Due to various reasons (normally financial constraints in developing countries), it becomes common to change of the business model from state-run projects to Private Investment Projects (Public Private Partnership) in the global railway businesses. However, due to the nature of railroads compared with other types of infrastructure such as roads and others, railway business require considerable construction cost and O&M cost through the business development, construction, and operation and management stages. Therefore, private investment railway projects, especially in developing countries, can be problematic in terms of the potential for uncertainty when return on investment cannot be guaranteed. In order to strengthen the competitiveness of domestic companies when entering overseas railroad PPP projects, this study proposes PPP-related risks and their countermeasures by reviewing global railroad trends and identifying Korea's weakness in managing international railroad projects.

High-speed railway raises global interests with the growing concerns on the green development and the green energy. However, since most of the infrastructure investment of Korea was focused on the highway projects for last forty years, the investment on the railway has been limited around 40~50% of that of the highway projects. In addition, due to the world economy crisis and unsatisfactory support of existing policy for the private investment project, the private investment is given a small deal of weight on the social overhead capital investment. Meanwhile, despite the world high-speed railway market is growing rapidly and the Korean contractors have won the international construction contracts over 70 billion USD, past records of railway projects are very rare. Therefore, it is required to develop strategies for encouraging private investment in the domestic market to achieve efficient high-speed railway development and for advancing into foreign high-speed railway market. This study carried out data collection and market analysis for both domestic and foreign market respectively. Through a structured questionnaire survey and expert interviews, contractors' perceptions on the high-speed railway market and needs for the government support are collected. Summary of strategies drawn from this study are as follows: 1) carrying out BTL high-speed railway projects and revising related policies; 2) upwarding incentive level for the private pre-investment projects considering the contractors' credit rating; 3) carrying out Honam-Jeju submarine railway project; 4) establishing a efficient consortium model for foreign market; 5) improving the capacity of the Korea Railway Association that support Korean contractors' foreign advancement; and 6) expand the budget for Global Infra-fund.

This paper investigates how the agent specificity of economic infrastructure-related public company proceeds in overseas investments. At first this paper examines general features focused on investment region, project type, starting year, and then analyzes overseas investments based on specific cases with three classifications which are composed of special consulting type that do not accompany capital investment, FDI type, and type of overseas energy resources development that go with capital investment and business risk. Finally nationality issues that is generated by agent characteristics of infrastructure public company are interpreted in perspective of duality which is financial pressure and dependency of host county's position, and relationship with private capital of home country.

에너지 절약은 이제 개인과 사회의 이익을 넘어 국제적 기후변화 협약 등과 맞물려 한 국가 사활의 문제로 대두되고 있다. 올해 에너지이용합리화자금은 당초 총 5298억원으로 6월중순까지 ESCO투자사업 2021억원, 목표관리업체 투자사업 1239억원, 절약시설 설치사업에 1382억원 등 총 4643억원이 접수됐다. 에너지관리공단은 6월 현재 총 예산대비 약 88%의 자금이 접수 추천되었으며, 이후에도 잔여예산이 발생하는 경우 7월 이후부터 사업별 또는 대 중소기업 구분 없이 잔여예산을 모두 지원할 계획이라 밝혔다. 그러나 ESCO 업체들은 턱 없이 부족한 에너지이용합리화자금만을 기대할 수는 없다. 기업은 스스로 ESCO 사업을 적용, 확대하는 전략을 짜야하고 이에 발맞추어 기관은 정책자금의 확대 필요성을 국내 산업의 에너지 절약 중요성과 해외의 선진 사례를 통해 공론을 조성할 때다. 뿐만 아니라 국가는 ESCO 산업에 대한 금융기관과의 공감대를 형성하고 ESCO 민간금융을 확대하는 원활한 자금조달 방법을 강구해야 한다. 이에 해외 ESCO 파이낸싱의 사례와 국내 민간융자자금에 대해 살펴보고자 한다.

