A Study on the Improvement of the Role of VTS by Analyzing Causes of Marine Accidents in Busan Port (부산항 해양사고 원인분석을 통한 VTS 안전제고 방안에 관한 연구)

  • VTS(Vessel Traffic Service) has been established in navigational waters to improve the safety and efficiency of navigation and to prevent marine accidents which could cause a large amount of damages to the marine environment and shipping industries. There have been several reports on analyzing the causes of marine accidents happened around Korean waters of jurisdiction, and those reports contributed not only to the enlargement of waters where VTS operation was needed and but also the construction of VTS system which was necessary to provide vessels navigating in the service waters with safety-related information. However, the researches for the role of VTS in marine transportation were not still enough to increase the safety of navigation and to decrease the number of accidents. In this paper, in view of the fact that VTS operation is closely connected with the accidents, we analyzed that what parts of VTS operation are involved deeply with the causes of marine accidents in Busan Port, and then proposed a method to improve its performance most effectively.

  • 우리나라의 최근 수년간 선박의 교통관련 사고(충돌, 좌초, 접촉)를 분석해 보면 가장 많이 일어나는 사고가 충돌이고, 그 다음으로 많이 발생하는 사고는 좌초이다. 그동안 충돌 사고에 관한 연구는 활발히 진행되었지만, 그에 반해 좌초의 사고 빈도가 높음에도 불구하고 많은 연구가 이루어지지 않았다. 본 연구에서는 선박이 아닌 제 3의 위치에서 실시간으로 좌초 위험도를 계산하는 모델을 연구하였다. 위험도를 수심, DCPA, TCPA를 이용하여 0~100의 값으로 산출하였으며, 이 연구의 최종 목표는 전자해도 상에 색상을 달리하여 해역 전체의 위험도를 표시하는 프로그램을 개발하는 것이다.

An Empirical Study on the Improvement of Marine Traffic System at the Pyeong-taek Adjacent Areas (평택항 접근수역의 해상교통시스템 개선에 관한 실증적 연구)

  • This study focused on the investigating of the improving measure of marine traffic system around Pyung-Taek Pilotage area. First, we analyzed the marine traffic environment on the study area based on the expert point of view of pilot and shipmasters. Then suggested the following countermeasures to improve the traffic safety according to the analytic results of the hazardous items on the Jangan-Seo and Ippa pilot embarking/disembarking area. We suggested to establish Mokdeok-do TSS and TSS in Ando area, and to adjust the width of Jangan-seo TSS to improve the congestion on the TSSs. Also suggest to put lightbuoys along the outer limit of the TSS. In addition, recommend to establish traffic safety specific area on the Jangan-seo/Ippa-do water, and to suggest expand the anchorage area of Ippa and Jangan-seo anchorage. It is anticipated to improve the traffic safety on the study area through the marine traffic system improvements.

  • Korea is surrounded on three sides by the sea, through the maritime transportation accounts for close to 90% share in the total cargo volume. In addition, there are amount of small and medium-sized fishing vessels registered. These days, a number of maritime accidents caused many casualties and having an adverse effect on the marine environment. Therefore, there is a need for a maritime traffic control has been increasing. Information about the ship is divided into AIS information for VTS, Port Management Information System (Port-MIS) operated by the Port and vessels pass (VPASS) that are installed on fishing. However, there is a problem that is not achieved the information exchanged between each other. That is, information on the vessel are stored in diverse inefficient in the management, operation and utilization. This paper discusses the ways to efficiently manage and integrate vessels information for VTS, and proposes the method for implementation and application.

  • In ports of Korea, the marine traffic flow is congested due to a large number of vessels coming in and going out. In order to improve the safety and efficiency of these vesse's movement, South Korea is operating with a Vessel Traffic System, which is monitoring its flow 24-7. However despite these efforts of the VTS (Vessel Traffic System) officers, marine accidents are occurring continuously in their control area. VTS Officers are controlling subjectively based on their experience due to no VTS control guideline of dangerous situation among vessels. On this paper, we listened to Busan VHF channel for 3days and analyzed the message. With collision risk model, We analyzed a moment of risk which officers advise or recommend to vessel in encounter situation, VTSO's career, and day&night.

