  • With current economic advancements and increasing demand for well-being, diverse leisure cultures have developed. The geographic feature of being surrounded in 3 sides by water has resulted in the sustained growth of the marine leisure market. But the increased market and users has not resulted in the systematic management of sailing safety and equipment. Marine leisure activities occur on water, so the damage from collisions and distress calls are greater than land based leisure activities. And marine leisure equipment is very expensive, requiring systematic management. This research proposes an information system using a new IP-RFID technique to manage the safety of marine leisure users and equipment management.

Koreans' consciousness survey on the onboard safety of domestic passenger ship (국내 여객선 승객의 선박안전 의식조사)

  • Users of passenger ships and cruise ships are rapidly increasing year by year, and the needs of the floating architecture are newly come out. But the studies about the passengers' safety and the countermeasures against incidents on board the ships are rare, although the ships' incidents are occurred averagely 15 cases per year during last 10 years. For the purposes of the analysis of the safety consciousness and gathering the some of input data for evacuation simulation for Korean passengers on board ships, this study performed surveys targeting ordinary 394 passengers who are not specially trained and/or accustomed with onboard living conditions. The results are the followings. The reliability on ships' safety is surveyed as 32.3%. Only 14.6% of respondents are aware that there were safety education on board ship during sailing. And 42.2% and 40.9% of respondents answered that they saw the map of emergency routes and knew where the life boats are, respectively. And 73.3% select crews' direct or in-direct(like announcement by indoor broadcasting system) guidances as the most effective evacuation method.

An Analysis on Relative Importance and Priority of Hydrographic Survey for Major Ports in South Korea (한국 주요 항만과 연안해역의 상대적 중요도와 우선순위 분석)

  • This study is based on deductions from analysis of historical changes in hydrographic surveys, the problems with the existing system in Korea and analysis of the literature, including foreign cases. Using these criteria, we created and administered a survey of marine professionals of Korea, and based on the results, established an order of priority for hydrographic surveys, as follows: changes in the seabed, quantities of marine traffic, existing performance data from hydrographic survey, consumer's demand, marine accidents, conservation of oceanic environment, and natural resources. The study also deduced, based on a survey of experts, the relative importance ranking of the major ports in South Korea and suggests policy implications and a priority decision model to conduct future hydrographic surveys in a more scientific and systematic way.

Construction of NCAM-LAMP Precipitation and Soil Moisture Database to Support Landslide Prediction (산사태 예측을 위한 NCAM-LAMP 강수 및 토양수분 DB 구축)

  • The present study introduces a procedure to prepare and manage a high-resolution rainfall and soil moisture (SM) database in the LAMP prediction system, especially for landslide researchers. The procedure also includes converting the data into spatial resolution suitable for their interest regions following proper map projection methods. The LAMP model precipitation and SM data are quantitatively and qualitatively evaluated to identify the model prediction characteristics using the ERA5 reanalysis precipitation and observed 10m depth SM data. A detailed process of converting LAMP Weather Research and Forecasting (WRF) output data for 10m horizontal resolution is described in a step-wise manner, providing technical convenience for users to easily convert NetCDF data from the WRF model into TIF data in ArcGIS. The converted data can be viewed and downloaded via the LAMP website (http://df.ncam.kr/lamp/index.do) of the National Center for AgroMeteorology. The constructed database will contribute to monitoring and prediction of landslide risk prior to landslide response steps and should be data quality controlled by more observation data.

  • Korea DMB Service is popularized, and is used by many users. But latest display devices compared to the DMB content resolution support higher resolution and a variety of video resampling technologies has been used. Generally, subjective video quality is determined by object recognition rate in video, and increased as the edge space between objects are more clear. An edge is the boundary between an object and the background, and indicates the boundary between overlapping objects. the predicted direction in intra prediction used in H.264/AVC has the similarity up to 80% for the edge information. In the study, we propose an effective up-sampling mothed using the edge information that is extracted for the relationship between the intra prediction data and the DCT coefficient data of H.264 video encoding.

