A Study on the Institute Warranties in the Institute Time Clauses-Hulls 1/10/83 (선박보험약관상 협회항행제한담보약관(協會航行制限擔保約款)에 관한 연구)

  • The Institute Time Clauses-Hulls 1/10/83 has been using widely with attachment and/or endorsement of the Institute Warranties 1/7/76 stipulating vessel's trading limits. Taking into consideration of several changes and renewals on the contents of the Institute Time Clauses-Hulls for clarifying the clauses themselves with development on technology of vessel's construction and navigational equipments up to the present, the clauses on the Institute Warranties 1/7/76 should have been changed and/or renewed. Moreover, the insured still has been burdening additional premium in vessel's navigating and / or calling to the areas stipulated in the Institute Warranties 1/7/76 regardless of any changes of marine business environments. Thus, this study aims to analyze the Institute Warranties 1/7/76 as well as to suggest a reasonable level of additional premium for breach of Institute warranties through not only a comparative analysis between the Institute Warranties clauses and those of the corresponding Institute Warranties using in the Japanese Fire and Marine Insurance companies but also consideration of current circumstances on changes in climatic conditions, vessel design, navigation and communication requirements and capabilities.

A Study on the Improvement of the Utilization of the Korean Airspace (한국공역의 활용도 제고방안에 관한 연구)

  • The Korean airspace is very much limited, but its users are many. Especially many special using airspaces for military aircraft are formulated within the Taegu Flight Information Region and it is so restricted for civil aircraft to use the military airspaces. However, as the demand of civil air traffic is increasing, positive cooperation among the users of the airspace is needed to cope with the demand and to uplift the utilitation of the Korean airspace. Most of airspace except airways within the FIR are restricted areas, prohibited areas or operation areas for the military purpose. This thesis shows how to improve the utilitation of the Korean airspace and how much economical benefit the suggestion gives.

Current Status and Recent Issues in Domestic Air Space Management System (국내 공역 현황과 제도개선 방안)

  • 본 연구에서는 항공운송산업의 발전을 위하여 항공기 운항의 기반이 되는 국내 공역관리의 실태와 문제점을 검토하고, 이의 개선방안을 도출하고져 하였다. 한국은 세계10위의 국제적 민간항공국임에도 불구하고 경쟁력의 원천인 국내여건이 매우 취약한 실정이다. 국내 공역은 약 40만$km^2$인 대구비행정보구역내에 14개소의 접근관제구역과 16개의 항공로가 있고, 민간항공의 비행을 금지하거니 제한하는 71개소의 통제공역과 47개소의 주의공역이 설정되어 있다. 이와 같이 국내 공역은 매우 협소하고 복잡하며, 국가안보의 특수 상황으로 인하여 공역운영의 효율성이 떨어지며, 항공운항의 비경제성과 비행안전요인이 상존하고 있다. 이를 개선하기 위해서는 국가공역관리체제가 실질적이며 체계적으로 확립되어야 하며, 총체적인 국가이익의 극대화를 위하여 안보목적의 군 관할 공역과 민간항공이 활용 가능한 공역의 활당이 최적화 될 수 있도록 공역구조가 재편되어야 한다. 또한 운영상 효율성을 제고하기 위하여 접근관제구역의 광역화, 항공로체제 개선, 공역설계기준의 제정, 수도권 공역 부족의 해소와 미래항행시스댐 운영에 대한 대비가 필요하다.

Establishment and Application of an Integrated Platform for Navigation Safety Information (항행안전정보 통합 플랫폼 구축 및 활용방안에 관한 연구)

  • This study recognizes problems in the current system of providing navigation safety information (NSI), which is centered on merchant ships, to prevent maritime accidents of fishing boats and small vessels in coastal areas. The system proposed in this study is an effective method of providing NSI to support the safe navigation of small vessels such as fishing boats. First, the status and characteristics of recent maritime accidents were examined, and NSI service targets were identified. Second, the limitations of the current NSI system were determined, and measures were proposed to establish an NSI Integrated Platform (NSIP) that ensures the integration, accessibility, and usability of NSI for a substantial portion of the public. Third, to utilize the NSIP, various NSIs are applied as additional information for the electronic chart system used in the e-navigation ship terminals being developed in connection with the Korean e-navigation project. Functions that set the audiovisual alarm function to automatically operate when a ship enters a navigation risk zone is proposed. These functions are technically achieved by reviewing expert opinions of related organizations and professional producers. The results of this study suggest that NSI can be applied to small vessels such as fishing boats, through the Korean e-Navigation project, to prevent maritime accidents caused by the human error of navigators.

