Development of Marine Casualty Forecasting System (III): Implementation of Three-Dimensional Visualization System (해양사고 예보 시스템 개발 (III): 3차원 통계 가시화 시스템 구축)

  • The paper describes implementation of three-dimensional visualization system that is to provide comprehensive meaning of the statistical prediction results on the marine casualties. Graphical User Interface (GUI) and Web based Virtual Reality (VR) technology are mainly introduced in the system development. To provide daily forecasting, time based casualty prediction model and risk level index are developed in this work. As operating test results of the system, complicated statistical meaning can be shown in the three-dimensional virtual space using simple color. In addition, daily risk levels can be shown on the bar-graph.

Hindcasting Analysis of Swells Occurred in the East Coast in February 2008 (2008년 2월 동해안에서 발생한 너울의 예측 분석)

  • Swells occurred on the coast of the East Sea on February 24, 2008 caused a loss of three lives and also damaged several west coasts of Japan. The recent increase of swell intensity with number of accidents demands more accurate forecasting of swells in terms of time and location. The swells occurred in February 2008 are hindcasted using SWAN model to examine the accuracy of the model for future forecasting. The model results are compared with ReWW3 data as well as measurement wave data and specially, wave spectrum is analysed by comparing with observed spectrum at two wave stations located in the east coast of Korea. The SWAN model shows similar results with observation data in terms of significant wave heights and swell arrival time but the shapes of wave spectrum are different between model and in-situ measurement data. For further improvement of swell forecasting, more comparison and analysis with observed wave spectrum is necessary and wave directional spectrum data are required to study on the characteristics of swells in the East Sea.

  • 해상기상은 재박 및 운항 선박의 안전에 중요한 영향을 미친다. 따라서, 관제구역에서 선박 안전운항을 관리하는 VTS에 있어 기상예보 및 국지적 실시간 기상정보를 모니터링 하여 대상선박에 대해 사전 안전조치를 취하거나 실무 관제에 중요한 참고자료로 활용해야 함이 해양사고 예방을 위해서 절대적으로 요청되고 있다. 이 논문에서는 겨울철 기압골 형성에 따라 동해안에서 자주 발생하고 있는 북동방향으로 부터의 스웰 유입에 대해, 2011년 1월 1일 포항항에 큰 스웰 유입 당시의 해상기상에 대한 예보 및 실측 자료를 분석하여, 문제점을 고찰하고 선박관제 운용에 있어 기상정보 활용의 중요성을 부각시키고자 노력 하였다. 아울러, 기상청 홈페이지에서 제공하고 있는 상세 기상정보를 선박관제 운용에 활용하고 있는 포항청 사례를 소개하여 타 항만에서도 해상기상 악화에 대비 대응할 수 있는 방안 모색에 도움이 되고자 한다.

Graphical User Interface(GUI) and Web based Virtual Reality (VR) technology are mainly introduced in the system development. In addition, the time based prediction models of the marine casualty and the risk level are developed to display daily situation. As operating test results of the system, it is known that complicated statistical results can be shown as simple colour in the three-dimensional virtual space.

  • 태풍 관련 해양 사고에 대한 구체적인 예방책이나 대책이 없는 현재 태풍 사고 예방을 위한 대책이 필요하다. 이에 본 논문에서는 빅데이터를 이용해 기상 예보, 현재 항해 중인 선박, 선박사고 지역 등을 나타내는 시스템을 구현하였다. 또한 본 논문에서는 사용자의 편의를 위해 국민의 대부분이 사용한다고 할 수 있는 스마트폰에서 사용할 수 있도록 애플리케이션으로 서비스를 제공할 수 있도록 개발하였다.

  • Coastal safety accidents are characterized by a high proportion of human negligence and repeated occurrences of accidents caused by the same factors. The Korea Coast Guard prepares and implements various countermeasures to prevent accidents at coastal safety accident sites. However, there is a shortage of safety facilities and safety management personnel according to the limited budget. In addition, the ability to be proactively and proactively respond is low due to the limitations of the coastal safety accident risk forecasting system, which relies on the meteorological warning of the Korea Meteorological Administration. In this study, as part of preparing the foundation for establishing a preemptive and active coastal safety management system that can manage accident-causing factors, predict and evaluate risk, and implement response and mitigation measures after an accident occurs before coastal safety accidents occur. The establishment of a risk assessment system was proposed. The main evaluation factors and indicators for risk assessment were established through the analysis of the status of coastal safety accidents. The risk assessment methodology was applied to 40 major hazardous areas designated and managed by the Korea Coast Guard.

