 Public Health Agency를 창설하기로 결정하였다. 연방정부는 앞으로 2년간 1,412억원을 투입하여 Agency를 설립하고 사업기반을 확충해 나갈 예정이다(Health Canada, 2004). 또 EU 집행위원회도 지난 3월 European Center for Disease Prevention and Control 설립계획을 최종 승인하고 ECDC가 발족하는 내년 한 해에만 71억원을 투입할 예정이다(Bosch, 2004). 이렇듯 새로운 질병관리조직들이 만들어지고 있는 직접적인 계기는, 중증급성호흡기증후군(이하 SARS) 사태로 대변되는 신종 및 재출현 전염병의 폭발적 발생(outbreak)이다. 전염병의 만연 사태가 일어나면서 각국 정부는 국민건강 보호의 중요성을 재확인하는 한편, 질병으로 인한 경제적 손실을 현실적 문제로 인식하게 되었다. 비전염성질환과 손상으로 인한 질병부담도 세계 각국의 골칫거리다. 서구 여러 나라에서는 비전염성질환과 손상의 질병부담이 이미 매우 큰 상태이며, 저개발 국가들은 전염병과 비전염성질환으로 인한 "이중의 질병부담(double burden of disease)"을 안고 있다고 한다. The Application of Organization Theories to Nursing Research: A Critical Review and Implications (간호 연구와 조직 이론의 통합적 접근: 동향과 함의)

  • This article explores the potentials of the application of organization theories to nursing research on health care organizations in Korea. The critical review of the literature reveals that the important topics on organizations in health services research have been also dealt with by nursing researchers. Notwithstanding this theoretical closeness between the two fields, some issues remain: the paucity of attention to 'level issue', which requires to increase the attempts at 'meso-' or 'macro-' analysis on nurses' behavior in organizations; the need for theoretical frameworks specifying organizational factors relating to nursing processes; the necessity of interdisciplinary approaches to bridge the recent developments of organizational study and nursing research. This article finishes with a few of research agendas for future research to fill these gaps.

The Effects of Organizational Justice on Job Satisfaction, Organizational Commitment and Health Status among Nurses (조직공정성이 간호사의 직무만족, 조직몰입 및 건강에 미치는 영향)

  • Purpose: The purpose of this study was to investigate the effects of organizational justice on job satisfaction, organizational commitment and health among hospital nurses. Method: The sample of this study consisted of 267 nurses from 3 general hospitals located in Seoul, Korea. Data were collected with self-administrated questionnaires and analyzed hierarchical multiple regression. Result: The distributive and procedural justices had effects on nurses' job satisfaction and organizational commitment, but no effects on health. The procedural justice had more effects on nurses' job satisfaction and organizational commitment than distributive justice. There was no moderating effect of distributive and procedural justices on nurses' job satisfaction, organizational commitment and health. Conclusions: It is important for hospitals to be established fair reward systems which should focus on both outcomes and processes in order to evaluate nurses' rewards. It is suggested that new moderators like personality or organizational structure should be considered for future research.

  • 본 논문은 재난관리의 성과에 대한 근원적 의문에 대한 문제제기에서 출발하였다. 재난관리의 성과는 재난에 대한 정부의 관리적 측면, 즉 행정관리 역량이나 산출지표 등으로 평가되어 왔다. 재난은 일상의 삶에 대한 도전이자 생존의 문제와 직접적으로 연계되어 있다는 점에서 재난에 대한 정부의 책임 요구가 지속적으로 강조되어 왔다. 정부 역시 재난에 대한 책임과 역할을 위하여 다양한 정책적 노력과 전문성을 강화하기 위한 노력을 지속하여 왔다. 그렇다면 재난에 대한 책임을 모두 정부에 물을 수 있는 것일까? 여기에 대하여 상황을 고려해야 하며, 반드시 정부가 책임이라고 답하기에는 분명 한계가 존재할 것이다. 즉, 재난에 대응하는 과정에서 정부의 노력과 함께 개인적 차원의 관심과 노력 역시 필요하기 때문이다. 따라서 본 연구는 재난관리의 성과가 정부 조직의 책임역량이 증진되는 것과 함께 시민들의 참여도 증진 역시 그 성과로 이해할 수 있을지를 검토하고 실증분석하는데 목적이 있다. 분석을 위하여, 기존 연구들에서 재난관리의 주요한 독립변수로 활용되던 재난경험, 재난위험, 조직특성 등을 주요한 독립변수로 사용하고자 하며, 종속변수는 재난조직의 책임역량과 재난현장에의 시민들의 자원봉사 참여도로 구분하여 설정하였다. 즉, 기존의 재난관리 성과와 대안적 성과로서 시민참여도 증진을 실증분석하고자 하였다. 분석결과, 재난성과는 조직의 내부적 책임역량의 증진과 함께 외부적으로 시민들의 참여를 이끌어 낼 수 있어야 한다. 이러한 시민 참여는 재난관리의 성과로서 정부의 새로운 지표가 될 수 있다. 시민들의 참여는 지역에 대한 재난의 위험 인식이 높을수록 그 참여도가 증진되는 것으로 나타나며, 이는 재난에 대한 대국민 인식개선 및 환경에 대한 위험도 증진의 정책적 노력이 필요함을 의미한다.