Risk Analysis of Aircraft Operations in Seoul TMA Based on DAA Well Clear Metrics using Recorded ADS-B Data (ADS-B 데이터를 이용한 서울 TMA에서의 DAA Well Clear 기반 위험도 분석)

  • Seoul terminal maneuvering area (TMA) that includes Incheon International Airport (ICN) and Gimpo International Airport is a very congested airspace with around 1,000 daily flights and the airspace blocked at the boundary between Incheon flight information region (FIR) and Pyongyang FIR. Consequently, with frequency radar vectorings, separation assurance in this airspace is complicated thus resulting in higher controller workload. In this paper, the conflict and collision risks in Seoul TMA are analyzed using recorded ADS-B data for past three years. Using the recorded trajectories, original flight plan procesures and routes are reconstructed and the risks are quantified using detect and avoid well clear (DWC) metric that is developed for large unmanned aircraft system. The region west of ICN was found to be the highest risk area regardless of the runway directions. In addition, merge and crossing points between procedures displayed relatively high risks.

Current Status of Ship Emissions and Reduction of Emissions According to RSZ in the Busan North Port (부산 북항에서의 선박 배출물질 현황과 선속제한에 의한 배출량 감소 연구)

  • In view of the numerous discussions on global environmental issues, policies have been implemented to limit emissions in the field of marine transport, which accounts for a major part of international trade. In this study, a ship's emissions were calculated by applying the engine load factor to determine the total quantity of emissions based on the ship's speed reduction. For ships entering and leaving the Busan North Port from 1 January to 31 December 2017, emissions were calculated and analyzed based on the ship's type and its speed in the reduced speed zone (RSZ), which was set to 20 nautical miles. The comparison of the total amount of emissions under all situations, such as cruising, maneuvering, and hotelling modes revealed that the vessels that generated the most emissions were container ships at 76.1 %, general cargo ships at 7.2 %, and passenger ships at 6.8 %. In the cruising and maneuvering modes, general cargo ships discharged a lesser amount of emission in comparison with passenger ships; however, in the hotelling mode, the general cargo ships discharged a larger amount of emission than passenger ships. The total emissions of nitrogen oxides (NOx), sulphur oxides (SOx), particulate matter (PM), and volatile organic compounds (VOC), were 49.4 %, 45 %, 4 %, and 1.6 %, respectively. Furthermore, the amounts of emission were compared when ships navigated at their average service speed, 12, 10, and 8 knots in the RSZ, respectively. At 12 knots, the reduction in emissions was more than that of the ships navigating at their average service speed by 39 % in NOx, 40 % in VOC, 42 % in PM, and 38 % in Sox. At 10 knots, the emission reductions were 52 %, 54 %, 56 %, and 50 % in NOx, VOC, PM, and Sox, respectively. At 8 knots, the emission reductions were 62 %, 64 %, 67 %, and 59 % in NOx, VOC, PM, and Sox, respectively. As a result, the emissions were ef ectively reduced when there was a reduction in the ship's speed. Therefore, it is necessary to consider limiting the speed of ships entering and leaving the port to decrease the total quantity of emissions.

Speed Limit Violation Warning Function in Trade Ports and Fairways - GPS Plotter and ECDIS Enhancements (항만과 진입수로에서 속력제한 위반 경고기능에 관한 연구 - GPS 플로터 및 ECDIS 기능개선을 중점으로 -)

  • The Korean government has designated speed-limit zones and speed limits in 19 ports and 3 routes to ensure safe navigation and transportation. However, the speed limit differs from port to port, no practical means of management exist. This often leads to violation of the speed limit. Additionally, ship collisions due to human error continue to occur. First, the study analyzed marine accidents that occurred at trade ports and fairways. The result of the analysis revealed the occurrence of 1344 accidents (average 269 cases per year) from 2014 to 2018. Five hundred sixty three accidents involved fishing boats, whereas, merchant vessels were involved in 508 cases. Second, the efficacy of the application of voice and message warnings to GPS plotters and electronic chart display and information system (ECDIS) was reviewed, and these were proposed as measures to inform vessel operators of the hazards of speed limit violation. Third, experts' opinions from relevant agencies and navigation system manufacturers were consulted and it was found that the proposed warning function was technically implementable. The findings are expected to help reduce human error among ship operators and establish a Korean e-navigation system.
