최근 국내 과학기술분야 학회에서는 발행 학술지를 세계적인 학술지로 등재하고자 하는 노력이 증가하고 있다. 이에 따라, 해외연구자들을 학술지 편집위원으로 참여 시키고 많은 해외 연구자들이 자체 학술지에 논문을 많이 투고하도록 독려하고 있다. 해외 연구자들간에 이메일로 투고 심사를 처리하고 심사 총평을 작성하는 논문투고심사 프로세스는 심사 이력이 관리도 안 될 뿐만 아니라 논문투고 심사 진행 상황을 알 수 없음으로 인한 이용자의 불편함, 시간적 비효율성 등의 많은 단점이 있다. 이에 KISTI는 해외 연구자들이 학술지 생산을 위한 학술활동 전 과정에 참여할 수 있도록 하고자, 학술지를 체계적으로 운영하고 투명한 상호심사(Peer Review) 과정을 포함하는 학술지 전자 출판과정을 온라인으로 처리하고 모든 메뉴 용어를 국제적인 수준의 영어로 기술한 영문 Article Contribution Management System(ACOMS Ver. 4.0)를 개발하였다. 영문ACOMS는 기존 국문 ACOMS와 달리, 학술지 홈페이지를 포함하고 있으며, 저자와 편집위원 혹은 저자와 판사 간의 온라인 논문 교정 프로세스가 들어가 있다. 영문 ACOMS는 2012년 현재에도 국제적인 시스템으로 거듭나기 위해 지속적인 기능개선을 추진하고 있다. 개발된 영문 ACOMS 기능에 대해 살펴보고, 향후 개선방안에 대해 기술한다.

This study aims to review the possibility of OA to international journal articles cited by researchers of the library and information science field in Korea. For this, the international journal articless cited to the articles (1,543) of the Korean Society for Information Management were collected, and the investigation was carried out regarding the OA policy of the international journals and the status of journals that can be open to the public through the OA according to the OA policy. In addition, this study analyzed the actual accessibility by utilizing the OA finders (Google Scholar, Unpaywall, OA Button). The analysis result indicated that the majority of the international journals were using the green OA policy. Also, 1,476 journal articles which is 95.4% of the total international journal articles were allowed to be accessed officially with the OA. The results of reviewing the actual accessibility rate of the journal articles open to the public through the use of the OA finders indicated that accessibility was up to 68% when using Google Scholar, and the maximum accessibility rate was 72% when mixing the OA finders. Among the OA finders, Google Scholar had the greatest OA accessibility rate, but it was desirable to mix the OA finders in order to expand the OA accessibility rate to the maximum level.

There are marv problems in conventional database Construction of foreign scientific journal from material aquisition to DB loading. This paper's purpose is to design database construction model which utilizes available information resources scattered several locations and uses agents technology to gather essential metadata efficiently. This paper describes component informations of foreign scientific database and related available resources. And it describes a process of DB construction that include metadata gathering method, automatic metadata classification method, and metadata quality monitoring method.

Hacking 공격자에 대한 수사실무에서는 Proxy Server를 연동한 해외에서의 우회공격에 대한 기법과 기술을 알아야 MAC address 또는 Real IP에 대한 역추적이 가능하다. 즉 Proxy Server를 여러 번 거치면서 자신의 Real IP를 숨기고 ARP Spoofing 기법을 사용하여 MAC address를 속이기 때문이다. 본 논문에서는 해외에서의 해킹 공격자들이 어떻게 공격자의 Real IP를 숨기고, ARP Spoofing 기법을 응용하여 공격을 시도하는 기법과 기술을 연구한다. 또한 Proxy Server를 통한 우회공격에서 ARP Spoofing 공격을 보안하는 방법을 연구한다. 본 논문 연구가 해외로 부터의 Hacking과 방어를 위한 기술 발전에 기여 할 것 이다.

The purpose of this study is to analyze how the changes of evaluation standards have affected Korean medical researchers' academic performance by comparing the publication status of medical articles both domestically and abroad. A total of 314,559 domestic articles in KMbase and 53,423 articles stored in MEDLINE published abroad by Korean researchers were analyzed. All of the data were compared per year according to the research field and indexed journals by numbers and proportions of articles published domestically and abroad. The analysis showed that the number of total articles and the proportion of articles published abroad increased continuously. In the early 2000s, articles published in Korea decreased, otherwise articles published abroad increased sharply. SCI articles showed a steady increase before 2000, and continued to increase over the next few years. KCI articles also showed a rapid increase in the early 2000s while other articles were decreasing. Publication trends shown in this study were similar despite quantitative and timely differences by research area. Performance evaluations focusing on SCI articles affected on quantitative decrease in the number of total articles published domestically. Quantitative growth itself is not an absolute indicator for academic achievement. Therefore, to complement any evaluation of academic achievement, qualitative analysis needs to be done as well.

Advances in technology are bringing a lot of change.. Due to Korea's economic growth, domestic companies are expanding overseas unlike in the past.. Recently, many small and medium-sized companies, in addition to large companies, are making inroads in Southeast Asian markets thanks to the Korean Wave. This study used the international academic database scopus to identify trends in the company's overseas expansion strategy. A search was conducted under the title of the word overseas advancement strategy, which secured a total of 153 papers. Abstracts of the research paper were refined for analysis and then analyzed using KoNLP package. As a result, 10 important keywords were derived. The purpose of this study is to identify the research trends of companies in overseas market through these results. This study provides a guideline for future research on overseas expansion strategies.

