S-Mode 가이드라인 개발에 관한 연구

  • 전자항법시대의 도래로, 항해사의 의사결정시 항해설비 의존도는 점차 증가하고 있으며, 국제협약에 의해 ECDIS(전자해도 정보시스템)의 강제화로 전자항해설비 사용을 위한 친숙화는 필수적이다. 국제사회에서도 항해사 및 도선사들이 항해설비의 친숙한 사용을 도모하기 위한 표준이 필요함을 인식하고, 2015년 6월 IMO MSC 95차에서 항해설비에 표준모드 적용을 위한 S-Mode 가이드라인 개발이 2019년까지의 e-Navigation 주요개발 과제로 승인되었다. S-Mode는 주요 사용자인 항해사, 선장 및 도선사에게 표준화된 화면, 기능 제공을 통해 친숙한 업무환경을 통해 상황인식에 기여함으로써 항해안전성을 향상시키고, 교육 훈련 측면에서의 선원의 부담을 경감시키기 위한 목적으로 개발 예정이다. S-Mode 가이드라인 개발을 위해서, HCD(인간중심적 설계)에 기반 하여, 항해설비에 대한 인적측면에서의 개선이 이루어질 것으로 예상된다. 본 연구에서는 ECDIS를 활용하여 S-Mode 가이드라인 개발을 위한 주요 방안 및 항해화면의 개선방안을 연구하였다.

  • The 62nd session of the MARINE Environment Protection Committee was held in London from 11 to 15 July 2011. Mandatory measures to reduce emissions of greenhouse gases (GHGs) from international shipping were adopted at the Committee. The amendment to MARPOL Annex VI includes a new chapter 4 to make mandatory the Energy Efficiency Design Index (EEDI) for new ships and the Ship Energy Efficiency Management Plan (SEEMP) for all ships. This first mandatory measures on energy efficiency will enter into force on 1 January 2013. This amendment to MARPOL Annex VI will significantly influences the vast majority of the international maritime community. This paper mainly discusses the main results of MEPC 62nd session including the recent Emission Control Area.

  • Recently, IMO(International Maritime Organization) have provided the recommendation of EMI and EMS for radio communication and equipments of marine from SOLAS convention at July 1st 2002. In this paper, we measured EMC environment on the HANBADA, which is Korea Maritime University training ship, and the 88KUMEO of a fishing boat for basic EMC environment of a ship. Measured Band is from 30 MHz to 2 GHz, polarization measurement is processed both vertical and horizontal polarization. We analysed the results in consideration of permissible criteria.

  • 해상교총관제는 해상운송에서의 운영적 ${\cdot}$ 환경적 위험을 강소시키기 위한 수단으로써 전 세계 여러 주요 항만과 수역에서 이용되고 있다. 현재 각 국에서는 자국연안에서의 선박통제제도를 적극적으로 실시하고 있으며, 해운의 활성화와 더불어 항만의 안전성 확보를 위하여 각국은 VTS에 관한 국내법을 제정하여 이를 시행하고 있다. 우리나라도 VTS와 관련하여 여러 규정들을 두고 있으나 각 개별입법 내에 산재해 있는 실정이며, VTS를 운영하는 관제요원의 책임과 권한을 명확하게 규정하고 있지 아니하다. 이에 향후 VTS 운영과 관련한 법제의 정비에 관한 논의를 촉진시키는 선행연구로써 현행 VTS 운영과 관련한 법적 문제점을 지적하고 개선방향을 제시한다. 우선 VTS 관제범위에 관한 논의는 국제법적 측면의 법리 정토가 필요하리라 생각되며, VTS 관제요원의 권한과 책임에 있어 적극적 관제에 대한 개념의 정립과 더불어 관제요원의 재인책임과 중과실 경과실에 대한 해상고유의 특성을 반영한 해석이 되어야 할 것으로 생각된다.

A Study on Implementation of IMSAS and Response Plan of the Republic of Korea (IMO 회원국감사제도의 시행과 대한민국의 대응 방안에 대한 고찰)

  • IMO developed VIMSAS for effective application of IMO instruments related to maritime safety and environmental protection and was implemented from 2006 to 2016. Based on this, the purpose and procedures of VIMSAS applied to IMO member states by trial, and IMSAS was enforced from January 1st 2016. IMSAS was implemented to ensure that IMO Member States, such as flag states, coastal states and port states that ratified the IMO Convention, are properly performing their given responsibilities and to ensure the effective implementation of the IMO instruments through the improvement of identified non-conformities. In this study, the auditing contents and procedures were verified based on IMO documents in order to prepare for the IMSAS audit of Republic of Korea scheduled for 2020. For this purpose, this study proposed an update of a directory, development of monitoring system for information reporting required by IMO instruments, designation of relevant experts, preparation of an English version of related national laws, training of IMSAS auditors and establishment of an IMSAS audit response team for audit of IMSAS in 2020 by referring to the results of the VIMSAS for Republic of Korea, major findings of the VIMSAS of other IMO member states, and Consolidated Audit Summary Report (CASR), which was submitted at the 5th IMO III sub-committee.

