본 논문은 해양사고의 93%가 1~3명의 사람과 관련됨에 따라 해양사고 감소를 위하여 선원의 행동유형을 분석하고자 한다. 이에 현재 승선 중 혹은 승선을 예정하고 교육을 받고 있는 이들을 대상으로 설문을 실시하여 그들의 행동유형을 분석, 승선 이후 해양사고의 감소를 위한 방안을 도출했다. 이들은 연령과 총 승선경력에 따라 "가"유형과 "라"유형이 특징적으로 나타났으며, 30대 이하 및 5년 이하의 총 승선경력 집단에서는 환경에 대한 적응에 필요한 요소와 지시사항의 반복이 필요하며, 31세 이상 및 6년 이상의 총 승선경력 집단에서는 정확한 정보에 기인한 올바른 커뮤니케이션이 가능하도록 시스템 및 교육의 보완이 필요하다.

최근 해양사고 발생 건수의 급격한 증가와 더불어 어선의 조업 중 안전사고로 인한 인명피해 또한 크게 증가하였다. 중앙해양안전심판원의 공식 통계에 따르면, 2017년 46명이었던 안전사고의 사망실종자는 2019년 38명으로 소폭 감소하였으나, 2020년 60명으로 크게 증가하였다. 그러나, 사망자가 감소하였던 2019년 안전사고로 인한 부상자는 164명으로 전년도 76명 대비 2배 이상 증가하며 어선원에 대한 안전재해 예방은 실효성을 갖지 못하는 실정이다. 국내 업종별 산업재해율을 비교해볼 때, 어업 재해율은 농업, 광업, 제조업, 건설업, 임업 등을 포괄한 전체 산업 평균 재해율의 약 10배에 이르며 어업인들의 안전이 큰 위협에 놓여있음을 시사한다. 본 연구에서는 2017년부터 2019년의 수협중앙회의 어선원 공제보험데이터를 활용하여 선박별, 재해자별 사고 현황과 발생 형태를 분석하였다. 특히, 교차분석과 연관규칙분석기법을 통해 승선 직책별 부상 부위와 사고발생 형태를 식별하였으며, 이에 따라 직책에 따른 부상 부위를 비교하여 맞춤형 예방대책 수립을 위한 지원과, 사고발생형태의 군집 분석을 통해 발생형태간의 연결고리를 도출하여, 스위스 치즈 모델에서 제안하는 취약점(Weakness)를 식별하고, 이러한 취약점을 보완하기 위한 방어 장벽(Protective barriers)을 제언한다.

해상의 특수성에 따른 한계 때문에 특히 여객선의 해양 사고에서 골든타임 준수는 대형 참사를 막을 수 있는 중요한 요소이다. 본 연구에서는 여객선의 해양사고 발생 시 골든타임을 준수하기 위하여 항해사가 대피항로를 선정하는데 의사결정을 지원할 수 있는 알고리즘을 구축하고자 한다. 사고의 심각성 정도에 따라 대응할 수 있는 방법이 다르기 때문에 사고의 심각성을 3단계로 구분하였고, 운항자 11명의 인터뷰 조사를 통하여 대피항로 선정 알고리즘을 고안하였다. 또한 국내 여객선 사고 사례에 적용하여 그 실용성을 확인하고, 보완점을 도출하였다. 이러한 대피항로 선정 지원 알고리즘은 사고 발생 시 항해사가 올바른 의사결정을 할 수 있도록 지원함으로써 여객선 사고의 인명피해를 감소시키는데 기여할 수 있을 것이다.

우리나라는 다양한 해양활동을 즐기기에 풍부한 자연환경을 가지고 있으며, 소득 증가와 주 5일 근무 등의 사회적 여건 변화에 따라 해양에서의 여가활동이 다양해지고 증가하고 있으며, 이에 따른 국민의 해양활동과 관련된 사고 발생빈도도 함께 증가하고 있다. 이에 따라 해양에서의 사고를 직접적으로 감소시킬 수 있는 국민의 해양사고 대응역량 강화를 위한 해양안전 교육 및 체험시설의 필요성이 증가하고 있다. 본 연구에서는 해양 재난·사고 발생현황, 안전관련 체험시설 현황 등의 여건분석과 안전 및 해양안전에 대한 국민의 인식조사 결과를 기반으로 해양안전 교육 및 체험시설 건립의 사회적 타당성을 제시하였다.

