Effect Analysis of Offshore Wind Farms on VHF band Communications (VHF 대역 통신에 대한 해상풍력 발전단지의 영향성 분석)

  • As the development of renewable energy expands internationally to cope with global warming and climate change, the share of wind power generation has been gradually increasing. Although wind farms can produce electric power for 24 h a day compared to solar power plants, Their interfere with the operation of nearby radars or communication equipment must be analyzed because large-scale wind power turbines are installed. This study analyzed whether a land radio station can receive sufficient signals when a ship sailing outside the offshore wind farm transmits distress signals on the VHF band. Based on the geographic information system digital map around the target area, wind turbine CAD model, and wind farm layout, the area of interest and wind farm were modeled to enable numerical analysis. Among the high frequency analysis techniques suitable for radio wave analysis in a wide area, a dedicated program applying physical optics (PO) and shooting and bouncing ray (SBR) techniques were used. Consequently, the land radio station could receive the electromagnetic field above the threshold of the VHF receiver when a ship outside the offshore wind farm transmitted a distress communication signal. When the line of sight between the ships and the land station are completely blocked, the strength of the received field decreases, but it is still above the threshold. Hence, although a wind farm is a huge complex, a land station can receive the electromagnetic field from the ship's VHF transmitter because the wave length of the VHF band is sufficiently long to have effects such as diffraction or reflection.

A Study on Unauthorized Anchoring of Foreign-flag Vessels in Internal Waters and Territorial Sea (외국선박의 내수 및 영해 무단정박에 관한 연구)

  • Internal Waters refer to the waters located at the landward side of a baseline and is completely under the sovereignty of a coastal state. However, the right of innocent passage of foreign-flag vessels is recognized in internal waters that are newly incorporated by establishing a straight baseline. Korea has a massive Internal Waters on its south-western coast where the straight baseline is adopted and has a wide Internal Waters that allows innocent passage. A foreign-flag vessel navigating the internal waters must be properly managed according to the interest of the coastal states such as the fishing·safety·security·environment around the Korean coast. Additionally, Territorial Sea comes under the sovereignty of a coastal state and it is a very important sea area for managing the interests of the coastal states. However, several collision accidents involving illegally anchored or drifted foreign-flag vessels have been occurring recently in the Korean Internal Waters and Territorial Sea, and such accidents are a threat to its interests. Thus, this paper analyzes the cases of collision of foreign-flag vessels that anchored or drifted without authorization, and examines domestic·international laws on the passage of foreign-flag vessel through Internal Waters and Territorial Waters. Finally, this paper suggests that unauthorized anchoring of foreign-flag vessels in Korean Internal Waters and Territorial Water violates the requirements for innocent passage and this violation is punishable according to related Acts; a desirable improvement plan for the legal system of passage through Internal Waters and Territorial Waters.

Research on Basic Concept Design for Digital Twin Ship Platform (디지털트윈 선박 플랫폼 설계를 위한 연구)

  • The International Maritime Organization is establishing international agreements on maritime safety and security to prepare for the introduction of autonomous ships. In Korea, the industry is focusing on autonomous navigation system technology development, and to reduce accidents involving coastal ships, research on autonomous ship technology application plans for coastal ships is in progress. Interest in autonomously operated ships is increasing worldwide, and maritime demonstrations for verification of developed technologies are being pursued. In this study, a basic investigation was conducted on the design of a demonstration ship and an onshore platform (remote support center) using digital twin technology for application to coastal ships. To apply digital twin technology, an 8-m small battery-powered electric propulsion ship was selected as the target. The basic design of the twin-integrated platform was developed. The ship navigation and operation data were stored on a server system, and remote-control commands of the electric propulsion ship was achieved through communication between the ship and the onshore platform. Ship performance management, operation and operation optimization, and predictive control are possible using this digital twin technology. This safe and economical digital twin technology is applicable to ships responding to crisis scenarios.

A Study on the Actual Measurement of Air Pollutants from a Diesel Engine of Ship (선박 디젤 엔진에서 발생하는 대기오염물질 실측에 관한 연구)

  • According to domestic air pollutant emission statistics, a considerable amount of air pollutants is generated by ships. Therefore, various policies are being implemented to limit air pollutant emissions from ships and improve the air quality in ports. In addition, international conventions are carried out for the prevention of marine pollution by ships. However, because few studies and experiments have been conducted on the measurement of air pollutants emitted from actually operating ships, this study presented a method and possibility for evaluating air pollutant emissions from a 9,196GT ship actually operating using a portable emission measurement system (PEMS). A difference in emission occurred depending on the RPM and load, and the emission of NOX was 497-2,060ppm, CO2 was 1.55-6.9%, and CO was 0.002-0.14%. The emission specified in the shop test provided by the engine manufacturer differed from the actual emission measured. This study proved that the maximum emission of each air pollutant generated in the entire sailing section of the ship was included in the PEMS measurement range, and the possibility of using PEMS for ships within 10,000GT was verified.

