Study on the Freight Forwarding System of Advanced Shipping Country - A Case of United States of America System - (선진 해운국의 Freight Forwarding System에 관한 연구 - 미국제도를 중심으로 -)

  • In the end of 2007, Korea Government promulgated the Rule of 'Basic Act of Logistics Policy' for improving international logistics forwarding business. The goals of these rules are to achieve the development of our nation's economics for providing the security and efficiency of logistics system and enforced competition of logistics enterprises. This is established the basic principles of the legal basis for expanding into the Logistics Hub Center of North-east Asia. However In May 1999 new licensing requirements for ocean freight forwarders and NVOCCs operating in the USA were established by the US Federal Maritime Commission(FMC). Due to these regulations, each ocean transportation service provider in the USA acting as ocean freight forwarder, NVOCCs, or NVOCC agent must obtain a license to operate as Ocean Transportation Intermediary(OTI) before it begins operations. Only licensed OTIs may act as US transportation agents or receiving agents of other NVOCCs, on both US exports and imports. In this context, I think this study will be contributes for the development of korean freight forwarding system by analysis and comparing with between the Rule of the Basic Act of Logistics Policy of Korea and OTI freight forwarder & NVOCCs of USA.

A Study on Teacher's Performance of the Fisheries & Shipping Business High Schools (수산·해운 전문계열 교사의 직무수행능력에 관한 연구)

  • The purpose of this study is to gather background data of teacher's performance of the fisheries and shipping industries high schools. This data will provide direction for advancing teacher's performance of the fisheries and shipping business high school,s by investigating and analyzing variables related to teacher's performance. This study focused on the opinions of thirty teachers within the fisheries and shipping business high schools. The conclusions of the study were as follows: First, teachers continually seek goal achievement, rewarding jobs, and a feeling of self-worth. However, it was found that male teachers have stronger task performing ability and form stronger relationships with their partners than female teachers. Second, it was shown that teachers have a much higher percentage of ability to teach. Particularly, male teachers are generally higher than female teacher. Third, it was shown that teachers have a much higher percentage of ability to teach, but it is required that they both get equal participation opportunity as there is a little difference between male teachers and female teachers. Fourth, it was found teachers exhibited a lower percentage rate of ability to manage activities, and required further development of programs for expansion of professionalism of this field.

A Study on the Editing Data Development for Fisheries and Shipping High School Subject (수산·해운계 고등학교 전문 교과 편수 자료 개발에 대한 기초 연구)

  • The department of education developed editing data of fisheries and shipping high school subject in 1987. But as change to informational society, the new term and predicate were built on a textbook of fisheries and shipping that was not in the past. Terms came into being in this way, it was used indiscreetly by spending a different expression on a textbook. In this study based on currently subject of fisheries and shipping high school 36books, examined an elementary school junior high school and a definition related term in order to solve these problems. Specialist on each field selected term and the predicate which is objective and proper. Especially field of fisheries and shipping uses a japanese term as it is. So there are a lot of the terms that is hard for students. Using these terms yet, the term that meaning delivery is uncertain and hard expression is going to carry out role to convert to a clear and easy term through this study.

A Study on Duty Performance area of Fisheries & Shipping Business High School Teachers (수산.해운 전문계열 교사의 직무수행 영역에 관한 연구)

  • This study referred to relevant literatures, collected professional advice, created the sphere of duty with considering the characteristics of marine products-marine transportation education and teachers' specialty, and researched the feasibility of duty sphere classified from 2nd of September in 2008 to 20th of October in 2008 by selecting 80 professional teachers at random teachers who were working in 4 schools that had local 1. As the result of this study, it is proper to classify the sphere of marine products-marine transportation professional teachers into teaching-learning sphere, actual training guidance sphere, life guidance sphere, class management sphere, administrative performance sphere, specialty extension sphere, academic-industrial cooperation and community connection sphere. 2. For the contents of each sphere of marine products-marine transportation teachers' duty, it is proper to systematize teaching-learning field with 32 contents of duty, actual training guidance field with 21 contents of duty, life guidance sphere with 18 contents of duty, class management sphere with 12 contents of duty, administrative performance sphere with 18 contents of duty, specialty extension sphere with 15 contents of duty, academic-industrial cooperation and community connection sphere with 9 contents of duty respectively.

A Study on the Effects of Quality Management Systems on the Job Satisfaction, Organizational Commitment and Management Performance in Shipping Companies (해운기업의 품질경영시스템이 직무만족, 조직몰입, 경영성과에 미치는 영향에 관한 연구)

  • This study aims to investigate the effect of quality management system in the shipping companies on the job satisfaction, organizational commitment, management performance. The quality management system is divided into operational accountability, employee management, crewman management, ship management, and sailing management based on previous study. Targets of survey are companies which are registered in Korean ship owner's association and Korea ship manager's association as of 2011. A total of 236 questionnaires are collected from shipping companies in Basan and Kyongnam from October 15 through November 5 in 2011. The result shows that operational accountability and employee management of quality management systems are mightily important in the shipping company. In the future research, based on analysis of shipping company's characteristics, the study for shipping companies which are perceived by customers could be conducted.