Korean Ocean Forecasting System: Present and Future (한국의 해양예측, 오늘과 내일)

  • National demands for the ocean forecasting system have been increased to support economic activity and national safety including search and rescue, maritime defense, fisheries, port management, leisure activities and marine transportation. Further, the ocean forecasting has been regarded as one of the key components to improve the weather and climate forecasting. Due to the national demands as well as improvement of the technology, the ocean forecasting systems have been established among advanced countries since late 1990. Global Ocean Data Assimilation Experiment (GODAE) significantly contributed to the achievement and world-wide spreading of ocean forecasting systems. Four stages of GODAE were summarized. Goal, vision, development history and research on ocean forecasting system of the advanced countries such as USA, France, UK, Italy, Norway, Australia, Japan, China, who operationally use the systems, were examined and compared. Strategies of the successfully established ocean forecasting systems can be summarized as follows: First, concentration of the national ability is required to establish successful operational ocean forecasting system. Second, newly developed technologies were shared with other countries and they achieved mutual and cooperative development through the international program. Third, each participating organization has devoted to its own task according to its role. In Korean society, demands on the ocean forecasting system have been also extended. Present status on development of the ocean forecasting system and long-term plan of KMA (Korea Meteorological Administration), KHOA (Korea Hydrographic and Oceanographic Administration), NFRDI (National Fisheries Research & Development Institute), ADD (Agency for Defense Development) were surveyed. From the history of the pre-established systems in other countries, the cooperation among the relevant Korean organizations is essential to establish the accurate and successful ocean forecasting system, and they can form a consortium. Through the cooperation, we can (1) set up high-quality ocean forecasting models and systems, (2) efficiently invest and distribute financial resources without duplicate investment, (3) overcome lack of manpower for the development. At present stage, it is strongly requested to concentrate national resources on developing a large-scale operational Korea Ocean Forecasting System which can produce open boundary and initial conditions for local ocean and climate forecasting models. Once the system is established, each organization can modify the system for its own specialized purpose. In addition, we can contribute to the international ocean prediction community.

Modelling of Drift Prediction in Search and Rescue (수색 및 구조작업에 있어서 표류지점 추정의 전산화)

  • A key element of a successful search and rescue is the correct prediction of the target location. In this paper, new computer models for drift prediction are suggested from the analysis of several methods currently used in other countries. Depending on the availability of the environmental data, users may select a model between the modified versions of U.S. Coast Guard CASP and FLENUMWEACEN SAR. Targets include boats, life rafts and person in water. Life rafts and boats are further classifed. New models are tested and compared with the limited number of field experimental results.

  • In recent years, the need for economical and sustainable ship routing has emerged due to the enforced regulations on environmental issues. Despite the development of weather forecasting technology, maritime accidents by rough waves have continued to occur due to incorrect weather forecasts. In this study, onboard measurements are conducted to observe the acutal situation on merchant ships in operation encountering rough waves. The types of measured data include information related to navigation (Ship's position, speed, bearing, rudder angle) and engine (engine revolutions, power, shaft thrust, fuel consumption), weather conditions (wind, waves), and ship motions (roll, pitch, and yaw). These ship experiments was conducted to 28,000 DWT bulk carrier, 63,000 DWT bulk carrier, 20,000 TEU container ship, and 12,000 TEU container ship. The actual ship experiment of each ship is intended to acquire various types of data and utilize them for multi-objective studies related to ship operation. Additionally, in order to confirm the sea conditions, the directional wave spectrum was reproduced using a wave simulation model. Through data collection from ship experiments and wave simulations, various studies could be proceeding such as the measurement for accurate wave information by marine radar and analysis for cargo collapse accidents. In addition, it is expected to be utilized in various themes from the perspective of safety and efficiency in ship operation.