Vehicle Detection and Ship Stability Calculation using Image Processing Technique (영상처리기법을 활용한 차량 검출 및 선박복원성 계산)

  • After the occurrence of several passenger ship accidents in Korea, various systems are being developed for passenger ship safety management. A total of 162 passenger ships operate along the coast of Korea, of which 105 (65 %) are car-ferries with open vehicle decks. The car-ferry has a navigation pattern that passes through 2 to 4 islands. Safety inspections at the departure point(home port) are carried out by the crew, the operation supervisor of the operation management office, and the maritime safety supervisor. In some cases, self-inspections are carried out for safety inspections at layovers. As with any system, there are institutional and practical limitations. To this end, this study was conducted to suggest a method of detecting a vehicle using image processing and linking it to the calculations for ship stability. For vehicle detection, a method using a difference image and one using machine learning were used. However, a limitation was observed in these methods that the vehicle could not be identified due to strong background lighting from the pier and the ship in the cases where the camera was backlit such as during sunset or at night. It appears necessary to secure sufficient image data and upgrade the program for stable image processing.

A Study on the Application of Hybrid Propulsion System for Fishing Vessels (어선용 복합 추진시스템 적용을 위한 연구)

  • The International Maritime Organization is at the forefront of strengthening gas emission regulations for ships globally. The Korean government needs to apply measures to reduce emissions, such as setting a basic roadmap for greenhouse gas reduction. In addition, there is an urgent need to introduce a new efficient propulsion system that can reduce gas emissions. This includes applications to fishing vessels, which account for 90.6% of the greenhouse gas emissions from ships sailing along domestic coasts. In this study, an electric-combined propulsion system applicable to domestic coastal fishing vessels was developed. The target ship to which the electric-combined propulsion system could be applied was selected. A simulation system was constructed using MATLAB/Simulink to compare the expected fuel consumption when applying the developed complex electric propulsion system to the propulsion system mounted on the selected target fishing vessel. Through simulations, the differences in fuel consumption between the mechanical propulsion system and the electric hybrid propulsion system (both when charging and not charging the battery on land) were confirmed. The results show that fuel consumption can be decreased by approximately 13% and 16% when applying the electric-combined propulsion system.

Identifying Problems and Suggesting Improvements for the Scuba Rescue Curriculum Using the Delphi Method (델파이 기법을 활용한 스쿠버 레스큐 교육과정의 문제점 및 개선방안)

  • The purpose of this study was to identify, analyze and address problems in the current scuba diving rescue curriculum in Korea by using the Delphi method to collect expert opinions on the topic. This expert information can form a data-based foundation for the scuba diving rescue curriculum, allowing teaching to be conducted more professionally and systematically, and allowing participants to enjoy scuba diving with greater safety and confidence. In this study, eight experts, all involved in developing the scuba rescue curriculum, were selected, and the research was conducted with informed consent from all participants and in accordance with all related ethical rules. Improvement measures were identified for scuba rescue leaders, teaching programs and training facilities. The study revealed that to improve leadership, a system to verify the leader's ability should be developed and that, in general, the ability of scuba rescue leaders should be strengthened. To improve teaching programs, each scuba organization should produce updated program manuals, prepare evaluation standards, and develop programs that employ a wide variety of training equipment. Finally, in terms of facilities, improvements should be made by constructing artificial wave devices at training centers.

Study on the Evaluation of Ship Collision Risk based on the Dempster-Shafer Theory (Dempster-Shafer 이론 기반의 선박충돌위험성 평가에 관한 연구)

  • In this study, we propose a method for evaluating the risk of collision between ships to support determination on the risk of collision in a situation in which ships encounter each other and to prevent collision accidents. Because several uncertainties are involved in the navigation of a ship, must be considered when evaluating the risk of collision. We apply the Dempster-Shafer theory to manage this uncertainty and evaluate the collision risk of each target vessel in real time. The distance at the closest point approach (DCPA), time to the closest point approach (TCPA), distance from another vessel, relative bearing, and velocity ratio are used as evaluation factors for ship collision risk. The basic probability assignments (BPAs) calculated by membership functions for each evaluation factor are fused through the combination rule of the Dempster-Shafer theory. As a result of the experiment using automatic identification system (AIS) data collected in situations where ships actually encounter each other, the suitability of evaluation was verified. By evaluating the risk of collision in real time in encounter situations between ships, collision accidents caused by human errora can be prevented. This is expected to be used for vessel traffic service systems and collision avoidance systems for autonomous ships.

  • The conventional methods of container forecasting is done through regression methods based on GNP growth trends and by other forecasting methods proposed by several authors. However these efforts prove to be inadequate with visible weakness and a more reasonable approach need to be determined. The succeeding sections elaborate the methodology and approach adopted. The results are then compared through a case study involving the forecast figures derived by the Pusan Port Authority and the values obtained by MRCS model introduced in this paper.

Regional Topographic Characteristics of Sand Ridge in Korean Coastal Waters on the Analysis of Multibeam Echo Sounder Data (다중빔음향측심 자료분석에 의한 한국 연안 사퇴의 해역별 지형 특성)

  • In this study, distribution of submarine sand ridges in the coastal waters of Korea was surveyed using multibeam echo sounder data, and the topographic characteristics of each region were identified. For this purpose, the DEM (Digital Elevation Model) data was generated using depth data obtained from the Yellow Sea and the South Sea by Korea Hydrographic and Oceanographic Agency, and then applied the TPI (Topographic Position Index) technique to precisely extract the boundary of the sand ridges. As a result, a total of 200 sand ridges distributed in the coastal waters were identified, and the characteristics of each region of the sedimentary sediments were analyzed by performing statistical analysis on the scale (width, length, perimeter, area, height) and shape (width/length ratio, height/width ratio, linear·branch type, exposure·non-exposure type). The results of this study are expected to be used not only for coastal navigational safety, but also for marine naming support, marine aggregate resource identification, and fisheries resource management.