The Contents Analysis of Ocean Environment of Textbooks for Fisheries and Marine High School students (수산·해운계 고등학교 교과의 해양환경 내용분석)

  • The aims of this study are to analysis about the contents associated with the ocean environment compared 17 special-subject textbooks to 2 common-subject textbooks, and to make some proposals for construction of contents. The results of it are as follows; 1. Only 17 books among 36 textbooks taught by the fisheries and marine high schools are contained to some contents related with ocean environment. The contents associated with the ocean environment take possession of 90%, 62% each of total pages in the textbooks, 'ocean pollution' and 'ocean environment'. 2. Of compulsory texts, namely, 'general fisheries', 'general ocean' and 'information treatment of fisheries-marine', the former 2 books are composed of 4.5%, 36.2% each relating with ocean environment. But the last one is nothing. 3. Therefore, even a little contents of ocean environment and its conservation, it is necessary to add as the reasonable rate to the characteristics of each book in 36 special-subject textbooks. 4. And also it is shown that the common-subject textbooks,'ocean science', ' earth science I' and 'earth science II', are composed of 35.7%, 10%, 16.7% each. So we'd like to recommend that the contents of ocean pollution and environmental conservation have to add more.

An Analysis on Employment to On-board Departments Graduates of Maritime and Fisheries Universities (수·해운계 대학 승선학과 졸업생의 해상직 취업 진로분석)

  • In order to improve the employment rate of graduates in maritime and fisheries universities, we investigated the employment situations of the those graduates for the last 7 years. The results were as follows, The ratio of graduates in maritime and fisheries universities to total graduates of on-board departments are 69.1% and 30.9% respectively. The on-board employment rate of maritime universities and fisheries universities graduates are 63.2% and 26.7% respectively. Nearly all of the maritime universities students were employed to merchant ship and fisheries universities students were employed to merchant ship 77.2% and only 22.8% of them got a job on fisheries ship. The ratio of getting a job in maritime universities to ocean-going ship was 76.7%, that was the highest ratio and the ratio of fisheries universities got a job to ocean-going ship was 55.1%. The on-board career of maritime universities graduates was 1~5 years, which took 86.4% of all careers and that of fisheries universities was less than 1 year, which took 60.0% of all careers. We should make the various efforts to improve the employment rate of getting job to fisheries ship in the fisheries university gradustes.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20, 2008, the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1, 2011. The present state of the education and training for marine pollution prevention managers on board ships was surveyed and analyzed In order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of KIMFT for marine pollution prevention manager on board ships are classified into a regular course of 21 classes for 3 days, a reeducation course of 18 classes for 2 days and a NLS course of 17 classes for 2days. The annual numbers of trainees in 2008 were 516 persons for regular course, 1085 persons for reeducation course and 135 persons for NLS course in KIMFT. The trainee demands for the education and training were attempted to be predicted on a basis on annual increase rate of ships. The predicted demands for the education and training are changeable depending on the major factors such shipping market, naval architecture industry, etc.

지문항해학 학술용어 개념정립에 관한 연구 - 침로와 선수방향을 중심으로 -

  • 우리나라의 지문항해학은 1969년 윤여정이 지구과학, 항로표지, 수로도지, 조석 및 조류, 연안항법, 항정선항법 및 대권항법 등을 중심으로 실무적 경험과 학문적 이론에 입각하여 집필하였는데, 이것은 지금까지도 해기전문 인력을 교육하는 주요 교재로 이용되고 있다. 그러나 이 '지문항해학'의 일부 내용의 경우 해운선진국이라 할 수 있는 미국, 영국 및 일본에서 출판된 항해학관련 도서를 바탕으로 하였기 때문에 설명되는 과정에서 적용한 학술용어가 맞지 않거나 설명이 부족하여 독자의 이해부족과 오해를 초래하고 있다. 이 연구에서는 선박의 이동방향과 진로에 관한 기초 용어인 침로(Course)와 선수방향(Heading)이 가지고 있는 문제점과 논란의 원인을 분석하였고, 이론적 검토를 통하여 사용상 오류와 혼동을 방지할 수 있도록 용어의 개념을 새롭게 정립하였다.

LNG 인력양성의 국제동향과 대응방안

  • LNG 선박의 급증에 의한 승무원 심각한 부족현상에 대비하여, IMO에서는 STCW의 전면 개정 등의 대응방안을 마련하고 있다. 이러한 국제기구의 대응은 물론 향후 최대 수입국이 될 것으로 예상되는 미국연안에 들어오는 전 LNG 선박의 미국적 선화를 목표로 하는 법안을 승인하는 등 LNG 선박의 안전과 보안으로 인하여 세계 LNG 해운에 있어서의 커다란 변화가 예상된다. 한국해양대학교에서는 이러한 변화의 물결에 발 빠르게 대처하고자 아시아 LNG 교육훈련센터의 설립과 함께 IMO 및 미국의 해양대학들과의 회의를 통하여 대응방안을 검토한 바 있다. 이 발표에서는 LNG 인력양성을 위한 국제적인 동향을 살펴본 후, 이러한 국제적 변화의 물결에 대비하기 위한 방안에 대하여 설명하고자 한다.
