Even though styrofoam buoys represent a large portion of beached marine debris in Korea, efficient government actions have been lacking to address them. Three participatory workshops were organized from 2010 to 2012 to develop policy measures to manage styrofoam buoy marine debris. The first workshop held in 2010 was organized in order for workshop participants to understand and share the styrofoam debris issue. Participating stakeholders suggested policy measures to address styrofoam debris through brainstorming in the second workshop in 2011. In the third workshop organized in 2012, the analytic hierarchy process (AHP) was used to set priorities for 16 selected policy measures. A total of 56 people participated in AHP, and answers of 40 participants that passed the consistency test were analyzed. 'Beach cleanup by public works program' ranked highest in priority, followed by 'Development of alternative buoy and aquaculture technologies'. Other research projects also ranked high in priority. Feasibility of policy measures was considered the most important criterion in the priority setting, followed by effectiveness, efficiency, and acceptability. This study demonstrated that participatory workshops in which diverse stakeholders take part in could provide a valuable tool in developing practical policy measures on styrofoam buoy marine debris.

Korea actively endeavors to improve the national marine environmental laws and regulations. Along with the growing global concern on the importance of marine environment, the concern is also increasing nationwide in Korea. These institutional changes in Korea have implications in that it has started to internalize the Sustainable Development Principle and the Precautionary Principle in the form of 'law' and 'policy.' The enactment efforts for conservation and sustainable use of marine environment will continue as the legal demand of public for coastal erosion prevention and climate change mitigation increases. This calls for robust revision for more logical framework and coherence of marine environment laws and regulations as well as efficient implementation of policies. In addition, it is strongly required that the systematical research and survey as well as the robust reversion of laws and policies should be taken accordingly for the effective conservation of marine environment.

본 연구는 최근 사회적으로 관심이 증가하고 있는 해양자원을 활용한 해양치유활동을 지원하기 위한 해양치유산업을 대상으로 지역별 해양치유자원을 활용한 지자체 비즈니스모델 개발을 위한 협력지자체 선정을 위한 선정 방안을 개발하는 것을 목적으로 한다. 따서 본 연구에서는 국가 정책적으로 실행된 공공개발사업, 시범사업 대상지 등 기 실행된 입지선정 방안을 조사, 분석하여 해양치유산업 협력지자체 선정을 위한 평가방안을 개발하여 제시하였다.

Since the demand for radio wave due to proliferation of radio wave communication is increased rapidly, policy for efficient use of radio wave is a challenge of sustainable research for technology development in this field with focus on service supply and distribution. Therefore, this paper analyzed and reviewed radio wave related international agreements and overseas institutions and policies, and proposed the improvement method for systematic and efficient countermeasure on radio wave management policy and system according to radio wave promotion policy circumstance changes, radio wave environmental change and technology development.

지난 6월 초, 국토해양부와 서울시가 하반기에 새로 시행될 주택 정책을 발표했다. 기본형 건축비 탄력 조정이나 저소득 신혼부부용 주택 공급 등 주택 시장에 적잖은 영향을 미칠 정책들이 상당 부분 포함돼 있어 주의 깊게 살펴봐야 한다. 하반기에 변화될 주요 정책을 월별로 살펴본다.

세계적으로 해양플랜트시장 선점경쟁이 격화되고 있는 가운데, 중국이 해양플랜트 대국달성을 목표로 산업육성에 적극 나서고 있다. 특히 2010년 국가 전략적 신산업의 하나(첨단 제조업에 포함)로 선정하고 이를 바탕으로 '2020 산업혁신 전략', '2020 산업중장기 발전계획'을 마련하여 적극 추진하고 있다. 즉 2020년 국제시장 점유율 35% 이상, 기자재국산화율 50% 이상이라는 세부 목표를 세우고 이를 위한 재정 금융 세제 지원 강화, 기술개발 확대, 산업클러스터 구축 등을 본격화하고 있어 우리나라와의 경쟁심화가 불가피하다. 따라서 본 원고에서는 이러한 중국의 해양플랜트산업 육성정책과 산업동향을 분석하고 시사점을 도출하고자 하였다.
