S-126 해양물리환경 국제표준에 대한 묘화 방안 제시

  • S-126 해양물리환경 국제표준에 대하여 S-101 전자해도 표준과 중첩하여 ECDIS(Electronic Chart Display and Information System) 상에 표현하는 방안에 대하여 연구하였다. 수로서지의 텍스트 기반 자료 형태인 해양물리현상을 기호화하여 전자해도에 중첩하여 표현함으로써 S-126 표준 정보를 ECDIS 사용자에게 보다 명확하게 전달하고, 그 결과 선박사고 및 안전항행에 기여할 것으로 기대된다.

  • 항만용 자율주행 야드트럭운행 환경은 무신호교차로 주행, 낮은 GPS정확도, 악천후상황주행, 이송 컨테이너 위치변경등과 같이 일반 도로의 센서기반의 자율주행차량 운행과 다르게 매우 복잡하다. 이를 위해서는 항만내 특성을 반영한 실시간 위치, 속도 등에 대한 정확한 인식이 중요한 요소이다. 이를 위해서 센서융합과 V2X기반의 복합적인 항만용 실시간 로컬 동적지도 (Local Dynamic Map) 생성 및 V2X기반의 협력측위를 통하여서 기존의 독립적인 자율주행차량의 위치 인식보다 더 개선된 고정밀 위치 인식 정보추출이 필요하다. 본 연구에서는 복합적인 항만용 동적지도 생성관리시스템의 설계 방안 및 협력측위 기술 적용 방안을 제시하고 이를 활용한 항만 구역내 자율주행차량 및 모든 화물 이송장비들의 실시간 위치 인식뿐만 아니라 이동체의 사전 충돌예측 및 비상정지 안전 제어 가능한 V2X 기반의 인텔리젼스 한 3차원 관제시스템 설계 방안을 제시하고자 한다.

VDES MAC 개발을 위한 IEC 시험 표준 작업문서 분석 및 검증

  • VDES는 2015년 ITU-R M.2092-0가 발행된 이후로 다년간 기술 개발 및 개정 작업을 통해 2022년에 ITU-R M.2092-1이 발행되었다. 2026년 1월부터 VDES를 필수 규제 체계에 도입하기 위해 IMO는 2021년 MCS 103회의를 시작으로 NCSR 10에서 SOLAS 4장 및 5장의 수정안과 성능 기준 및 지침 개발을 논의하였고 24년 6월이면 작업이 완료될 것으로 예상된다. 자율운항선박 과제에서는 VDES를 이용하여 자율운항 선박의 안전관련 필수 정보들을 육상-선박 뿐만 아니라 선박-선박 연결에서도 데이터 교환을 할 수 있도록 VDES 시스템을 통신 방식 중 하나로 적용하여 개발하고 있으며 최신의 VDES 관련 표준을 유지할 수 있도록 지속적인 표준 분석 및 시스템 적용을 수행하고 있다. 본 논문에서는 VDES의 MAC 계층 설계를 위해 IEC에서 개발 중인 시험 표준을 분석하고 VDES 개발 시제에 적용하여 검증 및 평가를 수행하였다.

Development of Intelligent safety diagnosis system of motor (전동기 안전진단시스템 개발에 관한 연구)

  • This paper proposes integrated safety diagnosis system of motor used in a ship. It carried out the safety diagnosis for insulation-resistor and current. The motor exposed to sea breeze and oil all the time is able to have problems as a over-current, reduction of the insulation-resistor and so on. These problems impact on the safety navigation, and occur a heavy casualties and loss of property. The proposed system is able to sense error of the motor before a accident occur, by verifying and controlling value of the insulation-resistor and current in working area or control room. The validity of the proposed system is verified through experiment results on the 3-Phase induction motor.

  • 국내에는 선박의 안전항해를 위해서 다양한 종류의 항로표지가 설치되어 운영되고 있으며, 각 지방해양항만청에서 개별적으로 관리되고 있다. 현재 운영되고 있는 항로표지의 종류는 유인 등대를 포함하여 등부표, 입표, 음향표지, 전파 표지 등이 있으며, 그 설치 형태와 기능이 너무 다양하기 때문에 일반화 된 형태의 데이터로 통합 관리되지 못하고 있는 실정이다. 한편, 국제항로표지협회(IALA)에서는 항로표지 설계와 배치 계획에 대한 의사 결정을 지원하고 검증할 수 있는 항로표지 시뮬레이터 시스템의 필요성을 제기하고 있으며, 이를 위해서는 국내의 항만별 항로표지 데이터에 대한 통합 데이터베이스 구축이 반드시 필요하다. 본 논문에서는 국내 주요 항만에 설치되어 있는 주요 항로표지의 속성정보를 분석하고, 이를 바탕으로 항로표지 시뮬레이터용 데이터베이스 시스템을 설계하고 구축하는 방법에 대하여 기술한다.