에너지 해외의존도 97%, 무역의존도 70%인대한민국. 우리는하루220만배럴, 연간8억배럴이상을소비한다. 부존자원이 극도로 빈약한 우리나라가 나아가야 할 길은자명하다. 에너지 자원을 거의수입해 의존하다보니 이를고부가화 해 내수에 돌리면서 최우선으로 수출을 통해 온나라가 먹고 살고 있다해도 과언이아니다. 해외 에너지자원을 안정적으로 확보하는 것이 바로 국가경쟁력의 근원이 되는것은 어제오늘의 일이 아니다. 고유가 파고를 헤쳐나가야 한다는 절박한현실에서안정적인 에너지자원확보를 위한 정부의 해외자원분야 정책 및 민관전략이 올들어 의욕적으로 전개되고 있다. 우선정부는 자원개발 업무를 강화하기 위해 현재1과1팀의 자원개발조직을 보강하 고유전개발팀을 신설하는 등 모두3개팀으로 늘린다. 나아가 해외 자원확보에주력 산업 동반진출도 착착진행하고 있다. 국내 자원 개발 기업과 에너지관련기업, 해외진출기관등 14곳으로 구성된 ‘에너지산업해외진출협의회’도 최근 출범시켰다. 유전을탐사하거나 개발하는데 개인들도간접투자할수있는 ‘유전개발펀드’도 7월에 첫 선을 보인다. 약2000억원규모의이 시범펀드 도입 등을 통해 자원개발을 가속화,2013년까지원유-가스자주개발률을18%(원유15%, 가스30%)까지 끌어 올릴 계획이며 여기에16조원 신규투자가 소요 될 것으로보고있다. 이같은 일련의 공격적인 움직임은 단순히 돈을 주고 자원을 사오는 기존방식을 앞으로는과감히탈피,자원부국이 원하는 산업인프라등을 수주해제 공한뒤 그 대가로자원을 확보하는 총체적 자원확보전략에 무게를두겠다는 의지를 담고 있어 고무적이다. 여기에 다원유 등 수입원자재 가격이 급등세를 보이고있는 가운데 우리나라의 해외 자원개발사업이 활기를 띠고있다.석유공사는 민간기업들과 함께 지난해에만 예멘2곳 등 전세계 5개국9곳의 석유 및 천연가스 광구계약을체결, 올들어 최근참여사들과 함께 주주간계약 서명식을 갖고본격적인 사업을 추진 중이다. 광업진흥공사역시 SK네트웍스와제휴, 최근 전체 매장량이650만t으로 추정되는 중국 후난성의 아연광 탐사권을 획득, 합작 사설립계약을 체결한 것으로 알려지고 있다. 민간기업들도 해외자원분야진출이 활발하다. 기업들의 해외 자원개발을 위한 투자규모도 늘어 올해38개 해외 자원개발기업이 32개국 211개 사업에 모두31억달러를 투자할 계획인것으로 나타났다. 이에본지는 올해 들어서도 고유가의 지속으로 속증하고 있는에너지수입동향과 해외 자원 개발의 현실과 문제점, 개선방향, 나아가 최근 안전적인 자원확보를 위한 동향을 진단해본다.

The construction market has gradually become complexity, variety and specialization, and then owner's requirements about quality has become various. In order to solve the problem such as stated above, advanced constructions in France, United Kingdom, Japan and United States have introduced warranty contract which is warranted to quality and performance for need of owner in determined term to ensure the quality of construction since 1960s. In addition to, domestic constructions have been meeting with international competition because of the open BOT market from FTA. Finally, this study proposed new warranty delivery system model in PFI on considering domestic status by benchmarking the delivery process and the characteristics of the warranty contract which is applied to PFI of global.

