The Efficiency of the Port Hinterlands of Gwangyang and Busan (광양.부산항의 항만물류배후단지 효율성 분석)

  • It's vital to establish the competitive comparative advantage as the competitions among global logistics companies have become fierce. The global companies, hence, must innovate their Port Hinterland to hub and spoke in a view of SCM. The Port Hinterland significantly affects its local economy and value added. The task of the Port Hinterland nowadays is to improve its efficiencies by utilizing logistics operations and services. The Korean government has planned to reduce the scale of the Port. The CCR and BCC matrices show that there are nine efficient companies: two companies in Gwangyang Hinterland and five companies in Busan Hinterland, though Masan FTZ was only ranked on the 24th, on the rank of world FTZ. This paper aims at finding the cargo volume necessary for achieving the maximum efficiency. This research proposes an appropriate strategy to keep a certain amount of cargo volume stable and presents the Port Hinterland differentiation strategies of Gwangyang and Busan.

Extraction of Cooperation Factors and Development of Cooperation Program for Unified Cooperative Forest Management - A Case Study of the East Coast & Mt. Jiri Sphere Forest Fire Administration Center - (통합 산림관리를 위한 협력요인 추출 및 협력프로그램 개발 - 동해안 및 지리산권역 산불관리센터의 사례를 중심으로 -)

  • The object of this study is to identify the factors that is making and promoting cooperation for the unified forest fire administration, and then introduce cooperation process and cooperation manual for an effective forest management. For this purpose, the case studies were carried about "The East Coastal Forest Fire Administration Center" and "The Forest Fire Administration Center in Mt. Jiri Area" to have obtained excellent results by cooperation among administrative districts, and cooperative factors were extracted through analyzing each steps. That is, cooperation steps were divided into 4 steps of Initiation, Planning, Implementation, Benefiting, and in-depth interview and questionnaires were carried for extracting cooperation factors by each step for the unified cooperative forest management system. And with AHP analysis, essential four factors were extracted by each step based on priority order. Finally with the base of the essential 4 factors by each step, the cooperation process and manual appliable to forestry cooperation project were developed. This will be a guideline in order to achieve successful forest administrations through the cooperation among local administrative governments.

A Study of Planning for Sujeong-dong Garden Heritage Maintenance (고산 윤선도 수정동 정원유적 정비에 관한 연구)

  • Sujeong-Dong garden heritage is a unique, valuable villa garden constructed by Gosan Yoon Sun-Do during middle Joseon period. However, the site has been faced on damage risk because of the development of near quarry. The purpose of the study is to suggest careful maintenance plan for the valuable Korean traditional garden heritage. For the plan, the study conducts the interview of residents and experts, literature review, the investigation of historical materials, site survey, and the analysis of aerial photography. The results are following: Firstly, the paper divides the site into three types of an excavation area: core, recommend and investigation. Secondly, of remained Gosan's one and remains of unknown contents, it has the plan of vegetation maintenance, safety facilities, pathway maintenance, and service area. Thirdly, it also suggests pathway plan for authentic garden promenade according to the literature of Sanjungsingok(山中新曲), site survey, and interviews with residents and experts. The study has a special meaning for an insightful approach based on the accurate site survey, research, and the consideration of practical use.

Vital Area Identification Rule Development and Its Application for the Physical Protection of Nuclear Power Plants (원자력발전소의 물리적방호를 위한 핵심구역파악 규칙 개발 및 적용)

  • US national research laboratories developed the first Vital Area Identification (VAI) method for the physical protection of nuclear power plants that is based on Event Tree Analysis (ETA) and Fault Tree Analysis (FTA) techniques in 1970s. Then, Korea Atomic Energy Research Institute proposed advanced VAI method that takes advantage of fire and flooding Probabilistic Safety Assessment (PSA) results. In this study, in order to minimize the burden and difficulty of VAI, (1) a set of streamlined VAI rules were developed, and (2) this set of rules was applied to PSA fault tree and event tree at the initial stage of VAI process. This new rule-based VAI method is explained, and its efficiency and correctness are demonstrated throughout this paper. This new rule-based VAI method drastically reduces problem size by (1) performing PSA event tree simplification by applying VAI rules to the PSA event tree, (2) calculating preliminary prevention sets with event tree headings, (3) converting the shortest preliminary prevention set into a sabotage fault tree, and (4) performing usual VAI procedure. Since this new rule-based VAI method drastically reduces VAI problem size, it provides very quick and economical VAI procedure. In spite of an extremely reduced sabotage fault tree, this method generates identical vital areas to those by traditional VAI method. It is strongly recommended that this new rule-based VAI method be applied to the physical protection of nuclear power plants and other complex safety-critical systems such as chemical and military systems.

Development of Automated Nondestructive Inspection System for BMI Nozzles in Nuclear Vessel (원자로 BMI 노즐 검사를 위한 자동화 비파괴검사 시스템 개발)

  • BMI nozzles in bottom head of the nuclear vessel are one of major components in nuclear power plants. The BMI nozzles have high possibility to generate PWSCC(primary water stress corrosion crack) according to recent foreign case although operation temperature is lower then the upper head of the nuclear vessel. Thus, nondestructive inspection of the BMI nozzles is required. But, inspection of BMI nozzles is not easy since the BMI nozzles placed in high radiated area and inside the nozzles filled with boric acid. Thus, in this study, a TOFD transducer for inspection of BMI and automated scanner system with water were developed. Also, validation of performance of the developed transducer and system are performed using specimens with artificial defects.

