The characteristics of the spectrum, which are necessary for mobile telecommunication services, may determine the advantage of operators' competition for mobile services. We have a focus on the possibility that there would be the core spectrum within the frequencies. We define the core spectrum of frequencies in terms of 4 criteria (global source/roaming, cost-effectiveness, the experience of utilization and the possibility of use). They are based on the aspects of applicative and economic effectiveness by not technological and but market conditions. We have explored the current core spectrum by using the stepwise selection from these criteria. Our result indicates that the core spectrum may be movable with the development of technology and the flow of time. The results of this paper could be practically used as the reasonable justifications of the policies for not only the competition management but also the alignment about the frequencies for mobile telecommunication.

The purpose of this study is to focus on developing the performance indicators for the distribution of scholarly information based on BSC and to analyze the importance of the performance indicators against the specialists. From the case studies on performance indicators both at home and abroad four viewpoints(information resource, information service, user, and economy) were derived. In addition. the core success factors(CSF) and key performance indicators(KPI) were extracted from the viewpoints. Four viewpoints are composed of 12 CSF items and 31 KPI items. In order to analyze the weight of the performance indicators. questions were thrown to the specialists in universities and research institutes. For the method of analysis, analytic hierarchy process(AHP) was adopted. As a result, the analysis showed that the user viewpoint, information service viewpoint, information resource viewpoint and economic viewpoint are in the order of their importance.

Purpose: As an administrative organization that directly affects the safety and livelihood of the people, local governments are important to ensure the continuity of key functions in the event of a disaster. The purpose of this study is to review effective methods for establishing and implementing a continuity of operations plan to protect and maintain the key functions of local governments. Method: In order to improve the inefficiency of the ISO22301-based continuity of operation plan, applying the organizational-oriented functional continuity method and set up the planning method, key functions, required resources, and basic education and training forms, and apply to local governments and review their feasibility. Result: The proposed organization-oriented continuity of operation plan preparation method reflects the characteristics of bureaucratic local governments and makes it easy to prepare and apply in practice. Conclusion: Compared to the private sector, in the public sector, where work is organization-oriented, it can be a more efficient way to fully reflect the organizational point of view in establishing a continuity of Opertaions plan.

지식 그래프는 많은 수의 개채와 이들 사이의 관계를 저장하고 있기 때문에 많은 연구에서 중요한 자원으로 활용된다. 최근에는 챗봇과 질의응답과 같은 연구에서 자연어 생성을 위한 연구에 활용되고 있다. 특히 자연어 생성에서 최근 발전 된 심층 신경망이 사용되고 있는데, 이러한 방식은 모델 학습을 위한 많은 양의 데이터가 필요하다. 즉, 심층신경망을 기반으로 지식 그래프에서 문장을 생성하기 위해서는 많은 트리플과 문장 쌍 데이터가 필요하지만 학습을 위해 사용하기엔 데이터가 부족하다는 문제가 있다. 따라서 본 논문에서는 데이터 부족 문제를 해결하기 위해 핵심어 시퀀스를 추출하여 학습하는 방법을 제안하고, 학습된 모델을 통해 트리플을 입력으로 하여 자연어 문장을 생성한다. 부족한 트리플과 문장 쌍 데이터를 대체하기 위해 핵심어 시퀀스를 추출하는 모듈을 사용해 핵심어 시퀀스와 문장 쌍 데이터를 생성하였고, 순환 신경망 기반의 인코더 - 디코더 모델을 사용해 자연어 문장을 생성하였다. 실험 결과, 핵심어 시퀀스와 문장 쌍 데이터를 이용해 학습된 모델을 이용해 트리플에서 자연어 문장 생성이 원활히 가능하며, 부족한 트리플과 문장 쌍 데이터를 대체하는데 효과적임을 밝혔다.

버려지는 폐품을 자원으로 재활용하기 위한 노력이 활발하게 전개되고 있다. 특히 다양한 재질로 생산되는 포장재 회수 재활용은 환경을 지키고, 재활용 산업 육성이라는 두 마리 토끼를 잡는 효과를 올리고 있다. 그 핵심에는 한국포장재재활용사업공제조합(이하 공제조합)이 포장재 생산자와 재활용사업자 사이에서 가교 역할을 하며 자원순환 사회 구축을 위한 국가적 과제의 선도적 역할을 하고 있다. 공제조합은 공익법인으로 재출범된 지만 1년이 되었다. 올해 초 공제조합 수장으로 선임된 김진석 이사장을 만나 사업방향과 포부를 들어보았다.

