Analysis of an Effective Network of Information Delivery for Supporting Kill Chain in the Joint Battlefield Environment (합동전장 환경에서 효과적인 Kill Chain 지원을 위한 표적정보전달 네트워크 분석)

  • Kill Chain is getting attention due to North Korea's recent nuclear test and missile launches and has emerged the need for an early build up. In order to build a materialized kill chain, you should review the unique kill chain to support operations effectively using various sensors and striking weapon system. Especially, you need a suitable network to reduce a reaction time against the enemy attack under joint operations environment etc. Currently there are many communication ways(e.g. data link, voice, video and text message) used in operations through satellite, wired and wireless and so on. Now, this paper contains analysis on various means for target information exchange which are used in the kill chain. And appropriate network of the kill chain for target information transmission is addressed to confirm feasibility of its alternatives, which is developed using AHP(Analytic Hierarchy Process). Finally, this paper is suggesting network and means of its building up for target information transmission of kill chain which can be implemented under the situation of joint battle field.

  • This study asesses the effectiveness of Korean Government web sits in providing equitable and appropriate access to government web sites was evaluated. Five information contents of services, fluent operation of services, feedback mechanism, easiness of access, and design. The result showed that there are several issues for the government to address in formulating effective policy for government web sites although most information services provided by Government web sites were highly appreciated by the researcher. This article provides an overview of information policy issues to the government web site designers and administrators.

  • Recently, the accidents on the sea have arisen due to the increase of the nautical traffic and the digitization of equipments for marine. Therefore, IMO(International Maritime Organization) have provided the recommendation of EMI and EMS for radio communication and equipments of marine from SOLAS cobvention at July 1st 2002. In this paper, we measured EMC environment on the HANBADA, which is Korea Maritime University training ship, for basic EMC environment of a ship. The measuring point was Bridge and Engine Control Room of the ship, we measured the test point that was set at random. Measured Band is from 30 MHz to 2 GHz, polarization measurement is processed both vertical and horizontal polarizaion. We analysed the results in consideration of permissible criteria.

  • The organization for satellite operation team is mainly based on the number of satellites to be controlled, operator's workload of payload operation support and the degree of automation of the operation system. Although the structure and its functionality of satellite operation organization are a little different according to the complexity of the operation, most satellite control centers have adapted the similar architecture for single or multiple satellite support. KARI Satellite Operation Center(KSOC) has started its simple mission operations since the launch of KOMPSAT-1(21st Dec. 1999) and has been evolving into multiple mission operations for various satellites such as KOMPSAT-2, KOMPSAT-3, KOMPSAT-5 and COMS(Communication Ocean Meteorological Satellite). This paper presents the appropriate direction of future deployment for KSOC by comparing the current status with the recommendation of the advanced satellite operation organization and analyzing their experiences in order to propose the better solution for efficient and safe satellite operations.

