Economic Evaluation of Power Grid Interconnection between Offshore Wind Power Plants (해상풍력발전단지 간의 전력계통 연계에 관한 경제성 분석 연구)

  • An offshore wind power plant (WPP) is very expensive and different from an onshore wind power system in many ways. There has been a continuous increase in the capacity of the offshore WPPs. Therefore it is essential to analyze the feasibility and reliability of the offshore wind power to optimize their redundancy. Besides, it is very important to study a planning for grid interconnection of adjacent offshore WPPs. This paper proposes a economic evaluation method to interconnect with adjacent offshore substations in offshore wind power grid. Also, we suggest the probabilistic reliability method to calculate a probabilistic power output of the wind turbine and a cost of the expected energy not supplied that is used as the reliability index of the power system.

  • The latest offshore wind turbines are easily exposed to lightning strikes because they are designed with longer blades and taller height to satisfy the growing capacity demands. The generation facilities and elements of the offshore wind farm are more vulnerable to lightning damage because of more severe, unpredictable weather conditions. Therefore, this paper presents the analysis of measure for lightning overvoltage mitigation in offshore wind farm planned in South Korea southwest seashore. The sensitivity analysis includes the steady state and transient state characteristics of offshore wind farm and proposes the countermeasure for mitigation of transient overvoltage by considering earth resistivity of the offshore environment.

  • Recently, the navigation risk is increasing significantly with growth of marine traffic volume and construction of marine facilities, water bridges, port development and marine wind farm etc. To reduce this kinds of risk, Ministry of Land, Transport and Maritime Affairs enacted a new law called MSA(Maritime Safety Audit) as a comprehensive maritime traffic safety management scheme in order to ensure safety improvements from the early planning stage to post managing of the development which affect the maritime traffic environment. MSA as a tool for improving maritime traffic safety is a formal safety assessment in the existing or future ship's fairway by an independent audit team. It examines the potential hazards of maritime traffic safety, if necessary, and is to ensure the implementation of appropriate safety measures. The object of this paper is to comprehensively evaluate the achievements and implementation problems of MSA about the 2 years, to define the fundamental problems of MSA by conceptualizing and analyzing MSA limits. MSA requires further examination about the introduction of screening and scoping in order to increase the efficiency and objectivity. It will be required the measures concerning policies directions as a tool for planning process for project owner. It will lead to right understanding concerning audit scheme and used in various ways such as amendments to related law.

Optimal Design of Power Grid and Location of Offshore Substation for Offshore Wind Power Plant (해상풍력발전단지의 전력망과 해상변전소 위치에 대한 최적 설계)

  • This paper presents the methodology for optimal design of power grid for offshore wind power plant (OWPP) and optimum location of offshore substation. The proposed optimization process is based on a genetic algorithm, where the objective cost model is composed of investment, power loss, repair, and reliability cost using the net present value during the whole OWPP life cycle. A probability wind power output is modeled to reflect the characteristics of a wind power plant that produces electricity through wind and to calculate the reliability cost called expected energy not supplied. The main objective is to find the minimum cost for grid connection topology by submarine cables which cannot cross each other. Cable crossing was set as a constraint in the optimization algorithm of grid topology of the wind power plant. On the basis of this method, a case study is conducted to validate the model by simulating a 100-MW OWF.

A Study on the Adequate Capacity of Substation Transformer for Offshore Wind Farm (해상풍력발전단지의 해상변전소 변압기 적정 용량에 관한 연구)

  • This study suggests the methodology to decide the number and adequate capacity of substation transformer in a large-scale offshore wind farm (OWF). The recent trend in transformer capacity of offshore substation is analyzed in many European offshore wind farm sites prior to entering the studies. In order to carry out the economic evaluation for the transformer capacity we present the cost models which consist of investment, operation, and expected energy not supplied (EENS) cost as well as the probabilistic wind power model of wind energy that combines the wind speed with wind turbine output characteristics for a exact calculation of energy loss cost. Economic assessment includes sensitivity analysis of parameters which could impact the 400-MW OWF: average wind speed, availability, discount rate, energy cost, and life-cycle.