Domestic urban railway are operated by urban railway operating public enterprises, which are owned by the 6 major metropolitan local governments and private operating companies, which are established under the Private Investment Act. Among urban railway operating companies, several public enterprises that operate urban railways with many experience, performance, human resources, and public nature are making efforts to promote overseas business. Therefore, this study examines the outlook for railway and urban railway overseas business, and provides implications for the overseas business approach of domestic urban railway operating public enterprises through data research and comparative analysis on the overseas business approaches and overseas business characteristics of domestic and foreign urban railway operating public enterprises. The results were derived and suggestions for the direction of overseas business were presented. I expect that suggestions will serve as a reference for domestic urban railway operators to promote overseas projects with preparation, implementation plan and direction.

The PPPs(public private partnerships) which was introduced in the later part of the 1990s has grown since 2005, with the beginning of BTL(Build Transfer Lease) type which retrieves the investment by receiving the lease payment from the government. As application areas and scale of the PPPs have been further expanded, it is expected the demand on special purpose facilities will be increased. We do know only successful foreign practices of the PPPs but have rarely consider the failure cases. Therefore, this paper derives implications by analyzing the case of National physical laboratory project which is known as a typical failure case of UK's PFI. We find that from the perspective of governance, the reasons leading to the failure of business are an insufficient of technical rationality, unsettled social relationships and inefficient risk management. Based on the case study, this study shows how to improve management system for special purpose PPPs business in Korea.

본 논문에서는 해양 및 수산 분야의 투자용 기술력평가모형 개발을 위하여 민간 VC투자 활성화를 위한 평가기법 선행조사를 수행하며, 국내 관련 전문기관 등의 기술투자 관련 기술력평가 모형개발과 활용수준 등을 조사하고, 해외 관련 전문기관의 기술평가모형 현황에 대한 조사·분석을 수행하였다. 또한 투자용 기술력평가 모형의 용도와 방향 설정을 위하여 국내 기술투자 관련 전문가 그룹을 활용하여 기술공급자와 수요자 관점에서의 견해를 반영한 투자모형의 용도와 방향설정을 제시하였다. 결과적으로 기술투자 목적의 평가요인을 도출하고, 기술투자자 입장의 평가결과 유효성 검증을 통해 평가결과의 실무적 활용성을 제고시키고자 한다. 기술보증기금에서 개발한 기존의 투자용 기술력평가 모형이 많은 타 기관에 파급되어 운영되고 있지만, 활용수준이 미미한 점을 검토하여 VC의 투자의사결정 요소에 관한 연구결과를 기반으로 해양수산분야 투자용 기술력평가 신규모형을 설계하였다.

국내 전력산업의 성장률 저하 및 민간부문 전력시장 참여 확대등으로 국내 전력산업은 성장동력 창출이 절대적으로 필요해졌고 매년 12%이상의 전력설비 증대에 필요했던 다양한 기술과 경험을 계승하기 위해서도 전력산업의 해외시장 진출은 시대적 과제가 되었다. 특별히 송변전 분야는 발전이나 배전부문에 비하여 상대적으로 투자규모가 작으나 다른 분야에 비해 경쟁력이 작고 손실률 저감 등 우리 산업계가 가지고 있는 강점이 우세하여 아시아, 중동, 아프리카, 남미 등 전력산업 발전 가능성이 높은 개발도상국가로의 진출 가능성이 매우 높다. 이에 단순한 프로젝트 개발이 아닌 전략적 접근을 통해 해외프로젝트 발굴에 나선다면 해외시장 개척에 우위를 점해 향후 블루오션을 꿈꿀 수 있을 것이다. 성공적인 송변전분야 해외프로젝트 수행을 위해서 그동안의 경험을 바탕으로 한 제1단계 교육사업 및 진단사업, 제2단계 기본설계등 컨설팅, 제3단계 건설 프로젝트 수주 및 자재 수출등으로 전략적 수행방안을 제시하여 송변전 분야 해외 프로젝트 진출 활성화에 도움이 되기를 기대한다.
