경.중수로 연계 핵연료 주기 (DUPIC)관련 핵물질 보장조치 (Safeguards)

  • 경·중수로 연계 핵연료 주기 (Direct Use of Spent PWR Fuel in CANDU : DUPIC ) 기술개발의 핵물질 보장조치(Safeguards)는 경수로 사용후 핵연료를 중수로에 재 활용하기 위한 DUPIC 공정에 대한 최적 보장조치 시스템을 구축하여, 국제 원자력 기구(IAEA) 및 국제 원자력 사회에서 핵 투명성확보 및 신뢰도를 향상시키는 것을 기술개발의 목적으로 하고 있다. DUPIC 공정은 고립된 차폐시설내의 고준위 방사선장 하에서 가동되므로 타 시설에 비해 핵 물질 전용 가능성은 희박하지만, 전 공정이 원격제어 되야 하고, 조업조건이 정복해야 하므로 기존의 보장조치 기술보다 더욱 발전된 계량관리시스템, 측정시스템 및 감시시스템 등을 개발하여야 한다. 이를 위해 본 연구에서는 각 항목에 대한 요소 분석 및 각 항목별 향후 연구방향에 대해 분석하였다. DUPIC 공정 전반에 대한 핵물질 계량관리를 위해 물질수지구역 (Material Balance Area : MBA) 및 주요측정 지점 (Key Measurement Point : KMP )을 설정하여 각 측정지점별 측정방법 및 재고검증(Inventory Verification) 방법을 분석하였다. 최적 측정시스템을 개발하기 위해 적용 가능한 비파괴분석 방법들을 분석한 결과, 핵분열성 물질 함량을 정량적으로 측정할 수 있는 수동적 중성자 측정법이 가장 적합하다는 결론을 얻었다. 또한, 감시시스템을 개발하기 위해 전용전략의 주요 요소 및 전용경로 등을 분석하였으며, 핵물질 및 시설에 대한 물리적 방호체제를 DUPIC시설에 적용하기 위하여 물리적 방호에 필요한 방호체제 요소를 분석하여 DUPIC 시설을 위한 가상적인 방호체제를 구축하였다.

  • North Korea has steadily implemented defense reforms to strengthen its national defense capabilities, and in particular, has made military technology development and military industrial capability strengthening as the focus of national defense reform. North Korea's defense reform ultimately aimed at securing nuclear posture, and as technical achievements accumulated in the Kim Jung-Un era, it led to the development of military strength such as hydrogen bombs and ICBM/SLBM. Having secured nuclear capability, North Korea is also pursuing a symmetricality in the conventional military strength by securing a strategic advantage by pursuing the modernization of the conventional weapon systems through defense reform again. Up to now, North Korea's defense reform has succeeded in establishing a new ruling system for Kim Jung-Un and creating a driving force for negotiations with the United States.

A Study on Strengthening Consequence Management System Against CBRN Threats (CBRN 위협에 대비한 사후관리체계 강화방안)

  • North Korea declared itself complete with nuclear force after its sixth nuclear test in 2017. Despite efforts at home and abroad to denuclearize the Korean Peninsula, the prospects for the denuclearization are not bright. Along with political and diplomatic efforts to deter NK's WMD threats, the government is required to strengthen its consequence management capabilities against 'catastrophic situations' expected in case of emergency. Accordingly, this study was conducted to present measures to strengthen follow-up management against CBRN threats. The research model was partially supplemented and utilized by the THIRA process adopted and utilized by the U.S. Department of Homeland Security among national-level disaster management plan development models. Korea's consequence management (CM) system encompasses risk and crisis management on disaster condition. The system has been carried out in the form of a civil, government and military integrated defense operations for the purpose of curbing the spread or use of CBRNs, responding to threats, and minimizing expected damages. The preventive stage call for the incorporation of CBRN concept and CM procedures into the national management system, supplementing the integrated alarm systems, preparation of evacuation facilities, and establishment of the integrated training systems. In the preparation phase, readjustment of relevant laws and manuals, maintenance of government organizations, developing performance procedures, establishing the on-site support systems, and regular training are essential. In the response phase, normal operations of the medical support system for first aid and relief, installation and operation of facilities for decontamination, and development of regional damage assessment and control guidelines are important. In the recovery phase, development of stabilization evaluation criteria and procedures, securing and operation of resources needed for damage recovery, and strengthening of regional damage recovery capabilities linked to local defense forces, reserve forces and civil defense committees are required.