  • Recently, one of important resolutions of IMO MSC is an adoption of AIS in SOLAS Chapter 5. The AIS, which is a communication system to enhance safety of navigation by transmitting and receiving vessel information automatically, entered into force on July 1st, 2002. This paper provides guidelines for utilizing AIS effectively and successfully in VIS or all ships. For this, we investigated technical characteristics of AIS, the regulations related to AIS, marine accidents.

  • The Ministry of Maritime Affairs & Fisheries have plaining the advancing fishery information integrated system for the fishing present condition, marine resource administration and applicability considering. The fishery information communication system is build up to the raw data & process-network-content. The communication system must be small size, low cost and adapted SSB transceiver, that is using fishery shipping. In this paper We present digital data communication network to exchange information for fishery and safety between fishing ship and coast station in cheeper communication fee using SSB in HF band.

Conceptual Design and Examination of Required Functions of a Public Ship in Chuja-do (추자도 행정선의 필요기능 조사 및 선박 개념설계)

  • The administrative ship, Chuja-ho, is the only mode of transportation between manned islands in the Chuja-do, Jeju. Chuja-ho is a 25-year-old age, which is identified to pass the persisting period (25 years) for public ships, and there is an urgent need for a replacement. The residents of the island are also requesting that the new administrative ship be outfitted with medical functions because there is no sea transportation system for medical emergencies in Chuja-do. The purpose of this study is to examine the required functions of a new administrative ship outfitted with medical functions and to suggest a conceptual design. In order to review the necessity of an emergency patient transport system, user requirements were surveyed and analyzed, and the ship's condition assessed by ship experts who carried out an on-site survey and analysis of ship survey data. Thereafter, a conceptual design for a new administrative ship with medical functions was presented. The results of this study can be used during a review of a new budget plan and for basic ship designs during the replacement project by the local government. It is also expected to improve the safety and medical environment of Chuja-do residents.

dLoran Measurement in Yeongil Bay using the Pohang Loran-C (9930M) (포항 로란-C(9930M) 이용 영일만 dLoran 측정)

  • There are three essential components of eLoran: dLoran, data map of ASF, and the Loran data channel. Particularly, dLoran improves navigation accuracy, which is the core technology of eLoran systems. The requirement of HEA's absolute accuracy, less than 20 meters, can be satisfied via dLoran measurements and their corrections. In this study, dLoran measurements using the Pohang Loran-C (9930M) station signal were conducted at Yeongil Bay. We established a dLoran reference station at Homigot Management Office for navigation aids within the Bay. We estimated the effectiveness of the dLoran between the reference site (Homigot Management Office) and a test site (Heunghwan beach) by measuring TOAs. We verified that the TOA data measured at these two regions were highly correlated. The temporal differences in the data between the dLoran reference station and test site were about 10~30 ns per day, which is equivalent to a ranging error of 3~9 m. This result shows that eLoran can meet the requirement of 8~20 meters position accuracy for maritime HEA by correcting the ASF at the user's receiver.

An Exploratory Study for the Introduction of Standard Electronic Documents for Bonded Logistics Warehouse in Port Hinterland (항만배후단지 보세물류창고 표준전자문서 도입을 위한 탐색적 연구)

  • After being kept in bonded areas and bonded logistics warehouses, the level of information sharing and progress confirmation on the process until the cargo is released is insufficient, resulting in disputes and legal disputes related to unauthorized and illegal delivery of cargo. This study attempted to present the introduction of standard electronic documents as a way to solve problems such as delivery practices raised in the delivery of existing imported cargo and legal disputes related to unauthorized illegal delivery among import-related entities. The service provider who manages the bonded warehouse/logistics center in the hinterland of Busan New Port and the shipper service user who use the service were classified into two groups, and a survey was conducted to analyze the difference in perception between the two groups. As a result of the analysis, both groups judged that the introduction of standard electronic documents was necessary, and showed high expected effects in preventing and reducing erroneous shipments and preventing and improving unauthorized and illegal shipments. Discussions between related organizations, related parties, and subjects are needed first to introduce standard electronic documents of the entry and warehouse management system, and the actual participation of related entities such as service providers and service users will play a very important role in establishing the system.