A Leg Analysis on the Discharge of Cargo Residue at Sea (화물잔류물의 해양 투입처분(배출) 사안에 대한 법률적 분석)

  • The Consultative Meeting of the Convention on the Prevention of Marine Pollution by Dumping of Wastes and other matter, 1972 (London Convention 1972) has requested to International Maritime Organization (IMO) Marine Environmental Protection Committee to collaborate and help clarify a boundary issue between International Convention for the Prevention of Pollution from Shops, 1973 as modified by the Protocol of 1978 (MARPOL) and the London Convention concerning 'dumping' versus 'discharges' during normal operations of ships in 2004, and subsequently established a Joint London Convention/MEPC Correspondence Group. The Contracting Parties to London Convention expressed their environmental concerns on the broad interpretation of the "cargo-associated wastes" by the States, which could be discharged by ships under MARPOL. Regulatory regimes for the cargo residues appear to vary among states. Some countries require fur ships to discharge their cargo wastes into the port reception facility and IMO also recommends doing so. This paper examines the related current national and international legal texts for the regulation of disposal of wastes from ships in order to analyze the current global concern on the marine pollution associated with waste discharge during operations of ships. In particular, we attempt to evaluate the likely marine environmental consequences arising from the disposal of cargo residue using an hypothetical case for the coal cargo residue among bulk cargos in this paper, since location, magnitude and frequency of the discharge of coal cargo residues into the sea adjacent to Korean Peninsula are not readily available. The cargo residues may be discharged to the sea according to MARPOL 73/78; however, its marine environmental consequences can be significant depending upon the characteristics and amounts of wastes to be discharged. Also the public tolerance of the environmental consequences would be widely different among nations. Multilateral environmental agreements, in general, more strictly apply their rules if there are other options to disposal at sea, i.e. port reception facility in this case. Therefore, port reception facilities for the wastes generated by ships are recommended to be further constructed in major national ports in order to reduce the risk of environmental damages during the operations of ships.

Consideration on the Concentration of the Active Substances Produced by the Ballast Water Treatment System (선박평형수 처리장치의 활성물질 농도에 관한 고찰)

  • The International Maritime Organization (IMO) adopted the International Convention for the Control and Management of Ships' Ballast Water and Sediments in 2004 to prevent the transfer of aquatic organisms via ballast water. Thirty-four ballast water treatment systems were granted IMO active substance basic approval, among which twenty systems were granted final approval. This paper is an in-depth consideration of the mechanism principles of the treatment systems that received active substance basic or final approval from IMO, and on the concentration of Total Residual Oxidant (TRO). The TRO maximum allowable discharge concentration was reduced by neutralization equipment, resulting with a concentration lower than 0.2 ppm. However, between various treatment systems TRO maximum allowable dosage showed large differences, ranging from 1 to 15 ppm. The discrepancies of treatment allowable dosage concentration between different treatment systems are largely due to the properties of species and water conditions such as the temperature and turbidity, rather than the characteristics of treatment systems and the type or presence of filters etc.

Establishment of Integrated Information System for Ballast Water Management (선박평형수 관리를 위한 통합정보시스템 구축)

  • Collection and management of various information related to the ballast water are the essential components for the efficient implementation of the IMO Ballast Water Management Convention. Based upon the ballast water risk assessment and information system developed by other states, regions or even at global level, an integrated information system has been established to be applied to our domestic ports. The integrated information system is composed of four DataBases (DB) which are the Shipping DB, Ballast water DB, Port Environment DB and Species DB. The Shipping DB has been established based on the data collected from the Port Management Information System (Port-MIS). For the Ballast water DB, Ballast water has only been estimated by the loading/unloading of the cargoes as the convention has not come into effect yet. The Port Environment DB and Species DB are being established based on the reference documents and existing and newly collected monitoring data. From these DB, the integrated information system will be able to provide a base for the information search, statistic analysis and risk assessment of ballast water. Once the convention comes into effect, this integrated information system will be applied to manage the domestic ballast water discharge and also the port management.

An Estimation of the Amount of Ship's Ballast Water to be Discharged at Korean Major Ports (국내 주요항만에서의 선박평형수 배출량 추정)

  • The International Convention for the Control and Management of Ships Ballast Water & Sediments was adopted by consensus at a diplomatic conference of IMO at 2004. To prepare the Ballast Water Management Convention, fundamental technologies such as treatment system, type approval, risk assessment and various technical informations for formulation of the regulation for national strategy shall be developed. The information item of voyage and discharge of ship's ballast water are gathered by visiting vessel and agent at port. Using the 97 results by ships type characteristic analysis on the relation between loading/unloading and discharge/uptake of ballast water, the amounts of discharge/uptake of ballast water at each port and all of country in Korea are predicted. Hence, It is apparent that the uptake of ballast water is predicted to about 70 million ton in total of Busan, Incheon, Kwangyang and Ulsan ports at 2006 which is over 3 times than discharges.

  • To promote the consistent and effective implementation of IMO instruments such as SOLAS, MARPOL, STCW, LL, TONNAGE, COLREG IMO has adopted voluntary IMO member state audit. This audit scheme is voluntary audit which will be carried out on a voluntary basis, at the request cf the member state to be audited. Nevertheless, the Korea government is preparing the implementation of the audit scheme to strengthen the competitiveness in shipping and shipbuilding industries. In this paper, we investigated the actual conditions of implementation of mandatory IMO instruments and carried out a feasibility study by assessing the cost to be audited and positive effects expected by introducing the audit scheme. As a result of cost benefit analysis we obtained high benefit-cost ratio.