A Comparative Study of Local Newspapers' News Frame: Focus on Nuclear Waste Site Reporting (지역신문 뉴스 프레임 비교: 핵폐기장 관련 보도를 중심으로)

  • This study examines different news frames of local newspapers reporting the controversial 'Nu[lear Waste Site' issues which deeply split regions showing their intention to bid for the state affair. Three local papers were analyzed for this study, "Gwang-Ju-Il-bo" "Mae-il-sin-mun" and "Jun-buk-il-bo." Overall, the three local papers displayed widely divergent main news frames on the same issue. Firstly, "Gwang-Ju-Il-bo", and "Mae-il-sln-mun" showed the strong tendency of using 'counter frame' while "Jun-buk-il-bo" exhibited 'loral development frame'. Secondly, "Gwang-Ju-Il-bo", and "Mae-il-sin-mun" were frequently headlined 'Nuclear Waste Site', while "Jun-buk-il-bo" carried headlines 'Radioactive Waste Management Facility' overwhelmingly more often than the other two papers, indicating that headline key words are closely associated with the configuration of news frames. Thirdly, the main news frames remained consistent for "Gwang-Ju-Il-bo", and "Mae-il-sin-mun" even after the government's report about the possible connection of 'ion-beam irradiation-accelator' and 'Nuclear Waste Site.' On the other hand, "Jun-buk-il-bo" was significantly less headlined 'Nuclear Waste Site' while significantly more headlined "Radioactice Waste Management Facility." "Jun-Buk-il-bo" which is in stark contrast to the other two papers changed in its tone by increasing the 'local development frame' with decrease in the 'counter frame.' The "Jun-buk-il-bo"'s more frequent use of 'Radioactive Waste Management Facility' as a headline than "Nuclear Waste Management Equipment" is seen as its attempt to minimize negative image of Nuclear Waste and to promote favorable public opinion by highlighting aspects of economic benefits and the local development the construction would brind about. The major findings of this study further support the claim that media overage ends up a reality. The fact that Buan in Jun-buk Province made a successful bid for the construction is not a coincidence.

The Study of RIA Development Direction using Suggestion System (제안제도를 활용한 RIA 발전 방향에 관한 연구)

  • Purpose: Until now, the process was improved by the needs of experimenters personally. But recently, suggestion system in hospital has been activated in various ways. So the department of nuclear medicine laboratory is also aware of the need of operation improvement using suggestion system. It is intend to assist in the development by sharing excellent suggestion cases with other hospitals. Material & Method: A total of 124 suggestion cases from January 2007 to March 2010 were analyzed. Suggestion cases were divided into customer satisfaction, cost reduction, improved testing methods, equipment, environmental improvement, and computational system. Result: Suggestion cases of environmental improvement and computational system were accounted for 26.6% as 33 cases, respectively. Suggestion for customer satisfaction is 25.8% as 32 in a total of 124 cases. Conclusion: Activation of the awareness of operation improvement is induced by suggestion system. By securing system of operation improvement, employees' ideas can lead to the production and systematization. Furthermore, it enhances hospital competitiveness and promotes the development of the hospital.

Development of guided weapon systems and the role of satellites (유도무기체계의 발전과 인공위성의 역할)

  • The guided missiles and decoy systems that have been developed have been likened to a spear and shield. When a new attack system appears, another defense system is developed, and the attack system is once again upgraded to neutralize it. Now, due to the limitations of the decoy system, guided weapons have become the main force of both the defense and attack systems. Also, these systems have been expanded to use Space systems as a means of defending against a guided weapon system that is too fast for terrestrial-based systems. Induced weapon systems started at the sub-sonic level, and have become so important that their speeds have become super-sonic and hyper-sonic. The concept of Space has been included in the range of guided missiles, and satellite systems have become essential elements of guided missiles. Focusing on the correlation between the guided missile system and the satellite system, we analyze the characteristics of modern guided munitions and the direction of development of the guided weapons system.

