A Study on the Improvement of Marine Pollution Response Education Program of Korea Coast Guard Academy - Focusing on Comparison between Domestic and Foreign Curriculums - (해양경비안전교육원 해양오염방제교육 프로그램 개선에 관한 연구 - 유류오염 방제 교육과정에 대한 국내외 비교를 중심으로 -)

  • Approximately 250 marine pollution accidents involving oil and HNS spills are reported every year in the Republic of Korea. It is necessary that a strengthen of specialization of marine pollution response personnel on marine pollution response due to a diminution of damage when a major oil and HNS spill incident occurred, as in the case of the M/V Heibei Spirit and the M/V Maritime Maisie. In regard to this, the International Maritime Organization (IMO) has planned to revise the OPRC Model Training Course to strengthen expertise for oil spill incident responses. Through a comparison of curriculum with the Korea Coast Guard Academy (KCGA) program, a revised IMO Model Course and the OSRL training institute, this study recommends the following improvements for the education program of the KCGA in response to oil spills. This study suggests several options in line with this approach to revise the oil spill response education curriculum, exercise, discussions and making materials. Accreditation of the KCGA as an institute that provides an IMO Model training course developed according to the revised IMO Model Course material is proposed.

  • Marine pollution prevention manager system has been operated for the purpose of preventing marine pollution from ships and marine facilities in Korea. As a new "marine environment management act" replacing an old "marine pollution prevention act" had entered into force from January 20. 2008. the works and business of the education and training courses for marine pollution prevention manager are scheduled to transfer from KIMFT(Korea Institute of Maritime and Fisheries Technology) and FHRDI(Fisheries Human Resource Development Institute) to KOEM(Korea Marine Environment Management Corporation) on January 1. 2011. The present state of the education and training for marine pollution prevention managers of marine facilities was surveyed and analyzed in order to prospect trainee demands for the education and training and to provide KOEM with basic data for establishing a new system for the education and training. The existing education and training courses of FHRDI for marine pollution prevention manager of marine facilities have been conducted as a regular course of 21 classes for 3 days. The average annual number of trainees in FHRDI for 6 years from 2003 to 2008 was 187 persons and the annual number of trainee was 202 persons in 2008. The trained demands for the education and training are expected to increase sooner or later, depending major factors such as the extension of fields and ranges for marine facilities and marine environment management business due to the enforcement of new "marine environment management act".

  • The quantitative increase in maritime transport for domestic and foreign trade is one of the main reasons for the increase in marine pollution accidents. Despite the implementation of relevant laws in each country to prevent and mitigate marine pollution accidents caused by ships, human negligence (carelessness, intention, etc.) by ship workers has been reported as the biggest cause of marine pollution accidents. One of the most effective ways to reduce marine pollution accidents caused by ships is to reduce human negligence through systematic education and training of ship workers. Therefore, this study aimed to review the appropriateness of the statutory education and training curriculum for ship marine pollution prevention managers in accordance with domestic laws and regulations such as the 「Marine Environment Management Act」 and suggest improvement measures. To this end, we compared and analyzed the legal training·general education courses related to the prevention of marine pollution and marine disasters in Japan, where the laws and systems are similar to Korea, and investigated the cases of legal training for experts in land pollution prevention in Korea.

  • 해양에서의 기름유출이 가장 빈번하고 심각한 해양 오염이다. 이러한 오염의 초기 발견을 위한 센서로서 수정진동자의 표면에 활성탄을 도포한 센서의 측정감도와 안정성을 시험하고자 한다. 분말 활성탄과 페놀 수지를 센서의 표면에 도포하고 약1시간 가열하여 성형하였다. 물과 소금용액에 아세톤을 각각 소량 용해하여 유사 오염해수를 만들고 서로 다른 농도의 용액에서 공진주파수를 측정하여 아세톤 농도를 계산하였다. 실험결과를 고려할 때 센서의 제작이 적절하였고 아세톤 농도의 측정이 안정하며 충분히 예민하여 해수의 유기물 오염 측정에 사용할 수 있음을 알 수 있었다.

  • 우리나라에 해양경찰(이하 해경)이 있다는 것은 많은 사람이 알고 있지만, 해경의 주요업무 중 하나가 해양오염관리라는 사실은 국민 일부만이 알고 있는 것 같다. 선박사고로 발생하는 기름 및 위험유해물질(HNS)의 유출시 오염 방제작업, 태풍 또는 홍수로 발생되는 해안쓰레기 정화활동, 해양배출 폐기물 관리 등 다양한 해양환경 업무를 통하여 국민모두가 해양환경의 중요성을 다시 한번 인식할 수 있는 기회가 되었으면 한다.

  • 2007년 12월 7일 발생한 태안유류오염사고를 계기로 국내유류오염사고 현황을 알아보고, 유류오염 발생시 해양생태계에 어떤 영향을 미치는지 살펴본다. 또한 유류오염을 제거하기 위하여 긴급방제작업에는 어떤 기술이 적용되고, 어떤 문제점이 있는지 알아보고 이와 같은 문제점을 해결하기 위하여 생물정화기술 적용을 제안하며 이에 대한 상세한 방법을 설명한다.