최근 들어 미국, 유럽, 인도 등과의 FTA체결 등을 통해서 대한민국의 경제시장이 날로 증가해가고 있으며, 이제 해외와의 협력은 우리에게 선택이 아닌 필수가 되어가고 있다. 얼마 전 한 신문에 국내기업과 일본기업의 경쟁력을 비교하는 흥미로운 기사가 소개되었다. 이 신문에서는 국내기업들이 한정된 내수시장을 극복하기 위해 해외로 적극적으로 진출하였기 때문에 우수한 경쟁력을 확보하였으며, 반면 일본기업의 경우 안정된 내수시장이 오히려 해외로 진출할 기회를 가로막아 스스로와 경쟁력을 감퇴시켰다고 분석하였다. 이러한 사례는 우리 대학들에 시사하는 바가 크다. 우리 대학들의 주요한 연구성과라 할 수 있는 논문의 경우 이공계를 보면 대다수의 논문이 이미 해외의 각종 유명 학술지에 게재되고 있다. 특히 우수한 연구성과의 산물이라 할 수 있는 SCI논문의 경우 2008년기준으로 경제규모에 걸맞은 세계 12위에 랭크되어 있다. 또한 특허의 경우 이미 세계 4위의 출원대국이다. 이러한 성과로 인하여 국제공개어에 한글이 채택되는 성과까지 거두고 있는 상황이다. 또한 MB정부가 들어서면서 매년 R&D연구비를 10%이상 증가시킬 계획에 있으며, 이러한 노력을 통해 연구성과물의 수준도 향상되어 SCIENCE, CELL, NATURE등의 저명학술지 게재가 늘고 있는 등 연구성과가 세계적인 수준으로 접근해가고 있다. 반면에 이러한 성과에도 불구하고 아직 대다수 대학들의 글로벌 산학협력은 미비한 수준이다. 교육분야에 대한 글로벌화는 최근 들어 많은 변화가 이루어지고 있지만, 산학협력부분에 대한 글로벌화는 활성화 되지 못한 것이 현실이다. 그러나 앞으로 해외와의 산학협력은 대학과 연구자에게 선택이 아닌 필수가 될 전망이다. 정부에서는 현재 국제협력 분야의 R&D연구비를 급증시키고 있으며, 우리나라의 기업이 해외로 활발하게 진출하는 상황에서 이제 연구수준도 국내가 아닌 해외에서도 인정받을 수 있는 수준을 요구 받고 있다. 이와 같이 급변하는 상황에서 이제 해외와의 산학협력은 대학과 연구자들에게 새로운 도전이며, 경쟁력을 업그레이드 할 수 있는 기회로 다가오고 있다. 이에 최근 한양대학교의 해외와 기술이전, 사업화, 공동연구, R&D센터유치와 관련된 산학협력 사례 소개를 통해 우리나라 대학의 산학협력을 업그레이드하는 방향을 모색해 보고자 한다.

해외지역 다국어기반 웹사이트는 사용자에게 해외지역 관련 기본정보 및 전문정보를 다국어기반으로 서비스를 제공해야 한다. 또한 해외지역 다국어 기반이라는 사이트의 특성에 맞는 메뉴와 콘텐츠의 제공이 필요하다. 본 논문에서는 이러한 특성을 고려하여 해외지역 다국어기반 웹사이트의 표준모형을 제시하고자 한다. 이를 위하여 먼저 국내에서 운영 중인 해외지역 관련 웹사이트들을 대상으로 정보구조, 사이트맵, 용어 등을 분석한다. 그리고 이 분석 결과를 기반으로 하여 향후 해외지역 다국어기반 웹사이트 구축 시 참고할 수 있는 표준 모형을 제안한다.

국내 인용 데이터베이스에서도 해외와 마찬가지로 저널 영향력 지수가 핵심 지표로 제공되고 있으며 저널 평가나 연구성과 평가의 기준 지표로 사용되는 경향이 확산되고 있다. 그러나 국내 저널에서는 논문이 발표된 당해년도에 인용되는 비율이 해외에 비해서 높기 때문에 이를 반영하지 않는 영향력 지수는 국내 저널에 대해서는 더 불완전한 지수라고 할 수 있다. 이 연구에서는 여러 해에 걸쳐 발행된 논문이 특정 연도에 인용된 횟수로 평가하는 저널 영향력 지수와 달리, 특정 연도에 발행된 논문이 여러 해에 걸쳐 인용된 횟수로 평가하는 통시적 영향력 지수의 개념과 산출방법을 알아보고 정보관리학회지를 대상으로 시험 측정한 결과를 살펴본다.

과총 창립 30주년 기념으로 서울에서 열린 '96세계한민족과학 기술자종합학술대회는 미국을 비롯한 14개국의 해외동포과학 기술자 5백여명과 3천여명의 국내 과학기술자들이 참가한 대규모 국제학술대회였다. 정보통신 등 7개 분야에 걸쳐 3백80여편의 최신 논문이 발표된 이번 학술대회는 정부 학계 산업계 및 해외 과학두뇌들이 한자리에 모여 세계 첨단 과학기술의 최신 동향을 우리나라 과학기술계에 전파시키는 새로운 전기를 이뤘다.