The Effect of Servant Leadership of Sports Administrator on Job Satisfaction and Organizational Citizenship Behavior (체육행정가의 서번트 리더십이 직무만족과 조직시민행동에 미치는 영향)

  • The purpose of this study was to find the effect of servant leadership of sports administrator on job satisfaction and organizational citizenship behavior to provide effectiveness management. To accomplish this research objective, as the subjects 333 employees were selected who working at 3 branches of Korea Sports Promotion Organization and Korea Olympic Committee. As for data processing, this research made a frequency analysis, exploratory factor analysis, correlation analysis confirmatory factor analysis, and structural equation model analysis were utilized. The results using structural equation model indicated that servant leadership had directly positive effect on job satisfaction. and servant leadership had directly positive effect on organizational citizenship behavior. In addition, job satisfaction had directly positive effect on organizational citizenship behavior. The implications of the study suggest that sports organization administrator should strengthen servant leadership to build up effectiveness management.

How to Change Korean Water Management System? : Focused on Expert's Recognition Analysis (물 관리 행정체계 어떻게 바뀌어야 하는가? : 전문가 인식조사를 중심으로)

  • Climate change asks the government to make changes in water management system. Although water demand is increasing according to urbanization, clean and safe water supply is limited. Therefore efficient water management is one of the key issues. Korean water management system is evaluated inefficient because it is executed by five different ministries. This study reviewed previous literature about Korean water management system, analysed present function sharing among 5 ministries, and conducted survey on improvement of water management system. Experts recognized that the most important problem of water policy is the failure of policy coordination among Ministries, and the solution of it is to make a new integral organization or to integrate related functions into one Ministry. Based on them, this study conclude that the central government functions related with water management need to be integrated on a new organization or Ministry of Environment focused on water quality improvement in the light of preservation instead of development.

Convergent Influence of Organizational Commitment, Organizational Loyalty and Job Burnout on Turnover Intention among Some Administrative Staff in Medical Institution (의료기관 일부 원무행정직의 조직몰입, 조직충성도 및 직무소진이 이직의도에 미치는 융복합적인 영향)

  • This study investigated convergent influence on turnover intension and its association with organizational commitment, organizational loyalty and job burnout among some Administrative Staff in Medical Institutions(ASMI). The subjects were 320 randomly selected ASMI from 27 medical institutions in the J region, Data collection was carried out via a structured self-administered questionaries from July 2, 2018 to July 27, 2018. Turnover intension was positively correlated with job burnout, and it was negatively correlated with organizational commitment and organizational loyalty. The covariance structure analysis showed that the higher job burnout, and the lower organizational commitment and organizational loyalty tend to increase turnover intention. The results indicate that the efforts, to increase organizational commitment and organizational loyalty, and to decrease job burnout, are required to decrease the turnover intention of ASMI. The results are expected to be useful for health administration policy and industrial health education to decrease the turnover intention of ASMI. In the following study, the analysis about convergent additional factors of influence on the turnover intention of ASMI will be needed.

Effect of Preventive and Prepared Fire Administration on Response Fire Administration (예방소방행정과 대비소방행정이 대응소방행정에 미치는 영향)

  • This study aimed to provide an empirical analysis of the effect of preventive fire administration (PVFA) and prepared fire administration (PPFA) on response fire administration (RPFA) in fire service organizations in Korea. To this end, panel data was collected from 16 metropolitan councils from the period of 2008 to 2018 and statistically analyzed using PVFA, PPFA, and RPFA. The independent variables were PVFA and PPFA, while the dependent variable was RPFA. The analysis of the current situation of the specific target for firefighting (STFF), public use facilities, proof of completion of safety families for public use facilities, and special fire inspection were sub-variables of PVFA. Fire safety education (FSE) and the mobilization for fire suppression (MFS) were sub-variables of PPFA and RPFA, respectively. In the results, STFF and FSE had a significant positive influence on the MFS. This study will contribute to the basic research regarding the investigation of the effectivity of fire service organizations in Korea.

  • 효과적인 조직운영을 위한 직무스트레스의 관리는 무엇보다 조직구성원이 지각하고 있는 직무스트레스 유발요인이 무엇인지를 파악하고, 직무로 발생하는 스트레스의 역기능을 최소화하거나 스트레스 요인을 제거함으로써 조직 효과성을 제고시킬 수 있는 연구가 필요하다. 연구의 결과 소방공무원의 직무스트레스에 대해 영향요인은 심리적 환경이 가장 영향력 있는 변수이며, 그 다음으로는 작업환경, 조직문화, 신체적 환경 순으로 나타났으며 행정업무와 인간관계는 통계적으로 유의미하지 않은 것으로 나타났다.

Critical Review of Innovation Governance Research (과학기술행정체제 및 혁신 거버넌스 연구의 현황과 과제)

  • This study examines the major changes of research about science and technology administrative system and innovation governance, and suggests future direction through critical review. The subjects of the analysis are papers of such as Korean Public Administration Review, Journal of Technology Innovation and policy reports and government documents published by national research institutes. As a result of the analysis, the research itself has evolved from the part of the government organization to the unique field and main focused historical, normative, comparative analysis and institutional approach. In addition, coordination and integration of science and technology policies have been regarded as important issues in research, and innovation system (NIS) and governance perspectives have begun to be reflected in research. However, it reveals some issues such as small government theory vs big government theory, governance theory vs control tower theory, and shows limitations in problem definition and solution inconsistency, and lack of grand and detailed discourse. Future challenges include the pursuit of evolutionary rationality, the pursuit of diversity in multidimensional research and methods, development of korean policy theory and securing universality.
