해양수산분야의 웹 자원을 포함한 전자정보자원의 효율적인 메타데이터시스템 구축방안을 수립하기 위하여 국내외의 전문분야 메타DB를 조사하였다. 해양연구문헌은 IAMSLIC의 해양웹자원리스트 정보를 주요 컨텐츠로하여 메타데이터 시스템을 구상하며, 해양조사자료는 자료종류 및 특성에 부합하는 메타데이터항목 및 양식을 설정하여 시스템을 구현하고자 한다.

A literature analysis for the planning and realization of meta database system was carried out to establish the ocean electronic resources, the first in Korea. The study targeted from web resources and to oceanographic survey data. The focus of the analysis lies in the providing practical information retrieval service for ocean electronic resources based on the framework of effective Dublin Core metadata with network resources description. The analyses included ocean electronic resources, metadata descriptive elements, metadata classification, system organization and retrieval for planning and implementation of meta database system.

There has been increasing concerns regarding marine mineral resources as the land energy resources has been depleting from worldwide energy crisis. Also, all the coastal countries around the world are getting into the high competition as EEZ implemented to widen each country's marine autonomy. Especially, the adoption of EEZ in UN's marine regulation agreement at the January of 1996 has aggravated conflicts among coastal countries and eventually resulted in critical agenda to determine the boundaries of EEZ among such countries. It is imperative for us to have negotiation with neighboring countries to determine the boundaries of EEZ. For the preparation of such negotiation, it is essential to have data such as mineral distribution, deep-sea geology, related agreement and marine laws, etc. Therefore, this study mainly concentrates on analyzing existing data of resources exploration and establishing standards for each type of data and manipulating data based on such standards, thereby building a database for more efficient management of EEZ data from marine resources survey. MRIS has also been developed to diversely analyze and visualize graphic and attribute data considering data usage and inter-relationship in the database. This system can provide various spatial analysis and spatial searching techniques to enable easier comparison of cost-benefit analysis and data provision of any area in EEZ thereby facilitating major policy making. In addition, the system can support sustainable management of marine resources of EEZ regions and data supply for systematic management of national marine resources. Furthermore, this will be very useful for negotiating with neighboring countries to determine EEZ boundaries to lead more favorable results.

Recently, the interests of marine mineral resources has been increasing from the depletion of land resources around the world and many countries are involving in marine exploration work. South Korea is also currently performing exploration work to estimate the marine mineral resources around the Korean Peninsula. However, massive amounts of marine exploration data accumulated from the long-term exploration work have not been systematically managed. The data have been managed by the file based system instead of commercial database. The aim of this study is to construct GIS-based Marine Mineral Resource Information System using a spatial database for the core sediments of the marine exploration data. For constructing such DB system, GIS-based data items were classified, and a database was designed using relational database model. The database was constructed using commercial DBMS(Database Management System), Oracle. Also, necessary functions of the system were defined for the effective use of database based on users' requirement analysis. The GIS-based Marine Mineral Resource Information System has enabled to support the systematic management of the marine exploration data. Furthermore, it is expected that this spatial database will be useful in estimating the reserves of the mineral resources and provide valuable information for economic evaluation. In the future, the application of advanced techniques of spatial analysis and 3-dimensional display function will be required.

우리나라는 무역량 증가와 수출입 불균형에 따라 항만자원 낭비 및 불필요한 비용 발생 등의 문제가 야기되고 있다. 이러한 문제를 해결하기 위해 항만 이해관계자들의 정보 공유를 바탕으로 한 새로운 물류 서비스 개발이 요구되고 있으나, 선사, 화주, 운송사들간에 정보가 단절되어 있어 유기적인 상호 공유가 불가능한 상황이다. 본 논문에서는 항만 내 공유가능 한 자원들에 대해 공유수준, 공유효과, 공유 가능성에 대한 설문조사를 통해 시사점을 도출하고, IPA분석을 통해 중요도 및 시급성을 분석하였다.

전 세계적으로 육상자원의 고갈로 해양광물을 개발하고 이를 경제적으로 활용하려는 움직임이 점점 증가하고 있다. 이에 우리나라도 한반도 주변 해역의 해양광물자원을 확보하기 위한 탐사와 연구가 진행 중에 있다. 특히 우리나라는 삼면이 바다로 둘러싸인 지형학적 특정으로 주변국과의 자원경쟁이 불가피하여 전략적 체계적 탐사자료의 관리와 이를 활용하기 위한 방안이 필요하다. 하지만 탐사 분야가 다양하고 그에 따른 데이터가 상이하여 관리에 어려움이 있다. 현재 국내에서 해양자원에 대한 정밀탐사가 이루어지고 과학적인 정보제공이 요구됨에 따라 해양광물자원정보시스템이 구축 운영되고 있지만 몇 가지 제약점이 존재한다. 따라서 본 연구에서는 이를 보완하기 위해 특히 시추 퇴적물 탐사 분야에 있어 GIS기반의 표출 가능한 대상항목을 분류하였고, 데이터베이스 구축을 위한 모델링을 진행하였다. 이는 위치기반의 분석결과 자료를 제시할 수 있도록 하였다 본 연구는 해저 퇴적층에 분야의 과학적 정보 제공을 위한 기반을 마련하였다는데 의의가 있다. 또한, 한반도 주변에 해양광물자원의 부존 가능 지역을 파악하는데 있어 과학적 정보를 지원하고 나아가 광물자원의 매장량 추정이나 경제성 평가를 위한 정보제공의 기반이 될 것으로 사료된다. 향후 연구에서는 시추퇴적물의 깊이에 따른 데이터베이스 관리 방안과 더불어 3차원 정보 제공에 대한 연구와 모델링 결과를 통해 실제 데이터에이스 구축이 진행되어야 할 것이다.