  • This paper treats optimal route safety assessment system at seaway based on weather forecasting data through INMARSAT. Since early times, captain have been sailing to select the optimum route considering the weather, ship loading status condition and operational scheduling empirically. However, it is rare to find digitalized onboard route support system whereas weather facsimile or wave and swell chart are utilized for the officer, based on captain's experience. In this paper, optimal route safety assessment system which is composed of voyage efficiency and safety component is introduced. Optimum route minimized ETA(estimated time of arrival) and fuel consumption that shipping company. and captain are requiring to evaluate for efficient voyage considering speed loss and power increase based on wave added resistance of ship. In the view point of safety, seakeeping prediction is performed based on 3 dimensional panel method Basically, the weather forecast is assumed to be prepared previously in order to operate this system.

  • This study investigated the purpose of commissioned on-board training and the legal basis for the management of commissioned on-board trainees, focusing on the seafarer educational institution belonging to the Ministry of Education, which cultivates merchant mariners. A program was developed based on this research. Despite the legal basis for the management of commissioned on-board trainees, satisfaction with on-board training management has not been high, and the on-board trainee management system of the university was poor. As a result safety accidents among commissioned on-board trainees occurred on ships, and a few students abandoned on-board training. An I.M.S.A.R. model has been developed for safe and systematic management of commissioned on-board trainees, and a base for a human resource management program for commissioned on-board trainees has also been developed. This study is meaningful in that it derived a practical plan for the management of commissioned on-board trainees.

Anomaly detection on simulation conditions for ship-handling safety assessment (시뮬레이션 실험조건 이상 진단 연구)

  • Experimental conditions are set with environmental factors which can affect ship navigation. In FTS simulation, infinite simulation can be theoretically tested with no time constraint but the simulated result with the same experimental condition is repeated due to mathematical model. RTS simulation can give more resonable results but costs at lest 30 minutes for only experimental time. The mixture of two simulation methods using probability density function has been proposed: some of experimental conditions in which ship-handling is most difficult are selected with FTS and are tested in RTS. It has drawback that it does not consider the navigation route but aggregated track index. In this paper, anomaly detection approach is suggested to select some experimental conditions of FTS simulation which are most difficult in ship-handling during the navigation route. An empirical result has been shown.

  • Numerous maritime safety technologies and systems are being developed to support safe navigation at Sea. e-Navigation is a representative system for maritime safety. It is being developed to maximize the ships safety by applying most maritime safety technologies. The e-Navigation system is being developed by the International Maritime Organization (IMO) with the aim of introducing it by 2019. South Korea has already recognized the importance of maritime safety support technology and is actively introducing e-Navigation. Korean e-Navigation is being designed to provide diverse functions for maritime safety, such as providing an optimal safe route, risk analysis, and weather information. Service modules that provide e-Navigation's each function use different types of data that are difficult to configure as a single database. In this paper, we analyze the data needed for Korean e-Navigation, the data service system structure and types that can effectively support it.

A Study on the Scope of Passenger Vessels and Dangerous Goods Carriers Subject to Maritime Traffic Safety Audits (해상교통안전진단 대상 여객선 및 위험화물운반선 범위에 관한 고찰)

  • Maritime traffic safety audits (MTSA) were enacted in order to ensure marine traffic safety throughout changes or the construction of water facilities, port facilities, etc. After the introduction of MTSA, the scope of subject vessels was restricted to an LOA of more than 100 m or a maximum speed of more than 60 knots as of 2014. In this study, the scope of subject vessels was re-examined in comparison with specific marine traffic safety areas and tanker prohibited areas identified in the maritime safety act. Furthermore, the state of subject vessels and exception cases for MTSA were also analyzed. As a result of these analyses, MTSA were deemed necessary for dangerous goods carriers of more than 1,000 G/T in specific marine traffic safety areas and dangerous goods carriers of more than 794 G/T in tanker prohibited areas. Finally, the necessity of further review was suggested given the present scope of subject vessels.
