This paper reviews the implementation of the STCW 78/95 in the Philippine MET including the effects of the revised 2010 Manila Amendments. It discusses the country's maritime environment and the structures, quality of maritime education in the country and the effects on the maritime human resource. Among the various resolutions adopted at the conference, the standards of training and certifications, and promoting skills and competency will be more emphasized in this report. These will be compared with the existing curriculum mandated by CHED and upgrade STCW trainings advised by MTC for maritime institutions. A brief comparison and analysis with other Asian countries' maritime training shall be offered. The recommendation pinpoints to the weaknesses of the present maritime regimes in certification and evaluation of maritime institutions. It concludes with the need to have mutually acceptable evaluation standards in view of developing a competent human resource for the future.

Development of e-navigation strategy which was proposed by seven member states coordinated by United Kingdom in MSC committee of IMO has been conducted for user needs definition, gap analysis cooperating with NAV, COMSAR and STW sub-committee. After prominent progress of development was done in Correspondence group, MSC 85 has approved the result of the group and conducted the development of e-navigation implementation plan to be finished in 2012. It is necessary to prepare the strategy and plan of our country identifying and perceiving the core objects and basic concept of e-navigation developed in the international community. This paper presents the progress of e-navigation development work until this stage and gives some recommendations for the domestic plan to cope with e-navigation.

이 연구에서는 대형위그선 개발에 따른 운항요원의 양성 방향에 관한 기초 연구를 수행하였다. 국제해사기구(IMO)는 2002년 12월 제76차 해사안전위원회에서 기존의 선박과 동일한 위그선의 충돌 회피규정 등 안전운항에 관한 잠정적인 가이드라인을 제정하였고, 지난 2005년 5월에는 위그선 운항요원의 운항지식, 운항기술 및 교육훈련 사항 등에 대한 가이드라인을 제시하였다. 위그선은 선박과 항공기의 복합형태인 새로운 운송수단임을 고려한 양성 교육과정 준비가 필요하다. 우리나라는 세계 최고의 조선 인프라와 기술력을 확보하여 대형위그선 건조는 기술적으로 실현가능할 뿐만 아니라 차세대 해상 수송혁신을 주도할 수 있다고 한다. 또한 최근 적재량 100톤급 대형위그선 실용화 사업이 해양수산부를 중심으로 순조롭게 추진되고 있다. 따라서 양 해양대학은 대형위그선 개발 시점에 맞춰 운항요원 양성을 통한 신규분야에 대한 블루오션 창출이라는 목표를 갖고 종합적인 연구와 체계적인 준비가 절실히 요구된다.

With today's continuous increase of both seaborne trade and foreign crew boarding ships, it is necessary to study the standardization of Marine English with respect to Aids to Navigation(AtoN) for the safety of ships. After reviewing the organization of the standard council of the equipment and article of AtoN, the standardization of various types of AtoN was not capable of meeting by the only existing council's activities. For on-the-job progress, it was necessary for the subcommittee to be composed by types of AtoN. It is thus desirable to the integrated approach to the combination of the civil, the public, academic circles and research institutes, which harmonized the council's flexibility and professionalism in the composition of the members. Subjects, levels and targets in each course were presented from results of the study on the standardization scheme of Marine English related to AtoN. The ET steps were classified by the difficult degree to which the principles of interpretation and communication were applied. This study contributed to the scheme that was firstly established to solve the problem of the audiovisual English ET due to the lack of the professionalism of the existing marine affairs by presenting the standardization scheme of Marine English prior to the institutional reform related to AtoN.

Recently, IMO STW Committee has released a model course of Bridge Resource Management. The Leadership and Teamwork among non-technical skills related to human factor is included at STCW 2010 Manila Amendments. Until now, the BRM education in Korea has been independently operated by each related educational institution, i.e., Shipping Company, University due to absence of model course. In this research the focus is on the simulation module among items for the BRM program. During the simulation from the BRM training, the trainee's reaction and popular functions on simulator have been investigated and analyzed to develop a simulation module for effective BRM education.