국내에 설치된 여러 종류의 항로표지를 체계적으로 관리하기 위한 '항로표지 전산관리 시스템'이 존재한다. 하지만 현행 전산관리시스템은 IALA S-201(항로표지 기본정보), S-124(항로표지 변경정보), S-125(항로표지 긴급정보)데이터 표준을 기반으로 한 항로표지 정보 서비스 대응에 한계점이 있다. 또한, 미래의 스마트 항로표지 정보, 장비에 대한 추가 센서 정보, 새로운 해양자원 서비스에 대한 정보관리의 확장성을 위하여 새로운 '스마트 항로표지 정보관리 시스템'을 개발하고 있다.

A literature analysis for the planning and realization of the multimedia meta database and digital library's integrated information system was carried out to establish the various oceanographic resources in the Oceanographic Information Center, the first in Korea. The study targeted from printed matter, network resources, full-text and to VOD. The focus of the analysis lies in the providing practical integrated information retrieval service for oceanographic resources based on the framework of effective MODS metadata with network resources description. The analyses included oceanographic resources, multimedia information processing, MODS metadata descriptive elements, metadata classification, system organization, and retrieval for planning and implementation of the multimedia meta database system.

국제항로표지협회는 항로표지 정보교환과 해양자원의 디지털화를 위해 국제표준을 개발한 바 있으며, 해양정보의 공유와 서비스 제공을 위해 해양서비스 표준개발에 협력하고 있다. 해양수산부는 미래 해상교통 환경변화에 선제적 대응을 위해 스마트 항로표지 고도화 및 정보협력시스템 개발에 관한 연구개발 사업을 수행 중이며, 항로표지 정보협력시스템 실증에 관한 연구성과를 기반으로 항로표지 정보서비스 센터를 구축할 계획이다. 항로표지 정보서비스 센터는 항로표지 기본 정적정보 관리, 항로표지 상태와 영상, 해양기상에 동적(실시간)정보관리, 항로표지 신서비스 운영 및 제공이라는 핵심 기능을 가지며, 향후 항로표지 및 연계정보의 체계적인 관리를 통한 항로표지 관리지원, 정보공유 및 신서비스 제공이 기대되고 있다. 본 연구에서는 항로표지 정보서비스 센터의 핵심 기능과 추진 계획을 기술하였으며, 관련 연구개발 사업의 진행과 함께 항로표지 관리 운영 및 서비스 이용자 그룹과의 긴밀한 협의를 거쳐 항로표지 정보서비스 센터의 기능과 구성을 구체화해 나갈 계획이다.

본 연구의 주요 목적은 기존의 연구에서 구축된 배타적 경제수역(EEZ) 해양자원정보시스템(MRIS)을 근간으로 다양한 해양자원의 정보를 효율적으로 표출하고 EEZ 관련 의사지원과 정책결정을 위한 GIS기반의 EEZ 정책결정지원시스템을 개발에 있다. 이를 위하여 기존에 구축된 MRIS를 이용하여 분산되어 관리되던 기존의 데이터와 매년 탐사 과정을 거쳐 추가되는 데이터의 관리를 위한 표준화를 수립하고 관리방안을 확정하였다. 또한, 기존에 개발된 다양한 해양데이터의 표출방안을 이용하여 EEZ 경계획정 협상 및 정책 결정에 있어 실질적 판단근거가 되는 EEZ에 대한 법령과 각국의 정책 및 EEZ 경계획정 사례 등을 데이터베이스화하였다. 나아가 GIS를 이용하여 표출된 공간데이터를 다양한 공간 검색과 공간분석 기능을 이용하여 분석함으로써 과학적인 방법으로 EEZ에 대한 중요정책 결정에도 활용하도록 하였다. 본 시스템을 이용하여 향후 EEZ 내 자원분포 및 지 역 별 경제성 비교와 쟁점지역에 대한 정확한 분석이 가능함에 따라 국가 간 협상에서 우리나라에 보다 유리한 협상결과를 도출하는데 기여가 클 것으로 판단된다. 아울러 주변국과 경계획정에 있어 유리한 협상 결과를 도출하기 위한 제반 정보의 제공과 함께 보다 효율적인 정책 수립을 위한 다양한 의사결정의 지원이 가능할 것으로 사료된다.
