A Study on the Risk Assessment Methodology and Application for International Plants Construction (해외 플랜트 공사 리스크 평가 방안 및 적용에 관한 연구)

  • Recently, international plants construction markets are expending. Specially, oil/gas plants constructions in Middle-East are booming. However, international plants construction projects are high risky. So a risk assessments and managements methodology for international plants construction is needed. In this study, the risk assessment methodology for international plants construction is proposed on the basis of the literature review in the international construction risk assessment methods and the knowledge of experts explored by interview. In addition, case study in Middle East was applied for reviewing these risk assessments and managements methodology for international plants construction.

  • As the world plant market extends, the number of the domestic construction company expansion to the abroad plant market is increasing. However, there is a lack of plant experts for opening domestic and abroad plant market; call in plant experts from abroad. Moreover, domestic plant education programs are not well constructed. And the education programs are not characterized by field, environment, and position. Thus, we should develop contents and establish the foundation for the plant education programs to train appropriate plant experts who will lead the world plant market. The purpose of the study is to develope educational contents for plant experts to be compatible in the abroad plant market. The contents developed by this study may practically used as the fundamental material for the future educational program.

Development of Construction Benchmarking for Oversea Industrial Projects (해외플랜트 공사 벤치마킹 프로그램 개발)

  • The oversea construction contract amount has sharply increased since 2003. The contractor's capability for EPC and project management is a key factor for a successful industrial construction project. Construction performance measurement and evaluation is needed to improve contractor's project management capability. Therefore, this paper proposes the construction performance benchmarking program for oversea industrial projects. Performance metrics consists of project cost, schedule, quality, and safety. Data from 10 oversea industrial projects were collected and analyzed. Also, this paper describes the process for development of the benchmarking program and lessons learned from industry are summarized. Finally, this paper recommends how sustainable benchmarking program should be established and implemented.

  • 해외 플랜트 수주액은 지난 2005년 158억달러를 시작으로 지난해 462억까지 최근 몇년간 고성장을 해왔으나 전세계 경제침체 및 국제자금시장의 위축 등으로 하락세로 돌아섰다. 이는 유가 하락에 따른 주요 발주국의 재정 악화, 원자재 가격하락을 활용해 입찰단가를 낮추기 위한 입찰 연기 및 취소 등에 따른 것으로 풀이된다. 전체의 46%를 차지한 중동이 34억달러로 전년보다 54% 감소했고, 아시아, 아프리카 등이 전체 평균을 밑돈 반면 유럽과 미주 지역의 감속폭이 컸다. 그러나 올 하반기에는 글로벌 금융위기의 진정 등 제반 환경 개선으로 얀부 정유프로젝트, 로열더치셸 해양프로젝트 등 그동안 연기됐던 대형 프로젝트 발주가 재개될 것으로 전망됐다. 본지는 해외플랜트 시장을 알아보고 앞으로 회원사들이 해외플랜트 진출 시 고려해야 할 점 등을 알아본다.

Identifying Risks of Power Plant EPC Business in the Middle East and Analyzing their Priority by the AHP (중동지역 발전플랜트 EPC사업의 리스크 발굴 및 AHP분석방법을 통한 우선순위 도출)

  • 중동지역을 필두로 하여, 국내건설사들은 시공분야에서의 높은 경쟁력을 바탕으로 매년 놀라운 속도로 해외 플랜트 EPC 건설시장에서의 점유율을 높여 나가고 있다. 2012년에는 전 세계 건설시장의 8.1%를 점유하며, 이탈리아를 제치고 역대 최고인 세계 6위의 건설 강국으로서의 면모를 과시하기도 하였다. 그럼에도 불구하고, 그간 수주 자체를 목적으로 한 저가입찰 등과 같이 리스크를 간과한 무리한 수주는 폭탄의 뇌관을 건드리는 격이 되었고, 결국 2013년 일부 대형 건설업체들은 해외 사업장에서 대규모 손실을 경험하였다. 이와 더불어, 해외 대규모 EPC 플랜트 사업의 수주금액이 급증하여 한 개의 사업에서 발생되는 손실이 기업의 총체적 경영에도 큰 영향을 미칠 수 있게 됨에 따라, EPC 플랜트 건설사업의 잠재 손실의 원인을 최소화하고 건설사들의 지속적인 성장을 가능하게하기 위해서 리스크를 효율적으로 관리해야 하는 필요성은 더욱 증가하였다. 따라서, 본 연구에서는 해외건설시장 중, 중동지역에서 EPC 형태로 발주되는 발전플랜트 건설사업의 리스크 요인들을 발굴하고, AHP (Analytic Hierarchy Process) 기법을 사용하여 리스크 요인들 간의 우선순위를 정량적으로 도출하여, 국내건설사들이 중동지역의 EPC 사업수행 현장에서 효율적으로 리스크를 관리할 수 있도록 도움을 주고자 하였다.

Risk Identification and Priority method for Overseas LNG Plant Projects - Focusing on Design Phase - (해외 LNG 플랜트 리스크요인 도출 및 우선순위 평가 - 설계단계를 중심으로 -)

  • Korean contractors have been maintained sustainable growth since entering into overseas construction market for the first time in 1960' s. In 2010, Korean contractors ordered 761 billion (USD) from overseas markets. Especially, billion (USD) were earned by Korean contractors in overseas plant construction market which account for more than 80% of the total amount by Korean contractors. Nevertheless, many Korean contractors are suffering from lack of technological competitiveness and construction management skills in the design phase compared with global leading contractors. These conditions have directly effect on the success of projects in terms of cost, duration, and quality. So, this study focused on identifying the risk factors and developing risk priority method for the design phase of LNG plant projects whose market is expanding. Research procedures were conducted by the following three steps. First, total 57 risk factors were identified in design phase through extensive literature reviews and experts survey. Second, the authors developed risk priority method which are more suitable for design phase of LNG plant projects by using three criteria, Probability(P), Impact(I), and Coordination Index(CI). Finally, the suitability of risk priority method and practical applicability were verified through expert survey and interview. Consequently, if korean contractors use the suggested risk factors and priority method based on their own know-how and experiences, then more reasonable and rational risk management will be conducted in the design phase of LNG plant projects.

  • Construction companies do not take necessary steps for sudden change in the Construction market, In order to over come the problem, it is necessary to make Corporate Strategy through correct Market analysis. If construction companies want to secure continuance profits, they must prepare proper strategy to advance into plant market. This research performs both external and internal environment analysis, External environment analysis is for overseas construction market and advanced foreign companies, and internal environment analysis is the current status of domestic companies. The research identifies some of the Key points, growth in foreign plant market is huge, but domestic companies do not have abundant construction experience on the same field and also they lack in high value-added techniques. They are far behind the advanced companies; they don't have proper skills of Procurement, engineering and project management. This study suggests a strategy for domestic companies to take necessary step to advance into plant construction market.
