Effect of OPRC-HNS Protocol on Industry (OPRC-HNS 의정서 가입이 국내 산업계에 미치는 영향)

  • OPRC-HNS Protocol places the responsibility for having on-board a pollution incident emergency plan, notifying other States the incident facts in case of being affected by that incident, development of national contingency plan, international co-operation in pollution response, research and development, technical co-operation, promotion of bilateral and multilateral co-operation in preparedness and response, providing of information service, promotion of education and training, providing of technical services and technical assistance, etc. on parties to pursue their goals. After joining OPRC-HNS protocol, the government is required to inspect current status of matters related to HNS for its relevance on any laws. Additional items including establishment of component organization playing a role of managing response institution, manpower and resources, purchase response resource, development of response technique, and those also to enforce education and training to promote the party's duty. The facts described above drive up to analyze the benefits and burdens of relevant industry which appears in those procedure.

The Present State of Domestic Acceptance of Various International Conventions for the Prevention of Marine Pollution (해양오염방지를 위한 각종 국제협약의 국내 수용 현황)

  • Domestic laws such as Korea Marine Pollution Prevention Law (KMPPL) which has been mae and amended according to the conclusions and amendments of various international conventions for the prevention a marine pollution such as MARPOL 73/78 were reviewed and compared with the major contents of the relevant international conventions. Alternative measures for legislating new laws or amending existing laws such as KMPPL for the acceptance of major contents of existing international conventions were proposed. Annex VI of MARPOL 73/78 into which the regulations for the prevention of air pollution from ship have been adopted has been recently accepted in KMPPL which should be applied to ships which are the moving sources of air pollution at sea rather tlnn in Korea Air Environment Conservation Law which should be applied to automobiles and industrial installations in land. The major contents of LC 72/95 have been accepted in KMPPL However, a few of substances requiring special care in Annex II of 72LC, a few of items in characteristics and composition for the matter in relation to criteria governing the issue of permits for the dumping of matter at sea in Annex III of 72LC, and a few of items in wastes or other matter that may be considered for dumping in Annex I of 96 Protocol have not been accepted in KMPPL yet. The major contents of OPRC 90 have been accepted in KMPPL. However, oil pollution emergency plans for sea ports and oil handling facilities, and national contingency plan for preparedness and response have not been accepted in KMPPL yet. The waste oil related articles if Basel Convention, which shall regulate and prohibit transboundary movement of hazardous waste, should be accepted in KMPPL in order to prevent the transfer if scrap-purpose tanker ships containing oil/water mixtures and chemicals remained on beard from advanced countries to developing and/or underdeveloped countries. International Convention for the Control if Harmful Anti-Fouling Systems on the Ships should be accepted in KMPPL rather tlnn in Korea Noxious Chemicals Management Law. International Convention for Ship's Ballast Water/Sediment Management should be accepted in KMPPL or by a new law in order to prevent domestic marine ecosystem and costal environment from the invasion of harmful exotic species through the discharge of ship's ballast water.

An Application Status and Consideration of System Improvement on the Sea Area Utilization Conference and Impact Assessment (해역이용협의제도 운용 현황 분석 및 실효성 제고방안)

  • This paper evaluated types and characteristics of development projects occurred in coastal area (Public Water) by analyzing an application status of Sea Area Utilization Conference System that effective protect and manage marine environment and ecosystem from various artificial utilization and development enforced in 2008. Also, system improvement for stable settlement and security of efficiency considering exposed problems during system enforcement were diagnosed. The number of Sea Area Utilization Conference (SAUC) performanced during the period of 2009-2010 was 3,705, which consisted of simple SAUC (87.0%), general SAUC (12.8%), and Sea Area Utilization Impact Assessment (SAUIC; 0.2%). The general SAUC was accomplished for Public Water reclamation (43.4%), seawater supply and drainage (17.5%), dredging sediment (5.5%), installation of port facilities (4.6%) and fishing harbor facilities (2.3%), and others (23.4%). Statements of Environmental Impact Assessment (EIA) were reviewed mainly for construction of port facilities (32.9%), followed by construction of industrial complex, development of tourism and leisure complex, road construction, and development of energy facilities. It would be necessary to strengthen effectiveness of the system, advertisement, and capability of conference and review agency, and to enhance confidence of marine EIA continuously, according to the increase of development projects, and diversity and enlargement of development types.

Evaluation of Electric Power Consumption during Seawater Desalination (해수담수 공정의 전력비 평가기준에 관한 연구)

  • This study focused on safety aspects surrounding energy consumption in the seawater desalination process in the Daesan Industrial Complex located on the West Sea coast. The safety index for energy consumption was evaluated under different salinities and temperatures of the incoming seawater. Temperature and salinity input data for the 1997-2018 period were obtained from the Marine Environment Information System, and the power required for reverse osmosis (RO) was applied to the program as per the data provided by the RO membrane manufacturer (Q-Plus v3.0). Notably, reasonable energy consumption guidelines were proposed during the design of the desalination facilities; in this regard, the desalination process required approximately 2.10-2.90 kWh/m3 electrical power. Moreover, the energy safety based on 95 % was estimated to be 2.80 kWh/m3 when the desalination facility was operated.