  • Wind power systems have gained much attention due to the relatively high reliability, good infrastructures and cost competitiveness to the fossil fuels. Advances have been made to increase the power efficiency of wind turbines while less attention has been focused on structural integrity assessment of structural sub-systems such as towers and foundations. Among many parameters for integrity assessment, the most perceptive parameter may be the induced horizontal displacement at the hub height although it is very difficult to measure particularly in large-scale and high-rise wind turbine structures. This study proposes an indirect displacement estimation scheme based on the combined use of inclinometers and accelerometers for more convenient and cost-effective measurements. To this end, (1) the formulation for data fusion of inclination and acceleration responses was presented and (2) the proposed method was numerically validated on an NREL 5 MW wind turbine model. The numerical analysis was carried out to investigate the performance of the propose method according to the number of sensors, the resolution and the available sampling rate of the inclinometers to be used.

  • After facing the fact such as fossil-fuel depletion, global warming, the Kyoto Protocol coming into force of mandatory reductions of carbon dioxide, the world is actively promoting the spread of the solar, wind, tidal, geothermal and other clean renewable energy technology development. Among them, wind power is the only alternative energy to secure a comparable price competition with fossil fuels because cheaper price power generation than other renewable energy when creating large-scale wind farm, thus wind power is the fastest growing industries in the world in the renewable energy field. Especially the offshore wind power is showing rapid growth as most of the wind power sector because of less changes of wind speed, no restrictions of land use, and large-scale development of offshore wind power. In this paper, the field of site selection and spatial location analysis techniques for development of large-scale offshore wind farm are discussed primarily. This paper shows overview of offshore wind power and establishment procedure for development of offshore wind farm.

  • The wind power generation is an eco-friendly clean energy that produces almost zero $CO_2$ emission, and has a good economic feasibility. As for the location, the installation of large turbines and construction of large-scale wind farm is easier on the offshore than on the land. In Korea, it is inevitable to generate offshore wind power through the offshore wind farm, and the radio interference of larger wind power generators and offshore wind power farm to broadcasting, communication and radars is becoming a core issue for constructing the offshore wind farm. In this study, the wind power generation status and rotor blade technology trend were presented, along with the technical trend of radar radio interference reduction relating to construction of the offshore wind farm.

  • This paper introduces the optimum macro-siting of a potential site for an offshore wind farm around Jeju Island using the RDAPS sea wind model. The statistical model was developed by analyzing the sea wind data from RDAPS model, and the meso-scale digital wind map was prepared. To develop the high resolution spatial calibration model, Artificial Neural Network(ANN) models were used to construct the wind and bathymetric maps. Accuracy and consistency of wind/bathymetric spatial calibration models were obtained using analysis of variance. The optimization problem was defined to maximize the energy density satisfying the criteria of maximum water depth and maximum distance from the coastline. The candidate site was selected through Genetic Algorithm(GA). From the results, it is possible to predict roughly a candidate site location for the installation of the offshore wind jam, and to evaluate the wind resources of the proposed site.

Obstacle Avoidance System for Autonomous CTVs in Offshore Wind Farms Based on Deep Reinforcement Learning (심층 강화학습 기반 자율운항 CTV의 해상풍력발전단지 내 장애물 회피 시스템)

  • Crew Transfer Vessels (CTVs) are primarily used for the maintenance of offshore wind farms. Despite being manually operated by professional captains and crew, collisions with other ships and marine structures still occur. To prevent this, the introduction of autonomous navigation systems to CTVs is necessary. In this study, research on the obstacle avoidance system of the autonomous navigation system for CTVs was conducted. In particular, research on obstacle avoidance simulation for CTVs using deep reinforcement learning was carried out, taking into account the currents and wind loads in offshore wind farms. For this purpose, 3 degrees of freedom ship maneuvering modeling for CTVs considering the currents and wind loads in offshore wind farms was performed, and a simulation environment for offshore wind farms was implemented to train and test the deep reinforcement learning agent. Specifically, this study conducted research on obstacle avoidance maneuvers using MATD3 within deep reinforcement learning, and as a result, it was confirmed that the model, which underwent training over 10,000 episodes, could successfully avoid both static and moving obstacles. This confirms the conclusion that the application of the methods proposed in this study can successfully facilitate obstacle avoidance for autonomous navigation CTVs within offshore wind farms.
