Additional Vessel Traffic Services (VTSs) Location Problem for Maximizing Control Area Subject to Budget Limitation (예산 제약하 관제구역 최대화를 위한 추가적인 해상교통관제서비스(VTS)의 입지 선정 문제)

  • Vessel Traffic Service (VTS) is the service that provides ships navigating on a sea transportation route with guidance and advice about geographical environment and other attentive information for their safety. In this study we point out that currently, constructing additional VTSs is required to prevent ships from unexpected accident on their navigation. We first select several candidate locations for constructing VTSs, based on the amount of marine transportation and its potential development possibility. Then, we present an optimization model in which the maximum area coverage is achieved by determining new locations of VTS subject to budget limitation. The problem can be modeled as a binary integer program and it provides an optimal solution for new VTS locations to be constructed under the consideration of the currently located VTSs in Korea.

  • In this paper, we propose a system for processing and analyzing drone image information which can be applied variously in disasters-security situation. The proposed system stores the images acquired from the drones in the server, and performs image processing and analysis according to various scenarios. According to each mission, deep-learning method is used to construct an image analysis system in the images acquired by the drone. Experiments confirm that it can be applied to traffic volume measurement, suspect and vehicle tracking, survivor identification and maritime missions.

A Study on Impact and Countermeasures of Marine Fuels in the FuelEU Maritime Regulation (FuelEU Maritime 규제 적용에 따른 해양 연료의 영향분석 및 대응방안 연구)

  • This study performed the analysis on an economic feasibility of each marine fuel, potential fuel pathways and the relevance of compliance measures to ensure compliance with the FuelEU Maritime regulation. Additionally, it identified certain regulatory gaps to encourage the use of alternative marine fuels. Regarding GHG emissions calculations, the existing GHG regulations for ships applies the Tank-to-Wake (TtW) method, whereas FuelEU Maritime applies the Well-to-Wake (WtW) method. The main results present that important information to establish response strategy for FuelEU Maritime including the costs and benefits of each marine fuel, the minimum blending ratio of alternative fules, and compliance impacts of measures. For the regulatory costs and benefits of marine fuels following the implementation of the FuelEU Maritime from 2025, our findings indicate that while most fossil fuels incur regulatory costs from 2025, most of biofuels and RFNBO fuels do not incur costs until 2050. This will play a role to narrow the price gap between fossil fuels and alternative fuels.

Improved Ship and Wake Detection Using Sentinel-2A Satellite Data (Sentinel-2A 위성자료를 활용한 선박 및 후류 탐지 개선)

  • It is necessary to quickly detect and respond to ship accidents that occur continuously due to the influence of the recently increased maritime traffic. For this purpose, ship detection research is being actively conducted based on satellite images that can be monitored in real time over a wide area. However, there is a possibility that the wake may be falsely detected as a ship because the wake removal is not performed in previous studies that performed ship detection using spectral characteristics. Therefore, in this study, ship detection was performed using SDI (Ship Detection Index) based on the Sentinel-2A satellite image, and the wake was removed by utilizing the difference in the spectral characteristics of the ship and the wake. Probability of detection (POD) and false alarm rate (FAR) indices were used to verify the accuracy of the ship detection algorithm in this study. As a result of the verification, POD was similar and FAR was improved by 6.4% compared to the result of applying only SDI.

  • A smart city utilizes data collected from various sensors through the internet of things (IoT) and improves city operations across the urban area. Recently substantial research is underway to examine all aspects of data that requires for the smart city operation. Atmospheric data are an essential component for successful smart city implementation, including Urban Air Mobility (UAM), infrastructure planning, safety and convenience, and traffic management. Unfortunately, the current level of conventional atmospheric data does not meet the needs of the new city concept. New and innovative approaches to developing high spatiotemporal resolution of observational and modeling data, resolving the complex urban structure, are expected to support the future needs. The geographic information system (GIS) integrates the atmospheric data with the urban structure and offers information system enhancement. In this study we proposed the necessity and applicability of the high resolution urban meteorological dataset based on heavy fog cases in the smart city region (e.g., Sejong and Pusan) in Korea.

Frequent Origin-Destination Sequence Pattern Analysis from Taxi Trajectories (택시 기종점 빈번 순차 패턴 분석)

  • Advances in location-aware and IoT (Internet of Things) technology increase the rapid generation of massive movement data. Knowledge discovery from massive movement data helps us to understand the urban flow and traffic management. This paper proposes a method to analyze frequent origin-destination sequence patterns from irregular spatiotemporal taxi pick-up locations. The proposed method starts by conducting cluster analysis and then run a frequent sequence pattern analysis based on identified clusters as a base unit. The experimental data is Seoul taxi trajectory data between 7 a.m. and 9 a.m. during one week. The experimental results present that significant frequent sequence patterns occur within Gangnam. The significant frequent sequence patterns of different regions are identified between Gangnam and Seoul City Hall area. Further, this study uses administrative boundaries as a base unit. The results based on administrative boundaries fails to detect the frequent sequence patterns between different regions. The proposed method can be applied to decrease not only taxis' empty-loaded rate, but also improve urban flow management.

A CFD Study of Oil Spill Velocity from Hole in the Hull of Oil Tanker (유조선 선체 파공에 따른 원유 유출 유속의 CFD 연구)

  • Sea pollution accidents have been occurred due to the increase of marine ship traffic. Oil spill from the hull hole induced by tanker collision results in the huge sea pollution. Proper and prompt reaction on such oil spill disaster is needed to minimize the damage. Thru-hull emergency wood plug is typically used to manually close small holes, while it is required to develop some mechanical devices for closing large holes in the hull due to huge fluid pressure. Accurate estimation of oil discharge and velocity from such holes are important to develop proper device to control hull hole damage. High resolution CFD modeling investigation on the configurations of hull hole of 7.5 m initial depth and 30 cm diameter, which was observed in the oil spill accident of the Hebei Sprit off the west coast of Korea in 2007, has been carried out to compute the oil spill velocity distribution in terms of flow depth. Friction loss due to the viscous flow and the discharge coefficient of crude oil with specific gravity SG = 0.85 and viscosity of $4-12cP(mPa{\cdot}s)$ at the temperature of $20^{\circ}C-100^{\circ}C$ are presented in terms of Reynolds number based on the results of high-resolution CFD modeling.

Improvement of Ortho Image Quality by Unmanned Aerial Vehicle (UAV에 의한 정사영상의 품질 개선 방안)

  • UAV(Unmanned Aerial Vehicle) is widely used in space information construction, agriculture, fisheries, weather observation, communication, and entertainment fields because they are cheaper and easier to operate than manned aircraft. In particular, UAV have attracted much attention due to the speed and cost of data acquisition in the field of spatial information construction. However, ortho image images produced using UAVs are distorted in buildings and forests. It is necessary to solve these problems in order to utilize the geospatial information field. In this study, fixed wing, rotary wing, vertical take off and landing type UAV were used to detect distortions of ortho image of UAV under various conditions, and various object areas such as construction site, urban area, and forest area were captured and analysed. Through the research, it was found that the redundancy of the unmanned aerial vehicle image is the biggest factor of the distortion phenomenon, and the higher the flight altitude, the less the distortion phenomenon. We also proposed a method to reduce distortion of orthoimage by lowering the resolution of original image using DTM (Digital Terrain Model) to improve distortion. Future high-quality unmanned aerial vehicles without distortions will contribute greatly to the application of UAV in the field of precision surveying.