  • This study aims at proposing that high resolution satellite images could be used to form an urban management plan by calculating the amount of green areas and detecting land use changes in each zoning region within urban planning jurisdiction of Jinju in Gyeongsangnam-do selected as a case study area, analysing imagery of IKONOS and KOMPSAT-2 that are high resolution satellite images. In conclusion, application possibilities of high resolution satellite images as assessment data of urban management administration that help to assess changes in each zoning region are indicated after developing modules based on ArcGIS for calculation and detection of green areas and land use changes and then analysing land use changes and spatial distribution of green areas by using those modules.

  • Finding the ideal location for your business is one of the most critical and important steps you will have to undertake. Otherwise, done in the wrong way you will only end up paying an expensive cost for an unsuitable location. Therefore to select the perfect location for your business, this study makes a reasonable and simple model for retail shops by calculating occupation population for each store applying Huffs "Probability Theory" to Hypermarket in Seoul. Then this study, based on occupation population, has divided every unit section (dong scale) into 4 market types which represent the state of the competitive markets, including monopoly, oligopoly, competitive, and noncompetitive markets. Consequently, the most reasonable place to locate a new store is where it can take most of the customers, that is, a place which can take non-competitive market as much as possible and is distant far enough from competitive market where competition is severe.

Classification of Subregions in Yeongnam Region (영남지역 내 하위지역 구분)

  • This paper is to classify subregions of Yeongnam region, to realize their core area, and to provide the basis on studying inherent cultural characteristics in Yeongnam region. To do so, I made a overlay human factors of administrative district and dialect with physical factors of drainage basin and climate area. The limit of subregion is the range of possessing environmental factors similar to provincial center. The parcels possessing a equivalent combination of environmental factors are 27, the size of parcel is various from one-city/county to six-city/county. These parcels are classified to six subregions(Andong, Sangju, Kyeongju, Daegu, Kimhae, Jinju). The boundary of subregion is high mountains and large river which are obstacle to communication between subregions, and in case of little obstacle exists transitional zone.

  • We explored the relationship between the level of change awareness and deployment of software process improvement (SPI) approaches using a competing values framework. To measure awareness level of organization's change, we used DICE framework provides means for predicting the outcome of change management initiatives. The four factors for organizaton's change: duration, integrity, commitment, and effort are evaluated and a score is calculated. The DICE(R) score is used to classify projects into win, worry, or woe zones. In this paper, we apply the DICE(R) score as an independent variable to predict the outcome of a software process improvement. Our results indicated that the Organization have a higher chance of success have the better outcome in software process improvement.

환경기초시설(環境基礎施設)의 적정규모(適正規模)와 정책적(政策的) 시사점(示唆點)

  • 환경기초시설에 대한 투자가 우리나라 총 환경관련 예산의 80%이상을 차지하고 있다는 사실에서도 알 수 있듯이, 수질 폐기물의 관리를 위한 기초시설의 건립과 운영은 환경정책의 가장 중요한 부분인 동시에 대규모의 재원을 필요로 하는 사업이며, 따라서 비용극소화를 위한 많은 노력이 요구된다. 환경기초시설의 설치 운영에 소용되는 비용은 크게 두 부류로 나누어지는데, 설치비와 운영비에는 규모의 경제가 있어서 규모가 큰 시설일수록 평균비용이 감소하는 반면, 수거운반비와 보상비는 규모가 큰 시설일수록 평균비용이 증가한다. 따라서 총비용은 시설규모의 U자형 함수가 될 것이며, 이 논문의 목적은 각 비용요소를 계량화하여 환경기초시설의 적정규모, 즉 총비용을 극소화시키는 시설규모를 도출하기 위한 모형을 제시하는 것이다. 이 논문에서 제시한 모형은 수학적으로 단순하여 현실 문제에 쉽게 적용할 수 있으며, 간단한 컴퓨터 프로그램을 통하여 적정규모를 계산하고 비용분석을 할 수 있다. 이 모형을 우리나라의 소각시설에 적용한 결과 다음과 같은 정책적 시사점들을 얻을 수 있었다. 첫째, 생활폐기물의 수거운반비가 1,500원/톤/km이고 가구들이 폐기물 관리지역내에 고르게 분포되어 있다고 가정할 때에 총소각비용을 최소화하기 위해서는 약 23만 가구당 처리용량이 830톤/일인 소각장을 설치 운영하여야 하며, 이때에 폐기물 단위당 처리비용은 약 100원/kg이다. 둘째, 가구당 폐기물발생량과 인구밀도의 지역간 차이로 인하여 적정규모 역시 지역간 차이가 있으며, 우리나라에서는 도시지역일수록 규모가 큰 시설이 효율적이다. 셋째, 폐기물 처리사업은 오염의 원인과 수익의 주체가 분명하므로 처리에 소요되는 비용은 가계가 부담하여야 하며, 이를 위하여 현재의 쓰레기봉투가격을 인상하여야 한다. 넷째, 현재 폐기물 처리시설의 설치 운영이 공공부문에 의하여 이루어지고 있어 이를 민영화하는 것이 바람직한데, 그 이유는 환경기초시설의 적정규모를 도출함에 있어 핵심사항인 비용에 관한 정보를 관련 분야의 민간부문이 더 많이 가지고 있을 가능성이 높으며, 입찰을 통하여 사업자를 선정할 경우 가장 효율적인 기업에 의한 설치 운영이 가능하기 때문이다. 이를 위하여 쓰레기봉투가격의 인상과 함께, 폐기물의 처리가 행정구역에 연계되어 이루어지고 있는 현재의 제도 역시 폐지되어야 한다.