Power Cost Analysis of Go-ri Nuclear Power Plant Units 1 and 2

  • An attempt is made to analyze the unit nuclear power cost of the Go-ri units 1 and 2 in terms of a set of model data. For the calculational purpose, the power cost is first decomposed into the cost components related to the plant capital, operation and maintenance, working capital requirements, and fuel cycle operation. Then, POWERCO-50 computer code is applied to enumerate the first three components and MITCOST-II is used to evaluate the fuel cycle cost component. The specific numerical results are the fuel cycle cost of Go-ri unit 2 for three alternative fuel cycles presumed, levelized unit power cost of units 1 and 2, and the sensitivity of the power cost to the fluctuation of the model data. Upon comparision of the results with the power cost of the fossil power plants in Korea, it is found that the nuclear power is economically preferred to the fossil power. Nevertheless, the turnkey contract value of Go-ri unit 2 appears to be rather expensive compared with the available data on the construction cost of the PWR plants. Therefore, it is suggested that, in order to make the nuclear power plants more attractive in Korea, the unfavorable contract of such kind must be avoided in the future introduction of the nuclear power plant. Capacity factor is of prime importance to achieving the economic generation of the nuclear electricity from the Go-ri plant. Therefore, it is concluded that more efforts should be directed to make the maximum use of the Go-ri plant.

Specially UCC to be made by a user has been generating the various effects enough to be a issue in all the world. UCC multimedia among UCC quickly emerges as a core of crustal movement of Internet and so does an enterprise to concentrate his efforts on UCC multimedia. In this paper, we analyze the technical trend for UCC multimedia service and review the base techniques. Throught these studies, we bring up the growing direction for development of UCC service at the future.

  • Recently, the global attention is focused on the development of the renewal aero-propulsion systems proved in the air pollution, the noise, the great operational cost, safety and risks. Especially, various study are conducting for the development of the advanced high power to weight ratio aircraft through the significant reduction of fuel consumption and upgrade of the propulsion efficiency, using the alternative propulsion system developments such as hydrogen and solar power system. The hybrid propulsion system can be the representative propulsion system which get the power sources by combining the merits of two or more power sources. In this study, the advancement trends, characteristics, design method which can be applied to the renewal future UAV development.

Attributes and Elements of the AMBIDEXTER Nuclear Energy System Design Concept (AMBIDEXTER 원자력 에너지시스템 설계개념)

  • 원자력발전의 고유한 문제점을 해결할 수 있는 새로운 집적폐회로형 AMBIDEXTER 원자력시스템 개념을 제안하였다. 이 복합시스템은 일체형 원자로를 중심으로 열/에너지 변환회로와 방사선/물질 수송회로를 서로 독립적으로 구성하므로 최소 방사선 위험부담 아래서 원자력에너지의 잇점을 극대화하는 설계이다. 특히 방사선/물질 수송회로로부터 분리된 고준위 방사성 폐기물에서 고부가가치 동위원소나 방사선원을 선별적으로 용이하게 추출, 활용할 수 있다. 원자로 계통은 얇고 큰 Hastelloy 합금 원자로용기 내부를 노심, 침니, 열교환기, 다운캄어 및 입구플레넘 콤파트먼트로 분할하여 배관이나 벨브관이 없으므로 기기파손으로 인한 방사성물질의 대량 외부 누출은 불가능하다. Th/233U 용융염핵연료의 핵물리 및 열수력학적 특성을 살려 AMBIDEXTER 노심의 핵적 자활성 설계에 융통성을 부여하는 변성핵연료주기를 도입하면 핵연료자원의 공급 안정화나 핵확산방지의 투명성 제고에 큰 효과가 있다. AMBIDEXTER 설계연구에 관련된 핵심기술들은 일찍이 미국 ORNL에서 시작한 MSR 프로그램을 통해 개발되어 이미 대부분 상용화하고 있기 때문에 현재 추진 중인 250 MWth급 원형로 모듈의 개념개발에서는 주로 시스템 통합에 관한 문제들이 중점적으로 다루어진다.