효율적인 연구개발을 위해서는 관련된 여러 자원들을 적절하게 활용할 수 있어야 하며, 기업연구소는 자원의 축적과 활용, 의사결정 지원을 위하여 연구관리시스템의 도입과 정착을 추진하고 있다. 본 연구에서는 국내 인간연구소에서의 R&D 지식관리시스템의 성공적인 실행을 위한 방안을 도출하기 위해 조직상황요인 이론을 적용하였다. 즉 조직상황요인에서의 조직구조와 연구관리시스템 실행간의 관련성 규명이 본 연구의 핵심이다. 이와 같은 연구결과를 바탕으로 하여 R&D 지식관리시스템의 실행특성을 관찰하고, 성공적인 R&D 지식관리시스템의 실행을 위한 방안을 제시하였다.

Java Card 플랫폼을 내장한 스마트 카드는 현재의 스마트 카드에 적용되는 모든 표준을 따르는 전형적인 스마트 카드인데, 자바카드 플랫폼의 장정을 최대한 이용하기 위해 적용할 기술은 메모리 측면에서 보면 사용할 수 있는 자원이 적어 다양한 용도로 사용에 있어 제한적이다. 따라서 본 논문에서는 적은 메모리 자원을 가지고 보다 효율적이고 최적화된 성능을 가지는 자바플랫폼을 지원하기 위해 자바 플랫폼의 성능에 핵심이 되는 자바 카드 가상기계(JCVM)의 성능최적화 방안에 대한 방법을 제시하고자 한다.

마이크로그리드(MIcro Grid)는 현재의 집중적인 전력공급 시스템의 대안으로 부각되고 있는 지역적 에너지공급체계로서 신재생에너지 (Renewable Energy)와 분산전원 (Distributed Generation) 및 정보통신기술의 발전에 따라 전력공급에서의 에너지손실 최소화, 분산자원의 효율적이고 효과적인 이용, 전력품질의 제고, 분산자원의 전력망 수용성 제고 등 다양한 목적으로 실증적인 연구가 진행되고 있는 기술이다. 본고에서는 마이크로그리드의 핵심기술인 운영기술을 그 목적별로 자세히 소개하고 국내에서의 마이크로그리드에 관련된 연구 동향을 살펴보고자 한다.

전남대학교는 사회적 요구, 수요자 중심의 교육과 연구 체계로의 변화, 사회 필요의 인력 양성을 위하여 통합을 통해 지역 사회 요구에 부응하는 강력한 하나의 국립대를 구현하였다. 통합으로 인한 구조 변화의 유도는 지역 혁신의 핵심 중추로서 기여도가 증대될 것이며, 거버넌스의 통합에 따라 대학 운용 비용을 줄여 재정 효율화를 기할 수 있다. 또한 양 캠퍼스 간 자원의 공동 활용, 단과대학 및 학부(과)의 통폐합을 통해 인적.물적 자원의 증대를 기할 수 있게 되었다. 반면 통합에 대한 부정적 영향에 대한 해결은 양 대학의 적극적인 배려뿐만 아니라 정부의 일관성 있는 정책 실현과 정책 추진을 위한 법제화가 필요하며, 무엇보다도 충분한 재정의 절대적 지원이 필요하다고 본다.

FPD 투명 도전막의 제조에 핵심소재로 사용되는 타겟재의 개발동향을 TCO 물질 중에서 현재 가장 널리 사용되고 있는 ITO 타겟 개발의 관점으로 살펴보았다. ITO 투명 도전막은 다른 TCO 물질에 비해 높은 전기 전도도 및 높은 투과율로 인해 지속적인 사용이 예상되며, 이에 대응 가능한 고밀도 및 고효율 ITO 타겟의 개발이 진행 중이다. 또한 ITO 투명도전막의 우수한 특성에 따라 지속적인 인듐 자원의 수요증가와 이에 따른 인듐 자원의 고갈우려로 ITO 타겟을 대체할 수 있는 대체제의 개발이 진행 중에 있다.
