현재 IMO에서는 자율운항선박의 상용화를 위해 국제표준 규정 개발을 위한 논의 중이며, 이러한 규정을 개발하기 위한 사전작업으로서 기존 협약을 자율운항선박에 적용하였을 때 발생하는 조치를 식별하기 위한 RSE 작업을 수행하고 있다. RSE 작업은 해사안전위원회(MSC), 법률위원회(LEG) 그리고 간소화위원회(FAL) 별로 각 위원회에서 담당하고 있는 협약들을 대상으로 수행하고 있다. 본 논문에서는 각 위원회별로 수행한 RSE 작업 결과를 기반으로 자율운항선박의 상용화를 위한 국제표준 규정 개발 단계에서 향후 추가적인 논의 및 검토가 필요한 잠재격차 및 주제들을 종합적으로 분석하여 제시하였다.

After the Ferry Sewol accident, public interest in marine safety has increased. However, as the marine leisure tourism population increases, the number of casualties caused by marine accidents is increasing, so marine safety education is urgently needed. Since facilities related to marine safety education in Korea are geographically biased to the west, regional imbalances in education are significant. Therefore, this study suggested solutions to the problems of developing educational contents and securing budgets and professionals by using idle facilities of the Korea Institute of Maritime and Fisheries Technology(KIMFT) located in Busan as a maritime safety education center. In addition, as a result of estimating demand using the gravity model, it was estimated that the demand would range from 150,000 to 130,000 per year. This study sufficiently proved social policy validity for policy suggestions using existing idle sites as maritime safety education centers based on objective verification methods and is expected to contribute substantially to policy promotion in the future.

최근 들어, 현대사회는 예측이 불가능한 다양한 위험성들이 존재하여 글로벌 의존도가 높은 항만물류산업의 위험부담이 증가하고 있다. 이에 본 연구에서는 항만산업의 안전성에 영향을 미치는 요인을 알아보기 위해 과거부터 현재까지 국내 항만 안전성에 영향을 미친 이슈들을 시계열적으로 살펴보고자 하였다. 이를 위하여 국내를 대표하는 부산항의 항만 안전성과 관련된 뉴스 기사 텍스트 데이터를 활용하여 LDA 토픽모델링 분석을 진행하여 부산항 항만안전 주요 이슈들의 동향을 살펴보고자 하였다.

최근에 선박충돌사고나 좌초사고와 같은 중대한 해양사고를 조사할 때 사고관련자의 피로도(Fatigue)는 선박의 안전운항에 부정적인 영향을 미치는 인간과실(Human error) 유발요인으로써 항해사의 인지능력 및 업무수행능력을 저하시키는 중요한 요인으로 인식되고 있을 뿐 만 아니라, 이에 대한 많은 조사가 수행되고 있는 것이 각종 연구보고서를 통하여 나타나고 있다. 따라서 본 연구에서는 국내 해양사고관련자에 대한 피로도를 체계적으로 조사$\cdot$분석하기 위한 일환으로 미국연안경비대의 피로도 조사프로그램을 토대로 국내 해양안전심판원 웹싸이트에 조사프로그램을 구현하고 그 결과를 고찰하여 효율적인 피로도조사가 이루어질 수 있도록 몇 가지 방안을 검토하였다.

부산항은 한반도의 동남단에 위치하여 태평양과 아시아 대륙을 연결하는 관문역활을 하고 있으며, 우리나라 제1 항만인며, 세계 제3위의 컨테이너 항만 이면서 유조선, 케미칼선 등 입 출항이 빈번하여 대형 해양오염사고가 상존하는 지역이다 부산해역의 대형 해양오염사고 시 신속한 방제 예방 및 대책 방안을 마련하여 안전하고 깨끗한 해양환경을 보전하고자 함.
