The purpose of this study is to analyze the current problems with the recovery methods and support systems for harm caused by digital sexual assault, based on cases in the U.S., U.K., and Australia. The significance of this study is the implications on problem solving related to digital sexual assault based on the legislation and systems of advanced foreign nations. The analytical method behind this study is the investigation of research literature. The reference materials are from judicial precedents, comparative analysis on media data, experts' advisory conferences, study forums, foreign theses, and documents on law and policy. As shown by the results of this study, we need to examine digital sexual exploitation and seek countermeasures from the victim's perspective after comparing foreign cases to determine the best protections and support systems. As digital sexual content can spread indefinitely, we certainly recognize the inherent difference between digital sexual crimes and offline sexual crimes. Thus, each case needs to be professionally categorized and an appropriate punishment must be suggested that satisfies the victims' needs. Ultimately, this study is meaningful for suggesting preventive measures against digital sexual crimes.

본 연구는 해양수산부가 지원하는 해외항만개발협력사업의 일환으로, 중미국가인 엘살바도르 주요 2개항의 항만개발 타당성조사 및 기본계획 수립을 목적으로 하되 장래 해외항만개발사업에서 참고할 수 있도록 정리하였다. 주요 내용으로는 국가 일반현황 및 지역분석, 인프라 현황 분석, 시장조사 및 물동량 수요추정, 항만 개발규모 및 중장기 개발방향 제시, 경제성 및 재무성 분석을 통해 수원국에 필요한 국가 상위계획 자료를 제공하는 것이며, 연구결과가 계획에만 그치지 않도록 사업시행을 위한 재원조달 방안 및 항만 활성화 방안 등 실질적 사업현실화 방안을 제시하였다.

It is a newly defined concept of digital sex crimes as the sex crime pattern in Korea is integrated with digital technology. After examining the current status and response of digital sex crimes in Korea, legal and institutional gaps are identified.It is also aimed at drawing up appropriate responses to domestic situations compared to cases in major foreign countries. This study adopted the mode of literature research.It used related data from government agencies, various statistics and survey data, seminar data organized by the National Assembly office, women's organizations, and research reports. The ultimate goal is to derive the problem situation by analyzing the current system.The results of this study are to discuss digital sex crimes that are being expanded and reproduced by the development of digital media. It also points out that the legal vacuum caused by the law's failure to keep up with the law needs to be continued.Our conclusion is that we should actively accept best practices from abroad. In addition, it is necessary to create a community value in which all members of society become "monitors" in the recognition that they may be perpetrators or victims.

우리나라 조선산업이 21세기에 명실상부한 선진 조선국으로 발돋움하기 위해서는 단기적으로는 가격경쟁력의 강화가 요구되나 장기적으로는 기술자립화를 통해 과거 가격위주의 경쟁체제에서 기술위주의 경쟁체제로 전환함으로써 질적인 성장을 추구해야 할 것이다. 또한 우리나라의 조 선산업은 세계조선시장을 리드하는 선도국으로서 세계선박수급구조의 안정화에 노력하고 지구 해양환경보호를 위한 국제적인 프로그램에 적극 참여하는 한편, 후발조선국에 대한 기술협력, 기술지도 등 국제협력도 강화하여 명실상부한 선진조선국의 면모를 갖추어야 할 것이다. 이를 효과적으로 추진하기 위해서는 다음과 같은 과제를 해결해야 할 것이다. 첫째, 효율적 기술개발을 통한 건조기술의 재고가 그 무엇보다도 중요하다. 즉 단기적으로는 주요 대체수요 선박이면서 국내 주력건조선박인 탱커, 벌크케리어 등 재래단순형 선박에 대해 성에 너지화, 성인력화 및 표준선형화하고, 선박 생산공정의 개선, 생산성 향상을 통해 가격경쟁력을 지속적으로 확보해야할 것이다. 그러나 중장기적으로는 가스운반선,카페리선, 초고속선 등의 부가가치선박에 대한 건 조기술의 자립화로 이들 선종을 주력선종화하여 해외 수주 경쟁력을 재고시켜야 한다. 이와함께 심해탐사장비, 해양구조부유물 등의 해양개발장비의 개발로 사업영역을 확대해야할 것이다. 상 기의 각종 기술재발을 효율적으로 추진하기 위해서는 범국가적인 연구체제의 구성을 통한 산학연 공동연구형태로 추진하는 것이 바람직하다. 둘째, 핵심 조선기자재의 국산화와 품질 향상이 필 요하다. 향후 조선기자재의 국산화추진은 과거 개발 품목의 확대에서 벗어나 핵심적이고 부가 가치가 높은 품목 위주의 질적 국산화로 전환되어야 할 것이며, 이때 국산화이후 조선소의 적 극적인 구매가 전제되어야 할 것이다. 또한 기자재의 품질, 성능검사기능의 강화와 다수요 품목을 중심으로한 표준화, 규격화의 확대 추진으로 지속적인 품질향상과 원가절감을 도모해야한다. 특히 조선기자재업체의 영세상을 감안하여 조선소 인근지역에 단지화함으로써 생산설비의 현 대화, 자재의 공동구매, 물류비용의 절감 등을 기해 가격경쟁력을 강화해야 할 것이다. 또한 업계 공동의 해외판매망, A/S망의 직수출을 늘려야 할 것이다. 셋째, 국제협력 강화로 통상환경에 적극 대응해야 한다. 다자간조선협정 발효에 따른 제소 가능성에 대비하여 관민차원의 국제협 력을 강화하는 한편, 회계 기준의 통일, 제소사례의 연구 등을 업계 공동으로 추진하는 것이 바 람직하다. 또한 향후 2010년이후에 중국을 비롯한 후발조선국에 대해 조선협정에의 참여를 유도, 세계조선시장의 수급안정화에 노력해야할 것이다. 그외에 국제적으로 추진되는 지구그린화에 주도적 역할을 수행해야 할 것이다. 넷째, 선박금융제도의 개선과 신금융상품의 개발이 요구된다. 내수 수요인 계획조선의 지원조건을 개선하고 연불수출자금을 BBC자금으로 활용토록하여 국내 선주들의 신조를 유도해야 할 것이다. 그 외에 향후 금융개방화에 맞추어 해외자금을 활용한 리스금융, 상사금융 등의 민간신용제도를 더욱 활성화하고 선진국의 선박금융기법에 대한 연구 및 도입 등 선주들에게 다양한 선박건조자금을 제공하여 내수기반 확충에도 노력해야 할 것 이다.

