A Study on a Sea Trial and repaired test ship (시운전과 수리시험선박에 관한 고찰)

  • The domestic law establishes a sea trial prohibited area and stipulates that a sea trial is prohibited in this area. However, depending on the user, the term is used interchangeably with on-board test after repaired, In particular, ships undergoing test called a sea trial after remodeling and repairing ships at repair shipyards do not comply with these regulations. By this study, we would like to look at the relevant laws and regulations to see if these ships can be interpreted as sea trial, and suggest the necessity of managing repaired test ships with risks comparable to those of sea trial ships.

  • At this point that port industry brings a new change as the concept of 'Green Logistics' appears, studies on an economic analysis of existing port Re-modeling have normally been conducted focused on market value factors such as Benefit-Cost analysis, On the other hand, there have been few studies on the analysis of Non-market value factors such as environmental value. Therefore, the purpose of this study is aimed to establish a Feasibility analysis model of Incheon inner port Re-modeling in the aspect of Non-market Benefit Factors classified by related factors such as, marine environment, waterfront facility and welfare of users by using AHP methodology based on the extracted result through previous studies.

  • It is necessary to develop a bridgehead port for trading with northern countries to promote trade through the East Sea because the East Sea Rim economic bloc around the Northeast Asia including South Korea, China, Russia, Japan, and North Korea has a high growth potential in the future. Therefore, this study aims to suggest a strategic direction to enhance the competitiveness of Donghae Port through reinforcement of container cargoes by conducting Importance-Performance Analysis (IPA) for stakeholders of Donghae Port. The analysis results suggest that it is necessary to improve the five evaluation factors: attractiveness of container and bulk volumes, appropriate ratio of export/import container quantities, frequency of vessel entry and diversity of sea routes, convenience of complex linked transportation, and competitiveness of cargo handling equipment. The implications of this study are as follows. First, it is necessary to continuously research the current status of container and bulk cargo volumes of the port and ways to increase the absolute cargo volume. Second, we need to consider realistic alternatives to improve the ratio of export/import container quantities. Third, in terms of network, we should establish a service improvement plan to increase the frequency of port calls and the diversity of sea routes. Furthermore, incentives should be provided to increase the trade volume of Donghae Port through strengthened complex linked transportation function. Finally, it is urgently necessary to provide investment support for container handling equipment as an essential requirement for the activation of the container cargoes in Donghae Port.

  • In general, Introducing of the Designated Manager System (DMS) of public facilities has been promoted as part of administrative reforms for planning improvement of service for customers by a private and budget cuts of operations management. DMS has begun to be introduced to the public marina facilities in earnest in 2006, it is evaluated positive about efficiency in terms of business(budget cuts). However, there is no discussion about efficiency (likes service satisfaction of client-side) from the marina whose major job is service. The primary purpose of this study is to clarify the benefits and challenges as a result of the Designated Manager System (DMS) launch implemented by local governments, following the relevant amendments to the Local Government Law. The second purpose is to clarify, from the viewpoint of users, what changes have taken place after the DMS launch, focusing on public marinas operated under the DMS. As for the primary purpose, the study is intended to clarify the economic benefits of the DMS and the significance of the DMS launch at a prefectural government level. This will help us assess whether it would be worthwhile to encourage private companies or non-profit organizations (NPO) to participate in the management and operation of public facilities under the DMS scheme. Most of the studies to date have examined the benefits of the DMS launch, focusing on the economic benefits for local governments. This study is intended to clarify the benefits and disadvantages to users of the DMS launch from the viewpoint of users.

A study on the estimation of container terminal capacity and its implication to port development planning of Korea (국내 컨테이너 부두시설 확보제도 개선방향 연구)

  • This paper investigate the problems of standard container port handling capacity in establishing national port development plan in Korea. Considering container port developing, it's not easy to adopt container port service quality parameters such as lay time constraint of very large container ships by using the standard guideline of container port handling capacity. A simple methodology that connects vessel waiting to service time(w/s) and berth occupancy to costs has been used to evaluate the performance of a container terminal. But the total handling capacity have to be calculated by the performance of the handling system and number of equipments and layout of terminal by using computer simulation that represents of reality events needs to be performed by probabilistic techniques. A simulation model of estimation of container terminal capacity is introduced in order to establish a hub terminal for very large container ships that focus the port's quality of service and also suggest as tool for policy maker to justify a required port investment.