  • Detention basin is the temporary holding pond of treated water prior to flow out to the sea. It is very common to dredge the soil from the bottom of detention basin to keep up the water holding capacity. In this study, the amount of volume reduction of dredged soil from detention basin was estimated based on the laboratory test results. The percentage of soil particles in dredged organic soil is about 12.5∼21.9% by weight. The content of heavy metal and environmental effect for dredged soil itself and solidified dredged soil were analysed and the results are meet the standards of environmental requirement.

A Study on the Scope of Passenger Vessels and Dangerous Goods Carriers Subject to Maritime Traffic Safety Audits (해상교통안전진단 대상 여객선 및 위험화물운반선 범위에 관한 고찰)

  • Maritime traffic safety audits (MTSA) were enacted in order to ensure marine traffic safety throughout changes or the construction of water facilities, port facilities, etc. After the introduction of MTSA, the scope of subject vessels was restricted to an LOA of more than 100 m or a maximum speed of more than 60 knots as of 2014. In this study, the scope of subject vessels was re-examined in comparison with specific marine traffic safety areas and tanker prohibited areas identified in the maritime safety act. Furthermore, the state of subject vessels and exception cases for MTSA were also analyzed. As a result of these analyses, MTSA were deemed necessary for dangerous goods carriers of more than 1,000 G/T in specific marine traffic safety areas and dangerous goods carriers of more than 794 G/T in tanker prohibited areas. Finally, the necessity of further review was suggested given the present scope of subject vessels.

  • 현재는 국토해양부의 "도로터널 방재시설 설치 지침"에 따라 1종 도로 터널 내 아날로그 AM/FM 라디오 재난방송시스템이 설치되어 운영 중이나 T-DMB의 경우 관련 시스템이 개발이 되어 있지 않았다. T-DMB는 개인용, 휴대용, 이동형의 디지털방송매체로서의 특징을 가지고 있으며 최근들어 수신기 보급 증가로 새로운 재난방송 매체로 부상하고 있는 현실을 감안하면 터널 및 지하공간에서 T-DMB 방송망과 수신기를 활용한 국지적 재난방송 기술 개발은 매우 필요하다. 이에 본 논문은 기존 T-DMB 방송서비스 권역 내에서 터널 및 지하공간 등 T-DMB 수신환경이 열악한 지역에서 평상시에는 T-DMB 방송을 중계하여 수신환경을 개선하고 재난발생 시에는 기존 T-DMB 단말기로 수신 가능하며 각 재난상황에 맞는 맞춤형 재난경보방송을 송신하는 T-DMB 재난방송시스템 및 관련기술을 소개한다.

A Study on Expansion of Anchorage according to increased Trading Volume at Pyeongtaek Port (평택항 물동량 증가에 따른 정박지 확장 방안에 관한 연구)

  • The Pyeongtaek port is expected lack of waiting anchorage due to increase of incoming ships whit increasing of trading volume in the near future. In case of an anchorage facility's structural alternations and expansion, it should be considered comprehensively how it affects other anchorage facilities. In addition, the volume of ship traffic to relevant area should be estimated accurately and then the facility's scale is calculated. In this paper, researchers calculated cargo per unit ship with the throughput for every ship and predicted the number of ships which had entered Pyeongtaek port. As a result, the port's ability to be docked was predicted to be not enough in 2030. It will exceed the number of ships able to cast anchor at specific two parts simultaneously 12.6 and 1.6 respectively consequently, the necessity to expand the ports was suggested. Hence, the best expansion plan was examined with analysis of marine transportation environment at each ports and the improvements suggested are anchoring ships at Ippado anchorage is 19.7 and the one at Janganseo anchorage is 12.6.

  • Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

해상용 블랙박스 설치 적합성에 관한 고찰

  • 열악한 해상환경 및 행해자 부주의에 따른 선박 추돌로 인해 항로표지 훼손 사례가 다수 발생하고 있다. 울산지방해양항만청 해사 안전시설과에서는 항로표지 사고원인 파악 및 사고선박 신속 확인을 위해 등부표(스파부이) 2기에 해상용 블랙박스를 설치 운영하고 있다. 그간의 해상용 블랙박스 설치 운영 과정에서 검토되었던 기기선정 문제, 독립전원 문제, 방수기능, 밀폐성, 견고성, 관리 운영 편리성 등에 관하여 논의하고자 한다.