달을 이용한 천리안위성 기상영상기 노화 경향 분석

  • 천리안위성은 통신, 해양, 기상 임무를 띤 우리나라 최초의 정지궤도복합위성으로 지난 2010년 6월 27일 성공적으로 발사된 후 동경 128.2도, 적도 상공 약 35,800 km 고도의 정지궤도에 안착되었다. 이 후 약 6개월 여의 궤도상시험 기간과 2개월의 안정화 기간을 거쳐 2011년 4월 1일, 기상청은 위성자료 서비스를 위한 정규운영을 시작하였다. 천리안위성의 기상탑재체인 기상영상기는 다중채널 복사계로 한반도 주변뿐만 아니라 전 지구적 기후 변화 및 대기 운동 그리고 급변하는 기상상황을 감시하기 위해 실시간 관측과 전송 시스템을 갖추고 있다. 이 기상영상기를 운용하는 기상청 국가기상위성센터 지상국에서는 자료수신 및 영상전처리시스템을 갖추고 수신된 위성신호로부터 영상 분리 후 복사보정 및 기하보정을 수행하며, 위성자료배포시스템을 통해 일정 시간 간격 내에 사용자들에게 처리 자료를 배포하고 있다. 영상 복사보정은 기상영상기 내의 각 채널별 디텍터가 감지한 지구복사휘도의 전기적 신호를 지상에서 복사휘도와 휘도온도 값으로 변환하는 작업이다. 절대검정체로서 흑체와 우주보기 값을 이용하는 적외채널과 달리, 가시채널 디텍터는 절대검정체가 탑재되어있지 않기 때문에 우주보기 값 외에 대리검정 방법을 이용한다. 이러한 가시채널 노화도 분석에 달 관측을 통한 비교 분석이 한 방법으로 제시되고 있다. 천리안위성 기상영상기의 정규운영 1년간의 가시채널 디텍터의 노화도는 6 % 이내로 측정되었고, 이는 일반적인 정지궤도위성 센서의 노화도인 6 % 내외 값 변화량에 견주어 잘 운용되고 있음을 시사한다. 본 논문에는 천리안위성 기상영상자료의 품질 및 매개변수의 변화 경향도 함께 제시하였으며, 달을 이용한 기상영상기 노화 분석과 보정에 관한 내용을 싣고 있다.

  • As underwater environment monitoring system's interest has increased, the research is proceeding about underwater acoustic sensor network. Underwater sensor network can be applicable to many fields, such as underwater environment monitoring, underwater resource exploration, oceanic data collection, military purposes, etc. It is essential to define the PHY-MAC protocol for revitalization of the underwater acoustic sensor network which is available utilization in a variety of fields. However, underwater acoustic sensor network has to implement by consideration of underwater environmental characteristics, such as limited bandwidth, multi-path, fading, long propagation delay caused by low acoustic speed. In this paper, we define frequency of adjusted PHY protocol, network topology, MAC protocol, PHY-MAC interface, data frame format by consideration of underwater environmental characteristics. We also present system configuration of our implementation and evaluate performance based on our implementation with test in real underwater field.

Study on the Conformance Testing of Data Exchange between Transport Information Center and Terminal Equipment (교통정보센터와 단말기간 데이터교환 기술기준 적합성 시험에 관한 연구)

  • Recently, Intelligent Transportation System (ITS) has been actively developed and built since the Transportation System Efficiency Promotion Act was enacted. However, since mutual connection among transportation information systems was not considered, the integration of transportation information services did not occur. Accordingly, the Ministry of Land Transport and Maritime Affairs established and announced the technical standard on ITS. In this study, the conformance testing of the transportation information and communication system interface standard on data exchange between the Transportation Information Center and terminals was researched The test items were categorized as data request tests and data providing tests by analyzing the communication procedures specified in the standard. A detail testing scenario was created for each item. The test assessment was established based on the conformance of data exchange procedures and the accuracy of data packet messages. Under the established technical standard, the number of times that tests should be performed was thought set to 30 and the success rate was set to 95%. The purpose of this study is to help the ITS of Korea perform the integrated management of transportation information by researching methods for conformance testing on the technical standard on ITS.

  • The Communications, Oceanography and Meteorology Satellite(COMS) will be launched in 2008. Ground processing for COMS includes the process of automatic image navigation. Image navigation requires landmark detection by matching COMS images against landmark chips. For automatic image navigation, a matching must be performed automatically However, if matching results contain errors, the accuracy of Image navigation deteriorates. To overcome this problem, we propose use of a robust estimation technique called Random Sample Consensus (RANSAC) to automatically detect erroneous matching. We tested GOES-9 satellite images with 30 landmark chips that were extracted from the world shoreline database. After matching, mismatch results were detected automatically by RANSAC. All mismatches were detected correctly by RANSAC with a threshold value of 2.5 pixels.