충돌, 좌초, 화재 등 실질적인 해양사고는 조금씩 감소하고 있지만 기관고장, 타기고장 등 단순사고는 매년 증가하고 있으며, 우리나라는 구난업체의 영세성으로 대부분의 예인구난을 해경 경비정에서 수행하고 있으나 선박예인은 사고선박의 크기, 선박고장 또는 파손상태, 기상개황에 따라서 고도의 예인기술을 필요하고 예인 중 타선박과 충돌이나 좌초, 침몰 등이 발생할 확률이 높아, 사고시 이의 인한 인적, 물적, 환경적 피해에 대한 손해배상문제 등이 대두 될 수 있어, 예인구난에 대한 관련법령 및 제도를 재검토하여 해상 예인구난체제 개선방안을 제시하였다.

Various studies have been conducted to reduce marine accidents. However, research on marine incidents is only marginal. There are many reports of marine incidents, but the main content of existing studies has been qualitative, which makes quantitative analysis difficult. However, quantitative analysis of marine accidents is necessary to reduce marine incidents. The purpose of this paper is to analyze marine incident data quantitatively by applying big data techniques to predict marine incident trends and reduce marine accident. To accomplish this, about 10,000 marine incident reports were prepared in a unified format through pre-processing. Using this preprocessed data, we first derived major keywords for the Marine incidents at sea using text mining techniques. Secondly, time series and cluster analysis were applied to major keywords. Trends for possible marine incidents were predicted. The results confirmed that it is possible to use quantified data and statistical analysis to address this topic. Also, we have confirmed that it is possible to provide information on preventive measures by grasping objective tendencies for marine incidents that may occur in the future through big data techniques.

최근 해양사고의 통계를 분석해 보면 어선사고의 경우 2004년부터 감소하는 추세이나, 기관 사고의 경우 2004년부터 급격히 증가하는 추세로 2004년 136건에서 2006년 187건으로 50건(37.5%) 증가하였다. 2006년의 경우 전체 기관사고 중 어선이 약 96%를 차지하여 기관사고를 예방하기 위한 대책마련이 시급하다. 특히 소형어선 해양사고의 경우 약 1/3 이상이 기관사고로 안전관리 여건이 취약한 소형어선의 기관사고 예방대책 마련이 필요하며, 본 연구에서는 어선 기관의 특성, 어업기계의 사용실태, 기관손상사고 분석, 중고기관의 유통과정 등 어선 기관사용에 대한 상황을 분석하여 문제점에 대한 개선방안을 제시하고자 한다.

The variation of marine accidents and ship's insurances is to be the measurement of assessment concerned effect of importing ISM Code because each kind of ship accident's expenses and compensation for the loss have an effect on the ship's insurance and P&I insurance. Therefore in this study, we had grasped the accomplishment of importing ISM Code, using analysis of the variation of marine accidents and ship's insurances in domestic shipping companies from one year ago to 8 years after importing ISM Code. As the result of analysis, compared with the period of a year before carrying out ISM Code, marine accidents were showed a decrease of about 14.4% at 8th year of importing ISM Code. Also, the insurance had tended downward every year.

The variations of marine accidents and ship's insurences are measures for assessing the effects of ISM Code implementation, bemuse expenses for the treatment of ship accidents and compensations for the loss have an effect on the ship's insurence. In order to understand the results and accmplishements of ISM Code implementation in Korea, the rise and the fall of marine accidents and ship's insurences were analyzed and examined in domestic shipping companies from one year before implementation to eight years after implementation of ISM Code. As the result of analysis, compared with the period of a year before implementation of ISM Code, the decrease of about 14.4% in marine accidents was shown in the 8th year after ISM Code implementation in Korea, and ship's insurance rates tended to decrease from year to year.