  • VTS operators instruct ships to wait for entry and departure to sail in one-way to prevent ship collision accidents in ports with narrow routes. Currently, the instructions are not based on scientific and statistical data. As a result, there is a significant deviation depending on the individual capability of the VTS operators. Accordingly, this study built a 1d-convolutional neural network model by collecting ship and weather data to predict the exact travel time for ship entry/departure waiting for instructions in the port. It was confirmed that the proposed model was improved by more than 4.5% compared to other ensemble machine learning models. Through this study, it is possible to predict the time required to enter and depart a vessel in various situations, so it is expected that the VTS operators will help provide accurate information to the vessel and determine the waiting order.

연안VTS 기능에 관한 실증적 연구

  • 우리나라 첫 연안VTS인 진도 연안VTS의 운영 성과를 분석하고, 운영 사례를 조사하여 연안VTS기능에 관하여 실증적으로 분석하였다. 연안VTS는 관제구역이 넓어 해상교통 특색이 장소마다 상이하며, 집중 관제를 필요로 하는 곳이 많았고, 통항선박 중어선과 같은 비관제 대상 선박이 다수를 차지하여 이들의 관제가 중요한 것으로 조사되었다. 그리고 선박 운항자의 집중도가 항내보다는 떨어지므로 인적과실에 의한 사고 개연성이 높은 것으로 분석되었다. 연안VTS는 항만VTS와 같이 정보제공, 항행지원, 교통관리의 역할을 주로 하고 있지만, 수색구조 지원, 해상 보안, 해상치안 업무, 해양오염 대응, 비관제 대상 선박 업무 및 수상레저 안전관리 등의 기능을 강화되는 것으로 나타났다.

  • 중국경제의 지속적인 성장에 따른 동북아지역의 해상물동량 증가, 국민의 삶의 질 향상에 따른 레저활동 인구 증가와 선원의 고령화, 외국인 선원증가 현상 등 해상환경의 변화에 의한 해양사고 발생 가능성은 커지고 있다. 이에 정부는 안전수준 향상을 위한 해상교통의 체계적인 안전관리시스템 고도화 정책을 추진하고 있다. 따라서 본 연구에서는 국내외 도로교통, 건설업 등 안전부문에서 시행하고 있는 평가제도의 사례를 조사 분석하여 해운선사의 안전등급제 도입을 위한 제도의 목적, 도입방법, 평가방법 등을 제시함으로써 효과적인 제도도입 및 운영방안을 제시하고자 하였다.

  • At recently, Oil spill accident of large size oiler that happen domestic and outside the country is occured to social impact us as well as economical damage in sea environment. Also, because spread extent of pollution accident is reaching harbor, bay and close water areas, as necessity that traffic control ships are sea place. VTS is changing to concept that control space is magnified gradually. Our country is operated to 14 harbors which is control center. But abroad is operating coastal VTS that do main waterway and coastals to authority dimension. Therefore, necessity that traffic density of ship manages high coastals and ship traffic of waterway to our country is risen. This paper is execute sea traffic survey at Mokop sea areas and sea casualty occurs. It proposal that coastal VTS center field of most suitable and position of radar site.

A Proposal of Bridge Design Guideline by Analysis of Marine Accident Parameters occurred at Bridges Crossing Navigable Waterways (항만횡단 해상교량의 해양사고 관련 인자 분석을 통한 교량설계안 제안)

  • Recently Bridges crossing waterway are constructed in navigable waterway, so marine accidents near bridges navigable waterway often occurred bemuse that has affect dangerous element for. This paper analysed the necessary environmental factors to navigate safely near bridges and how to set up the environmental factors. Marine accidents elements occurred near bridges relate to span of bridge, size of navigating ship, length of straight way and traffic volume except mistake of mariners. As results of marine accident parameter analysis, Span of bridge is necessary more than 300m at least based on marine accident's analysis, and in case of more than ship's Length 150m, span of bridge is necessary more than 500m, $3{\sim}4L$(L; Ship's Length). Length of straight way before bridge is necessary more than 8L to minimize the marine accident.