This study identifies the aspects and characteristics of 'Digital Sexual Crimes' that changed rapidly in recent years. It has identified the so-called "Telegram sexual harassment and exploitation" incident on the front page. We also want to analyze this and draw up policy suggestions that can help prepare social measures. In the wake of the Telegram sexual exploitation scandal, The National Assembly is quickly proposing related bills. However, the reality is that even a clear concept and definition of "Digital sexual Crimes" have not been made yet. The effective support system for victims is also insufficient. Therefore, this paper examines the definition and concept of child sexual exploitation and harassment. We will look at the features, causes, and conditions. In addition, it will examine the current status of Digital Sexual Crimes distribution and deletion of domestic, foreign platforms. Major foreign countries, including the U. S. A. refer to cases in which big data and artificial intelligence technologies are actively used to protect victims and track perpetrators.

In the many countries including United States, numerous librarians participate as research project members and publish papers in related/non-LIS journals. In recent years, the quantity of papers published by librarians in LIS journals and the non-LIS journals is similar. This study analyzed whether librarians join the research team in various academic fields in South Korea, carry out the research together, and publish the papers in co-authorship. This study collected and analyzed 319 articles of the authors affiliated with libraries published in the last 10 years from the Korea Citation Index. As a result, there were not many articles published by the authors in the non-LIS journal. Nonetheless, specific examples of librarians collaborating closely with other disciplinary research teams were observed; Medicine, Architecture, Materials Engineering, etc. Librarians' contribution in research projects in South Korea is expected to increase in the future. Therefore, it is desirable to prepare for this such as opening courses on research projects in the library and the department of LIS which is training librarians as well.

The maize production in South-eastern Asian countries showed a continuous increase with increasing poultry-livestock from the beginning of the 1990s to early 2010. Also the need for a new variety development of each contries was increased rapidly in the same period. Single-Cross hybrid varieties have been developed and supplied from 2001 instead of multi-cross maize varieties since 1992 in Indonesia. In Cambodia, CP group is mainly manufacturing feeds with most of the forage maize from farmers who are growing its seeds from the company. Cambodian main cultivars are varieties of multinational corporations such as DK8868 from Monsanto, NK6326, NK7328 from Syngenta and CP333 from CP group including local business company. Vietnam is the main maze importing country in South-Eastern Asia which had imported 13 times scale of amount compared to exports in average from 1990 to 2011. Vietnamese government has developed a range of varieties for improving their efficiency in production, such as the LVN-10 with political investments. Their production has been reached to 80% of the total. According to the 2012 MIFAFF (Ministry for Food, Agriculture, Forestry and Fisheries) data in Korea, domestic edible maize cultivation area was approximately 15,000ha. It showed 74,399 tons of production, 3.8% of food self-sufficiency in maize and around 0.9% of grain self-sufficiency rate. The consumption of grain is mostly rely on imports in Korea. To overcome the limit of the domestic seed market and increase maize self-sufficiency, the need to develop maze varieties for world-class is increasing at present through analyzing the market trend and prospect of the seed industry in South-eastern Asia.