  • 국내에서는 예측 불가능한 재난으로 인한 침수 피해 발생사례가 증가하였다. 따라서 침수 피해 예측이 더욱 중요해지고 있는 실정이다. 기존에는 주로 수치모형을 통한 침수예측을 하였고, 정보통신기술도 발달해왔지만 아직까지 수치모의에 많은 시간이 소요되기 때문에 침수 피해의 실시간 예측이 힘든 상황이다. 이에 국립재난안전연구원(2017)에서 침수예측을 위한 보간 모델인 SIND(Scientific Interpolation for Natural Disaster) Model을 개발하였다. 이는 보간을 이용한 모델이기 때문에 그동안 사용해왔던 물리 모형보다 간단하다. 그러나 정확한 값이 아닌 보간을 이용한 모델이기 때문에 정확도를 검토할 필요가 있다. 따라서 본 연구에서는 Mapping분야에서 사용하는 CRITIC(CRiteria Importance Through Intercriteria Correlation) 기법을 활용하여 지도의 정확도 검토를 수행하였다. CRITIC은 형상기준, 위치기준, 면적기준을 이용하여 형상유사도를 산정하는 방법이며, 이 기법을 활용하여 국가가 제공한 침수예상도(국립해양조사원, 2010)와 SIND모델 결과 지도를 비교하였다. 형상기준은 지도의 형상을 나타내는 형상지수를 비교하고, 위치기준은 지도의 무게중심의 일치정도, 면적기준은 형상 면적을 비교하는 것이다. 지도는 총 300여개의 매칭 객체 쌍을 가지고 수행하였고, 위험도 등급은 Grade 1부터 Grade 5 까지 분류하여 나타내었다. 연구 대상지역은 ${{\bigcirc}{\bigcirc}}$시이다. 그 결과, 형상유사도는 약 200여개의 매체쌍이 0.80 이상의 값을 나타냈고, 나머지 매체 쌍은 0.75이하의 값을 나타내었다. 위험도 등급이 낮을수록 형상유사도 값은 크게 나타나고, 위험도 등급이 높을수록 형상유사도 값이 작게 나타나는 경향을 보였다. 이는 위험도 등급이 높은 곳의 경우, 해안선의 복잡한 지형형태 때문으로 판단된다. Mapping 분야에서 형상유사도 적합성 기준이 0.75이므로 결과는 60%이상이 정확하다고 판단할 수 있다. 따라서 본 연구에서 검토를 수행했던 간단한 방정식을 이용한 SIND 모델은 정확하다고 판단할 수 있다. 다만, 복잡한 지형과 현재 고려되고 있는 영향인자 외에 다양한 구조물 등을 고려한다면 형상유사도가 향상될 것이라 기대된다.

Logistics Allocation and Monitoring System based on Map and GPS Information (Map과 GPS 기반의 혼적을 고려한 물류할당 및 모니터링 시스템)

  • In the field of optimization, many studies have been performed on various types of Vehicle Routing Problem (VRP) for a long time. A variety of models have been derived to extend the basic VRP model, to consider multiple truck terminal, multiple pickup and delivery, and time windows characteristics. A lot of research has been performed to find better solutions in a reasonable time for these models with heuristic approaches. In this paper, by considering realtime traffic characteristics in Map Navigation environment, we proposed a method to manage realistic optimal path allocation for the logistics trucks and cargoes, which are dispersed, in order to realize the realistic cargo mixing allowance and time constraint enforcement which were required as the most important points for an online logistics brokerage service company. Then we developed a prototype system that can support above functionality together with delivery status monitoring on Map Navigation environment. First, through Map Navigation system, we derived information such as navigation-based travel time required for logistics allocation scheduling based on multiple terminal multiple pickup and delivery models with time constraints. Especially, the travel time can be actually obtained by using the Map Navigation system by reflecting the road situation and traffic. Second, we made a mathematical model for optimal path allocation using the derived information, and solved it using an optimization solver. Third, we constructed the prototype system to provide the proposed method together with realtime logistics monitoring by arranging the allocation results in the Map Navigation environment.