An Evaluation of Constituent Factors for Port Logistics (항만물류 구성요소의 평가에 관한 연구)

  • Recently, the rankings of Korean container ports in terms of container handling cargo volume were plunged down due to the emerging Chinese ports. The efficient container ports strategies which increase container port competitiveness were requested. In this respect, it is urgently required to draw out constituent factors for Port Logistics, weigh these factors, and finally focus on improving the suggested factors. The aim of this paper is to evaluate weight and priority values for 'inner consisted factors' and 'outer requested factors' of port logistics by using the AHP(Analytic Hierarchy Process) method. As for the analysis regarding the inner consisted factors, the results were shown as follows: a storage and handling system (0.288) as the first rank; an information system of port logistics (0.210) as the second rank; an inland intermodal system (0.189) as the third rank; a ship's entering and departuring system (0.184) as the fourth rank, and a ship's berthing system (0.129) as the fifth rank. In terms of analysis regarding outer requested factors, the results came out as follows: a logistics cost (0.360) as the first rank; a port service (0.128) as the second rank; a connectivity (0.118) as the third rank; a hinterland condition (0.116) as the fourth rank; an convenience (0.106) as the fifth rank; a regional center (0.095) as the sixth rank, and an availability (0.077) as the seventh rank. For analyzing the priorities changes in constituent factors, the comparison of results between the year 2007 and the year 2011 was done. As the results, among inner consisted factors, 'information system of port logistics' was ranked first in the year 2007 while 'a storage and handling system' became the most important factor in the year 2011. Among the inner consisted factors, however, the logistics cost was the important factor in 2007 and 2011, respectively.

The User Analysis for Visual Range and Arrangement of Light-buoy on the Channel of the Domestic Trade-port (국내 무역항 항로의 등부표 시인거리와 배치에 관한 이용자 분석)

  • This paper analyzed the visual range and arrangement of light buoy on navigation officers as the primary material to establish the standard of optimal arrangement of light buoy on the channel of the domestic trade-port. About $30{\sim}150$ questionnaires by port were distributed according to the scale of trade-ports and then Effective total 356 copies were used in analysis. The distance, $2{\sim}4$mile, occupied the highest percentage 55.0% as the visual range with naked eyes at the daytime in bright weather. At the arrangement way of light buoy the both sides buoy method showed high in the preference 62.1% among the respondents. The preferred interval between sequence buoys was averagely 1.09mile. Also, the preferred number of light buoy was two in the preference 40.6% among them to cognize without binoculars.

An Analysis on Relative Importance and Priority of Hydrographic Survey for Major Ports in South Korea (한국 주요 항만과 연안해역의 상대적 중요도와 우선순위 분석)

  • This study is based on deductions from analysis of historical changes in hydrographic surveys, the problems with the existing system in Korea and analysis of the literature, including foreign cases. Using these criteria, we created and administered a survey of marine professionals of Korea, and based on the results, established an order of priority for hydrographic surveys, as follows: changes in the seabed, quantities of marine traffic, existing performance data from hydrographic survey, consumer's demand, marine accidents, conservation of oceanic environment, and natural resources. The study also deduced, based on a survey of experts, the relative importance ranking of the major ports in South Korea and suggests policy implications and a priority decision model to conduct future hydrographic surveys in a more scientific and systematic way.

  • The Port Logistics Information System (Port-MIS) is the system that processes all of port management such as entry and departure of ships, using facilities within ports, port traffic control, cargo entering and carrying and tax collection in 31 trade ports over the whole country. Lately, The Port Logistics Information System (Port-MIS) has been reformed as a WEB-based system and established basis to provide real time information support structure, diversification of civil complaint system, and optimized civil complaint service by using wire and wireless internet. The typical study on the Port Logistics Information System was C/S program and EDI-centered. But it has significance to study on service quality measurement of WEB Port-MIS that has been served as a new web-based platform since April 2010, for there was no such a study until now.

  • The sea traffic volume in Southwest sea including Wando area have increased every year. However the improvement of the facilities for convenience and safety in port and sea was not enough to meet the increasing demand of traffic and passengers' need. This study dealt with the situations and status of passenger ship traffic system in Wando area. In addition to, questionnaire survey of passenger ship user in Wando area was carried out in order to research the improvement of marine traffic system. On the basis of the result, navigation risks in the area was analysed. The institutional system such as passenger ship fare, enhanced traffic system that can improve marine traffic environment in the area were suggested and examined. The urgent issue was the scattered fishing ground near fairway which makes narrow passage and can cause risky passeger ship's navigation. In the side of passeger ship's operation, the wage of cargo handling was relatively expensive that needed to be improved.
